Cette thèse de doctorat s'inscrit dans le champ des relations industrielles. Elle a pour objet d'analyser la relation entre la financiarisation des économies, le pouvoir de négociation syndicale et la qualité de l'emploi. Elle présente une analyse comparative dans treize pays de l'OCDE sur une période de vingt-sept ans [1990-2017]. La recherche vise à comprendre dans quelles mesures la financiarisation des économies des pays de l'OCDE modifie le pouvoir de négociation syndicale et par voie de conséquence la qualité de l'emploi. Sur le plan théorique, nous avons mobilisé les concepts de la théorie de la régulation. Sur le plan méthodologique, la recherche utilise une méthodologie quantitative basée sur des modèles en données de panel dynamique. L'hypothèse de départ est que le processus de financiarisation et, particulièrement, la montée en puissance des investisseurs institutionnels en tant que composante principale des nouveaux systèmes financiers ont changé non seulement le dynamisme des marchés du travail et les relations de travail, mais aussi la qualité de l'emploi et le rapport de pouvoir entre les parties négociantes. Cette thèse propose, alors, des indicateurs synthétiques multidimensionnels du pouvoir de négociation syndicale et de la qualité de l'emploi. Le pouvoir de négociation syndicale est agrégé en deux pouvoirs : le pouvoir économique de négociation syndicale et le pouvoir politique de négociation syndicale. Nos principaux résultats montrent que, dans l'ensemble, la montée en puissance des investisseurs institutionnels affaiblit le pouvoir de négociation syndicale et réduit la qualité de l'emploi. Toutefois, les résultats sont mitigés si nous comparons des groupes de pays appartenant à trois types de capitalisme à savoir le capitalisme dominé par les marchés et la finance, le capitalisme familial et le capitalisme social-démocrate. Les résultats sont aussi mitigés quant à l'impact du pouvoir de négociation syndicale estimé sur la qualité de l'emploi. Le pouvoir estimé de négociation syndicale, affaibli par la montée en puissance des investisseurs institutionnels, ne réduit pas toujours la qualité de l'emploi. Par ailleurs, les résultats des tests de causalité montrent que dans l'ensemble le pouvoir de négociation syndicale est lié aux variables indicatrices des investisseurs institutionnels. Autrement dit, la montée en puissance des investisseurs institutionnels, la déréglementation et la libéralisation des marchés financiers se sont traduites par un affaiblissement du pouvoir de négociation syndicale. De plus, un pouvoir de négociation syndicale faible peut détériorer la qualité de l'emploi. Le lien de causalité entre les pouvoirs de négociation syndicale et la qualité de l'emploi est bidirectionnel. Plus spécifiquement, un affaiblissement des pouvoirs de négociation syndicale détériore la qualité de l'emploi et une mauvaise qualité de l'emploi affaiblit davantage les pouvoirs de négociation syndicale. ; This doctoral thesis comes within the field of industrial relations. It seeks to analyze the relationship between the financialization of economies, union bargaining power and job quality. It presents a comparative analysis in thirteen OECD countries over a period of twenty-seven years [1990-2017]. The aim of this research is to understand the extent to which the financialization of OECD economies changes the union bargaining power and thus the job quality. At the theoretical level, we have mobilized the concepts of regulation theory. Empirically, the research uses a quantitative method based on dynamic panel data models. The initial hypothesis is that the process of financialization and, in particular, the rise of institutional investors as a main component of new financial systems have changed not only the dynamism of labor markets and employment relationship, but also the job quality and the power relationship between the negotiating parties. This thesis then proposes synthetic multidimensional indicators of union bargaining power and job quality. Union bargaining power is aggregated into two powers: the economic union bargaining power and the political union bargaining power. Our main results show that, overall, the rise of institutional investors weakens union bargaining power and reduces job quality. However, the results are mixed if we compare groups of countries belonging to three types of capitalism: market-based capitalism, family capitalism and socialdemocratic capitalism. The results are also mixed regarding the impact of estimated union bargaining power on job quality. Estimated union bargaining power, weakened by the rise of institutional investors, does not always reduce job quality. Moreover, the results of the causality tests show that, overall, union bargaining power is related to the institutional investor's indicator variables. In other words, the rise of institutional investors and the deregulation and liberalization of financial markets have led to a weakening of union bargaining power. Thus, weak union bargaining power can lead to a deterioration in the job quality. The causal link between union bargaining power and job quality is bidirectional. More specifically, a weakening of bargaining power deteriorates job quality, and poor job quality further weakens union bargaining power.

