In this first quarter of the 21st century, the fact that digital technology applications are becoming more involved in people's lives has caused more changes in the banking ecosystem than ever before. This change has directed banking institutions to use the possibilities of digital technology channels as much as possible to deliver and offer their services to their customers. Formerly, a bank customer had to go to a branch of that bank in order to receive services from the bank, but now, customers can make the banking transactions they need using the various service channels offered by the bank without having to go to a physical bank branch. As a result of all these developments, it is believed that the technological and digital service channels that currently used by banks have become an important factor in determining the bank where their customers will work / receive services.
This new banking ecosystem in the bank individual customers of our study today's preference for measuring the factors in order to develop an appropriate scale developments in the field of banking, the online survey, the data obtained from the Explanatory Factor Analysis (AFA) and Confirmatory Factor Analysis (DFA) are reviewed. 1,163 participants who are individual bank customers participated in the survey conducted throughout Turkey. Participants were asked 32 questionnaires to find out their bank preferences. With the data obtained, AFA analysis was performed in SPSS 26 program and DFA analysis was performed in AMOS 24 program.
The scale developed as a result of both analyzes is appropriate and the factors that affect the bank preference of individual customers; It has been concluded that "Caring for Customer Satisfaction, Offering Digital Services, Offering Extra Advantages, Being Strong and Having Domestic Capital, Providing Quality Service at Low Cost, Providing High Profit, Having an Accessible Service Network".

As in all commercial enterprises, audit activities are very important in banks. The results of the audit activities reveal how well the activities of the organization are functioning. Audit processes are carried out by committees appointed by the boards of directors. In this study, the effect of audit committee effectiveness on bank profitability is analyzed. The data used in the analysis belong to participation banks operating in Turkey from 2015 to 2021. The selected variables were obtained from reports prepared according to the auditing standards applied in the banking sector. A balanced panel data method is used in the study. As a result of the analysis, a significant and positive relationship was found between the effectiveness of the audit committee and the ratio of net dividend income to assets (NKEK) at a 10% statistical significance level. A one-unit change in audit committee effectiveness affects the dependent variable of the model, NKEK, by 0.9627 units in the same direction. There is no significant relationship between the other independent variable, total assets, and the dependent variable. Banks with an effective audit committee may have a high audit quality. Knowing that they will undergo a high-quality audit process and adjusting internal audit processes accordingly may increase the profitability of banks.

Küresel kalkınma paradigmasının ulusal kalkınmacılıktan neoliberal küresellesmeye uzanan süreçte önemli dönüsümler ve kırılmalar geçirdiği bilinmektedir. Bu çalısmada, küresel ekonomi politikteki hâkim güçler tarafından sekillendirilen ana akım kalkınma yaklasımının ekonomik milliyetçilik, korumacılık ve ithal ikameci sanayilesme unsurlarıyla desteklenen ulusal kalkınmacılık yaklasımından küresel ekonomi ile entegrasyon, devletin sosyoekonomik alandaki ağırlığının azaltılması ve dısa açık büyüme stratejilerini önceleyen neoliberal küresellesme yaklasımına geçis süreci kurumsal etkenler özelinde değerlendirilmektedir. Özellikle Dünya Bankası'nın küresel bir kalkınma söyleminin üretimi ve uygulanması noktasında oynadığı rol ortaya konmakta ve Üçüncü Dünya'yı da derinden etkileyen paradigmatik kaymaların olusmasında Bretton Woods kurulusları ile sanayilesmis ülkelerin materyal çıkarları arasındaki paralelliğe dikkat çekilmektedir. ; The fact that the global development paradigm has gone through crucial transformations over the course of the transition from national developmentalism to neoliberal globalization is well known. In this study, the evolution of the mainstream development approach shaped by global powers from national developmentalism supported by economic nationalism, protectionism and import substitution to neoliberal globalization characterized by integration with the world economy, reducing the socioeconomic role of the state and export oriented growth is evaluated with special reference to institutional influences. Specifically, the role played by the World Bank in the formulation and implementation of a global development paradigm is examined and the parallelism between interests of industrialized countries and the Bretton Woods institutions during paradigmatic shifts is highlighted.

