This communication is sometimes caused by reasons such as political or economic power struggles. Today, countries have to deal with the developments, trade, social, cultural exchanges that are happening within the borders of each other. It is necessary for one country to have a good place in the international arena. Counties need to gain a positive place in international communication. Providing a positive perception in the international arena will feed countries in commercial, economic and political sense. Positive perception will lead to greater investment in the country, increased cooperation and ultimately achieving country interests at the final point.

Bu bağlamda çalışmada İran'da yapılmış alanaraştırmasının verileri ile İran'ın uluslararası ticaretteki verilerikullanılmıştır. Çalışmanın temel hipotezi İran'ın iç ekonomide Rejimi koruyupkollayıcı tedbirleri öteki halklara rağmen aldığı, uluslararası ilişkilerde isereel politik endişelerle hareket ettiği varsayımı üzerine şekillenmiştir. Accession to the European Union (EU) has been one of the most crucial topics of the Turkish foreign policy. This topic, albeit sometimes not having a priority, always remained as a current issue and played a determinant role in Turkey's objective of Westernization. Within this process, parallel to the success that the accession would bring, it became more ascendant in current politics. It acted as the sword of Damocles as a determinant either for the election victories or as a trouble-maker on the head of the parties. The foundation of the Turkey-EU relations was first laid by the Democrat Party in July 31st, 1959 and these relations began to get deepen by the time the Motherland Party (ANAP) came into power in the 1980's. This study aims to determine the reasons that led Turkey to apply for the EU membership, the place of the relations with the Europen Economic Community (EEC) on Turkish foreign policy and the repercussions of this application in the public opinion. Therefore it is going to be given a general overview on the early years of those relations. In the citations taken from the newspapers of the period the expression common market is used for defining Turkey's counterpart while the author himself rather prefers to use the EEC, the predecessor of the EU.

Demokrasinin bir yönetim biçimi olarak ele alınmasının tarihi oldukça eski olmasına rağmen bu yönetim biçiminin belirli değerler temelinde idealize edilme tarihi nispeten yenidir. Antik Yunan'dan itibaren "kimlerin kimleri kimler çıkarına yönetecekleri" sorunsalı bağlamında ele alınan demokrasi zamanla "genel irade", "halkın egemenliği", "insan hakları", "özgürlükler" vs gibi "yüksek değerlerin" garantörü ve bu değerlerin tahakkuk edebilmelerinin zorunlu dayanağı şeklinde tarif edilmeye başlanmıştır. Schumpeter'in "demokrasinin klasik doktrini" olarak adlandırdığı bu yaklaşım; aksiyolojik bir demokrasi yorumu geliştirmiştir. Demokrasinin aldığı bu yeni yorumlama biçimine yönelik birtakım itirazlar yöneltilmiştir. Bunlar arasında en kayda değer olanlardan biri Avusturyalı iktisatçı ve politik bilimci Josef Alois Schumpeter'dir. Bu tarz bir demokrasi telakkisini ve onun müstenid olduğu insan tasavvurunu kritize eden yazar "demokrasinin klasik doktrini" olarak isimlendirdiği siyasal öğretiye önemli eleştiriler getirmiştir. Yazar öncelikle 18. yüzyılda hatları netleşen söz konusu doktrinin temel bileşenlerini tespit etmeye çalışır. Bu doktrinin yaslandığı temel kavramları ve prensipleri tartışmaya açan düşünür daha sonra bunların taşıdığı içsel çelişkilere odaklanır. Bir çeşit illüzyon olarak gördüğü demokrasinin klasik yorumunu eleştiren Schumpeter teorideki muhteva ile pratikteki sonuçlar arasındaki farklara işaret ederek demokrasinin üzerindeki " mistik örtüyü" kaldırmayı amaçlar. Sonunda aslında demokrasinin gerçekte ne olduğu ile ilgili kişisel kanaatini serdeder. Bu çalışmada Schumpeter'in demokrasinin klasik yorumuna getirdiği eleştiriler kendi yorumlama tarzı üzerinden ele alınmış ve yazarın demokrasi tanımlaması ile çalışma sonlandırılmıştır. ; The history of taking democracy as a form of government is quite old. However, the date of idealization of this form of governance on the basis of certain values is relatively new. Democracy, the matter at hand in the context of the problematic of 'who will govern whom in whoose benefit' has started to be defined in due course as the guarantor of ''high values'' such as; "general will", "popular sovereignty", ''human rights "," liberties'' etc. and the mandatory basis for these values to be accrued. This approach, which Schumpeter calls the 'classical doctrine of democracy' has developed an axiological interpretation of democracy. Some objections have been raised to this new interpretation of democracy. One of the most notable of these is the Austrian economist and political scientist Josef Alois Schumpeter. The author who criticizes consideration of this kind of democracy and conception of humanity based on it, has given considerable criticism to the political doctrine with his own words as 'the classical doctrine of democracy'. The author first attempts to identify the basic components of the mentioned doctrine which became clear in the 18th century.The philosoper who opens up the basic concepts and principles to which this doctrine is based on, then focuses on the internal contradictions that they carry. Schumpeter, who criticizes the classical interpretation of democracy, which he sees as some kind of illusion, aims to remove the 'mystical cover' on democracy by pointing out the differences between the content in theory and the practical results. In the end, he actually propounds his personal opinion about what democracy really is. In this study, Schumpeter's criticisms of the classical interpretation of democracy were handled in terms of his own style of interpretation, and the study was concluded with the author's definition of democracy.

