Abstract. A quantitative procedure for estimating landslide risk to life and property is presented and applied in a mountainous area in the Nilgiri hills of southern India. Risk is estimated for elements at risk located in both initiation zones and run-out paths of potential landslides. Loss of life is expressed as individual risk and as societal risk using F-N curves, whereas the direct loss of properties is expressed in monetary terms. An inventory of 1084 landslides was prepared from historical records available for the period between 1987 and 2009. A substantially complete inventory was obtained for landslides on cut slopes (1042 landslides), while for natural slopes information on only 42 landslides was available. Most landslides were shallow translational debris slides and debris flowslides triggered by rainfall. On natural slopes most landslides occurred as first-time failures. For landslide hazard assessment the following information was derived: (1) landslides on natural slopes grouped into three landslide magnitude classes, based on landslide volumes, (2) the number of future landslides on natural slopes, obtained by establishing a relationship between the number of landslides on natural slopes and cut slopes for different return periods using a Gumbel distribution model, (3) landslide susceptible zones, obtained using a logistic regression model, and (4) distribution of landslides in the susceptible zones, obtained from the model fitting performance (success rate curve). The run-out distance of landslides was assessed empirically using landslide volumes, and the vulnerability of elements at risk was subjectively assessed based on limited historic incidents. Direct specific risk was estimated individually for tea/coffee and horticulture plantations, transport infrastructures, buildings, and people both in initiation and run-out areas. Risks were calculated by considering the minimum, average, and maximum landslide volumes in each magnitude class and the corresponding minimum, average, and maximum run-out distances and vulnerability values, thus obtaining a range of risk values per return period. The results indicate that the total annual minimum, average, and maximum losses are about US$ 44 000, US$ 136 000 and US$ 268 000, respectively. The maximum risk to population varies from 2.1 × 10−1 for one or more lives lost to 6.0 × 10−2 yr−1 for 100 or more lives lost. The obtained results will provide a basis for planning risk reduction strategies in the Nilgiri area.

Abstract. Debris flows and flash floods are often preceded by intense, convective rainfall. The establishment of reliable rainfall thresholds is an important component for quantitative hazard and risk assessment, and for the development of an early warning system. Traditional empirical thresholds based on peak intensity, duration and antecedent rainfall can be difficult to verify due to the localized character of the rainfall and the absence of weather radar or sufficiently dense rain gauge networks in mountainous regions. However, convective rainfall can be strongly linked to regional atmospheric patterns and profiles. There is potential to employ this in empirical threshold analysis. This work develops a methodology to determine robust thresholds for flash floods and debris flows utilizing regional atmospheric conditions derived from ECMWF ERA-Interim reanalysis data, comparing the results with rain-gauge-derived thresholds. The method includes selecting the appropriate atmospheric indicators, categorizing the potential thresholds, determining and testing the thresholds. The method is tested in the Ubaye Valley in the southern French Alps (548 km2), which is known to have localized convection triggered debris flows and flash floods. This paper shows that instability of the atmosphere and specific humidity at 700 hPa are the most important atmospheric indicators for debris flows and flash floods in the study area. Furthermore, this paper demonstrates that atmospheric reanalysis data are an important asset, and could replace rainfall measurements in empirical exceedance thresholds for debris flows and flash floods.

Abstract. Floods from failures of landslide dams can pose a hazard to people and property downstream, which have to be rapidly assessed and mitigated in order to reduce the potential risk. The Tangjiashan landslide dam induced by the Mw = 7.9 2008 Wenchuan earthquake had impounded the largest lake in the earthquake affected area with an estimated volume of 3 × 108 m3, and the potential catastrophic dam breach posed a serious threat to more than 2.5 million people in downstream towns and Mianyang city, located 85 km downstream. Chinese authorities had to evacuate parts of the city until the Tangjiashan landslide dam was artificially breached by a spillway, and the lake was drained. We propose an integrated approach to simulate the dam-breach floods for a number of possible scenarios, to evaluate the severity of the threat to Mianyang city. Firstly, the physically-based BREACH model was applied to predict the flood hydrographs at the dam location, which were calibrated with observational data of the flood resulting from the artificial breaching. The output hydrographs from this model were inputted into the 1-D–2-D SOBEK hydrodynamic model to simulate the spatial variations in flood parameters. The simulated flood hydrograph, peak discharge and peak arrival time at the downstream towns fit the observations. Thus this approach is capable of providing reliable predictions for the decision makers to determine the mitigation plans. The sensitivity analysis of the BREACH model input parameters reveals that the average grain size, the unit weight and porosity of the dam materials are the most sensitive parameters. The variability of the dam material properties causes a large uncertainty in the estimation of the peak flood discharge and peak arrival time, but has little influence on the flood inundation area and flood depth downstream. The effect of cascading breaches of smaller dams downstream of the Tangjiashan dam was insignificant, due to their rather small volumes, which were only 2% of the volume of the Tangjiashan lake. The construction of the spillway was proven to have played a crucial role in reducing the dam-breach flood, because all the other natural breach scenarios would have caused the flooding of the downstream towns and parts of Mianyang city. However, in retrospect improvements on the spillway design and the evacuation planning would have been possible. The dam-break flood risk will be better controlled by reducing the spillway channel gradient and the porosity of the coating of the channel bottom. The experience and lessons we learned from the Tangjiashan case will contribute to improving the hazard mitigation and risk management planning of similar events in future.

