Celem poniższego opracowania jest syntetyczne przedstawienie zaangażowania Unii Europejskiej w rozwiązanie konfl iktu izraelsko-palestyńskiego. Rok 2018 jest dobrym momentem na podsumowanie roli Unii Europejskiej oraz innych aktorów regionalnych i międzynarodowych w rozwiązaniu kwestii palestyńskiej. Obecnie mija 25 lat od podpisania porozumienia z Oslo i 30 lat od deklaracji niepodległości ogłoszonej przez Organizację Wyzwolenia Palestyny. Z kolei w 2017 r. minęło 50 lat od zajęcia przez Izrael Strefy Gazy oraz Zachodniego Brzegu Jordanu. W artykule autorka zdecydowała się przyjąć tezę, iż konfl ikt izraelsko-palestyński stanowi jedno z głównych wyzwań dla polityki zagranicznej UE oraz jest nieodłączną cechą regionalnego układu sił i bez jego uregulowania nie można myśleć o trwałym pokoju na Bliskim Wschodzie86. Implikacje konfl iktu dla Unii Europejskiej są wielowymiarowe oraz dotyczą bezpieczeństwa, dialogu politycznego, kwestii gospodarczych i społecznych. Mają również wpływ na całościową politykę prowadzoną przez Unię wobec regionu śródziemnomorskiego. Powyższe zagadnienie stanowi ponadto ważny przyczynek do pogłębienia badań nad ewolucją Wspólnej Polityki Zagranicznej i Bezpieczeństwa Unii. Artykuł podzielony jest na pięć części. Pierwsza przedstawia źródło, ewolucję oraz poszczególne etapy konfl iktu od końca drugiej wojny światowej. W drugiej części wskazane zostały implikacje zapisów porozumienia z Oslo dla procesu negocjacji pokojowych. W trzeciej zawarto zidentyfi kowane najważniejsze problemy, które uniemożliwiają osiągnięcie trwałego pokoju między Izraelem a Palestyną. W czwartej części przedstawiono stanowisko Unii Europejskiej wobec konfl iktu i rozwiązania dwupaństwowego oraz współpracy dwustronnej z Izraelem i Palestyną. Ostatnia, piąta część stanowi omówienie problemów związanych z zaangażowaniem Unii Europejskiej na rzecz zakończenia konfl iktu. Analiza przeprowadzona w niniejszym artykule oparta została na zróżnicowanych źródłach i literaturze przedmiotu, w szczególności z lat 2015–2018 oraz badaniach własnych autorki. W opracowaniu zastosowano ujęcie krytyczne i problemowe, uwzględniające zachowanie podstawowych aktorów, ważnych z punktu widzenia omawianego tematu oraz wykorzystano następujące metody badawcze: czynnikową, instytucjonalno-prawną, analizy zawartości oraz elementy metody decyzyjnej. ; The aim of the article is to present the European Union's commitment to resolve the Israeli-Palestinian confl ict. 2018 is a good time to take stock of the role of the European Union and other regional and international actors in resolving the Palestinian issue. Currently, it is 25 years since the signing of the Oslo Agreement, 30 years after the declaration of independence announced by the PLO. A year earlier, 50 years have passed since Israel seized the Gaza Strip and the West Bank. The article assumes the thesis that the Israeli-Palestinian confl ict is one of the main challenges for the EU's foreign policy, is an inherent feature of the regional balance of power and without its regulation it is impossible to think about a lasting peace in the Middle East. Its implications are multidimensional and concern security, political dialogue, economic and social issues. The confl ict also has an impact on the overall policy pursued by the Union towards the Mediterranean. The article is divided into fi ve parts. The fi rst presents the source, evolution and individual stages of the confl ict from the end of the Second World War. In the second part, the implications of the provisions of the Oslo Agreement for the negotiation process were indicated. The third identifi es the most important problems that prevent a lasting peace between Israel and Palestine. In the fourth part author shows the position of the European Union towards the confl ict and a two-state solution, and bilateral cooperation with Israel and Palestine. The fi fth part discusses the problems related to the involvement of the European Union in ending the conflict. The analysis carried out in this article is based on diversified sources, literature on the subject, in particular from 2015–2018, and the author's own research. The study uses a critical, problematic approach, taking into account the behavior of the basic actors, important from the point of view of the discussed topic, and the following research methods were used: factor analysis, institutional and legal, content analysis and elements of the decision method.