Yılmaz, Abdullah (Balikesir Author) ; Günümüzde bütün dünyada olduğu gibi ülkemizde de kamu sektörü büyük bir değişim ve dönüşüm yaşamaktadır. İletişim ve ulaşım teknolojilerindeki akıl almaz gelişmelere paralel yaşanan bu değişim/dönüşüm, geçmişin klasik devlet anlayışı ile hareket etmeyi imkânsız hale getirmiştir. Zaman-mekân sınırlamalarını ve algılamalarını kökten değiştiren bu değişimin zorlamasıyla çağdaş dünyada devletler, e-devlet anlayışı doğrultusunda, çağdaş iletişim ve yönetim sistemlerini kamusal hizmetlerin sunumunda kullanmakta ve bu sayede hantal bürokratik işlem ve süreçler, yerini yeni, hızlı, güvenilir ve şeffaf işleyen iş süreçlerine bırakmaktadır. Bu çalışmada e-devlet pratiğinin Türkiye'deki gelişimi ele alındıktan sonra, e-devlet uygulamalarının sıra dışı bir örneği olan "Tek Adımda Hizmet Birimleri" ele alınmaktadır. ; Today, the public sector in Turkey, as well as those all around the world, is going through a process of change and transformation. This process of change/transformation, which is developing in parallel with the incredible developments in communication and transportation technologies, made it impossible to sustain the old traditional state approach. This transformation, which has changed the time and zone limits and perceptions fundamentally, has been forcing the contemporary states to use modern communication and management systems in line with the e-state approaches while they are supplying public services. As a result, the unwieldy bureaucratic process and procedures have been replaced by new, rapid, reliable and transparent business processes. In this study first, development of e-state applications in Turkey will be discussed, and then "the Service at One Step Units", which are an extraordinary example of e-state applications, will be examined.

İlk düzey yönetim biriminde federal devlet, ikinci düzey yönetim biriminde eyaletler ve üçüncü düzey yönetim biriminde mahalli idareler bulunmaktadır. Mahalli idarelerin yapısı ve niteliği eyaletten eyalete farklılık göstermektedir. Bu nedenle her mahalli idare birimi kendine has özellikler taşımaktadır. ABD'de mahalli idareleri il, ilçe, kasaba- köy, okul bölgeleri ve özel bölgeler şeklinde genel bir sınıflandırmaya tabi tutmak mümkündür. Bununla birlikte bazen aynı yapıya sahip bir mahalli idare biriminin başka bir eyalette farklı bir isimle yapılandığı da görülmektedir. Söz konusu yönetim yapısı içinde çalışmada, ABD'de mahalli idarelerin mali yapıları ve merkezi idare ile ilişkileri incelenme konusu yapılmıştır. ; United States of America is a country that has a decentralized management system and federal form of government structure. Management system offers three tiered structure. Federal government is in the first level of administrative unit, states are in the second level of administra- tive units and local governments are the third level of administrative unit. Local government's structure and quality varies from state to state. Therefore, each local government unit has its own unique features. Local governments in the USA can be classified in the form of county, municipal, town and village, school districts and special districts. However, sometimes a local government unit that has the same structure is also structured with a different name in another state. In this paper, management structure of USA, local government's financial structure and its relationship with the central government have been examined.