Abstract. Six years after the devastating Ms 8.0 Wenchuan earthquake, new landslides, debris flows, and flash floods still occur frequently in the earthquake-stricken regions. This shows that the geological hazards that occur after a major earthquake in a mountainous environment can be a long-term threat. However, post-earthquake reconstruction and relocation of local residents often neglect this evolving threat, and its interaction with existing and rebuilt houses has not been well studied. Here we show that the evolving mountain environment, including the changed geographic distribution of new landslides and the continuously uplifting riverbed, creates emerging risks for existing and rebuilt houses. We use spatial analysis of landslide debris and the location of houses from high-resolution images and field survey in the study area and find that new landslides and the houses rebuilt after the Wenchuan earthquake have a similar trend of moving to lower elevations, gentler slopes, and closer to rivers. This study confirms that the persistent downward movement of landslide debris has rapidly filled up riverbeds over the past 6 years. The elevated riverbeds make the study area extremely susceptible to flash floods, creating further risks to newly rebuilt houses that are closer to the river. We highlight the often neglected dynamic process that involves changes in the natural environment and man-made constructions and their interaction. This dynamic process requires long-term monitoring and adaptive management of mountainous regions after major earthquakes that can fully consider the sophisticated evolving risks caused by the changing environment, exposure, and vulnerability in the region.

Abstract. For a quantitative assessment of debris flow risk, it is essential to consider not only the hazardous process itself but also to perform an analysis of its consequences. This should include the estimation of the expected monetary losses as the product of the hazard with a given magnitude and the vulnerability of the elements exposed. A quantifiable integrated approach of both hazard and vulnerability is becoming a required practice in risk reduction management. This study aims at developing physical vulnerability curves for debris flows through the use of a dynamic run-out model. Dynamic run-out models for debris flows are able to calculate physical outputs (extension, depths, velocities, impact pressures) and to determine the zones where the elements at risk could suffer an impact. These results can then be applied to consequence analyses and risk calculations. On 13 July 2008, after more than two days of intense rainfall, several debris and mud flows were released in the central part of the Valtellina Valley (Lombardy Region, Northern Italy). One of the largest debris flows events occurred in a village called Selvetta. The debris flow event was reconstructed after extensive field work and interviews with local inhabitants and civil protection teams. The Selvetta event was modelled with the FLO-2D program, an Eulerian formulation with a finite differences numerical scheme that requires the specification of an input hydrograph. The internal stresses are isotropic and the basal shear stresses are calculated using a quadratic model. The behaviour and run-out of the flow was reconstructed. The significance of calculated values of the flow depth, velocity, and pressure were investigated in terms of the resulting damage to the affected buildings. The physical damage was quantified for each affected structure within the context of physical vulnerability, which was calculated as the ratio between the monetary loss and the reconstruction value. Three different empirical vulnerability curves were obtained, which are functions of debris flow depth, impact pressure, and kinematic viscosity, respectively. A quantitative approach to estimate the vulnerability of an exposed element to a debris flow which can be independent of the temporal occurrence of the hazard event is presented.

Abstract. The occurrence of debris flows has been recorded for more than a century in the European Alps, accounting for the risk to settlements and other human infrastructure that have led to death, building damage and traffic disruptions. One of the difficulties in the quantitative hazard assessment of debris flows is estimating the run-out behavior, which includes the run-out distance and the related hazard intensities like the height and velocity of a debris flow. In addition, as observed in the French Alps, the process of entrainment of material during the run-out can be 10–50 times in volume with respect to the initially mobilized mass triggered at the source area. The entrainment process is evidently an important factor that can further determine the magnitude and intensity of debris flows. Research on numerical modeling of debris flow entrainment is still ongoing and involves some difficulties. This is partly due to our lack of knowledge of the actual process of the uptake and incorporation of material and due the effect of entrainment on the final behavior of a debris flow. Therefore, it is important to model the effects of this key erosional process on the formation of run-outs and related intensities. In this study we analyzed a debris flow with high entrainment rates that occurred in 2003 at the Faucon catchment in the Barcelonnette Basin (Southern French Alps). The historic event was back-analyzed using the Voellmy rheology and an entrainment model imbedded in the RAMMS 2-D numerical modeling software. A sensitivity analysis of the rheological and entrainment parameters was carried out and the effects of modeling with entrainment on the debris flow run-out, height and velocity were assessed.

Abstract. This paper presents a prototype of an interactive web-GIS tool for risk analysis of natural hazards, in particular for floods and landslides, based on open-source geospatial software and technologies. The aim of the presented tool is to assist the experts (risk managers) in analysing the impacts and consequences of a certain hazard event in a considered region, providing an essential input to the decision-making process in the selection of risk management strategies by responsible authorities and decision makers. This tool is based on the Boundless (OpenGeo Suite) framework and its client-side environment for prototype development, and it is one of the main modules of a web-based collaborative decision support platform in risk management. Within this platform, the users can import necessary maps and information to analyse areas at risk. Based on provided information and parameters, loss scenarios (amount of damages and number of fatalities) of a hazard event are generated on the fly and visualized interactively within the web-GIS interface of the platform. The annualized risk is calculated based on the combination of resultant loss scenarios with different return periods of the hazard event. The application of this developed prototype is demonstrated using a regional data set from one of the case study sites, Fella River of northeastern Italy, of the Marie Curie ITN CHANGES project.