After 123 years under rules of partitioning powers, Poland regained its independence in a complex political and economic situation. The two main neighbors – Germany and the Soviet Russia –were hostile to the Polish state. Thus, the policies of both countries toward Poland were hostile. Germany sought to persuade international community that the Polish state was a temporary one, and the Soviet Russia, even though it officially declared the right of self-determination to the nations of the former Russian empire, was not going to accept the existence of "bourgeois" Poland. Polish relations with Czechoslovakia and Lithuania turned out to be bad as well. The boundaries of the Second Polish Republic, determined by decisions of Versailles and Riga treaties were finally recognized in March 1923. The territorial shape of the country was not favorable, and the excessively elongated – a total of 5534 km in length –irregular boundaries lacked, except from the southern border with Czechoslovakia, the natural features making them suitable for defence. What's worse, the most stretched borders were those of the potential adversaries of Poland, so the border with Germany –1912 km (including 607 km with the East Prussia) and of the border of the Soviet Russia (since 30 December 1922. the USSR) 1412 km. The disproportion between the length of the borders compared to the territory of the Polish state and the unfavorable political situation along its western, eastern and northern borders, forced Poland to prepare for defence in almost all directions since its very first days of independence.The basic conclusions of the analysis of the geopolitical position of the Second Polish Republic include: unfavorable borders, and its isolation in the international arena, in terms of both political and military, and economic relations.Since the independence was regained, there was an awareness in Poland about existence and growth of threats – external security was to assured by strong armed forces and an efficient defense system. However; he modernization of the armed forces between 1936 and 1939 did not alleviate the military disparity between Poland and Germany and the Soviet Union, especially in the modern weapon systems. The weak link in the Polish state security system was also war planning ; Polska po 123 lat niewoli, odradzała się w złożonej sytuacji politycznej i gospodarczej. Dwaj główni sąsiedzi – Niemcy i Rosja Radziecka – byli wrogo usposobieni do państwa polskiego. Toteż oba te państwa prowadziły wobec Polski politykę nieprzyjazną. Niemcy starały się lansować na arenie międzynarodowej tezę o tymczasowości polskiej państwowości, a Rosja Radziecka, mimo deklarowanego oficjalnie prawa do samostanowienia narodów byłego imperium rosyjskiego, nie zamierzała zaakceptować istnienia "burżuazyjnej" Polski. Źle ułożyły się także, stosunki z Czechosłowacją i Litwą. Granice II Rzeczypospolitej, ukształtowane na mocy decyzji wersalskich i ryskich, zostały ostatecznie uznane w marcu 1923 r. Terytorialny kształt państwa nie był korzystny, a nadmiernie wydłużone – łącznie 5534 km długości – nieregularne granice nie miały, poza południową granicą z Czechosłowacją, naturalnych właściwości obronnych. Co gorsza, najbardziej rozciągnięte były granice z potencjalnymi przeciwnikami Polski, a więc z Niemcami – 1912 km (w tym z Prusami Wschodnimi 607 km) i z sowiecką Rosją (od 30 grudnia 1922 r. ZSRR) 1412 km. Dysproporcja między długością granic a obszarem państwa polskiego oraz niekorzystna sytuacja polityczna na granicy zachodniej, wschodniej i północnej, postawiły Polskę już u zarania niepodległości wobec konieczności przygotowania się do obrony we wszystkich niemal kierunkach. Podstawowe wnioski płynące z analizy położenia geopolitycznego II Rzeczypospolitej to: niekorzystne linie granic oraz osamotnienie na arenie międzynarodowej, zarówno w sensie polityczno-militarnym, jak i gospodarczym. W Polsce od chwili odzyskania niepodległości dostrzegano istnienie i narastanie zagrożeń – bezpieczeństwo zewnętrzne miała zapewnić silna armia i sprawny system obronny. Modernizacja armii z lat 1936–1939 nie doprowadziła jednak do złagodzenia dysproporcji pomiędzy Polską a Niemcami i ZSRR, zwłaszcza w nowoczesnych środkach walki. Since condemnation of operation Vistula by the Senate, we have conducted a "strategic partnership" policy towards Ukraine, expecting at most symbols, not calling for the memory of thousands of victims murdered in Volyn and Cherven Cities. Driven mainly by Russophobia, we supported the Orange Revolution and Euromaidan. On the latter, our politicians didn't hesitate to join banderite shouts in front of portraits of Bandera and Shukhevych. We should not be surprised then that two hours after the address of the President of Poland Bronislaw Komorowski, The Verkhovna Rada of Ukraine adopted without discussion four Acts, which aim were: the recognition of the OUN and the UPA as fi ghters for Samostijna