İlban, Mehmet Oğuzhan (Balikesir Author) ; Uluslararası ilişkiler; ülkelerin, sivil toplum kuruluşlarının, çok uluslu şirketlerin ve birçok aktörün birbirleriyle olan etkileşimini inceleyen bir disiplindir. Dış politika ise söz konusu bu disiplinin bir alt dalıdır. Dış politika, genel anlamda bir ülkenin diğer ülke veya ülke gruplarıyla olan ilişkilerini belirli bir zemine oturtmak için benimsediği ilke ve uygulamaların bütünüdür. Ülkeler, diğer ülkelere karşı egemenliklerini korumak ya da bu ülkeler üzerinde etki alanı oluşturabilmek için güç kullanmaktadırlar. Söz konusu bu güç olgusunun yumuşak (ülkenin kendine özgü kültürünün, siyasi değerlerinin ve politikalarının diğer ülkelere cezbedici gelmesi) sert olmak (ülkenin mevcut askeri ve ekonomik gücü) üzere iki farklı yüzü bulunmaktadır. Bu araştırmanın amacı yumuşak güç araçlarından biri olan turizmin, Türkiye'nin Özbekistan ile ilişkilerindeki mevcut düzeyini ve işlevselliğini ortaya çıkarmaktır. Özbekistan ile Türkiye'nin ilişkilerini dış politika, yumuşak güç ve turizm etkileşimi temelinde incelendiği bu araştırmada veriler, doküman inceleme tekniği ile elde edilmiştir. ; International relations is a discipline that examines the interaction of countries, non-governmental organizations, multinational companies and many actors. Foreign policy is a sub-branch of this discipline. Foreign policy phenomenon in general terms is the whole of the principles and activities that a country adopts in order to place on a specific basis its relations with other country or country groups. Countries use force to maintain their sovereignty over other countries or to have an influence over these countries. This phenomenon of power has two different facets: soft (the country's unique culture, political values and policies attracts other countries), hard (the current military and economic power of the country). The purpose of this research is to ascertain the current level of tourism which is one of the soft power tools and its functionality in Turkey's relations with Uzbekistan. Turkey's relations with Uzbekistan in this research was examined on the basis of foreign policy, soft power and tourism interaction and data of this research were obtained by document analysis technique.

Güler, Tahsin (Balikesir Author) ; Türkiye'de yoğun bir reform gündemiyle geçen 2000'li yılların ilk on-onbeş yılında merkeziyetçilik azaltılmaya çalışılırken uygulanan reformlarla yerelin yükselişine imkân sağlanmıştır. Bu süreçte mülki idare sisteminin sahip olduğu birtakım görev ve yetkiler yerel yönetimler lehine azaltılmış ya da bu yönetimlere aktarılmıştır. Son derece demokratik bir tarzda gelişen bu sürecin son yıllarda milli güvenlik tehditleri ve akabinde yönetim sistemindeki değişimin etkisiyle sürdürülmesi güçleşmiş, merkezi yönetim mülki idare sistemini güçlendirme yoluyla taşradaki gücünü yeniden pekiştirmiştir. Özellikle 2000'li yıllarda yoğunlaşan kamu yönetimi reformlarıyla mülki idare sisteminin hizmet etkinliği yerel yönetimler lehine azaltılmıştır. 2013 yılından itibaren ise milli güvenliğe yönelik tehditlerin artması ve Cumhurbaşkanlığı Hükümet Sisteminin güçlü yürütmenin devamı olarak güçlü bir mülki idare sistemini öngörmesi güvenlikçi politikaların sürükleyiciliğinde mülki idare sistemini güçlendirirken mülki idare amirlerini de daha aktif ve dinamik bir rol oynamaya zorlamaktadır. ; While centralization was tried to be decreased in the first ten or fifteen years of the 2000s which passed with a busy reform agenda, the opportunity was provided for the rise of local with implemented reforms. In this process, some of the duties and authorities that the civil administration system has were reduced in favor of local administrations or transferred to these administrations. It has become difficult to sustain this extremely democratically developing process due, in recent years, to the national security threats and subsequently change in the administrative system, and central administration has intensified its power over the rural by means of strengthening the civil administration system. Service effectiveness of the civil administration system has declined with public administration reforms which became prevalent especially in the 2000s. Starting from 2013, that threats against national security have increased and that presidential government system calls for a powerful civil administration system as a continuation of powerful enforcement, together with driving force of security-based policies, strengthen the civil administration system and force civil administration supervisors to play a more active and dynamic role.

Birleşmiş Milletler kuruluşundan bu yana özellikle 90'lı yıllardan sonra aktif olarak uluslararasası barış ve güveniği koruma kapsamında etkin kararlar almaya başladı. Özellikle Yugoslavya kriziyle birlikte uluslararası toplumda uluslararası barış için bir umut doğdu. Artık soğuk savaş sona ermiş her iki bloğa ait devletler bir araya gelerek uluslararası barış için birlikte karar alabilir duruma gelmiştir. Hatta BM Güvenlik Konseyi uygulamalarında uluslararası ilişkilerde esaslı bir kural olan "iç işlerine karışma yasağı" (BM Sözleşmesi'nin 2/7. md) sebebiyle devletler arasında çatışma yokluğuna dayanan barışın "negatif barış" olarak anlaşılmasından yanında, bir devletin içinde de barış içinde birlikte yaşamayı ifade eden "pozitif barış" anlamıyla da uygulanması düşüncesi doğmaya başladı. Fakat bu umut uzun sürmedi. Rusya'nın kısa sürede kendini toparlamasıyla birlikte yine uluslararası toplumda çıkarlara dayalı kararlar alınmaya başlandı. Mali krizi bu alanda alınan son ortak kararlardan birisidir. Bu çalışmada Mali krizi çerçevesinde BM Güvenlik Konseyinin uluslararası barışın negatif anlamının yanında positif anlamı da kararında esas almış mıdır, sorusunun cevabı aranmaktadır. ; The United Nations (UN) has adopted effective resolutions since its foundation, particularly during 1990's, for the sake of promotion and protection of global peace and security. Especially following the UN's firm stance for the Yugoslavia crisis, the hopes for global peace have remarkably raised. The Cold Was had come to the end and the states from the opposite alliance blocks of the Cold War were enabled to make decisions altogether in order to protect global peace. In the UN Security Council's practice, even the idea that the concept of "positive peace," which regards the internal peace of states as a matter to be addressed by international community, could substitute the concept of "negative peace," which implies the peace situation only among states and does not regard internal peace of states because of the main principle of non-intervention enacted in Article 2/7 of the UN Charter.Nevertheless, these hopes could not last long. As Russia could gather its strength after a short while, the decision-making mechanism of the international community became solely interest-based once again. In this article, the author is trying to examine the question whether the UN Security Council has endorsed the concept of "positive peace" or "negative peace" while its approach to Mali case, which is a remarkable international crisis occurred in 2000's.