En effet, la déforestation est la seconde source d'émissions de gaz à effets de serre, juste derrière les émissions industrielles. Depuis 2005, un nouvel instrument international pour réduire les émissions de carbone liées à la déforestation tropicale est en négociation à la CCNUCC. Ce mécanisme, appelé REDD+ (Réduction des Emissions liées à la Déforestation et Dégradation des forêts) repose sur un système de compensation financière des pays en développement pour leurs efforts en termes de déforestation évitée. Cependant, la mise en oeuvre du mécanisme REDD+ à l'échelle nationale et internationale soulève de nombreux problèmes méthodologiques et rencontre de nombreux obstacles. Le but de la thèse est double. Dans une première partie, une description et une analyse du mécanisme REDD+ est réalisée. Dans une deuxième partie, de nouvelles perspectives concernant le design du mécanisme REDD+ et sur sa mise en oeuvre sont offertes, en se basant sur trois essais rédigés en format article. Le premier essai propose un modèle de théorie des jeux reflétant le processus de négociation Nord-Sud du mécanisme REDD. Il étudie les conditions régissant le partage de fonds entre les pays en développement et leurs impacts sur l'efficacité du système d'incitations. Le deuxième essai utilise un modèle en économétrie de panel pour différencier des comportements nationaux de déforestation selon la dotation relative en forêts de chaque pays. Le troisième essai s'intéresse à la mise en oeuvre du mécanisme REDD+, en comparant les résultats de deux programmes de paiement pour services environnementaux pour deux types de gouvernements. Le modèle développé dans cet essai est ensuite testé dans le contexte de la déforestation en Indonésie, grâce à une base de données fournie par l'ONG Conservation International.
In this thesis we analyze the performance of communication networks using game theoretic approaches. The thesis is in two parts. The first part studies the performance of Ad hoc, cellular and transportation networks taking into consideration spatial effects. The second part studies economic issues in the communication networks related to the `net neutrality' regulations. Here we study price competition and revenue sharing mechanisms between the network service providers.In the first part, we use Medium Access Control (MAC) game and Jamming game models to study the performance of a Mobile Ad hoc NETwork (MANET), and routing games to study the performance of a transportation network. In the cellular networks, we study the effect of reducing the spatial density of base stations on the amount of radiation to human body (green networking). Geometric aspects play an important role in the performance of wireless networks. For example, node locations affect the amount of interference. In MANETs, the mobility results in users experiencing different amount of interference from their neighbors, and also due to decentralized nature of the network the users can be selfish in sharing the resources. To model the geometrical properties of the network and selfish behavior of the users we used stochastic geometry and game theory. Our work developed a pricing mechanism and showed that with an `appropriate' price all the users can be made to get a fair share of the resources resulting in global optimal network performance. We also considered an adversarial setting where some of the nodes aim to degrade the performance of the network by jamming other nodes' transmissions.In the second part of the thesis, we study economics aspects in communication networks. Representatives of several Internet access providers (ISPs) have expressed their wish to see a substantial change in the Internet pricing policies. In particular, they would like to see content providers (CPs) pay for use of the network, given the large amount of resources they use. This would be in clear violation of the ``net neutrality'' principle that had characterized the development of the wireline Internet. The thesis explored possibility of a regulator facilitating monetary interactions between the ISPs and CPs in a nonneutral regime. Using tools from game theory and mechanism design we developed two bargaining mechanisms to decide payments between the ISPs and CPs. We showed that if the players bargain before they set the access prices for end users, it results in a favorable equilibrium where every player benefits. We also considered the case where some of CPs make exclusive contracts with the ISPs to get preferential treatment and studied its impact on both the service providers and the end users.As the Internet commerce grows, regulation of the monetary interaction between various service providers is unavoidable. Our work provides important policy guidelines on how the Internet should be regulated such that the end users' interests are protected ; Dans cette thèse, nous analysons les performances des réseaux de communication à l'aide d'approches issues de la théorie des jeux. Cette thèse se présente en deux