<span class="fontstyle0">Este artículo aborda un problema persistente en la teoría y en la ciencia política: la naturaleza de la relación entre democracia, derechos humanos y Estado. Para hacerlo incursiona en la teoría y en la política contemporánea. Se sitúa esta discusión en tres corrientes principales: </span><span class="fontstyle2">1) </span><span class="fontstyle0">la que sostiene que los derechos humanos y la democracia están unidos necesariamente, </span><span class="fontstyle2">2) </span><span class="fontstyle0">la que afirma que la democracia es un derecho humano, y </span><span class="fontstyle2">3) </span><span class="fontstyle0">la que sostiene que los derechos humanos pueden realizarse en ausencia de democracia. Summary: In 2019, Moscow was the scene of political demonstrations caused by the authorities' blocking of opposition candidates' registration for local elections in the city. These mobilisations represented a real challenge for the political regime as the culmination of a series of citizens' protests, which, due to various factors, spread across the country. Its context, development and possible implications are analysed in this article, both in correlation with the nature of the methods of 'managed democracy' within Russia's electoral autocracy regime, and with the improvement of technological tools against two consequences: political pluralism and restrictions on civil practice. ; Resumen: En 2019, Moscú fue escenario de manifestaciones políticas causadas por el bloqueo de las autoridades al registro de candidatos de la oposición para las elecciones locales de la ciudad. Estas movilizaciones representaron un verdadero desafío para el régimen político por tratarse de la culminación de una serie de protestas ciudadanas que, debido a distintos factores, se extendieron a lo largo y ancho del país. Su contexto, desarrollo y posibles implicaciones se analizan en el presente artículo, tanto en correlación con la naturaleza de los métodos de la "democracia gestionada" dentro del régimen de autocracia electoral de Rusia, como con el perfeccionamiento de las herramientas tecnológicas frente a dos consecuencias: el pluralismo político y las restricciones de la práctica civil.

HIGHLIGHTS this article addresses a persistent problem in theory and political science: the nature of the relationship between democracy, human rights and state. To do so, it incurs contemporary theory and politics. This discussion is based on three main strands: (1) that maintains that human rights and democracy are necessarily united, (2) that states that democracy is a human right, and (3) that maintains that human rights can be realised in the absence of democracy. El presente artículo es el resultado de una investigación que tuvo como objetivo analizar la relación que se estableció entre la Autocracia fujimorista y el Servicio Diplomático de la República a partir del cese masivo de 117 diplomáticos de carrera. Para ello se utilizó como materiales un conjunto de publicaciones aparecidas en los principales diarios de circulación nacional; se aplicaron entrevistas abiertas a funcionarios diplomáticos de la Cancillería; se revisaron memorandas, cartas institucionales, circulares de carácter interno, esto es, fuentes de primera mano, entre otras. Todos estos materiales se abordaron empleando el método de Estudio de Caso para aproximarnos a dicha institución como unidad de análisis central y con ello develar su transformación organizacional. Para ello, se utilizó como teoría al neo institucionalismo político lo que permitió vislumbrar que la institución se adaptó a los nuevos cambios para garantizar su propia supervivencia a costa de legitimar un tipo de política exterior que abrazó las reformas neoliberales y en que al mismo tiempo se encubrió una denuncia de corrupción sobre un caso de malversación de fondos. ; This article is the result of a research that aimed to analyze the relationship that was established between the Fujimorist Autocracy and the Diplomatic Service of the Republic after the mass cessation of 117 career diplomats. For this purpose, a set of publications that appeared in the main newspapers of national circulation were used. Open interviews were made to diplomatic officers of the Foreign Ministry. Memorandas, Institutional Letters, Circulars of internal character, that is, sources of first hand, among others, were reviewed. All these materials were used as in the Case Study method to approach this institution as a central unit of analysis and therefore unveil its organizational transformation. For this, the political neoinstitutionalism was used as a theory, which allowed us to see that the institution adapted itself to the new changes to guarantee its own survival at the expense of legitimizing a type of foreign policy that embraced neoliberal reforms and at the same time covered up a corruption complaint on a case of embezzlement.