Kelkitli, Aslı Fatma (Arel Author) ; Russia appeared to be a country that did not eschew from resorting to hard power instruments suchas military intervention and economic sanctions in the post-Cold War period. Moscow fought a battleagainst Georgia over South Ossetia in August 2008. It also sent its military personnel to Crimea tocapture strategic points and to take control of the critical infrastructure in February 2014, shortlybefore the referendum which would decide whether the peninsula would merge with Russia. Russiaalso occasionally cut off natural gas supplies to Georgia and Ukraine in the middle of winter when thesetwo pro-Western states failed to pay their accumulated natural gas debt. Yet, Moscow starting from themid-2000s has been taking serious and systematic steps to strengthen and expand its soft power basein its immediate neighbourhood as well. These efforts speeded up in the wake of colour revolutionsin Georgia, Ukraine and Kyrgyzstan which resulted in the replacement of friendly governments thatpaid special attention to Russian concerns and sensitivities with new leaders and cadres that aimedto bring their countries closer to the West. This article will examine the Central Asian dimension ofRussia's soft power policy by borrowing the soft power concept of Joseph Nye. Nye defines soft poweras the capacity to have an impact on or shape the preferences of others by relying upon intangibleassets such as political values, international institutions and culture. So, the study will start with theanalysis of the extent of recognition of Russia's political values, especially its sovereign democracymodel which prioritizes the demands of the state over those of individuals, lays emphasis on theprinciples of independence, sovereignty and non-interference in internal affairs in the intercourse withother states and underlines the primacy of traditional and conservative values such as unity, solidarityand family over individualism, feminism and LGBT rights by the Central Asian political elites. Thearticle will then move on to explore the extent of Russia's success in exporting the main tenets of thesovereign democracy model to Central Asia by examining some of the agreements, declarations,decisions and practices of the international institutions such as the Commonwealth of IndependentStates, the Collective Security Treaty Organization and the Shanghai Cooperation Organization whichplay significant role in the region. The study will end with the assessment of the cultural aspect of theRussian soft power in Central Asia by investigating the prevalence of Russian language, Russian highereducation institutions, Russian media and Russian mass entertainment in the region.

Osmanlı Devleti siyaset düşüncesi, devlet idaresi ile ilgili XVI. yüzyıldan itibaren kaleme alınan eserler üzerinden değerlendirilebilmektedir. Bu nedenle devlet ve siyaset üzerine yazılan eserlerin detaylı kritiklerinin yapılması, Osmanlı siyasi düşüncesinin niteliklerinin tartışılması ve dönemsel değişimlerin ortaya çıkarılması bakımından önem arz etmektedir. Bu bağlamda makalede İstanbul Üniversitesi kütüphanesinde T6108 koduyla bulunan bir yazma eserin içerisinde yer alan ve daha önce değerlendirilmesi yapılmamış olan anonim bir nasihatname Osmanlı siyaset düşüncesi çerçevesinde ele alınmaktadır. Böylece Osmanlı devlet düşüncesi çalışmalarına katkı sağlanması hedeflenmektedir. Tarihi ve müellifi belli olmayan bu eserin, Osmanlı siyaset düşüncesine katkı sağlaması amacıyla yöntemsel olarak, eserde savunulan görüşler ve ileri sürülen fikirler mevcut Osmanlı siyaset düşüncesi literatürü çerçevesinde ele alınmıştır. Bununla birlikte temel problem nasihatnamenin değerlendirilmesinin, tarihinin ve müellifinin bilinmesiyle alakalı olmasıdır. Nasihatnamenin hem içeriğinden hem de yazma eserin başında yer alan bazı ipuçlarından hareketle müellif ve tarihlendirme ile ilgili bazı tespitlerde bulunulmaya çalışılmıştır. Eserin II. Mahmud döneminde üç ay sadrazamlık yapmış olan Abdullah Paşa'ya ait olma ihtimali ise nasihatnamenin önemini artırmaktadır. Öyle ki Lütfi Paşa'nın Asafname'sinden sonra bir sadrazam tarafından yazılan ikinci bir siyasetname olma özelliği ve önemine sahip olmaktadır. ; The political thought in the Ottoman Empire can be interpreted over the works on state administration composed as of the sixteenth century to onwards. For this reason, a detailed critique of the books written on state and political affairs is important for the discussion of the attributes of Ottoman political thought and discovering the periodical changes. In this study, a Book of Advices, which was included in a manuscript coded T6108 available in Istanbul University Library, and which has not yet been interpreted were evaluated within the framework of Ottoman political thought. So, it is aimed that the text of this Book of Advices will contribute into the studies on Ottoman political thought. In this sense this work which is undated and anonymous, for contribute to Ottoman politicial thought procedurally, the ideas suggested and advocated in the Book of Advices were evaluated within the framework of Ottoman political thought. However, main problem in the evaluating of the Book of Advices related to its date' and author's unknown. For this reason, it has been made some predictions about the author and date from both the contents of the Book of Advices and the clues which contained in the beginning of the manuscript. The possibility of that the book's belonging to Abdullah Paşa, who served as grand vizier for three months at the time Mahmud II, increases the importance of Book of Advice. In this case, it has the feature and importance of being a second political treatise written by a grand vizier after Lütfi Pasha's Asafname.