Ukraine, erasing from the collective memory shared 70-year history of the Ukrainian nation and increase of divisions in Ukrainian society. In Poland, the Acts have been passed over by the mass media (except for "Przegląd" and "Nie"). Neither the issue have been raised by the Prime Minister Ewa Kopacz in talks with the chairman of the Verkhovna Rada Volodymyr Groysman, nor by the Interior Minister Grezgorz Schetyna during his parliamentary speech on Polish foreign policy and it is even quite carefully sidestepped in the presidential campaign by all parties. Answering the question posed by "Przegląd" – "How Poland should react to the decisions of the authorities of Ukraine regarding members of the OUN and the UPA?" – advisor to the President of Poland, Professor Tomasz Nałęcz, stated, among others, "Let us remember that Ukraine is our neighbour and friend, therefore we should talk to it. I do not think the best way of conversation with a friend is to send a note of protest". In 2010, we had the courage to raise the question of granting a title of Hero of Ukraine to Bandera and Shukhevych by W. Yushchenko and to persuade the European Parliament to express deep indignation (initiator: Paweł Zalewski from PO) and withdraw this Act. Now, all indications are that we lack this courage. It is very diffi cult to speak now about the future of Ukraine and Polish – Ukrainian relations. There are only very few groups, which speak now about the need to change of our eastern policy. The borderland communities haven't obtained in our country organizations which would have an impact on foreign or even economic policy. It can therefore be assumed that regardless of who wins the presidential and parliamentary elections, Poland will continue to pursue a realistic and pragmatic policy, although resulting from Russophobia of Polish political elites and conducted by them historical policy. Previous actions of the Ukrainian authorities suggest that there may occur a scenario known to us from the period after the Orange Revolution. The current Ukrainian authorities do not seek to unite his people for a common goal, but they increase divisions in society. Ukrainian nation needs an agreement and consensus, not creation of new barriers. Polish experience shows that the actual legal, economic and political transformation needs a national consensus rather than replacing it with settlements with the past and nationalism. It seems that Poland irretrievably lost its positions of expert on East. As correctly pointed out Professor Andrzej Walicki "the prestige of Poland asa supposed export on Russia ceased to exist, because our position in Russian affairs is predictable and does not help to solve real problems". Poland should act in order to end the conflict in Ukraine, at the same time attempting to understand both sides of the conflict. Different economic and geopolitic interests causes that the positions of various countries on the events in Ukraine are and will remain diverse. Louis Stomma wrote that "the sudden and incredible love of Poles for modern Ukraine is a sad love without reciprocity". In the interest of Poland is striving for consensus and sensible mediation rather than setting up as a front-line state. A compromise is always possible, but if interest is not mixed with morals and national resentments. Preventing from compromise would reflect on the fate of the whole region and Ukraine would be harmed the most.
Proposed by Finland, the so-called "Northern Dimension of the EU" was a response to the absence of a Union strategy for dealing with Russia. For Finland itself the initiative was an instrument by means of which it could effectively promote and secure its national interests. The Northern Dimension was adopted as a EU initiative forming the overarching element of policy towards northern Europe by which is meant Iceland. Norway, the Baltic Sea region and the north-European expanses of Russia. Its main aims arc to develop regional cooperation among all the countries of the region and provide a platform for interaction between the Union and Russia, such cooperation intended to be not only of regional significance but also to advance one of the E U s strategic aims in the 21st century, which is rapprochement with Russia. The principal actors in implementations of the Northern Dimension are the European Council, the Barents Sea Council, the Arctic Council and the Council of Baltic Sea States. Expansion of cooperation on the ground involves such areas as environmental protection, nuclear safety, energy, infrastructure, human resources development, health, education, and the rule of law. To an ever growing extent the Northern Dimension is becoming an instrument stimulating the integration of Baltic Europe. The Kaliningrad Region has, potentially, a chance of becoming a template for cooperation between the EU and Russia. But this will require clear-cut decisions on the part of Moscow, of which at present