The seasonal and physical nature of aspects of agricultural work has resulted in some sectors of the Scottish industry, such as horticulture and dairy, becoming increasingly reliant on a supply of labour from outside the UK. Retaining access to this seasonal labour pool is critical to maintaining competitiveness in an increasing global industry, and many farmers and labour providers have voiced concerns regarding business uncertainty due to prospective future labour issues. The report presents key findings from a mixture of sources including administrative data, surveys of farmers and seasonal migrant workers, farmer and wider stakeholder interviews and also group interviews with seasonal migrant workers

For a decade, Scotland has had a declining natural population, dispersed throughout a diverse geography, including remote highlands and islands, which presents a policy making context that is very different from other parts of the UK. Rural Scotland accounts for 95% of Scotland's landmass and only 18% of the population (Scottish Government 2008). In particular, the familiar challenges, presented by the combination of population ageing with below-replacement level fertility rates, have, until 2007, been reinforced by the extent of out-migration amongst people of working age. Evidence suggests that following EU enlargement in 2004, rural areas have experienced an influx of labour migrants from Central and Eastern European countries on an unprecedented scale. Whilst such large-scale migration into rural communities has provided a major challenge for public service provision and 'social integration', it has also addressed local labour market shortages and created opportunities for regeneration. This article explores critical questions about the role and impact of migrant labour in rural communities in Scotland and the role of agencies in addressing the needs of all rural residents.

The devolved nations of the UK have been constituted on the basis of the ambition to increase inclusiveness and democratic involvement, underpinned by specific equality duties. As such they represent a critical point of reference for ethnic minorities in securing recognition, rights and representation in core social policy fields that shape their lived experiences of welfare. These newly established policy territories offer a testbed for tracking the development of multicultural citizenship and race equality and for assessing the extent to which the social policy of the constituent nations is responsive to the needs of ethnic minorities. This paper explores these concerns within the context of Welsh and Scottish devolution. Drawing on a range of research data it argues that devolution represents a significant shift from a laissez-faire politics of race to an agenda of nationally responsible policies but this trajectory raises not only a number of questions about the nature, extent and impact of minority inclusion within the nations but encroaches on issues of racialized welfare identities and rights within the wider hegemony of British multicultural citizenship.

This article analyses the relationship between cultural difference, social connections and opportunity structures using interview evidence from low-paid workers and managers in local government, the health service, facilities management and housing. Exploring the operation of homosocial reproduction it reveals the double-edged nature of informality and the role of favouritism in particular in perpetuating ethnic advantage and privilege. Whilst demonstrating that uses of homosocial reproduction need to be sensitive to intersections of identities or categories of difference, the article adds further evidence of the persistent gap between equal opportunities policies and practice for ethnic minorities in the United Kingdom labour market. The article concludes that stronger forms of positive action, and even positive discrimination, are needed to address the low pay traps and restricted opportunities of ethnic minority workers.

Migration plays an important role in determining skills supply, and certain ethnic groups tend to be over-represented in low-paid work. This article considers the implications of the complex interplay of migration, ethnicity and workplace progression for skills policy by comparing and contrasting the opportunities faced by low-paid workers of diverse ethnicities in progressing to better paid work. This is done by drawing on a qualitative study of nine case study organisations in Scotland and England, including interviews with sixty-five workers and forty-three managers. We argue that while all low-paid workers face formidable barriers to progression, recent migrants and settled ethnic minorities face additional challenges that should be considered in skills and wider social policies related to low-paid work.

This poses particular challenges for policymakers, and many of these challenges are specific to Scotland and need consideration from both the devolved Scottish Government and Westminster.
