Brick-and-mortar (B&M) retailers in India are constantly devoting their time, effort, energy, and money in discovering and adopting retailing theories, models, and frameworks that are practiced by the B&M retailers in the developed countries that have matured markets and consumers. This is a clear example of a serious timing issue. We believe the Indian market and consumers are moving towards the same maturity levels, but it is still a long way to go as the Indian consumers belong to the widest variety of religions, regions, languages, cultures, sub-cultures, ethnicities, and socioeconomic backgrounds with divergent needs. In addition to expecting world-class overall store-image, they yet require retailers to facilitate honest and authentic human-led engagement. This means, thoughtful and logical integration of existing theories aligned to, the Indian market; consumer's maturity level; divergent consumer needs are crucial, and this is the core of our theory. The ToR-b adopts elements of retailing theories that are known and suitable for retailing in the Indian context, in addition to identifying (i) new elements influencing honest and authentic humanled engagement; higher consumer-level customization; higher levels of consumer-orientation, (ii) significance of their association and determination with return on investment, (iii) their role in influencing the long-term sustainability of a retailer, and most importantly (iv) their ability to enhance interest among existing and potential employees, investors, and consumer's minds with a particular retailer. Insights from multiple empirical and qualitative studies, field experiments, and evaluation of consumer-level transactions involved in building this theory made us strongly believe that the overall phenomenon of B&M retailing in India is truly complex and complexity is necessary to an adequate description of a phenomenon. ,Ex-convicts must wait for a five-year gap after passing their prison term and announce their background if they want to run for governor, regent, or mayor, according to the Constitutional Court's decision Number 56/PUU-XVII/2019. The election of regional heads is an activity in the context of implementing a government system in the form of democracy. In the implementation of regional head elections, to get quality regional leaders, it takes qualified candidates promoted by political parties as well as those who run independently. Among the requirements for a regional head candidate, both at the provincial and district/city levels, a candidate must not be in a status of an ex-convict. The research method in this research was normative juridical. This research shows that based on the 1945 Constitution of the Republic of Indonesia, ex-convicts are also citizens who have the same political rights as other citizens. The existence of a provision that is a requirement to run as a candidate for the regional head in the election clearly limits or even negates a person's right to participate in exercising their rights. The decision of Constitutional Court No.42/PUUXIII/2015 states that ex-convicts can participate in regional head elections with certain conditions.

Oil and gas as the non-renewable resources are considered very valuable for the countries with petroleum economics. These resources are not only diffused equally around the world, but also they are common in some places which their neighbors often come into conflicts. Consequently, it is vital for those countries to manage their resource utilization. Lately, game theory was applied in conflict resolution of common resources, such as water, which is a proof of its efficacy and capability. This paper models the conflicts between Iran and its neighbors namely Qatar and Iraq between their oil and gas common resources using game theory approach. In other words, the future of these countries will be introduced and analyzed by some well-known 2 × 2 games to achieve a better perspective of their conflicts. Because of information inadequacy of the players, in addition to Nash Stability, various solution concepts are used based on the foresight, disimprovements, and knowledge of preferences. : Indonesia has potential in cooperation on the intermission of UN peacekeeping tasks, although the need for UN intermission does not occur frequently (incidentally), but it needs to be prepared in order to anticipate opportunities and challenges in the development of the situation in UN PKOs, as has happened to the Indonesian Armed Forces Engineer Company Taskforce/Garuda Contingent. XXXII-C, through a decision-making mechanism based on the UN Resolution in UN PKOs to carry out the intermission of peacekeeping tasks from Haiti to Central Africa (2014-2015). The Kizi Taskforce TNI/Konga XXXIIC/MINUSTAH or Konga XXXVII-A/MINUSCA, can complete their duties as UN peacekeepers on duty at the UN Mission in MINUSTAH - Haiti and carry out UN Peace Task Intermissions in MINUSCA, in order to prepare missions in the African Republic Center (CAR). On this "rare" opportunity, the UN intermission process can be carried out properly through effective diplomacy and negotiations, so that the TNI/Konga XXXII-C Kizi Taskforce can carry out tasks in two different missions at once. And on this occasion, the researcher tries to explore the data in the form of a research entitled "Implementation of the United Nations Peacekeeping Taskforce; Case Study of Intermission of Satga IEC/Konga XXXII-C from Haiti to Central Africa (2014-2015)", In this study, I tried to explain the mechanism and implementation of the UN peacekeeping mission, accompanied by various challenges and obstacles faced in the area of operation. as well as the steps and efforts taken to overcome them, so that the task of ending the mission of the IEC/Garuda contingent in Haiti and the reopening of the UN mission in the Central African Republic can take place safely and smoothly. The researcher explored this research, considering that this form of intermission assignment rarely occurs, not only in the IEC Taskforce/Garuda Contingent, but also in UN peacekeeping operations.