there are no signs. It is in Poland's interest to take full advantage of the opportunities offered by the Northern Dimension initiative for expansion of contacts with Russia and Baltic cooperation. Poland has a stake in the creation in this region of conditions for enduring stability and mutual confidence. The Northern Dimension marks a shift in the focus of EU interest from the Mediterranean to the Baltic and the Barents Sea. ; W "Wymiarze Północnym" mieści się całokształt polityki Unii Europejskiej wobec Europy Północnej, obejmującej Islandię, Norwegię, region Morza Bałtyckiego oraz północnoeuropejskie obszary Rosji. Główne jego cele to rozwijanie współpracy regionalnej między wszystkimi państwami tego obszaru oraz stworzenie platformy współpracy Unii Europejskiej z Rosją. Ma to znaczenie nie tylko regionalne, ale służy również osiągnięciu strategicznego celu, jakim dla UE w XXI wieku jest zbliżenie z Rosją. Javier Solana uznał stosunki Unii z Rosją za najważniejszą kwestię w Europie w XXI wieku. W implementacji "Wymiaru Północnego" największy udział mają: Rada Europejska. Rada Morza Barentsa, Rada Arktyczna i Rada Państw Morza Bałtyckiego. Praktyczną współpracę należy podjąć głównie w takich dziedzinach, jak ochrona środowiska, bezpieczeństwo jądrowe, energetyka, infrastruktura, współpraca transgraniczna, rozwój zasobów ludzkich, zdrowie, edukacja i praworządność. "Wymiar Północny" w coraz większym stopniu stymuluje integracją Europy Bałtyckiej i stanowi wspólną platformą dla różnych polityk i instrumentów finansowych, w których uczestniczą nawet organizacje i inicjatywy nie będące integralną częścią UE. Finlandia zaproponowała "Wymiar Północny" ze względu na brak strategii UE wobec Rosji. Dla Finlandii, bezpośredniego sąsiada Rosji i do 2004 r. jedynego państwa członkowskiego UE graniczącego z tym krajem, wdrażanie tego projektu jest bardzo korzystne; dzięki niemu promuje i realizuje swoje narodowe interesy. Kaliningrad ma szansą stać się w ramach "Wymiaru Północnego" regionem modelowym współpracy między UE a Rosją. Wymaga to jednak zdecydowanych decyzji Moskwy, których jak na razie nie widać. W interesie Polski leży jak najlepsze wykorzystanie tej inicjatywy dla rozwijania kontaktów z Rosją oraz współpracy bałtyckiej. Dla naszego kraju szczególnie istotne było włączenie Obwodu Kaliningradzkiego do "Wymiaru Północnego" UE. Polska zainteresowana jest stabilizacją w tym rejonie i umacnianiem wzajemnego zaufania. Obecnie "Wymiar Północny" stanowi mocno ugruntowaną, oficjalną część polityki zagranicznej UE, której zadaniem jest zapewnienie trwałego pokoju poprzez współpracą gospodarczą i pozytywne współzależności. Koherentna polityka Unii w tym regionie będzie nadal rozwijana. "Wymiar Północny" przesuwa kierunek zainteresowania UE z basenu Morza Śródziemnego w kierunku Bałtyku i Morza Barentsa. ; Marcin Polom
RESEARCH OBJECTIVE: The aim of the article is to present selected problems of the democratic system in Poland and to propose directions of development improving its operation. THE RESEARCH PROBLEM AND METHODS: The research problem was to check whether the implementation of modern organizational concepts and ICT solutions can contribute to a more efficient exercise of democratic power and increase its quality? The basic method was both the analysis of public opinion polls on various aspects of the Polish democracy system and a review of the literature on concepts and scientific theories related to the study of democratic systems. THE PROCESS OF ARGUMENTATION: The first part presents the results of public opinion surveys on democracy and its individual areas of operation. The second section presents concepts and scientific theories related to the study of democratic systems and its mechanisms. The third section presents selected problems of democracy in Poland and proposals for their changes based on the assumptions of concepts and theories discussed in the second part of the article. RESEARCH RESULTS: The crisis of confidence in the current model of democracy results from the mismatch between its form and development challenges. The implementation of both the concept of e-democracy proposed by the European Parliament and organizational solutions based on the assumptions of concepts and scientific theories related to the study of democratic systems should contribute to increase the effectiveness of democracy. