U članku se razrađuje identitet grada koji je poistovjećen sa sudbinom samoga autora u tijeku najtežega dana napada na grad u Domovinskome ratu. Poistovjećujući se s gradom, on se istodobno pretvara i u središnji lik romana. Riječ je o posve drukčijemu i dosad nepoznatome ratnom pismu u Hrvatskoj jer je djelo posvema okrenuto transcendenciji. U romanu je rat tek sila zla, a ne politički proizvod. Tragičnost rata u Hrvatskoj kao književna tema prikazana je na sveopćoj civilizacijskoj razini kao iskonsko prokletstvo čovječanstva. Grad Zadar, smješten na obalama Sredozemlja, svojom povijesti i baštinom koja se razara preuzima na se ulogu Čovjekova glasnogovornika. Kada se ruši grad kao sveti prostor, čovjek gubi svoj vlastiti identitet. Povratak identiteta moguć je samo na simboličkoj i metafizičkoj razini pa roman obiluje simboličkim i arhetipskim slojevima i motivima. ; The article elaborates an identity of the city which is identified with the author's destiny during the hardest day of attacking the city in the Croatian War of Independence. Identifying himself with the city, at the same time he turns himself in the main novel protagonist. That is a completely different and so far unknown war letter in Croatia, because the work is completely turned to transcendence. In the novel the war is the evil force and not political product. Tragicalness of the war in Croatia as the literary topic is shown at the general civilization level as a true human damnation. City of Zadar, located at the Mediterranean coasts, with his history and destroying heritage takes over the role of human spokesperson. When a city as the holy area is destroyed, a human loses his/her own identity. Return of identity is possible only at the symbolic and metaphysic level, therefore the novel is full of symbolic and archetype motives.

Representatives of the Polish punk-rock scene were careful observers of political, social and economic unrest in the world since the late 1970s and in the 1980s. A large part of the texts, written at that time, aptly commented on the tragic events in the world. Unfortunately, some of them haven't lost their validity, like the song by KSU entitled 'Liban' ['Lebanon'], or by the band 'Brak' ['The Lack'] entitled 'Na Bliskim Wschodzie wszystko w porządku' ['In the Middle East Everything's All Right']. After 1989, more songs, referring to various old or new threats in the world, were written. Songs, produced within the punk scene, describe the problems of political, economic and social nature, which remain unresolved. Authors, such as Maciej Augustyn, Krzysztof Grabowski, Kazik Staszewski not only point to the genesis of security problems in the world, but sometimes predict the consequences of such events in a broader perspective. Surprisingly, anticipations of some authors who are not political scientists or sociologists, come true more frequently than scientific analyses made by security experts. Suffice it to say that almost at the same time when Fukuyma guaranteed that happiness of humanity would be manifested in liberal democracy, Staszewski and Grabowski warned people of imminent wars, crises, a new division of the world and exploitation. ; Representatives of the Polish punk-rock scene were careful observers of political, social and economic unrest in the world since the late 1970s and in the 1980s. JÓZEF ANDRZEJ ZAŁUSKI'S CONCEPT OF THE FUNCTIONING OF CONSTITUTIONAL SYSTEM OF THE NOBILIARY REPUBLIC Józef Andrzej Załuski, bishop of Kiev and the alleged author of Opisanie krótkie niektórych interessów wewnętrznych Najjaśniejszej Rzeczypospolitej Polskiej w roku 1762 (Brief description of some internal interests of the Eminent Polish Nobiliary Republic in 1762), tried to survey a series of opinions and reflections on the constitutional system of Poland at the decline of the reign of August III of Vettin dynasty and the beginning of reign of Stanisław August Poniatowski. The major element of Załuski's analysis is his attitude toward liberum veto which was one of the most crucial elements of the Polish constitutional system. While perceiving the negative aspect of the abuse arising from the liberum veto, Załuski considered the latter to be the immanent part of the Polish constitution. He therefore regarded the liberum veto as something unavoidable and as something what produced a counterbalance vis-à-vis the voting by majority, the latter being applied in England, Sweden and Denmark. It is easy to observe that Załuski was a firm opponent of the majority vote system. What – in his opinion - was detrimental to the Polish Republic was the absence of the effective implementation of good laws. As a result he did not see any need for the introduction of new constitutional devices. The volume published by the bishop of Kiev assumed, to a large extent, also the shape of polemics conducted by him with Stanisław Konarski and with the treaty of the latter On the Effective Advice.