Global developments that are full of dynamics are marked by the emergence of interdependence between countries. Global developments are in line with the development of science and technology which causes countries to seem borderless. The blurring of boundaries between countries and the development of an increasingly dynamic environment are also accompanied by the development of increasingly broad and multidimensional threats. This global development is also marked by the emergence of new actors in international relations. The development of threats and increasing global issues that cannot be handled by the state alone have created a new phenomenon in the international relations order, namely global governance. Previously, the state was the sole actor in the order of international relations. However, with global governance, there is a new arrangement in the international relations system that accommodates all actors who play a role. This research will use a qualitative phenomenological method. The theory used in this research are global governance, defense diplomacy and international organization as a basis theory and concept, and also a security theory as supporting theory. In the end, we can see that the change of international order can bring the positive effect for countries in achieving their national goals and accomplish their national interests.

This research addresses the issue of the mutual influence between the administrative judge and the constitutional judge using a comparative analytical approach. In the beginning, the researcher discusses the role of the administrative judge in protecting the rights and freedoms of individuals by presenting the basic elements that prove the effective implementation of this control, such as proportionality and disciplinary decisions. The research also discusses the primary constitutional issue in France, or what some call the review of raising the issue of the unconstitutionality, to demonstrate the strengthening of the role of the judge and his involvement in reviewing the constitutionality of laws. Then the research discusses the role of the constitutional judge in protecting the rights and freedoms based on the achievements of the French constitutional judge, starting with his decision on freedom of association (1971), in which he enshrined the constitutional value of the preamble of the 1958 constitution. What gives the decisions of the Constitutional Council the utmost significance is their compulsory as they are imposed on the judiciary and administration automatically (the power of the case). Then the research addresses and analyzes the positive mutual impact between the constitutional judge and the administrative judge, so it first presents the confirmed influence of the administrative judge, as he turns into a miniature constitutional council through his role in reviewing the unconstitutionality. The researcher also presents the position of the jurist Bernard Stern, who believes that the administrative judge is the one who does not want to violate the authority of the Constitutional Council while he can enforce strong and violent control over the work of the Constitutional Council. Even though the issue of mutual influence between the administrative judge and the constitutional judge is fluctuating, the harmony and cooperation between them remain the master of the situation.

The security situation in Papua has recently escalated and tends to heat up. Responding to the escalation and violence that occurred in Papua, ensure that the government has categorized the Papuan Armed Criminal Group and all organizations and people who are members of it, and who support the movement, as terrorists. The increasing security situation in the Papua region is an urgency for the need for a comprehensive approach between the TNI, Polri, Satkowil, Regional Government, Ministry and Institutions to synergize in order to reduce the Papua conflict. The theory used in analyzing this problem is the theory of optimization, synergy, counter insurgency, the concept of terrorism, and the concept of national defense. The method that the researcher uses is a qualitative method with a phenomenological approach, based on the researcher's experience while on duty in Papua. The results of this study indicate that synergies between institutions / ministries have been carried out in the form of dialogue, a soft power approach within the OMSP framework, as well as empowerment of local communities by synergizing with local governments. However, with the ongoing conflict and several escalations that occur, this shows that the synergy is still not optimal enough.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

The circumstances and contexts that set Qatar on a road of prosperity are gaining momentum every new day. From a small British colony country as late as 1970, Qatar has undergone evolution beginning with settling on its current name after numerous suggestions for the Arab state. Thus, the study interest was to answer two research questions; what is the basis of the success stories of Qatar and lessons for other third world countries? And Is Qatar headed to another level of categorization to leverage into the status of first world countries? The study is mainly guided by structural functionalism theory. The study entailed a systematic literature review approach through which various current literature were analyzed. The progress is largely attributed to the effective strategies entailing financial investment, cultural branding, and policy re-engineering. The political stature and efficient constitution controlled by effective leadership are contributions to milestones observed in the country.

Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

Saprahan is an eating tradition that developed in the Malaysia community in the Sambas area. The implementation practice is full of positive values and meanings in describing the identity of the Sambas Malaysia community, which has potential in Indonesian gastro diplomacy. Therefore, this paper aims to analyze the state's role in gastro diplomacy through Saprahan at the Temajuk Sambas border. This research is a literature study that focuses on the Saprahan tradition in the Indonesia-Malaysia border area in Temajuk Village, West Kalimantan. The data is obtained through books, journals, and online sources by entering keywords; gastro diplomacy, Saprahan, and Temajuk. The results obtained from the study can be described that specifically, the state's role in implementing gastro diplomacy through saprahan at the Temajuk Sambas border has not functioned as gastro diplomacy. However, from a historical point of view, its value and meaning, the saprahan tradition has excellent potential in Indonesian gastro diplomacy efforts in the border area between Indonesia and Malaysia. This is supported by the development of tourism in Temajuk, attracting local tourists to foreign tourists to promote culinarily and eating traditions where the intimate communication space that can be created through the tradition of eating saprahan makes it easier to negotiate and make decisions.

This essay takes as its focal point the emergence of the development-security nexus, which reproblematised underdevelopment as inherently dangerous. Conflict, having been rediscovered post-Cold War as an ethno-cultural war waged by civilians within states, was internalised within various forms of scarcity to render the underdeveloped prone to violence In light of this, the main contention of this paper is that development is not a problem of security, but an artificially constructed discourse, which generates further insecurity for people living in the Global South. By employing the Foucauldian theory of biopolitics as methodology to demonstrate that the concept of development is a reductionist and colonial disciplinary technique, which creates the underdeveloped. The present study will refer to colonial Jamaica as an example of this. Subsequently, an analysis will be provided in relation to human security, which will be defined as a technology of governance, a method of ruling over the populace of the Global South. Illustrative of this will be Mozambique, post-1992. Lastly, the study will show how the masses have been construed into political consent of development as a problem of security.

This study examined the role of an international Agency (USAID) and Democratic Election; A Prognosis to the role of Security Personnel in Nigerian 2015 Elections. USAID and other international Agencies have relentlessly assisted both the emerging and consolidating democracies such as Nigeria, in conducting free and fair elections via provision of some forms of technical assistance so as to achieve credible elections and ensure improved governance but in spite of all these, events and happenings from developed democracies and across the globe have shown that the vitality of election security to the credibility of elections cannot be ignored because the conduct of free and fair elections to a large extent depend on the security system available in the country. This study anchored on Elite theory propounded by Paredo and Gaetano with descriptive qualitative method of data collection and Content analysis. It discovered that the fact that consistently undermined democratic consolidation in Nigeria is the varying degrees and measures of electoral violence so it therefore recommends that impartial and unbiased security agencies should be recruited for each election in order to prevent the reoccurrence of electoral violence during each election.

Malawi faces mounting challenges in meeting the growing demand for food, water, and energy to satisfy the needs of a rapidly growing population. Relying on secondary data, the paper argues that while the existing policy initiatives have increased food production to a certain extent, the demand for water and energy has also increased, leading to degradation of the resource base, and contributing to an increase in water-related diseases. Despite the inherent interconnections between water, energy and food production, agencies often work in a fragmented and isolated way. Poor sectoral coordination and institutional fragmentation have triggered the unsustainable use of resources and threatened the long-term sustainability of food, water, and energy security in the country, posing challenges to achieving the Sustainable Development Goals (SDGs) in the country. Consequently, this paper substantiates that a nexus approach can enhance understanding of the interconnectedness of the sectors and strengthen coordination among them. However, it requires but it requires a major shift in the decision-making process towards taking a holistic view, and development of institutional mechanisms to coordinate the actions of diverse actors and strengthen complementarities and synergies among the three sectors. : Higher Education, no doubt, has been universally acclaimed as the bedrock for national development and effective Leadership as the drivers of academic excellence in the Institutions of higher learning in Nigeria. Qualitative teaching and learning remains the engine room that derives good governance and propels leadership positions. Leadership, however, cannot exist without Readership. The two are relatively interwoven. Leadership and readership has over the years become critical issues in organizational theory and practice. Thus, leadership and readership need to be taken up as a cause to be promoted in pursuit of academic excellence in the Institutions of higher learning in Nigeria. Reading is a great investment in one's personal development and, by extension, in achieving desired academic excellence. In this research, concrete effort is made to clarify the key concept of Leadership and Readership as drivers of academic excellence in the Institutions of higher learning in Nigeria, especially in the Polytechnic System. The research equally investigates both internal and external factors militating against academic excellence in Nigeria citadel of learning and finally makes recommendations, among which is training and retraining of employees, discouragements of unnecessary political interferences in appointments into academic leadership positions, Staff recruitments, admission of undergraduate students and effective monitoring policy of civil service rules.