parties. La première partie étudie la performance des réseaux ad-hoc, cellulaires et de transport en tenant compte d'effets spatiaux. La deuxième partie adresse des problématiques économiques dans les réseaux de communications, liées à la réglementation de la «neutralité du réseau». Ici, nous étudions la concurrence des prix ainsi que des mécanismes de partage des revenus entre fournisseurs de services réseau.Dans la première partie, nous utilisons des modèles de jeu d'accès canal (MAC) et jeu de brouillage pour étudier les performances d'un réseau mobile ad hoc (MANET), et de jeux de routage afin d'étudier les performances d'un réseau de transport. Dans les réseaux cellulaires, nous étudions l'effet de la réduction de la densité spatiale des stations de base sur la quantité de rayonnement au corps humain (réseau vert).Les considérations géométriques jouent un rôle important dans les performances des réseaux sans fils. Par exemple, la position des nœuds affecte le niveau des interférences. Dans les MANETS, la mobilité des nœuds conduit à une observation différente du niveau d'interférences provenant de leurs voisins, et aussi due à la nature décentralisée du réseau, les utilisateurs peuvent adopter un comportement égoïste dans le partage des ressources. Afin de modéliser les propriétés géométriques du réseau ainsi que le comportement égoïste des utilisateurs, nous utilisons la géométrie stochastique et la théorie des jeux. Notre travail a développé un mécanisme de tarification et a montré qu'en définissant un prix approprié, tous les utilisateurs pouvaient être amenés à recevoir une part équitable des ressources conduisant à un optimal global des performances du réseau. Nous considérons aussi une configuration antagoniste où certain nœuds tendent à dégrader les performances du réseau en brouillant les communications des autres nœuds du réseau. Dans la deuxième partie de la thèse, nous étudions des aspects économiques dans les réseaux communication. Les représentants de plusieurs fournisseurs d'accès Internet (ISP) ont exprimé leur souhait de voir un changement important dans les politiques de tarification de l'Internet. En particulier, ils aimeraient voir les fournisseurs de contenu (CP) payer pour l'utilisation du réseau, compte tenu de la grande quantité de ressources qu'ils utilisent. Ce qui serait une violation flagrante du «principe de neutralité des réseaux» qui a caractérisé le développement de l'Internet filaire. La thèse a étudiée la possibilité de l'introduction d'un régulateur facilitant les interactions monétaires entre les ISP et les CP dans un régime non neutre. En utilisant des outils issus de la théorie des jeux et de la conception de mécanismes, nous avons développé deux mécanismes de négociation décidant des paiements entre les ISPs et CPs. Nous montrons que si les joueurs négocient avant de fixer les prix d'accès des utilisateurs finaux, ceci conduit à un équilibre favorable où tous les joueurs ressortent gagnant. Nous considérons également le cas où certains CPs établissent des contrats d'exclusivités avec les ISP afin d'obtenir des traitements préférentiels et en étudions l'impact sur les fournisseurs d'accès et les utilisateurs finaux. Avec la croissance du commerce de l'internet, la régulation des interactions monétaires entre différents fournisseurs de services est inévitable. En 2012, et dans une moindre mesure en 2015, suite à des décisions gouvernementales prises sans l'accord du mouvement étudiant, des grèves étudiantes ont fait l'objet d'injonctions interlocutoires provisoires, ce qui a engendré des tensions et de la violence. Dans ce contexte, nous proposons d'étudier la possibilité que soit reconnu un droit de négociation et de grève étudiant, de manière à éviter que de telles injonctions puissent être ordonnées. Une première partie vise à démontrer qu'une telle reconnaissance pourrait trouver un fondement théorique dans la tradition du républicanisme. Une deuxième partie vise à explorer comment cette reconnaissance pourrait se traduire sur le plan juridique en s'inspirant du droit du travail, plus précisément du droit régissant les relations entre le gouvernement et les employés du secteur public. ; Abstract : In 2012 and to a lesser extent in 2015, following decisions taken by the provincial government without consulting the student movement, the resulting student strikes have been the object of interlocutory injunctions, the effects of which were to provoke tensions and acts of violence. In this context, the writers propose recognizing bargaining powers and the right to strike for students as a means of avoiding the issuance of injunctions of this type. The purpose of the first part of the article is to demonstrate that such recognition could theoretically be founded on the tradition of republicanism. In the second part, the writers explore how that recognition could be inspired by a labour law model, more specifically the law governing relations between the government and its public sector employees.