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Despite the huge number of publications in the literature and press devoted to democracy, the main focus was either on the assessment of the current state of the system or its elements, or scientific theories related to a given area of democracy. Occasionally, ad hoc proposals for change were indicated, but in this case, they were mostly, without a deeper and broad view of the entire democratic system. This article overcomes the above limitations by combining the assessment of the current perception of democracy with scientific theory, which at the same time provides the basis for proposals for systemic solutions to improve the effectiveness of democracy. ; CEL NAUKOWY: Celem artykułu jest przedstawienie wybranych problemów systemu demokratycznego w Polsce oraz zaproponowanie kierunków rozwoju, poprawiających jego działanie. PROBLEM i METODY BADAWCZE: Problem badawczy dotyczył sprawdzenia czy wdrożenie założeń nowoczesnych koncepcji organizacyjnych i rozwiązań teleinformatycznych może przyczynić się do sprawniejszego sprawowania demokratycznej władzy, a także podwyższenia jej jakości? Podstawową metodą była zarówno analiza badań opinii publicznej o różnych aspektach polskiego systemu demokracji, jak i przegląd literatury przedmiotu dotyczącej koncepcji i teorii naukowych, związanych z badaniem systemów demokratycznych. PROCES WYWODU: W pierwszej części przedstawiono wyniki badań opinii publicznej o demokracji i jej poszczególnych obszarach działania. W drugiej części zaprezentowano koncepcje i teorie naukowe, związane z badaniem systemów demokratycznych i jego mechanizmów. Trzecia część przedstawia wybrane problemy demokracji w Polsce i propozycje ich zmian, opierających się na założeniach koncepcji i teorii omówionych w drugiej części artykułu. WYNIKI ANALIZY NAUKOWEJ: Kryzys zaufania do obecnego modelu demokracji wynika z niedopasowania jej formy do wyzwań rozwojowych. Wdrożenie zarówno koncepcji e-demokracji proponowanej przez Parlament Europejski, jak i rozwiązań organizacyjnych opierających się na założeniach koncepcji i teorii naukowych, związanych z badaniem systemów demokratycznych, powinno przyczynić się do zwiększenia sprawności działania demokracji. WNIOSKI, INNOWACJE, REKOMENDACJE: Pomimo ogromnej liczby publikacji w literaturze przedmiotu oraz prasie poświęconej demokracji, to przeważnie skupiano się albo na ocenie obecnego stanu systemu lub jego elementów, albo teoriach naukowych związanych z danym obszarem demokracji. Sporadycznie wskazywano ad hoc propozycje zmian, jednak i w tym przypadku miały one przeważnie charakter bieżącego reagowania na negatywne zjawiska, bez głębszego spojrzenia na cały system demokracji. W niniejszym artykule przezwyciężono powyższe ograniczenia poprzez połączenie oceny obecnego postrzegania demokracji z teorią naukową, które jednocześnie stanowią podstawy propozycji rozwiązań systemowych mających poprawić sprawność działania demokracji.
Trwające równolegle procesy globalizacji i integracji europejskiej mają istotny wpływ na tożsamość i kulturę narodów Europy. Poszerzenie Unii na wschód w 2004 i 2007 roku, oprócz zwiększenia liczby państw członkowskich, prowadzi również do zmian etnicznych i narodowych w całym ugrupowaniu integracyjnym. Migracje są przyczyną konfrontacji ludności z innymi kulturami, tradycjami czy religią. Wszystkie aspekty życia codziennego przenikają się i konfrontują z panującymi stereotypami. Celem przewodnim niniejszej publikacji jest ukazanie zmian, jakie nastąpiły w świadomości Polaków po wstąpieniu do Unii Europejskiej. Artykuł ma charakter teoretyczno-empiryczny. Część teoretyczna powstała przy wsparciu literatury przedmiotu, artykułów z czasopism branżowych, wiarygodnych źródeł internetowych oraz badań CBOS. Część empiryczna została opracowana na podstawie badań własnych. W tym celu został stworzony i wykorzystany autorski kwestionariusz ankiety, na który odpowiedziało 400 losowo wybranych osób zamieszkujących cały kraj. Wyodrębniono tutaj mieszkańców wsi, mieszkańców miast do 50 tys. mieszkańców oraz mieszkańców miast powyżej 50 tys. mieszkańców.Po przeanalizowaniu wyników można stwierdzić, że im mniejsza miejscowość, tym większe przywiązanie do miejsca zamieszkania. Z drugiej strony następuje widoczny wzrost identyfikacji Polaków z Europą. Obserwowane są zmiany w świadomości Polaków jako Europejczyków; coraz bardziej upodabniają się oni do swoich zachodnich sąsiadów. Nadal jesteśmy dumni z przynależności do narodu polskiego – blisko 60% respondentów zadeklarowało taki stan rzeczy. Według badanych czynnikami decydującymi o tożsamości narodowej są: rodzina i wychowanie – blisko 86% udzielonych odpowiedzi, pochodzenie – 82,1%, a także społeczność, w której przebywamy – 73% oraz historia – 71%. Należy liczyć się z tym, że w niedalekiej przyszłości powszechny stanie się hybrydowy model identyfikacji, w którym jednostka będzie utożsamiała się w równym stopniu zarówno ze swoim narodem, jak i narodem europejskim.The simultaneous processes of globalisation and European integration strongly influence the identity and culture of the European people. The enlargement of the European Union to the east in 2004 and 2007, and the increase in the number of member states, has led to changes within the ethnic and national structures of the whole Union. People are experiencing a conflict of cultures, traditions and religions due to migration. All the aspects of everyday life interpenetrate with one another and are contrasted with the