Dust pollution is a key issue that contractors ought to address in the sphere of sustainable construction. Governments on behalf of the public assume part of the responsibilities for minimizing dust emissions on construction sites. However, the measures that are useful for governments to fulfill such a responsibility have not been explored explicitly in previous studies. The aim of this research is to map out China's practices in this area with the intention of filling the knowledge gap. Using a combination of research methods, five categories of governmental measures are proposed: technological, economic, supervisory, organizational, and assessment-based. Data from 37 major cities in China are collected for analysis. While the proposed categories of measures are demonstrated in China, the data analysis results show that governments prefer technological and organizational measures, and institutional guarantees and technological innovation are a prerequisite for dust-free construction. This research provides a comprehensive examination of construction dust control from the perspective of governments, and it can assist governments in improving the performance of dust management in the construction context. ; Jinding Xing, Kunhui Ye, Jian Zuo and Weiyan Jiang

There are various indicators available to evaluate sustainable construction, and it is difficult to determine which the key indicators are among them. Existing studies do not adequately consider the stakeholders associated with the indicators of sustainable construction, leading to key decision-makers' lack of targeted management strategies to improve the sustainability level of MSCPs. Using literature analysis and expert interviews, this study identified the key evaluation indicators of MSCPs from a stakeholder-network perspective. Social network analysis (SNA) was used to explore the relationships between the key evaluation indicators and corresponding stakeholders. The results showed that the government and designers significantly impacted other stakeholders and played as the key stakeholders in MSCPs. Regarding the indicators, applying energy-saving and intelligent technologies plays a key role in the MSCPs. This study links key indicators of MSCPs with the associated stakeholders, which helps decision-makers to develop targeted strategies to improve the sustainability level of MSCPs, thereby not only improving the efficiency and effectiveness of the intervention strategies, but also helping to save decision-makers' monetary and human resources which are usually limited.

The rapid development of the building industry has become an important driving force for the fast growing energy use in China. The building industry contributed 26.4% of China's GDP, and the building energy use accounted for 33% of the total energy use in China. Building energy conservation plays an important role in reaching the peak of carbon emissions before 2030, which was committed by the Chinese government in the Paris Agreement. Building energy conservation is a complex system. The guidance and support of government policies are one of the important issues. This research analyzed the institutional framework for building energy conservation in China. The roles and functions of each institution were critically reviewed. The policy system for building energy conservation was also analyzed, which included National Laws; Regulations of the State Council; Provisions of Ministries under the State Council; and National Standards, Plans and Programs. The suggestions for further improvements were drawn from the critical analysis such as defining clear and specific responsibility of management institutions, improving regulations and standard system, establishing the market leading mechanism, etc. This research draws an overall picture of the building energy conservation in China from the policy and institutional perspective. The game model of sewage charges, based on incremental mode, was developed. Four modes of high/low sewage charge standards were utilized to analyze the relationship between control strategy on sewage discharge and the development of environmental protection industry. Results showed that the selection of control strategy was heavily dependent on the level of sewage charges. An empirical study was carried out to investigate the environmental protection industry in 31 regions in China in 2010. It was revealed that the sewage charge standards, formulated by the local governments and the development of environmental protection industry, varied significantly in different regions. The optimal level of environmental quality and social welfare, as a whole, was not achieved in China. It is proposed that different regions should adopt different sewage charges standards based on their economic development level and the current environmental quality. Interest among planning and policy makers in environmentally sustainable housing has risen in recent years as a response to the global goal of attaining sustainable development. In Australia, there has long been concern that the market might under-provide affordable housing and, more recently, concerns have been raised over the capacity of the market to provide sustainable housing. Governments in Australia have intervened through subsidies, tax incentives and more direct forms of support for the provision of affordable and sustainable housing. Providing environmentally sustainable housing is thus perceived to be a "merit good" in Australia. That is, a good that has social merit but one that is underprovided by markets. Contemporary housing policy debate in Australia has emphasised the need to respond to a growing housing affordability challenge. Affordable housing might also be seen to be a merit good in Australia. Nevertheless there has been a reluctance to consider housing sustainability in the same context as housing affordability. This chapter addresses the debate over affordable and sustainable housing in Australia by drawing on learnings from the Ecocents Living research project to suggest a conceptual basis to understand the issues at hand. Ecocents Living is a project that seeks to integrate the concepts of affordable and sustainable housing into a model to guide industrial implementation of sustainable and affordable housing.
