Las tasas de crecimiento industrial colombiano en los 30 superaban el 10%, mientras el dinamismo global de la economia era especialmente bajo. Estudia el sector textil que, por si solo, explica la mitad del crecimiento industrial entre 1930-39 y el 67% entre 1940-45. Descarta la influencia que pudo haber jugado la devaluacion y el arancel como aspecto secundario del proceso de auge y relativiza el papel detonante de la demanda. In this article the political figure of Alberto Lista y Aragon is analysed under a conceptual methodology and a detailed review of historical references used by this author in his writings is also given. Even if this author, as well as the group of editors of El Censor newspaper, has been the object of general criticism owing to his alleged ideological inconsistency, this article points out not only the political coherence of Alberto Lista y Aragon but also the leading role played by this author in the definition of Spanish "moderantismo". The author discusses the Zedillo administration proposal for modernizing public administration. Was this proposal in effect novel & was it as important as it was made out to be? Was it boxed in by formal aspects, as similar programs in the past had been? The author points to the fact that modernization in this area was a commitment that became formalized in a program -- Promap -- & she discusses the two main issues that it addressed: the evaluation of public administration & career bureaucrats/civil service. Based on an analysis of the globalization process, its characteristics, its effects on the economy and on politics, as well as the challenges it presupposes, the author reflects on and makes proposals for the education diplomats need in Latin America in the post-Cold War era. According to the author, diplomatic academies have to include courses on the characteristics of a globalized economy in their study plans, but without losing sight of political science and international relations studies, among other subjects that create the theoretical base for an understanding of the globalization process. In the present paper, the author explores the hypothesis of a political antidemocratic use of former Mexican president Vicente Fox's government's social programs against poverty to favor candidate Felipe Calderon in the electoral competition for the Mexican presidency in July 2006. Through the application of a rigorous methodology, the author analyzes the distribution of the vote in those areas of the country that most benefited from the federal programs against poverty, such as the Local Development Program "Micro-regions," the Program of Human Development "Opportunities," Rural Homing, Temporal Jobs & Elderly Care in Rural Areas. The author examines how the concept raison d'etat was conceived & shaped. Although this concept is tied up to Machiavelli's thoughts, the author shows that the florentinian thinker did not coin it such as we know & use it nowadays, & paradoxically was one of its contestants, Giovanni Botero, the first one to use this concept in an explicit manner & to analyze it in a systematic way. The essay examines critically Botero's work, an author who was formerly considered as a second line political thinker, although he has provided interesting approaches on topics such as power, governorship & religion.
