THE UN OPERATION IN THE CONGO (1960-64) IS OFTEN CITED AS ONE OF THE EARLY EXAMPLES OF "SECOND" OR "THIRD GENERATION" PEACE OPERATIONS. THIS ARTICLE DESCRIBES AND ANALYZES A LITTLE-KNOWN INCIDENT OF THIS OPERATION. IT ILLUSTRATES SOME OF THE PROBLEMS THAT ARISE WHEN PEACEKEEPERS FIND THEMSELVES AS TARGETS IN SMALL-WAR-LIKE SCENARIO: IN THE EARLY DAYS OF THE CONGO OPERAITON, AN AUSTRIAN MEDICAL TEAM WAS TAKEN PRISONER BY THE CONGOLESE, AND--AFTER FRUITLESS NEGOTIATIONS--FORCEFULLY RESCUED BY NIGERIAN "BLUE HELMETS." TO USE FORCE WAS DEEMED NECESSARY DESPITE UN STANDING ORDERS TO AVOID CONFRONTATIONS.
