The rising violence in Brazil in recent decades is associated with the development of transnational illicit activities. Their nature and complexity require large investments and the improvement of police actions, particularly regarding intelligence. Therefore, it is essential to engage the cooperation of the police forces in neighboring countries that share the same problems related to illegal trafficking routes. There must be an effort to internationalize and coordinate actions to control crime, which imprints public safety with features of a global public good. The Brazilian government has systematically increased investment in the modernization of the means available to the Federal Police, and in technical cooperation with South American and African countries. However, the amounts invested in these initiatives remain low compared to the magnitude of their national borders and the high degree of articulation and penetration of criminal groups operating there.DOI: http://dx.doi.org/10.5377/rpsp.v1i2.1361 ; El aumento de la violencia en Brasil en las últimas décadas está asociado con el desarrollo de actividades ilícitas transnacionales. Su naturaleza y complejidad requieren grandes inversiones y la mejoría de las acciones policiales, en particular con respecto a la inteligencia. Por eso es esencial la cooperación entre las policías de los países vecinos que comparten los mismos problemas relacionados con las rutas del tráfico ilegal. Hay que internacionalizar y coordinar las acciones para controlar la delincuencia, lo que imprime a la seguridad pública características de bien público global. El gobierno brasileño ha aumentado sistemáticamente las inversiones en la modernización de los medios de la Policía Federal y la cooperación técnica con los países sudamericanos y africanos. This article examines the world military expenditures in the period 1991-2009, based on an exploratory analysis about the institutional and economic factors that affected the defense budgets in the countries with the largest military expenditures in the world. Furthermore, there is a comparative analysis of the composition of military expenditures in Brazil and North Atlantic Treaty Organization (NATO) countries in the 2000s, expounding differences on the proportions of resources allocated for weapons purchases and payment of personnel. Finally, the article analyzes the different degrees of investments on capital intensity in these countries' militaries, stressing their differences in comparison with the United States.
