This paper directs the 'visual turn' in criminology to corporate crime, a topic that has been understudied by cultural criminologists. A recent trend of corporate crime movies suggests that film can compellingly critique economic crime and unethical business cultures. This paper studies how law enforcement agencies, in particular competition authorities have connected with this trend by using film in their communicative strategy. This paper introduces the emerging genre of anti cartel enforcement thrillers: regulator-produced realistic docudramas in which fictional cartels are exposed and punished. These films' narratives about cartel enforcement are reconstructed by studying how the films portray cartels, perpetrators and their motives, and the regulator. An analysis of four films produced in four jurisdictions demonstrates that the films deter only to the extent that the local legal and political-economic context allows: the British film reflects that country's neoliberal 'pro-business' climate, while the Swedish film depicts businesses as socially responsible; and the Dutch film is pragmatic rather than moralistic. Only the Australian film is explicitly punitive in its narrative as well as its imaginary, and exemplifies the persuasive potential of film in enforcement.

The petro-chemical industry is a critical infrastructure that is vulnerable to cybercrime. In particular, industrial process control systems contain many vulnerabilities and are known targets for hackers. A cyberattack to a chemical facility can cause enormous risks to the economy, the environment, and public health and safety. This gives rise to the question how corporate cybersecurity has developed; how it is governed; and whether it should be subject to public oversight. This paper presents a case study of the governance of cybersecurity in the petrochemical industry in the Rotterdam Mainport area in the Netherlands, which reflects the 'new governance' view that cybersecurity can best be governed through voluntary public-private partnerships. The paper finds however that actual collaborative governance is not developing in the petrochemical industry in the port of Rotterdam; that corporate awareness and investment in cybersecurity stay behind standards, and that cybersecurity is not included in regulatory inspections. The paper places these findings in the context of three problems often associated with 'new governance' particularly pressing in cybersecurity governance: a weak role of government in public-private collaborative arrangements; an expectation that businesses will invest in self-regulation even in the absence of incentives to do so, and a lack of information exchange. In the port of Rotterdam, these problems result in a lack of obligations and accountability pressure on petrochemical corporations, leaving one of the most important chemical industrial hazards of today, largely unregulated.

This paper seeks to bridge the disciplinary gap between regulation and governance studies, and criminology. Based on a review of theoretical and empirical work on corporate crime, this paper argues that divergent approaches to questions of individual agency, localized variety, and political context, have drawn these two disciplines in different directions. Regulatory governance scholarship has thrived as a discipline, but has also narrowed its focus around these issues. Corporate criminology offers a means of broadening this focus by drawing attention to the normative theorizing behind the regulatory project. At the same time, however, insights drawn from regulatory governance scholarship can prompt corporate criminology to innovate by broadening the scope of its engagement beyond the sphere of traditional criminal justice. The paper argues for the development of a research agenda to sit at their intersection, to engage with the challenges that exist at the interface between criminal and regulatory law.

This article studies the role of a public regulator in managing the performance of healthcare professionals. It combines a networked governance perspective with responsive regulation theory to show the mechanisms that have added to significant changes in medical cost management in the Netherlands. In a five‐year period, hospital practices transitioned from cosmetic compliance with performance regulation and strategic upcoding to institutionalized compliance more in line with regulatory goals. The article demonstrates how policy changes transformed incentive structures, introduced new forms of accountability, and added actors to the network with technocratic disciplining tasks. The networked character of performance regulation offered opportunities for a responsive, non‐coercive regulatory strategy that engaged various actors in a regulatory conversation about strategic coding. Responsive regulation can reduce strategic responses to performance regulation and manage the gap between administrative and clinical logics. The case study contributes to our understanding of the effectiveness of responsive, non‐punitive regulation in networked settings.
