Intervention dans le Séminaire de F. de Polignac (EPHE) : « Religion, société et institutions dans le monde grec », 15 mai 2018 ; Titre de la conférence donnée par K. Mackowiak le 15 mai 2018 : Espace mythique, espace d'interprétations: une lecture historienne et anthropologique de l'autochtonie thébaine. Lorsque François m'a proposé de parler d'autochtonie dans son séminaire, il ne s'agissait pas de revenir sur l'autochtonie athénienne : cette thématique a déjà été bien étudiée sous l'angle de vue politique (Loraux), social ou culturel (Brulé, Sebillotte-Cuchet). Il s'agissait d'aborder l'autochtonie thébaine qui nous est parvenue de manière autrement plus fragmentaire que les récits d'autochtonie athéniens. Les sources à notre disposition sont en effet, dans l'écrasante majorité, d'époque classique et d'obédience athénienne alors que le récit thébain, qui est celui de l'histoire de Cadmos et des Spartes, est d'origine béotienne et d'époque archaïque. Cette configuration des sources pose de nombreuses questions. Mais, pour commencer, je vous propose de prendre connaissance de cette autochtonie thébaine en lisant quelques textes parmi les plus importants qui résument déjà à eux seuls l'état dans lequel le corpus littéraire nous est parvenu : sous une forme éparse : il s'agit d'extraits d'Euripide, d'Apollodore et de Phérécyde. D'après ces textes qui décrivent le récit d'autochtonie thébaine, celle-ci s'avère très proche de l'autochtonie athénienne, du moins dans le principe d'une résurgence verticale et végétale depuis la terre d'hommes dit « gégèneis » (« issus de la terre ») et recouverts d'armes dès leur naissance : voilà une différence par rapport à l'autochtonie athénienne qui ignore ce détail d'autochtones armés jusqu'aux dents. Le rôle du noos/noein dans la pensée d'Hésiode et sa signification dans Les Travaux et les Jours
National audience ; By studying the history of noos/noein in Greek archaic thought, researchers often read Hesiod like Homer but there seem to be some Hesiodic charasteristics in description of noos. Although he belongs to the same epic tradition as Homer, Hesiod is worth to be approached in a new way, in the light of our subject asking the peculiar place of his thought in the archaic history of Greek noos/noein. If S. Darcus Sullivan has already treated Hesiodic noos, integrating it in a general approach of archaic epic, the present article goes thoroughly, considering the Works and Days which offers the majority of references to hesiodic noos/noein in their didactic purpose. Now, this well-known poetic dimension has an impact on the description and treatment of noos/noein. In order to clarify a system of values that emerge from this, I chose to stress more specifically three points characterizing noos/noein in the Works and Days : its association with the panaristos (v. 293), the perfectly good man thinking rightly thanks to a perfect use of noos ; its opposition to the nepios, the ignorant if not fool man ; and the noos belonging to Zeus. The linguistic approach that was in so far done by the researchers is, then, directed toward a rhetoric approach which interests the historian.A first step sees how Hesiod is placed, compared with Homer, between heritages and appropriations : Hesiod has the same approach of psychic behavior than Homer and takes in outline the attributes of Zeus's noos in the Iliad. But in the same time Hesiod has to elaborate a speech both against Perses and a trial, a peculiar situation which give to the traditional epic approach of noos, already connected by S. Darcus Sullivan with dike, a dimension apart. Indeed, noos is a crucial issue, both ethical and social, including a kind of philosophical discourse. One stake consists to push Perses ignorants side as the word nepios shows, signifying the failure of Perses to use his noos in a good way. In the same time the poet, who is integrated in a didactic process, seeing better what the common sense (and above all Perses) not understands, must certainly be identified as the panaristos : he is the only one able to say that the correct use of noos is, in fact, the application of justice and a future pledge. Serving this point of view, an original poetic creativity must be emphasized, bringing in its wake the just and unjust cities (v. 225-247) or the fable of the hawk and nightingale (v. 202-212). These passages in turn are a kind of philosophical reflection focused on a hierarchy of creatures based around noos and the respect for dike, those who have (or act with justice) being men, those who do not (or act wrongly) being animals. Again the atmosphere could be trivially epic because these ideas were already Homeric. But considering that a concrete and social challenge is the key of the Works and Days, this philosophical point of view is likely to involve the kings, directly responsible in the trial between Hesiod and Perses. As shown in the complete list of Hesiodic references to noos/noein this study establishes, the poetic use of noos is clearly connected with the judges and devouring gifts kings (v. 260-261 ; 267 and 793). A less explicit association appears in v. 129 concerning the silver men in the myth of the five races. It seems a last original poetic creation this article propose to explain : the silver men, living hundred years near their mother and far of the respect for justice, doing a wrong use of their noos, considered like childs and nepioi, look like, point by point, the bad kings described elsewhere in the poem. It seems that Hesiod depicted the elite members of his time in a way showing them deprived of the good use of noos, deprived also of a standard human status. The poet, on the contrary, being able to see these things and directly associated to the Muses and Zeus himself, announces the future and the god's wrath. Against the ignorants and unjust men, the eye and the noos of Zeus, put together in the same field of light and long-range vision, will exercises the punishment whereas Hesiod, provided with an exceptional noos, affirms his poetic and status against that of kings. ; Mettre le noos en relation avec les idées de « panaristos » et de « méga nèpios » permet d'étudier les spécificités du concept noétique chez Hésiode lequel est le plus souvent amalgamé, dans les recherches sur l'évolution historique du noos/noein, à Homère. La présente étude propose d'articuler davantage le noos/noein dans les objectifs poétiques propres aux Travaux et Jours d'où émerge une vision particulière de l'activité psychique de l'individu grec archaïque, depuis le sot ignorant (Persès et les mauvais rois) jusqu'au poète sachant (Hésiode lui-même). Il convient également de montrer comment Hésiode établit une nouvelle hiérarchie des créatures sur la base du noos qui devient consubstantiel à la dikè. Ensemble, ces deux paramètres sont insérés dans un discours à la fois poétique et politique où s'illustre entre autre le mythe des races. Le noos sert tout particulièrement l'autorité poétique d'Hésiode contre celle des rois et révèle une vision à part de l'intelligence.