Clusters are characterised by partnership practices that lead to a high level of competitiveness. However some of them encounter coordination difficulties due to conflicts over the appropriation of collective gains. This is more specifically the case of bioclusters because of their sectoral particularities and because of the different public policies that apply. Stemming from an analysis of conflicts at stake in a biocluster, this article aims at bringing to light how firms and institutions strategies emerge and co-evolve as their actions are characterised by divergent interests. According to an evolutionary perspective, we propose an exploratory simulation leading to an analysis of the mutual adaptation dynamics developed by the agents involved. The results show on the one hand that firms adjust their bargaining strategies according to uncertainty and to their perception of the gains which might be generated at the collective level. On the other hand, the model shows that local authorities can play a regulatory part in the game. This exploratory research provides insight into management public modalities so as to generate cooperation and innovation within bioclusters. ; Si les clusters se caractérisent par des pratiques partenariales vecteurs d'une forte compétitivité, certains d'entre eux rencontrent des difficultés de coordination liées à des conflits d'appropriation des bénéfices collectifs. Sous la direction de Julien Rebotier. ; Through the lens of resilience, the research programme ACTER looks at how two territories of the South West region of France, the Lacq basin and the Landes forests (the former facing the end of commercial exploitation of gas shale for the latter the recovery from the Klaus storm), tackle social and economic traditional models (industry, forestry) in the uncertain times brought by a changing climate and a globalised economy. The programme sheds light on the multiple changes affecting those two territories by identifying climate change, new energy demand, emerging risks and land-use change. ACTER aims at better understanding the processes and levers involved in constituting territories whilst avoiding the so-called 'bad' surprises (crisis and break down) and improving fairness and sustainability. Justice and democracy are key principles for resilient territories and its governance, whereas the main obstacles for acceptability (and appropriation) of local policies and initiatives are coming from the mismatch between actors, their interests and their diverse expectations. Sous la direction de Julien Rebotier. ; Through the lens of resilience, the research programme ACTER looks at how two territories of the South West region of France, the Lacq basin and the Landes forests (the former facing the end of commercial exploitation of gas shale for the latter the recovery from the Klaus storm), tackle social and economic traditional models (industry, forestry) in the uncertain times brought by a changing climate and a globalised economy. The programme sheds light on the multiple changes affecting those two territories by identifying climate change, new energy demand, emerging risks and land-use change. ACTER aims at better understanding the processes and levers involved in constituting territories whilst avoiding the so-called 'bad' surprises (crisis and break down) and improving fairness and sustainability. Justice and democracy are key principles for resilient territories and its governance, whereas the main obstacles for acceptability (and appropriation) of local policies and initiatives are coming from the mismatch between actors, their interests and their diverse expectations. Fieldwork shows the practical absence of resilience notion, the weight of long-standing and well-known obstacles of risk management (bargaining, recognition, contradictions, political choices), and the persistence of power relations in making choice among options of development. ; Le programme ACTER concerne le Bassin de Lacq et le massif des Landes saisis par des moments critiques (fin de l'exploitation commerciale du gaz, tempête Klaus) et aux prises avec des dynamiques de fond qui éprouvent les modèles territoriaux (trajectoire industrielle, production forestière). This paper examines the problem of currentimmigration considered from an anthropological-historical perspective. It first considers the issues of definitionand proposes a typology of various models of human migration. It subsequently re-examines a few of these realitiessometimes abused by politicians or the media, such as a confusion between migrants, refugees and illegal immigrants,the underestimation of migration between poor countries, or the fantasy of a threat by the foreigner. Finally, it examinesmigration policy, characterized by a gap between the speeches and practice, the reproduction of the relations ofdomination and bargaining between countries of origin and destination and their deleterious effects on migration candidates.In conclusion, it raises the question of a needed discussion regarding the conditions for freedom of individualmovement. ; Situación actual de las migraciones internacionales: realidades y controversias.