Erdoğan, İbrahim (Balikesir Author) ; Soğuk Savaş sonrası uluslararası sistem yapısı içerisinde egemen güç olma vasfını sürdüren yegâne ülke olarak ABD'nin dış politikasında dönemler arası süreklilik ya da değişim yaşanıp yaşanmadığı tartışmaları literatürde geniş yer bulmuştur. Bu anlamda Obama'nın dört yıllık iktidarı sürecinde Bush dönemi politikalarıyla kesişme ya da çatışma noktaları mercek altına alınmış ve değişik görüşler öne sürülmüştür. Bu tartışmalara belki de en net kaynaklık edebilecek alan, küresel terörle savaş konsepti ile doğrudan irtibatlı olan ABD'nin Afganistan stratejisidir. Bush ve Obama dönemlerinde ABD'nin Afganistan stratejisinin belirlenmesinde tercihlerden çok, pragmatizmin ağırlıklı rol oynadığı sonucu ortaya çıkmaktadır. Obama dönemi Afganistan stratejisi savunma bağlamında büyük oranda Bush dönemi stratejisini devam ettirmiş, ancak bu stratejiyi başarılı kılacak daha etkin bir yaklaşım benimsenmiştir. Diğer taraftan ilgili stratejinin yalnızca güvenlik boyutunu öne çıkararak başarılı olunamayacağı düşüncesiyle, Afganistan'da sivil kapasiteyi artırarak yerel unsurları kendi yaşam alanlarını kontrol edebilen, daha sonra da ülkelerinin geleceğinde söz sahibi olabilen ortaklar konumuna getirme hedeflenmiştir. Yine, Taliban dâhil yerel unsurlarla uzlaşma arayışına gidildiği, diplomatik çabalara ağırlık verilerek bölge ülkelerinin de çözüme dâhil edilmeye çalışıldığı bir sürece girilmiştir. Obama dönemi Afganistan politikasının, Bush dönemi ile kıyaslandığında kısmen birbiriyle örtüşen kısmen de farklılaşan boyutlara sahip olduğu, ancak daha başarılı bir sonuç ürettiği görülmektedir. ; Following the demise of the Cold War, the question of continuity or change in US foreign policy, a country which kept the position of the only remaining hegemonic power in the international system, has found broad acceptance in the literature. In view of that during Obama's four-year long term in power points of overlap and contradictions between his and Bush's presidency have been the focus of attention and several heated debates. In order to test these debates the most suitable foreign policy area has appeared to be the US strategy in Afghanistan, a subject that has commonly and closely been related to the concept of global war against terrorism. A closer look at both Bush and Obama's presidency would reveal that pragmatism rather than choice has played a greater role in the determining US strategy in Afghanistan. In terms of the principle of defence, Obama's Afghanistan strategy resembled closely to that of Bush's, while the search for making the adopted strategy more successful and effective has been kept alive. Meanwhile, with the realization that the existing strategy would not work by merely putting security considerations at forefront of attempts to resolve the conflict, new targets have been set up such as paving the way for local elements to control their living environment by strengthening civil capacity in Afghanistan and then turning them into partners who could have a say in the future of their country. Yet again in the area of diplomacy, attempts to reconcile with local elements including the Taliban and efforts to bring the regional actors to take part in the ongoing peace process have become the new strands of the evolving strategy. In view of all these, it is possible to argue that in some respects Obama's Afghanistan strategy resembles Bush's while differing from it time to time and producing better results for the US.

