Am Beispiel der Gemeinsamen Agrarpolitik untersucht die Studie, ob, wie und mit welchem Ergebnis politische Gestaltungsvorschläge der EU nationale Mediendiskurse beeinflussen. Dafür wird ein institutionentheoretisches Modell, welches das Wechselspiel zwischen institutionellen Einflüssen und strategischem Akteurshandeln betont, entworfen und empirisch getestet. Anhand einer Medienanalyse deutscher und spanischer Tageszeitungen zeigt die Arbeit, wie supranationale Deutungsmuster durch konkurrierende Diskursteilnehmer auf länderspezifische Weise selektiv und reflexiv angeeignet werden. Zugleich wird deutlich, dass die Medien durch eigene Auswahl- und Agenda-Setting-Strategien selbst eine aktive Rolle im Diskurs einnehmen. Damit belegt die Studie, dass politische Konzepte der EU in nationalen Öffentlichkeiten sehr unterschiedlich aufgenommen werden, anstatt Konvergenz zu bewirken. Die Beeinflussung nationaler Mediendiskurse variiert dabei in Ausmaß, Verlauf, Geschwindigkeit und Resultat.

Trotz der erfolgreichen politischen und wirtschaftlichen Regimebildung der Europäischen Union gab es bislang keine umfassendere gesellschaftliche Debatte über die Frage, welche Art von Gemeinwesen die EU in den Augen der breiteren Öffentlichkeit sein soll. Dies änderte sich mit der Auseinandersetzung über den möglichen EU-Beitritt der Türkei. Dort prallten erstmals auch öffentlich unterschiedliche Vorstellungen über die mögliche Ausgestaltung der EU aufeinander. Der vorliegende Artikel rekonstruiert auf Basis einer Analyse der Kommentare deutscher Leit-Printmedien das inhaltliche Spektrum dieser Vorstellungen. Er kann zeigen, dass sich diesbezüglich eine Vielzahl unterschiedlicher Entwürfe der EU finden lässt, die u.a. auf politische und kulturelle Traditionslinien, ökonomische und weltpolitische Interessenlagen sowie auf die geografische Lage der Türkei verweisen. Zudem wird verdeutlicht, dass diese unterschiedlichen Entwürfe von Zeitungen mit unterschiedlichen weltanschaulichen Positionen in verschiedener Weise verwendet werden, und dass sie mit differierenden Bewertungen des EU-Beitritts der Türkei einhergehen.

This open access collection is devoted to an in-depth, qualitative analysis of practices of cross-national solidarity in response to the current political and social crises, from citizens' initiatives to networks of cooperation among civil society actors. The book analyses existing informal groups at the grassroots, furthering transnational solidarity in three thematic areas: disability, unemployment and immigration. Contributions assess how civic groups respond to the various crises affecting Europe, especially the economic and refugee crises, presenting new findings from a systematic comparative study conducted in eight European countries (Denmark, France, Germany, Greece, Italy, Poland, Switzerland, and the UK). The research will be of interest to scholars, students, journalists, policy-makers and activists interested in civil society, social movements, charitable actions, altruism and solidarity, as well as European studies and the socio-economic challenges of current European crises.

The notion of solidarity plays an important role in debates about the future of Europe. Yet, it can be used in a diverse or even contradictory manner as contemporary discussions about refugees in Europe or the implementation of social rights at the EU-level well illustrate. While the focus of public attention is often on political leaders, the goal of this article is to deepen our knowledge about the understanding of solidarity by its practitioners at the grassroots-level of solidarity work. Our study is based on 97 individual interviews with representatives of transnational solidarity organisations (TSOs) located in Germany, Poland, and Greece. We show how their understanding of solidarity varies across three basic themes: the rationale of action, the scope of beneficiaries, and relations with and among beneficiaries. Most strikingly, our research reveals that the core understanding of solidarity among the TSOs under review reflects a progressive, transnational type of solidarity that emphasises universalism, connection-building between targets of solidarity and establishing group identities based on collective action and not pre-defined features. At the same time, our study shows how TSOs adapt to complex country- and field-specific contextual conditions.

In den letzten Jahren hat sich die Bioenergieproduktion rasant entwickelt, so dass man mittlerweile von einem "Bioenergieboom" sprechen kann (WBGU 2008: 1). Maßgeblich unterstützt wurde dieser Trend hierzulande durch die starke politische Förderung von Bioenergie sowohl von Seiten der Europäischen Union als auch von Seiten der Bundesregierung (Schaper/Theuvsen 2009). Die große politische Aufmerksamkeit für Energie aus Biomasse ist dabei Teil einer übergeordneten Strategie zum Ausbau erneuerbarer Energien, mit deren Hilfe die Politik einen wesentlichen Beitrag zum Klimaschutz, zu einer gesicherten Energieversorgung sowie der Entwicklung des ländlichen Raumes leisten will. In ihrem "Aktionsplan für Biomasse" (Kommission der EU 2005) wie auch in ihrem "Fahrplan für erneuerbare Energien" (Kommission der EU 2007) hat die Europäische Union das Ziel vorgegeben, den Anteil erneuerbarer Energien am Gesamtenergieverbrauch bis zum Jahr 2020 auf 20 Prozent zu steigern. Bis zu diesem Zeitpunkt sollen gleichzeitig nach den Vorstellungen der Europäischen Kommission Biokraftstoffe einen Anteil von 10 Prozent des gesamten Verbrauchs von Benzin und Diesel im Verkehrssektor ausmachen.

Over the last decade, the unprecedented influx of refugees and migrants into the European Union has posed a significant challenge to Europe, with solidarity being contested at two fronts: first, the question of solidarity with refugees in terms of meeting adequate measures of protection and satisfying their elementary needs; and second, the question of solidarity within the European Union in terms of sharing the costs and burden of hosting these refugees among the member states. One driving factor of these contestations is that the solidarity challenge in facing the 'refugee crisis' is taken up differently in transit countries in the South of Europe and destination countries in the North. Wishing to shed light on how national contexts impact transnational solidarity organising, we draw on a fresh set of cross-national evidence from a random sample of 277 transnational solidarity organisations (TSOs) in Greece, Germany, and Denmark. The aim is to illustrate the effects of political opportunities and threats during the 2007–2016 crises period on migration-related solidarity activities organised by TSOs. We will do so through tri-national comparisons tracing migration-related TSO patterns across time. The data used is produced in the context of the TRANSSOL project by a new methodological approach (action organisation analysis) based on hubs-retrieved organisational websites and their subsequent content analysis.
