Describes & draws lessons from the work of a forum comprising representatives of various citizen, business, & government entities established in 1993 to solve the problem of disposing of sediment dredged annually from the Port of Hamburg (Federal Republic of Germany). The Elbschlick Forum, with the assistance of an elected moderator & scientific experts, identified an acceptable alternative to a disposal site deemed objectionable. The success of this instance of participatory conflict resolution is attributed to five factors: (1) committed & continuous public participation, (2) use of an open-ended process, (3) comprehensive information availability, (4) involvement of neutral experts, & (5) moderator acceptance by all concerned parties. 1 Figure.