Tatar, Volkan (Arel Author) ; 2010 yılında Tunus'ta bir gencin kendisini yakmasıyla başlayan Arap Baharı, toplumsal, politik ve ekonomik bir kriz haline gelerek birçok bölge devletini derinden etkilemiştir. Tunus'ta başlayan ve domino etkisiyle bölge devletlerine yayılan hareket, başlangıçta bölgedeki devletlerin uzun yıllar yönetiminde olan siyasi elitleri tedirgin etmiş, sürecin devamında ise iktidar değişiklikleri meydana getirmiştir. 2011 yılında Arap Baharının etkisine giren ve her geçen gün daha da çatışma bölgesi haline gelen Suriye'den, yaklaşık 4 milyon kişi başka bölgelere göç etmek zorunda kalmıştır. Göç eden kitlenin büyük çoğunluğunun hedefi, coğrafi yakınlığın da etkisiyle Türkiye'dir. Bu sebeple Türkiye, Arap Baharının olumsuzluğunu ve yükünü çeken devletlerin başında gelmektedir. Dış politikada olduğu kadar, iç politikada da tartışma konusu olan Suriyeli mülteciler için, özellikle güneydoğu illerinde sığınma kampları kurulmuştur. Ayrıca Suriyeli mültecilerin, Avrupa devletlerine kaçak geçiş için, Ege Bölgesi'ni kullanmalarından dolayı bu mesele, Türkiye ile Avrupa Birliği'ne üye devletleri de karşı karşıya getirmiştir. Arap Baharı bu kaçak göçlerle birlikte farklı devletlerin ortak ve içinden çıkılması zor sorunu haline gelmiştir. Bu çalışmanın konusu, Arap Baharı sonrasında Türkiye'nin karşı karşıya kaldığı mülteci sorununu farklı açılardan irdelemektir. Bu amaçla nitel veri toplama yöntemi kullanılmış, belge incelenmesi üzerinde durulmuştur. Konuyla ilgili kaynaklar incelenmiş, farklı yayın organlarında yer alan röportaj ve haberlerden de kaynak olarak faydalanılmış, nitel veri analiziyle sonuca ulaşılmaya çalışılmıştır ; The Arab Spring, which was triggered by a young boy's burning himself up in Tunusia, has had an impact on most of the other countries in the same region deeply through turning into a social, political and economic crisis. The movement starting in Tunusia and spreading into the surrounding countries through domino effect, first made the political elitists governing the countries for a long time feel uneasy and then led to governmental changes in the following period. 4 million people had to leave their home country Syria, which had been influenced by the Arab Spring since 2011 and then turned into a battle field gradually day by day. These people had to immigrate to other regions. Due to its being close to the area, Turkey has been in the target of the majority of these immigrants. Owing to this fact, Turkey is one of the major countries which have experienced the negative effects, consequences and the burden of the Arab Spring the most. Refugee camps have been established especially in the Southeast provinces in the country for the Syrian refugees, who have been at the core of the discussion continuously in not only domestic policy but also foreign policy. Apart from that, this issue has created a big conflict between Turkey and the members of European Union since Syrian refugees have been using The Aegean Sea as a passage to enter European countries illegally. With the accompaniment of these illegal migrations, The Arab Spring has turned out to be a very big issue which is difficult to be resolved for a lot of different countries. The subject of this paper looks into the refugee problem Turkey has been facing as a result of the Arab spring in different aspects. With this aim in mind, qualitative data collection method and qualitative data analysis has been used. The resources regarding the subject have been analyzed and the interviews and the news found in various media resources have been utilized as a resource in order to reach conclusions through the qualitative data analysis method

''Kamu Diplomasisi'' olarak adlandırılan bu çözüm yolu, devletlerin, diğer devletlerin halklarını etkileyerek onlar üzerinde daha etkin bir rol alma yöntemi olarak sayılabilmektedir. Özellikle bir devletin uluslararası arenada imajının artması veya mevcut statüsünü koruması için, diğer devletlerden üstün olduğunu göstermesi gerekmektedir. Böylesi bir gösteriye en güzel örnek belki de devletlerin ''güç'' kavramıyla olan ilişkileridir. Çünkü her devlet küreselleşen dünyada kendi statüsünü ve prestijini diğerlerinden daha üstte tutmak isteyecektir. Bunu göstermenin en iyi yolu da sahip olunan güç kaynaklarıdır. Öte yandan bu güç kaynakları bazen gücün kendisi olurken bazen de kamu diplomasisi araçları olabilmektedir. Örneğin, eğitim, kültür, diplomasi türleri ya da kitle iletişim araçları gibi. Her devlet uluslararası konjonktürde daha iyi bir statüde olabilmek için sahip olduğu diplomasi araçlarını kullanmayı