Le CIRAD (Centre de coopération internationale en recherche agronomique pour le développement), établissement public français de recherche agricole travaillant en coopération avec les pays du Sud, intervient dans plus de cinquante pays. Il doit constamment s'adapter aux évolutions en cours afin de remplir au mieux sa mission. Au cours des cinq dernières années, à deux reprises, le CIRAD s'est donné les moyens de préparer l'avenir. Il a d'abord élaboré un projet d'entreprise (1989-1991), puis a réfléchi à plusieurs options stratégiques en fonction de différentes évolutions de l'environnement (1993-1994). Dans les deux cas, le CIRAD a fait appel à des consultants qui ont aidé à éviter de ressasser les idées et les convictions qui imprègnent l'organisme et ont permis aux groupes de conception interne d'être plus imaginatifs. En comparant les deux exercices (projet d'entreprise et réflexion prospective et stratégique), on observe que plus la démarche d'élaboration est participative, plus l'appropriation et l'action se font bien, qu'il s'agisse du personnel du CIRAD, des responsables dans les ministères ou des partenaires de recherche dans les pays en développement et dans les pays développés. Néanmoins, le fait pour le CIRAD d'être un centre de recherche a pu contribuer à rendre difficile le passage de la réflexion prospective à des choix stratégiques.

La sécurité alimentaire nutritionnelle en Afrique subsaharienne s'est considérablement dégradée au cours des dernières années. Se dessinent des évolutions économiques, sociales, environnementales et politiques qui font peser des risques supplémentaires sur les systèmes alimentaires du continent. Cet article décrit plusieurs scénarios d'évolution possible de l'agriculture et leurs impacts sur les usages des terres (en particulier, les superficies cultivées), le commerce et la sécurité alimentaire et nutritionnelle. Ces scénarios ont été construits en associant entre elles, de manière plausible et cohérente, des hypothèses sur les déterminants des évolutions de l'agriculture, à savoir le contexte global (démographie, politique, économie et innovations, social), le changement climatique, les régimes alimentaires, les relations rural-urbain, les structures agricoles et les systèmes d'élevage et de culture. Renforcer la sécurité alimentaire et nutritionnelle ne sera possible que par un changement de perspective en passant d'approches sectorielles et par filières à des approches systémiques, par des transformations profondes des systèmes alimentaires qui demanderont une coordination forte entre acteurs du système, et par le développement de politiques publiques d'accompagnement de ces changements.

Nourrir le monde aujourd'hui et en 2050 est un enjeu majeur, et la recherche agricole peut y contribuer. Elle doit pour cela anticiper les changements possibles, identifier les enjeux et de nouvelles questions de recherche, et la prospective permet de le faire. Cet article détaille le lancement, le déroulement et la diffusion d'un exercice de prospective, Agrimonde, et analyse à partir de cet exemple le rôle de la prospective pour la recherche.

Over a ten-year period, two French agricultural research organisations have jointly undertaken two foresight exercises. Agrimonde was about scenarios and challenges for feeding the world in 2050, while Agrimonde-Terra was about land use and food security in 2050. This article compares and contrasts these two exercises, in terms of context and objectives, method, scenarios, and how they grapple with global regions. The comparison illustrates how the context, the objectives and the desired changes influenced the choice of foresight methodology, and the results. While Agrimonde is focused on shifting the forefront of the debate on agricultural models for global food security, decision-makers at various geographical levels can seize the Agrimonde-Terra method and results to have discussions about the future uses of their land.

Consumption patterns are part of a globalized context of interdependence with major uncertainties and increasing constraints. Linking them with food security is essential. Challenges are therefore political, economic, environmental, social but also ethical. Ethics is, mainly, a reflexive intellectual attitude based on problematisation and questioning. One must questions one's own actions and relationships with others, both in intention and impact. With regard to consumption patterns and food security, the areas in which ''concern [should be] necessary and endless'' are numerous. Nine major ethical issues can be stated; they are related to agricultural production, consumption, traceability and research priorities.

