Building on the right‐to‐manage model of collective bargaining, this paper tries to infer union power from the observed results in wage setting. It derives a time‐varying indicator of union strength taking account of taxation, unemployment benefits, and the labour market situation and confronts this indicator with annual data for Germany. The results show that union power did not change much from 1992 to 2002 but fell markedly (by about one‐third) from 2002 to 2007 in the aftermath of substantial labour market reforms.

In this paper I shall present a very simple version of a bargaining model based on assumptions of limited information and limited capacity to make rational decisions. The justification for my work lies in the inadequacies both of the formal models in the microeconomic literature and of accounts of bargaining and other conflicts where power or closely related concepts lie at the basis of the discussion.

ABSTRACTThis paper develops a model which embeds the Nash‐equilibrium version of McDonald and Solow's (1981) wage‐bargaining model into an otherwise standard static equilibrium macro model. Equilibrium unemployment is possible. Real shocks to demand result in pro‐cyclical employment and anti‐cyclical real wage movements while money shocks are neutral. This is in some contrast to the results obtained by McDonald and Solow.

AbstractOne of the most important decisions that a firm faces in managing its supply chain is a procurement decision: selecting suitable suppliers among many potential competing sellers and reducing the purchase cost. While both auctions and bargaining have been extensively studied in the literature, the research that combines auctions and bargaining is limited. In this article, we consider a combined auction‐bargaining model in a setting where a single buyer procures an indivisible good from one of many competing sellers. The procurement model that we analyze is a sequential model consisting of the auction phase followed by the bargaining phase. In the auction phase, the sellers submit bids, and the seller with the lowest bid is selected as the winning bidder. In the bargaining phase, the buyer audits the cost of the winning seller and then negotiates with him to determine the final price. For this auction‐bargaining model, we find a symmetric equilibrium bidding strategy for the sellers in a closed form, which is simple to understand and closely related to the classical results in the auction and bargaining literature. We also show that the auction‐bargaining model generates at least as much profit to the buyer as the standard auction or sequential bargaining model. © 2009 Wiley Periodicals, Inc. IN THIS COMMENT AND REPLY, RICHARD ANDERSON CRITIQUES A PAPER BY MARGARET AND CHARLES HERMANN, WHO THEN DEFEND THEIR WORK. STEWART AND THE HERMANNS HAVE PROPOSED A THREE-LEVEL PROCESS MODEL OF FOREIGN POLICY TO EXPLAIN THE SOVIET BEHAVIOR TOWARDS EGYPT IN 1973. THEIR ANALYSIS HAS CONTINUING INTEREST BECAUSE IT INTERPRETS THE PUZZLING BEHAVIOR AS A MANIFESTATION OF GENERAL PROBLEMS OF INFORMATION PROCESSING IN MAKING FOREIGN POLICY CHOICES. ANDERSON SUGGESTS THAT A TWO-LEVEL MODEL OF DOMESTIC BARGAINING BETTER ACCOUNTS FOR THE CAUSAL SEQUENCE IN SOVIET-EGYPTIAN RELATIONS AND IS IN GENERAL MORE PARSIMONIOUS.

Los modelos clásicos de la teoría de juegos se pueden clasificar en dos categorías. Por una parte, los modelos de la teoría de juegos cooperativos están definidos por un conjunto de agentes y una función característica de beneficio o coste. Por otra parte, los modelos de la teoría de juegos no-cooperativos están definidos por un conjunto de agentes y una estructura de información que contiene un conjunto de acciones de cada agente, estrategias, pagos y la secuencia de movimientos en la interacción del juego. En el presente trabajo se estudian modelos de ambas categorías de la teoría de juegos con agentes asimétricos definidos desde dos perspectivas. Por una parte, asimetría por su propia naturaleza, donde consideramos un único agente con diferentes características al resto, por ejemplo, un único inquilino y un grupo de arrendadores. Por otra parte, asimetría por su componente temporal, donde algunos agentes pueden actuar y/o desarrollarse simultáneamente y otros secuencialmente, por ejemplo, las actividades de un proyecto de gran envergadura. Las características con las que se define la asimetría de los agentes en ambas perspectivas juegan un rol importante en el momento de definir los modelos del presente estudio. Consideramos como motivación dos situaciones reales: los conflictos de tierras y los retrasos de actividades. En la primera tomamos como ejemplo los casos de adquisición de terrenos para la explotación o extracción de minerales por una empresa minera Perú y para la ubicación de una base militar por el Ministerio de Defensa en Pontevedra - España. En estos casos se puede observar un proceso de negociación entre una empresa o institución, y un grupo de propietarios o comunidades. Estas situaciones se estudian como un problema de conflicto de intereses desde las perspectivas de juegos cooperativos y no-cooperativos. En la segunda consideramos como ejemplo el coste que generan los retrasos de las actividades en proyectos complejos o de gran envergadura, donde se puede observar que algunas actividades pueden desarrollarse de manera simultánea mientras que otras lo hacen de manera secuencial. Esta situación se estudia como un problema de asignación de costes entre los agentes responsables. Debido a los elevados costes que generan por un lado los conflictos de tierras (Dufwenberg et al., 2016) y por otro lado los retrasos de los proyectos a gran escala, consideramos una opción relevante estudiar ambas situaciones desde un enfoque de la teoría de juegos. La contribución del trabajo comprende por un lado un enfoque axiomático y otro no-cooperativo.

How should we explain why a state sometimes adopts a foreign policy in one region that interferes with its concurrent policies elsewhere? In their article in the March 1989 issue of thisReview, Stewart, Hermann and Hermann proposed a three-level process model of foreign policy to explain such Soviet behavior towards Egypt in 1973. The analysis has continuing interest because it interprets the puzzling behavior as a manifestation of general problems of information processing in making foreign policy choices. Richard Anderson suggests that a two-level model of domestic bargaining better accounts for the causal sequence in Soviet-Egyptian relations and is in general more parsimonious. Margaret and Charles Hermann defend their substantive analysis and argue in any case for the complementarity of process and bargaining approaches.

Is the right to take collective action as enshrined in a Member State?s national law restricted in any way by the rules on right of establishment under Article 43 EC or on freedom to provide services under Article 49 EC and the Posted Workers Directive? These were the main questions referred to the ECJ in the Viking and Laval cases decided by the Court in December 2007. In this article, the authors take stock of the EC rules brought to the fore in the cases. According to the judgments, the trade unions concerned are caught by the direct horizontal effect of the Treaty articles. Collective actions, with cross–border implications, may constitute a restriction on the economic freedoms under the Treaty. Such a restriction may, however, be justified under specific conditions. Even if the Court recognized the right to take collective actions as a fundamental right in Community law, the exercise of that right must be reconciled with the requirements of other rights protected under the Treaty. The judgments imply that the right to different kinds of collective actions depends on the aim of the action in question. In Laval, the secondary actions taken did not aim to directly regulate the employment conditions of the attacking union's own members but rather at establishing a uniform level of wages and employment conditions applied by all undertakings in the branch, and the outcome was not confirmed in formal legislation, according to the Swedish social model. Since this demand went beyond protecting the "hard nucleus" of the Posted Workers Directive, the restriction caused by the collective actions was not justified.