hedefler. Bu araçları kullanmak için devletlerin sert güç unsurlarına ihtiyaçları yoktur. Devletler, mevcut sorunu barışçıl yöntemlerle çözmeye dayalı politikalar geliştirirler. Türk dış politikası tarihinde bu yönteme sıkça başvurulmaktadır. Kamu diplomasisi kapsamında bu politikalara en güzel örnek eğitim diplomasisi verilebilir. Bu anlamda çalışmanın da konusu olan Türkiye, öğrenci değişim programlarıyla kamu diplomasisi faaliyetlerine katkı sağlamıştır. Öğrenci değişim programları, kültürel değişim programlarına eşdeğerdir. Farklı bir ülkenin kültürel özellikleri, değişim programına dâhil olduğu ülkeye de yansımaktadır. Tez konusu içerisinde yer alan örnek ülke Türkiye, bu anlamda başarılı girişimlerde bulunmuştur. Birçok üniversitenin yürütmüş olduğu öğrenci değişim programları sayesinde, farklı ülkelerin kültürleri daha anlaşılır olması bakımından incelenmektedir. Zira devletler her geçen gün etki alanlarını genişletmekte ve yeni eğitim programları ile karar verme sürecinde aktif rol oynayabilmektedir. Bu durum ortaya, karar verici mekanizmaların, bu ülkeleri cazibe merkezi olarak görmesini sağlayacaktır. Bu çalışmada, öncelikli olarak kamu diplomasisi ile eğitim arasındaki ilişkiye değinilmiş, çalışma konu üzerinden örneklendirilmiştir. Ayrıca Türk Dış Politikası ile ilgili olarak 1919 ile 2012 yılları arasındaki dış politikalara yer verilmiştir. Son olarak, eğitim ile ilgili olarak Türkiye'deki yabancı öğrenciler ile ilgili İstanbul Gelişim Üniversitesi örneği üzerinden incelemeler yapılmıştır. Yapılan incelemeler, en objektif şekilde ele alınmaya çalışılmış ve öznellikten kaçınılmıştır. ; In the current world, owing to the development of technology, incidents which occurred in anywhere in the world quickly spread and affect all over the world. Incidents that happened prove the importance of international diplomatic activities on the purpose of improving inter-state relations and of ensuring security in possible negative situation. This situation causes the increase of interests in the concept of diplomacy among states. Due to the development of technology, the understanding of states on diplomacy also began to change, because international issues began to be resolved not with wars but with peaceful ways. This way of resolution called "public diplomacy" can be counted as the method for play a more active role on peoples in other states through affecting them. Especially, it is necessary for a state to show itself better than other states in order to improve its image or keep its existing status in international arena. The most appropriate example of this is the relations of states with the concept of "power", because every state wants to keep its status and prestige superior to others in globalizing world. The best way to show this is power sources which state has. On the other hand, while these power sources are sometimes power itself, they can be sometimes the tools of public diplomacy. its examples are education, culture, various diplomacies and mass media. Every state tends to use tools of diplomacy which it has in order to be in better status in international conjuncture. It is necessary for states to use elements of hard power in order to use these tools. This method develops policies aiming to resolve existing issue peacefully. Turkish foreign policy often applies this method in history. It can be said that the most appropriate example of public diplomacy is education diplomacy. In this sense, Turkey contributed to public diplomacy activities through student exchange programs. Student exchange programs are equivalent to cultural exchange programs. The cultural features of a different states are reflected also on state included to the exchange program. Turkey succeeded in public diplomacy at this point. Due to student exchange programs managed by many universities, the cultures of different states are analyzed better, because states are expanding their spheres of influence day by day and can play an active role in decision making process with new education programs. This situation will encourage decision making mechanisms to regard these states as attraction point. In this work, the relation between public diplomacy and education was primarily dealt with and was exemplified on the research topic. Furthermore, in terms of Turkish foreign policy, that between 1919 and 2012 was analyzed. Finally, as for Turkey's education policy and international students, the case of Istanbul Gelisim University was dealt with. During the research, author took care of the objectivity of the research and avoided subjectivity.