Resumé L'International Assistance of Agricultural Knowledge Science and Technology forDevelopment (IAASTD) réunissant une multitude d'acteurs, venus de tous horizons, est un lieu d'évaluation scientifique des enjeux de l'agriculture. Le but avoué est de répondre au mieux aux défis de la pauvreté.
How will future changes in land uses - within regions and on a global level – will affect food security, taking into account possible climate changes, as well as changes in cropping and livestock systems, changes in farm structures, rural and urban relations, food regimes as well as changes in the general context. The agrimonde- terra foresight project on "L and use and food (in) security" considers this question. Launched by the French research institutes Cirad and inra , the agrimonde- terra conceptual framework can be used to build land uses scenarios at national and global levels with narratives and quantitative illustrations. a t national and regional levels, the foresight process involves a group of diverse stakeholders, and discussions on the direct and indirect causes of land use changes facilitate thinking about the possible futures (anticipation), getting new ideas and understanding different points of view (appropriation) as well as decision-making (action). A first workshop has taken place in Tunisia and land use scenarios have been built. On top of that, global and regional levels scenarios are built with the support of a scenarios advisory Committee and their are the basis for discussions on possible consequences of land use changes on food security. t he scenarios have been build combining hypotheses on direct and indirect causes of land use changes, and looking at interactions and retroactions between the variables. The foresight exercice has a wholistic approach. Climate change is one of the important indirect drivers of land use changes. It impacts the food production capacity of ecosystems in several ways. i t changes the time maturity of crops, it alters annual yields as well as their inter-annual variability, and it changes the nutritious qualities of crops. a s far as climate change is concerned, two contrasted scenarios have been taken into account, focusing on temperature change and biogeochemical cycles. t he first scenario, entitled "Stabilization of Global Warming" corresponds to the RCP 26 the AR5.The agricultural system does not experience any major change due to climate conditions compared to the current situation. t he area of cropland suitable for agricultural production does not notably change compared to the current situation, but the stabilization of anthropogenic emissions requires massive efforts for sequestering carbon in the vegetation which may take the form of afforestation and/or production of bioenergy production with carbon capture and storage, or agro-forestry. Most of the land use changes, however, occur after 2050. t he second scenario entitled " runaway climate change" corresponds to the RCP 85 of the AR5. The agricultural system experiences strong impacts: there are increases in the area of cropland suitable for agricultural production but it is unevenly allocated as it mainly concerns the northern latitudes while arable cropland areas decrease in tropical regions. The average suitability of cropland areas also decrease significantly. t he combination of the climate change scenarios with scenarios concerning the direct and indirect causes of land use changes show that food regimes, crooping and livestock systems, and farm structures, will have to adapt to new situations (Texte intégral)

ANR is a public organization devoted to competitive project funding in both fundamental and applied research. ANR was created in 2005 after the vote of a law whose objective was to improve the French Research and Innovation system. ANR is both a result of the evolution of the French research and innovation system and a tool to confirm and stabilize this evolution. The objective of ANR is to promote creativity, to bring more flexibility and, subsequently, reactivity, and to increase competitiveness while keeping a good balance between fundamental research and applied research. ANR addresses both public research institutions and industries with a double mission of producing new knowledge and promoting interaction between public laboratories and industrial laboratories through the development of partnerships. ANR disposes of programs and calls for proposals, but it cannot define on its own the content of these programs. It needs knowledge about the evolution of science at national and international levels, about the evolution of society at national and international levels, about national priorities as well as European ones, about the strategy of research institutions, universities and industries, about competencies, markets¿ and needs¿ analysis. Each year, at the beginning of the programming step, there is asymmetry of information between ANR and scientists from French and European research organisations and universities, scientists from industries and policymakers in different ministries. The agency currently has three broad approaches to define its programs and reduce asymmetry of information: (a) monitoring and Intelligence; (b) expert opinion, i.e. consultations of individuals or panels in the form of an annual epistolary consultation, international consultations and foresight workshops, a Foresight Council as well as sectoral and steering committees; and (c) analysis, i.e. extrapolation of perceived trends through the analyses of proposals and end of programs workshops. The approaches adopted by ANR leave important challenges for the future: ANR must express its underlying paradigms as it has entered the political and the economic arenas; it must stay close to frontier research and reduce the time span between anticipation and action; last but not least, it must drastically increase the number of foreign scientists in its committees.