existing stereotypes. This thesis is concerned with an analysis of the changes that the Polish peoples' consciousness has undergone after the accession to the European Union. The theory presented in this dissertation is based on the information provided in the literature on the subject: articles, professional journals, and reliable Internet sources. Moreover, the results are supported with statistical data acquired from the website of the Central Statistical Office and the CBOS (Polish Public Opinion) research. The empirical work has been carried out on the basis of personal research. The research has been performed through the use of a questionnaire which was completed by 400 randomly chosen citizens of Poland. The respondents have been assigned to several groups; the residents of villages; towns of up to 50000 residents; cities with more than 50000 residents.The analysis of data led us to conclude that the smaller the town the more its inhabitants are attached to their home towns. However, the increase in the identification of Poles with Europe is observable. The Poles' consciousness as Europeans has also undergone changes; Poles have become more and more alike their western neighbours. They are still proud of being Polish, as was declared by nearly 60% of the respondents. The characteristics of a true Pole are still believed to be patriotism and pride, but also living by stereotypes. According to the respondents the decisive factors in the process of forming national identity are: family and upbringing (nearly 80%), descent (82.1%), the society one belongs to (73%), and historical conditions (71%). However, it should be anticipated that in the near future an amalgamated model of identity will become the most widespread; one's national identity will be as strong as one's identification with Europe.
Badając, jak wzajemne postrzeganie Europy Środkowej i Rosji zmieniało się na tle złożonych relacji między Wschodem a Zachodem, artykuł czerpie z elementów teorii komunikacji i studiów międzykulturowych (C. Gullién, H. Dyserinck, D. H. Pageaux, D. Ďurišin, etc.) znanych jako imagologia. Jako obszar geograficzny kulturowych przecięć, gdzie weszły ze sobą w kontakt niesłowiański Zachód i słowiański Wschód, Europa Środkowa zawsze wyróżniała sięzmienną pozycją przejściowych centrów i peryferii ze specyficzną mieszanką grup etnicznych, kultur, religii i ideologii. Fakt, że leży ona pomiędzy dwoma tak potężnymi narodami, jak Niemcy i Rosja, wywarł fundamentalny wpływ nie tylko na polityczną, ale i estetyczną komunikację pomiędzy narodami słowiańskimi i Zachodem, który często ujmowany był za pomocą mitów, tzn. fikcjonalnych i subiektywnych obrazów służących do interpretowania rzeczywistości. Wzajemne schodzenie się i rozchodzenie Rosji i Zachodu wynikało z różnic religijnych i "rozdarcia" narodów słowiańskich (przede wszystkim Słowian zachodnich), którzy oprócz trzymania się zachodniej religii i reguł politycznych, pielęgnowali niechęć w stosunku do plemiennej wspólnoty z Rosją. Najsilniejsze więzy z Rosją demonstrowały więc małe narody słowiańskie, żyjące w imperium habsburskim, podczas gdy rosyjskie interesy w Europie skierowane były raczej na Niemcy, Francję lub Anglię, a obszar środkowoeuropejski uznano za strefęprzejściową, traktowaną przez carską Rosję lub Związek Radziecki jako siłę polityczną do prowadzenia własnej polityki względem Zachodu. W przeciwieństwie do tego stanowiska, narody środkowoeuropejskie, nie wyłączając z nich Czechów, nawiązywały relacje z Rosją jako inspirującym liderem i symbolem słowiańskiej niezależności, szczególnie w czasach kłopotów, zagrożenia narodowego i politycznej niestabilności. Ich oczekiwania opierały się na powszechnym przekonaniu, że "nieeuropejska" Rosja i jej inność zdemokratyzuje się poprzez podążanie drogąlokalnej tradycji i popieranie czeskich interesów w geopolitycznej konfrontacji z niesłowiańskim Zachodem. Jak się wydaje, relacja pomiędzy Europą Środkową i Rosją pozostanie centrum permanentnej refleksji metakrytycznej nawet na początku XXI wieku i pozostaje mieć nadzieję, że będzie to model harmonijnej współegzystencji, wzajemnego zrozumienia i szacunku. ; While examining mutual perception of Central Europe and Russia as it has changed against the background of the complex East-West relation, the paper employs the motives of the theory of communication and intercultural studies (C. Guillén, H. Dyserinck, D. H. Pageaux, D. Ďurišin, etc.) known as imagology. As a cultural crossroads and geographicalarea where the non-Slavonic West and the Slavonic East come into contact, Central Europe has always featured a changeable position of transitional centres and peripheries with the specific mingling of ethnics, cultures, religions and ideologies. The fact that it is situated between two powerful nations, such as Germany and Russia, has fundamentally influenced not only political but also aesthetical communication between the Slavonic peoples