Quelles formes urbaines et architecturales dans la rénovation urbaine ? Le quartier de la Monnaie à Romans-sur-Isère
The building of large social housing projects in the years 1950-70 definitively marked the French urban and architectural landscape. Associated with the negative image of these massive social housing estate, the inhabitants of these housing accumulated social problems, contributing to an ever greater social stigmatization of these urban areas, despite successive policies aiming at improving the living environment and socioeconomic situation. In 2003, the law of orientation and programming for the city and the urban renovation is establishing the tools for an in depth renewal of these social housing buildings, essentially on the building itself and its urban integration - with the objective of improving the link between these areas and the city, of creating of the social mix in the housing environment and bringing a diversification of the functions. These urban policy aims at changing the image of these social housing areas and to counter the effects of a stigmatizing modern architecture. The La Monnaie area, part of Romans-sur-Isère city, is the subject of an investigation on the urban and architectural forms in the interventions of urban renovation. First local authority of the Region Rhône-Alpes to have signed the convention with the National Agency for the Urban Renovation (ANRU), it presents a first architectural and urban qualitative assesment of the realised actions. In a comparative analysis, three other areas renovated within the framework of the ANRU are presented, Teissiere in Grenoble, Duchère in Lyon and Village 2 in Échirolles. The diversity of these areas gives a perspective on the various urban and architectural answers given to this urban renovation, their relevance and their innovative character. ; La production des grands-ensembles, dans les années 1950-70, a marqué définitivement le paysage urbain et architectural de la France. Associées à l'image négative des grands-ensembles, les problématiques sociales de leur population n'ont fait que stigmatiser ces quartiers depuis des décennies et ce, malgré les politiques successives entreprises pour améliorer le cadre de vie des habitants ou leur situation socio-économique. En 2003, la loi d'orientation et de programmation pour la ville et la rénovation urbaine va permettre d'intervenir sur les quartiers de grands-ensembles en profondeur en intervenant essentiellement sur le patrimoine bâti et la structure urbaine dans le but de réinsérer les quartiers dans la ville, de créer de la mixité sociale dans l'habitat et d'apporter une diversification des fonctions. Cette politique de la ville vise à changer l'image de ces quartiers et à prendre systématiquement le contre-pied d'une architecture moderne stigmatisante. Le quartier de la Monnaie à Romans-sur-Isère est le terrain choisi d'une investigation sur les formes urbaines et architecturales dans les interventions de rénovation urbaine. Premier quartier de la Région Rhône-Alpes à avoir signé la convention avec l'Agence Nationale pour la Rénovation Urbaine, il présente un premier bilan qualitatif architectural et urbain permettant d'appréhender les réalisations entreprises. Le regard porté sur ce site s'ouvre simultanément sur trois autres quartiers rénovés dans le cadre de l'ANRU, celui de Teissiere à Grenoble, de la Duchère à Lyon et Village 2 à Échirolles. Apprendre pour le future: Une analyse de la politique climatique suisse

This article contributes to the public policy analysis in Swiss political science. Applying a two-dimensional approach, it explains the current output of the Swiss climate policy, taking into account structures & preferences of the Swiss political elite. Following the Advocacy Coalition Framework, the author studies the existence of coalitions, power relations & policy preferences & proceeds in two steps: First, social network analysis frames the empirical study of structures & relations within the actors' network around the CO2 law decision making process. Second, using a sophisticated mathematical algorithm, the multicriteria analysis furnishes a systematic evaluation of elite's belief system. This methodological combination constitutes the added value of this research & allows complementary conclusions explaining current climate policy choice. Cet article constitue une contribution à l'analyse des politiques publiques en Suisse. Concrètement et en appliquant une approche bi‐dimensionnelle, il explique l'output actuel de la politique climatique suisse en tenant compte des structures et préférences au sein de l'élite politique. Sur la base de l'Advocacy Coalition Framework, l'article étudie l'existence de coalitions, les rapports de force et les préférences politiques. d'une part, l'analyse de réseau encadre l'étude empirique des structures et relations au sein du réseau d'acteurs du processus de décision autour de la loi sur le CO2. D'autre part, l'analyse multicritère fournit une évaluation des systèmes de croyances de l'élite en se basant sur un algorithme mathématique sophistiqué. Cette combinaison méthodologique constitue la valeur ajoutée de ce travail et permet une conclusion plus complémentaire pour expliquer le choix des instruments climatiques actuels. Le but principal de cette contribution est ensuite de tirer des leçons pertinentes pour la formulation d'une politique climatique future qui suivra après 2010/2012.