L'étude rétrospective de la filière du cacao - de la production à la consommation - montre que les éléments qui vont le plus influencer l'avenir de la filière sont le rapport entre les facteurs de production, les parasites et les maladies, la consommation, la qualité et les stratégies des organisations professionnelles. L'exercice de prospective indique comment chacun de ces éléments peut évoluer et propose trois scénarios pour l'avenir de la filière. Il aboutit à des recommandations pour que la situation aille dans un sens qui soit favorable pour tous les acteurs de la filière.

International audience ; Agrimonde-Terra study (lead by CIRAD and INRA) seeks to highlight levers that could modify ongoing global land-use patterns for improved food and nutrition security in 2050.Agrimonde-Terra proposes a trend analysis on the global context, climate change, food diets, urban-rural linkages, farm structures, cropping and livestock systems, and explores five scenarios. Three scenarios entitled 'Metropolization', 'Regionalization' and 'Households' are based on current competing trends identified in most world regions. Two scenarios entitled 'Healthy' and 'Communities' involve potential breaks that could change the entire land use and food security system. The 'Healthy' scenario is the only one that makes it possible to achieve sustainable world food and nutrition security in 2050. Nevertheless, current trends in agricultural and food systems in most parts of the world converge towards the 'Metropolization' scenario, which is not sustainable in terms of both land use and human health. Therefore, changing the course of ongoing trends in favor of sustainable land uses and healthy food systems will be one of the main challenges of the next decades. It will require systemic transformation, strong and coherent public policies across sectors and scales, and consistent actions from a wide range of actors.This foresight provides a large information base on land uses, food systems and food security and constitutes a tool box to stimulate debates, imagine new policies and innovations. It aims to empower decision makers, stakeholders, non-governmental organizations and researchers to develop a constructive dialogue on the futures of land uses and food security at either world, regional and national levels.

En ce qui concerne Ia politique sur plantes génétiquement modifiées, l'Afrique est un terrain de luttes d'influence et de débats. Les enjeux sont à la fois économiques, politiques et écologiques. Dans cet article, nous montrons que les biotechnologies végétales sont l'une des techniques, à combiner avec d'autres, qui pourraient permettre d'assurer la sécurité alimentaire et sanitaire de l'Afrique, et que les risques qu'entraîneront l'utilisation de cette technique doivent être soigneusement analysés. Nous présenterons ensuite la position des différents pays africains vis-à-vis des conventions internationales (propriété intellectuelle, biosécurité et commerce) et nous caractériserons leurs politiques nationales et de recherche vis-à-vis des OGM.

À l'initiative de l'Institut national de recherche agronomique de Tunisie (INRAT) et de l'équipe Agrimonde-Terra, et avec le Syndicat des agriculteurs de Tunisie (Synagri), en mars 2015, un atelier de construction de scénarios d'usages des terres a réuni une vingtaine de personnes, acteurs publics, parapublics et représentants de la société civile afin de construire des scénarios d'usages des terres en Tunisie. Quatre scénarios ont été construits dont un scénario tourné vers l'agro-écologie. Nous explicitons ici la méthode suivie et les conséquences du scénario " Des usages agro-écologiques des terres " pour les usages des terres et la sécurité alimentaire. Nous montrons les tendances favorables et hostiles à l'évolution vers cette trajectoire. Nous décrivons le chemin d'impact du processus de prospective.