Actualmente no existe consenso con respecto a las razones que explican la tercera ola de autocratización. Sin embargo, las explicaciones que priorizan factores internacionales para comprender fenómenos domésticos son cada vez más relevantes y difíciles de evitar. La bibliografía que se centra en cómo aspectos externos impactan en regímenes domésticos incluye trabajos clásicos, que han observado el rol de los organismos internacionales e investigaciones más recientes que consideran el rol de poderes regionales autocráticos. Por las características de su régimen, China no ha escapado a la literatura sobre promoción de autocracia. Pese a ello hay poca evidencia de que China afecte o tenga la intención de modificar la organización política interna de otros países. El objetivo de este artículo es debatir sobre el rol de China como posible (o no) promotor y difusor de autocracia. Para ello se realizará un análisis crítico de textos sobre esta temática y de las investigaciones que se han centrado en China. El análisis de este caso permitirá observar las complejidades del debate sobre promoción de autocracia y los mecanismos causales mediante los cuales los actores internacionales podrían incidir en un cambio de régimen político. Con base en el estudio sobre China se propone un marco para una compresión más precisa e integral sobre cómo los factores externos pueden influir sobre la tercera ola de autocratización. ; The reasons why we are in the presence of a third wave of autocratization are not clear yet. However, explanations that prioritize international factors to understand domestic phenomena are increasingly relevant and difficult to avoid. These explanations derive from classic works, which have observed the role of international organizations, to more recent investigations, which consider the role of autocratic regional powers. Due to the characteristics of its regime, China has not escaped the literature on promoting autocracy. However, there is little evidence that China affects or intends to modify the internal political organization of other countries. In this sense, the objective of this article is to debate the role of China as a possible (or not) promoter and diffuser of autocracy. For this purpose, a critical analysis of the literature on this subject and of the investigations that have focused on China was carried out. The analysis of this case detects the complexities of the debate on the promotion of autocracy and the causal mechanisms by which international actors can influence a change of political regime. Based on the Chinese case study, a framework is proposed to better understand how external factors can influence the third wave of autocratization.

Bajo el plexo de las ideas liberales, Riva Agüero es ubicado comofilósofo político liberal no universalista, historicista y contingentista. Eltexto destaca la postura del autor acerca del fundamento de las organizacionespolíticas, cuya fuente sería no un contrato social liberal, sino un actode violencia ontológica, una "coacción" originaria. Este artículo, en su primera parte, examina algunos textos clásicos significativos sobre la historia política de Atenas en el último cuarto del siglo V y concluye que la democracia ateniense reservaba el término "autokrator" solamente para la asamblea o para los órganos que dimanan de ella. En la segunda parte se muestra cómo en la teoría política iniciada por Sócrates y desarrollada por Platón la competencia científica hace innecesaria, e incluso nociva, la participación popular en el gobierno. Por ello el filósofo rey debe ser "autokrator" y "anypeuthynos". ; In the first part of this paper, some classical texts on the political history of Athens in the last quarter of the fifth century are examined. The conclusion is that the Athenian democracy reserved the term "autokrator" only for the Assembly of the People or for the organs that spring from it. In the second part it is shown how in the political theory initiated by Socrates and developed by Plato the scientific competence makes unnecessary and, even, injurious the participation of the people in the government. For that reason the philosopher king must be "autokrator" and "anypeuthynos".

The article deals with the problems associated with the peculiarities of a single legal field development in the Russian state during the epoch of the early modern era (traditionally associated in Russian historiography with the times of a single centralized state formation and development and the emergence of autocracy as a kind of early absolutism). Using a number of provisions of modern concepts for the development of early modern states in Europe, the authors of the article put forward the thesis of a single legal field development in the Russian state during the period under consideration based on the analysis of Russian law monuments at the end of the XVth century (The Code of Law of Ivan III in 1497) and the 16th century (first of all, the code of law by Ivan IV, as well as a number of other legislative and legal acts) and judicial practice. In their opinion, this incompleteness was related with the following circumstances. First of all, the development of political and legal institutions in the early modern Russian state was of an evolutionary nature and, therefore, denied radical changes. Secondly, the poverty of the state caused the relative weakness and a slow development of "sinews of power" and, therefore, prevented the establishment of a more stringent administrative and legal control by the supreme power over the actions of local authorities. Finally, the weakness of the mentioned "sinews of power" conditioned the need of cooperation mode establishment between the supreme authority and local elites, while retaining the access to the exercise of power functions on the ground - also through the preservation of the old legal customs and traditions. Naturally, all this contributed to the preservation and the reproduction of the legal "antiquity" and, consequently, the incompleteness of legal centralization process and the formation of a single legal field throughout the country. The legal field, in the opinion of the authors of the article, had at least 2-level character all this time, the fragmented nature and the dispersion at the low-rank level.

The article raises the issue about the nature of the relationship between the supreme power and society of the early Russian state. The article proceeded from the well-known phrase of the imperial diplomat S. Herberstein, who wrote about the "slave essence" of Russians in the middle of the XVIth century. The authors of the article argue that this erroneous opinion was based on incorrect and wrongly interpreted official relations, which constituted one of the cornerstones of the Moscow political system and which was quite clear. Meanwhile, according to the authors, there was also a different, "internal" level of interrelations, based on unwritten "contract" between the supreme power and society, involving mutual obligations between the "contract" parties. The authors of the article show that this unwritten contract, which was well understood by both parties, who participated in it, functioned well in Russia during the 16th — 17th centuries, and its existence refutes convincingly the Herberstein's passage, who failed to understand the Russian political realities of the early Modern Age.
