The movement of Jewish refugees from the German Third Reich in the 1930s & Palestinian refugees from Israel, 1947/48, entailed the abandonment of large amounts of commercial & individual assets. Here, the use of abandoned material assets as a source of finance for rehabilitation & resettlement, & as a means toward reconciling the opposing parties, is examined. Principles evolved by Jewish voluntary agencies in the German-Jewish reparations process of redistributing restituted assets according to the needs of the wider community, & Israeli policy on the restitution of Palestinian property, might be of direct relevance in the rehabilitation of other refugee communities. Similarly, the concept of heirless property disbursed by successor organizations, & the supervisory role of international relief agencies over the operating role of voluntary agencies, are also of wider relevance. 14 References.
