Reviews the dominant historical, cultural, & sociopolitical perceptions of Turkey over the past 20 years to present an alternative view on the Turkish-European relationship & expose the gap between rhetoric & practice concerning international agreement. It is contended that the Eurocentric & the Turkish historical images of this relationship contradict each other, with the former emphasizing the clash of the two civilizations & the latter downplaying any friction. Cultural studies reveal a European fear & aversion to Ottoman religious influences, while Turkish perspectives tend to present Turkey as a secular nation. In the area of sociopolitical sciences, Turkish perspectives tend to be consistent in describing the state's democratic institutions, while European views misrepresent Turkish democratization & modernization. 30 References. SummaryWhen a thief steals a work of art and resells it to a bona fide purchaser, most commentators favor protecting the buyer's title against a claim by the original owner. American law on this issue has been in flux, and today most American States resolve these disputes by balancing the buyer's blameworthiness against the owner's delay and fault. Such ad hoc statutes of limitations are misguided because they encourage art theft, reward morally culpable buyers, and leave the law unclear and unpredictable. Instead, the law should award title automatically to theft victims who immediately report their losses to the police and an international computerized database of art thefts. Doing so would create clear incentives for owners to report thefts and for buyers and art merchants to check the database, thus drying up the market for stolen art.

Turkey's association over the past thirty years with what is now known as the European Union has further stimulated the debate about the nature of European-Turkish relations. This debate began early in the nineteenth century, intensified after the modern Turkish state was founded, and has continued throughout the post-war period.Because it derives from a conceptual heritage developed within a cohesive world of academic reviews, political journals, research projects, institutes, and other bodies and organizations, the body of literature accumulated during the last two decades, particularly during the 1980s, can be deciphered and its overt as well as latent reasoning sketched. The basic elements of this conceptual heritage come primarily from students of Turkish-European relations and Turcological historians, but also from public officials (such as diplomats and bureaucrats), military personnel, and researchers in social sciences.