Seymen, Oya Aytemiz (Balikesir Author) ; Araştırmanın Amacı: İlgili yazında güven kavramı ağırlıklı olarak tek yönlü olarak ele alınıp; örgütsel süreçlerdeki rolü incelenmiştir. İkili güven kavramını araştıran çalışmamızda, işgörenlerin hem örgüte hem de sendikaya bağlı olmaları nedeniyle, güvenin iki yönlü (sendika/örgüt) olarak incelenmesi ve bir tarafa duyulan güven ya da güvensizliğin diğer tarafı nasıl etkileyeceği, konusu önem taşımakta olup; ilgili yazında bu yetersizliğin belli ölçüde giderilmesi amaçlanmıştır. Yazındaki bu boşluğu doldurabilmek için, bu çalışmada örgütsel güven kavramı iki yönlü olarak ele alınıp incelenecektir. Yöntem: Araştırmanın teorik kısmı ilgili yazın taraması ve yararlanılarak araştırma araştırması ise Enerji, Sağlık ve Eğitim olmak üzere üç farklı Kamu sektöründen 553 işgörene anket yöntemi kullanılarak tamamlanmıştır. Elde edilen veriler SPSS ve LISREL istatistik programlarında temel ve ileri düzey (Yapısal Eşitlik Modellemesi) testlere tabi tutulmuş ve sonuçlara ulaşılmıştır. Bulgular ve Sonuç: Yapısal Eşitlik Modeli (YEM) analizi sonucuna göre örgütsel güven düzeyinin bütün alt boyutlarının, sendikaya güven düzeyindeki bütün alt boyutları pozitif şekilde etkilediği, sendika yöneticisine karşı olan güven düzeyinin sendikaya olan güveni pozitif yönde etkilediği ve en yüksek güven düzeyinin enerji sektöründe, en düşük ise eğitim sektöründe olduğu sonucuna ulaşılmıştır. ; Objectives of the Research: In related literature, the concept of trust, approached from such one-way perspective, and its role in the organizational process, has thoroughly been discussed and studied. Our research aims to investigate the concept of dual trust, built upon experience of two-way relations and commitments of the employees towards both sides of their polarised environment to better reflect the character of these dual links with the organization on one, and the trade union, on the other side of this polar structure. Examining the issue of trust from this new perspective will allow to better establish, how exactly, the measure of confidence or distrust, existing in relation with any one side of such environment, can simultaneously be found affecting the relation of the employee with the other side of the organizational system. Thus existing theoretical deficiency is intended to be resolved upon the results of this study, to fill the gap in literature with concept of organizational trust, which comprises of extended model of analysis of these dual, simultaneous relations. Methods: The theoretical part of the study has been developed based on reviews of literature and in conjunction with conducted researches. Field research has been completed by using a questionnaire method, applied to 553 employees from three different public sectors: Energy, Health, and Education. Data obtained has been subjected to basic and advanced tests (Structural Equation Modeling) in SPSS and LISREL statistical software suites and results achieved were evaluated. Results: According to the results of Structural Equation Modeling (SEM) analysis, it is concluded that all the sub-dimensions of organizational trust level affect all the sub-dimensions of trust toward the trade union, the level of trust towards the union leaders, positively affects the trust towards the union itself and, that the highest levels of the trust in general, are seen in energy sector, while the lowest levels, within the scope of this research, respectively, are seen in the sector of educationroblem of the Research: If employees work in a situation of direct and simultaneous relations with two organizations (workplace and a trade union) which are both, competing with each other in conflict of interest. This situation, can be found in literature, described as a 'dual link' (Stagner, 1954). The necessity of maximizing organizational aims through relations with employees on both sides will be seen directly affecting the perceptions and behaviors of employees towards both of the organizations. Within such a context, the concept of 'organizational trust' will also have to be seen as linked to, and in either positive or negative manner affected by these dual links relations. However, when the relevant literature is examined, it is seen that this concept is discussed and approached, either as a trust to the union, or only to the workplace. The concept of trust of the employees, built upon the two conflicting influences and affected by rival organizations, not being previously examined as a concept of 'dual trust', can thus be highlighted, as the problem of this study. Results: In this study, how the employees' level of trust towards two organizations (Trade Union/Work Place) which are in conflict of interest influence the other is attempted to be determined with 'dual trust' approach. In this context, these following conclusions have been reached. It is found that there is a positive relationship between three sub- dimensions of the trust level to the organization and three subdimensions of the trust level to the trade union as a result of an analysis of all the variables through Structural Equation Model. According to this result it is concluded that the level of trust to the organization has a positive effect on the level of trust to the union. These results demonstrate us that being connected to two rival organizations improves perception of trust to the both sides. Apart from this study in related literature, because there isn't a study related to dual trust, making a comparison hasn't been possible. However, Stagner (1954) who asserts dual trust points that two-way commitment shapes with the tendency of perceiving organizations and trade unions as a whole and the tendency of trusting to the both organizations when the working conditions are good. Additionally, the level of trust to the union management's positive influence on the trust to the union is another new relation discovered in this study of research. With reference to this result, it is seen that trust to the manager is the key role in achieving trust to the organization. In the research, it is found that the average level of trust of the employees to the union is , the average level of trust to the work place is . On the other hand, according to the 2000 World Values Survey results (www.bahcesehir.edu.tr) it is indicated that trust towards union is ; trust towards organization . The research has been conducted in three different institutions. Among these institutions, energy sector has the highest level of trust, the second one is health sector and the third one is education sector. The reason of having the lowest level of trust in education sector can be having a higher level of education in comparison with other sectors. Because most of the teachers have bachelor's degree and the lowest level of trust belongs to the bachelor's in our study. Through this study, which is considered the Pioneer study in this area of work, dealing with concept of Dual Trust within three different concepts and improving models with reference to the issue have reached important conclusions. On the other side, by virtue of lack of study on 'dual trust' has not permitted to do a literal comparison. This case can be shown one of the restrictions of this study of research.
