This research paper discusses the rise of the heritage and tourist industry in Cornwall. It aims to historically contextualize this process by analyzing it in relation to the neo-liberal political landscape of the 1980s. The paper highlights several consequences of industrial heritage tourism in the region, including the growing gap between rich and poor that resulted from the arrival of newcomers from the richer Eastern counties and the perceived downplaying of Cornish heritage. It will explain how these developments paved the way for regionalist activists who strived for more Cornish autonomy in the field of heritage preservation and exploitation.

Since the introduction of World Heritage in 1972, players on the national and international stage have become increasingly involved in heritage preservation. Heritage in Transition examines how local, national and international governments and organisations interact with each other in the field of heritage. This dissertation analyses controversies surrounding six UNESCO World Heritage Sites in Germany and the United Kingdom. The study reveals important differences between the decentralised German and the centralised British approach to heritage preservation. These differences not only have consequences for heritage preservation in these countries, but also for their relationship with international organisations such as UNESCO.

There is a call in Heritage Studies to democratize heritage practices and place local communities at the forefront; heritage plays an important role in identity formation, and therefore in social inclusion and exclusion. Public participation is often presented as the primary means to prioritize communities. Studies focusing on public participation are typically descriptive in nature, however these studies lack a strong analytical framework that enables us to understand participation.