Karmaşık yapıdaki kamu politikalarının çözümlenebilmesini sağlayan kamu politikası analizi, olguların açıklanabilmesi için geliştirilen basitleştirilmiş bakış açısını ifade eden kavramsal bir modelle yapılabilir. Farklı modellerin öngörülerinin beraberce kullanılmasını öngören "tamamlayıcı yaklaşım" Türkiye'deki devletin oyun alanına giren makro ve meso boyuttaki politikaların analizinin daha tutarlı olmasını sağlayan kavramsal zemini hazırlama potansiyeline sahiptir. Bu çalışmada, Türkiye'deki makro ve meso düzeydeki en önemli politika alanlarından birini oluşturan kamu yönetimi ve yerel yönetim reformlarının analizinde elverişli bir zemin oluşturacak Türk siyasal kültürünün şekillendirdiği tarihsel arka plan, sosyo-ekonomik koşullar, kurumsal yapı ve elitlerarası ilişkilerin dâhil edildiği farklı kamu politikası analiz modellerinin "tamamlayıcı yaklaşım" dâhilinde harmanlandığı çözümleme yaklaşımı benimsenmiştir. Türk siyasal kültürünün yansımasının net şekilde okunabildiği, siyasal sistemin çevresinden doğan girdi-taleplerin problemi doğurduğu ve tepeden inmeci yöntemle uluslararası kuruluşlar tarafından problemin tanımlanarak siyasal gündeme sokulduğu İller Bankası reorganizasyon politikaları, Türkiye'deki makro ve meso düzeydeki kamu yönetimi reform politikalarının analizi için uygun bir örnek teşkil etmektedir. "Tamamlayıcı yaklaşımın" sunduğu çerçeve dâhilinde İller Bankası reorganizasyon politikaları örnek olay olarak seçilmiş olup çözümlemede "Easton'ın siyasal sistemler analizi yaklaşımı", "Hofferbert'in nedensellik hunisi yaklaşımı", "kurumsal model, "elitist model ile Grindle ve Thomas'ın araştırması", "Kingdon'ın çoklu akış modeli" ve "süreç analizi modeli" beraberce kullanılmıştır. Politika çözümlemesi girişiminde, 1/371 sayılı Kanun Tasarısının ve 6107 sayılı Kanunun Genel gerekçesinde ve dahi İller Bankasının Stratejik Planlarında vurgulandığı üzere yatırım ve kalkınma bankasına dönüşme hedefi ele alınıp değerlendirilmiştir. ; Public policy analysis, a process enabling us to decipher complex public administrative policies, is conducted through a vulgarized conceptual model developed for elucidating phenomenon. The "complementary approach" which assumes mutual utilization from foresights of different models displays potential for paving more solid conceptual ground analyzing macro and meso policies that fall into government's area of interest in Turkey. In the present study, an analysis approach, the blend of relationships between administrative structure and elite groups, socio-economic conditions, and historical background, one of the most prominent politics domain at macro and meso level in Turkey, which would pave a solid ground for analysis public and local administration concepts is adopted. The reorganization policies concentrated on the "İller Bankası" from which Turkish political culture could be viewed, in which demands of political groups cause problems, from where problems are laid out by international institution through compulsory methods to bring into political agenda, cast a valuable example for further analysis of public administration reforms at macro and meso levels in Turkey. Within the scope of the "complementary approach", reorganization policies of "İller Bankası" were selected as the case study while "Easton's political systems analysis approach", "Hofferbert's funnel casualty approach", "institutional model", "elitist model and Grindle and Thomas's research", "Kingdon's multiple streams model" and "process (stages) analysis model" were utilized in the analysis process of the case jointly. In the policy analysis phase, as it is implied within the draft law with 1/371st serial number and the law with 6107 serial number as well inthe strategic corporate plans of "İller Bankası", the target of evolution into an investment and development bank was taken into consideration.
