Abstract
This article analyses political rationalities positioning residents in decision-making in the context of #housing2030 project in Warsaw, Poland. The paper applies a governmental approach, a policy analysis tool reconstructed (on the ground of existing studies) by Greg Marston and Catherine McDonald (2006). As reported in the article, two political rationalities were identified: (1) public participation designed in the context of local communities and neighbourhoods and (2) public (tenant) participation designed in the context of neoliberal governance in housing. It was found that in the case of the #housing2030 project, the contradiction of political rationalities leads to an incoherent vision of public participation in housing policymaking and to some residents (social tenants) being treated differently. The article argues that this contributes to the micro-practices of social scepticism and distrust on the part of tenant organisations and urban movements towards the #housing2030 project.

Abstract
This paper employs critical discourse analysis to examine how Warsaw citizens (residents) perceived and organized the narratives of their participation in the governance of urban regeneration between 2004 and 2016 and how this evolved over that period. The study reveals citizens' discursive practices, such as the construction of positive and negative identities of the relevant social actors, the binary opposition between 'us and them', the development of new interpretations of urban regeneration, and finally, the gradual elaboration of a model of empowered citizenship. Drawing on the concept of democratic urban regeneration policymaking, the research suggests that in the case of Warsaw, one can speak of a shift from a citizen discourse of rebellious participation in non-deliberative governance towards one of more consensual and empowering participation in more deliberative governance.

The article examines how the perception of gender identities of tenants and owners was constructed in normalizing discourses regarding re-privatization/property restitution in Warsaw in 2004-2016. As a theoretical approach, it applies the feminist post-structuralist perspective developed by Sophie Watson (2000a). The data were collected with discourse analysis, as proposed by Judith Baxter (2008a). The article identifies two discourses pertaining to re-privatization/property restitution in Warsaw: 1) property restitution discourse, under which returning property to former owners (or their heirs) is presented as a moral imperative; and 2) expropriation of tenants discourse, focusing on abuse, fraud and human misfortune stemming from the passage of municipal housing stock to the descendants of former owners. In both discourses, tenants were ascribed a feminine identity, and owners a masculine one (G. Hofstede, G.J. Hofstede, 2007). That affected the tenants' and owners' positions in the housing policy process.

The goal of this paper is to demonstrate the usefulness of the What's the Problem Represented to Be approach (WPR), a tool of policy analysis developed by the Australian political scientist Carol Bacchi to examine the discursive representations of council tenants' participation in connection with the inclusion of council housing tenants from the Jazdów Estate in the decision-making process relating to local housing policy in Warsaw. The article identifies two discursive representations of council tenants' participation: (1) council tenants as an expected passive audience in top-down policymaking and (2) the limited acceptance of the agency of council tenants in policymaking. It was found that in Warsaw - or at least in the case of Jazdów - the political and discursive interpretation of tenants' participation is primarily associated with the act of informing and less often with public consultation or the co-production of housing policy.