and the West, which has often been maintained through myths, i.e. fictional and subjective images to interpret the reality. The mutual converging or diverging of Russia and the West has resulted from the religious oscillation and "splitting" of Slavonic peoples (namely the West Slavs) who, despite adhering to Western religion and policies, have fostered awareness of tribal affinity with Russia. The strongest ties with Russia were thus maintained by small Slavonic nations living in the Hapsburg Empire, whereas the Russian interest in Europe was rather aimed at Germany, France or England, andCentral European area was deemed to be a zone of transition employed by Tsarist Russia or the Soviet Union as political powers to pursue their goals in the West. In contrast to it, Central European nations, the Czechs not excluding, forged ties with Russia as the inspiring leader and symbol of Slavonic independence, the more so in times of troubles, national danger and political instability. Their expectations were based on the common belief that "non-European" Russia and its otherness would become democratised through following the local tradition and supporting Czech interests in the geopolitical confrontation with the non-Slavonic West. As it seems, the relation between Central Europe and Russia will remain the focus of permanent metacritical discourse even in the early 21st century and one can only cherish hope that it will be a model of harmonious coexistence, mutual understanding and respect.
Począwszy od wybuchu kryzysu finansowego na przełomie lat 2008/2009, UE weszła w niespotykany w dotychczasowej historii okres bardzo poważnych wstrząsów. Problemy te najpierw objęły gospodarkę (słaby i bardzo zmienny wzrost, z okresami nawet płytkich recesji, wysokie bezrobocie, szczególnie wśród ludzi młodych), później sektor bankowy i budżety narodowe. W konsekwencji kilka starych krajów UE, należących do strefy euro, stało się w istocie technicznie niewypłacalnymi. Na domiar złego, w pewnym momencie do południowej Europy zaczęła napływać wielka fala imigrantów, Rosjanie zajęli Krym, wybuchła wojna w Donbasie, a wybory w USA wygrał D. Trump, mogący zdecydowanie osłabić NATO. W tym kontekście podejmowane różne próby rozwiązania tych minikryzysów często były spóźnione, mało odważne i niekonsekwentne. Nie może zatem zaskakiwać, że ostatecznie kryzys zaczął dotykać sfery społeczno-politycznej i instytucjonalnej, czego wyrazem jest pogłębiająca się niewiara Europejczyków w instytucje wspólnotowe i demokrację liberalną. Stąd mamy rozpowszechniający się populizm, egoizm narodowy i regionalny oraz tendencje dezintegracyjne. Zaowocowało to już Brexitem oraz obawami, że podobne decyzje mogą podjąć też inni członkowie Unii. Byłoby to równoznaczne z jej rozpadem. W tych warunkach przekonujące legitymizowanie dalszego trwania i rozwoju Wspólnoty wymaga obecnie wielkiego wysiłku intelektualnego, politycznego i organizatorskiego, a później znalezienia drożnych kanałów dotarcia z propozycjami, rekomendacjami i gotowymi rozwiązaniami aplikacyjnymi do jak najszerszego kręgu odpowiedzialnych jej obywateli, by odzyskiwali wiarę w sens projektu europejskiego i możliwość funkcjonowania w podwójnej tożsamości, narodowej i europejskiej. Idealnie byłoby, gdyby naprawa Unii uległa przy tym głębszej demokratyzacji, a więc realizowana była przy aktywnym współudziale Europejczyków, a nie wciąż przez techno-i eurokratów. Jedną z ciekawszych w tym momencie koncepcji wydaje się być europejska wartość dodana, a więc – w dużym skrócie – pewna suma korzyści extra, uzyskiwanych z racji integracji w porównaniu do efektów osiąganych w ramach narodowej polityki społeczno-ekonomicznej. Wartość tę można próbować opisywać, a w miarę możliwości także kwantyfikować, dla wszystkich obszarów integracji europejskiej. W artykule jednak ograniczono się tylko do WPR, koncentrując się na kwestiach metodologicznych, środowiskowo-klimatycznych, innowacjach, inwestycjach oraz kompleksie kluczowych problemów budżetowych. ; From the beginning of the financial crisis – 2008/2009 – the EU entered an unprecedented period of very serious shocks. These problems first affected the economy (weak and highly variable growth with times of rather shallow recession, high unemployment, especially among young people) and then they spread to the bank sector and the national budgets. Consequently, several of the old EU countries, belonging to the euro area, became – in fact – insolvent. To make the matters worse, southern Europe was hit by a huge wave of immigration, Russians took over the Crimea, a war erupted in Donbass and Donald Trump, who can considerably weaken the NATO, won the US presidential elections. The subsequent attempts at solving these mini-crises were often delayed, not very daring and erratic. Thus, it comes as no surprise that the crisis, ultimately, started to affect also the socio-political and institutional areas, which is manifested in growing