The article discusses Voldemaras' foreign policy during the important for Lithuania years of 1927 and 1928. It was the period of attempted reconstruction of Polish-Lithuanian relations, mainly in the context of Vilnius region, secret negotiations with the Germans to secure additional financial support for the young Lithuanian state, and policy of détente with the USSR which made it possible for Lithuania to gain a powerful ally in the argument with Poland. ; Po zamachu stanu w grudniu 1926 r. na czele Litwy stanęli liderzy partii narodowców: Augustinas Voldemaras i Antanas Smetona. W artykule omówiono politykę zagraniczną Voldemarasa w kluczowych dla Litwy latach 1927–1928. Był to okres próby przebudowy stosunków relacji polsko-litewskich, głównie w kontekście Wileńszczyzny, tajnych negocjacji z Niemcami, mających na celu pozyskanie dodatkowego wsparcia finansowego dla młodego państwa litewskiego oraz polityki zbliżenia z ZSRR, dzięki której Litwa zyskała potężnego sojusznika w sporze z Polską.

In this paper the author deals with the nature of culture, the culture of peace, education as an eminently cultural activity, & the projections of the future. The author defines culture as people's cooperation in improving the quality of their lives & considers it at the same time to be both a part of individuals & a part of communities. Furthermore, the author advocates the culture of peace & cooperation & argues that culture in principle promotes peace, eliminates war & immanently strives for the ascendancy of peaceful cooperation among people. For the sake of peace & understanding the author thinks that the united Europe ought to standardize learning & education concerning the optimal forms of togetherness. & finally the author promotes the concept of "project identity" i.e. emerging identity. The author analyses the design and imposition of the bank levy that came into effect on the 1st of February 2016 both from the economic and legal perspective. The author portrays its origin as well as the main solutions. The risks connected with their implementation involving the capacity to collect the tax are outlined. The author also presents the development of the design of taxation of the banking sector in Poland in the past dozen or more years. The author conducts a comparative analysis of the various tax designs that prove effective in many E.U. Member States. This allows to show the similarities and tell the differences between the various state-specific designs and the ones adopted in Poland. The paper is also concerned with the consequences that the bank levy might bring about in Poland. The author postulates that the analysis of its design flaws makes it possible to evade taxation. The author puts forward alternative concepts, which would make the provisions of the law more precise. The bank levy applicable in Poland has also been subject to an in-depth analysis in the context of tax avoidance.

The author claims that freedom is what makes philosophy possible in its essence. Along with Kant, the author sees in freedom the spring of pure reason. It is in freedom, as a self-construed concept, that pure reason has its substance. In this paper the author analyses the possibility of 'creating' a European political people and forming a European political identity and a European political community. In the first, theoretical part of the paper, the author defines two concepts of people -- demos and ethnos -- and describes problems in identity building on purely political grounds of people as demos. By examining the references on a European political people in the EU legal foundations, the author illustrates dual premises of legitimacy for the Union and the Union's identity referents which are generally of a universalist nature. In the second, empirical part of the paper, the author presents how the European identity is formed, in line with classic distinction between 'civic' and 'ethnic' identity. Since the Eurobarometer survey showed a low level of European identification of EU member states' citizens, the author presents concepts which aim to overcome the low level of European affiliation. In the final part of the paper the question which is examined is whether the existence of a European political people is necessary for the future of the European integration. To this end, the author uses various theoretical approaches to the 'creation' of a European political people: economic/market approach, communitarian/statist approach, 'constitutional patriotism' of Habermas, Weiler's 'multiple demoi' and pluralism/particularism. The author distinguishes between the antiquity's & Middle Ages' teachings on natural law & justice as a virtue & the modern-age Hobbes' theory of the prerequisites of the legal system. Hobbes' theory identifies the prerequisites of the legal system & describes the institution of legal constraint which guarantees the rule of law.