distrust of the Europeans in the Community institutions and liberal democracy. This, in turn, resulted in widespread populism, national and regional egoism and disintegration tendencies. Brexit is one of the first effects of the process along with concerns that other members of the EU may take similar decisions which would be tantamount with its breakup. In these circumstances convincing validation of the further existence and development of the Community requires great intellectual, political and organisational effort, and then finding effective channels to reach as broad as possible circle of responsible citizens with the proposals, recommendations and ready application solutions to help them regain trust in the meaning of the European project and possibilities of functioning in the double national and European identity. It would be perfect to make the mended EU more democratic, i.e. to actively engage in the processes the very Europeans and not only techno- and Eurocrats. One of the more interesting concepts, at the moment, seems to be the European value added, which – in a nutshell – means a sum of extra benefits obtained on account of integration against the effects resulting from the national socio-economic policy. It is possible to describe this value and, to some extent, even to quantify it for all areas of the European integration. However, the paper is restricted only to the CAP, focusing on methodological, environmental and climate, innovation and investment issues, and a set of key budget problems.
This article examines the institutional changes in 22 post-communist countries during the 1990-2020 period. The objective of the study was to find out why some countries achieved democracy while others failed to establish or strengthen democratic institutions, and what factors influenced the political stability of post-communist countries. During the study, available statistical information on the functioning of the main institutions was collected and processed. The analysis shows that the most significant institutional changes were observed among the non-democratic countries and those that fell into the category of hybrid political regimes. The correction of the initially chosen form of government is evidence in support of the theory of endogenous change, indicating "path-dependency". The influence of endogenous factors determines the quality of democratic change and the level of political stability in post-communist countries. Democratic changes in the countries of Central and Eastern Europe were associated with a commitment to rapid reform in the early stages, and Euro-Atlantic integration only supported the democratic quality of the institutions. The institutional framework of the countries, that embarked on the path of European integration, was relatively stable during the period under the study, and did not deal with changes in the system of power distribution. While the countries of the former Soviet Union most often resorted to changes in the primary law of the country, and these changes were related to the redistribution of powers between the branches of power and the extension of the time in the office of the President. In addition to the overall level of democratization of the country, the level of emancipatory values and the weight of presidential power have the greatest impact on political stability. ; Ten artykuł analizuje zmiany instytucjonalne w 22 państwach postkomunistycznych w latach 1990-2020. Celem badania było znalezienie odpowiedzi na pytanie, dlaczego niektóre kraje osiągnęły demokrację, podczas gdy inne nie zdołały stworzyć lub wzmocnić instytucji demokratycznych oraz jakie czynniki wpłynęły na stabilność polityczną państw postkomunistycznych. W trakcie badania zebrano i opracowano dostępne informacje statystyczne na temat funkcjonowania głównych instytucji. Analiza pokazuje, że najbardziej znaczące zmiany instytucjonalne zaobserwowano w państwach niedemokratycznych oraz tych, które zaliczały się do kategorii hybrydowych reżimów politycznych. Korekta początkowo wybranej formy ustroju jest dowodem na rzecz teorii zmian endogenicznych, wskazującym na "zależność od ścieżki" (path-dependency). Wpływ czynników endogenicznych determinuje jakość przemian demokratycznych i poziom stabilności politycznej w państwach postkomunistycznych. Przemiany demokratyczne w państwach Europy Środkowo-Wschodniej wiązały się z zaangażowaniem w szybkie reformy na wczesnym etapie, a integracja euroatlantycka jedynie wspierała demokratyczną jakość instytucji. Struktura instytucjonalna państw, które wkroczyły na drogę integracji europejskiej, była w analizowanym okresie względnie stabilna i nie dotyczyła zmian w systemie podziału władzy. Z kolei państwa byłego Związku Radzieckiego najczęściej uciekały się do zmian w ustawie zasadniczej państwa, a zmiany te dotyczyły redystrybucji kompetencji między gałęziami władzy oraz wydłużenia kadencji prezydenta. Obok ogólnego poziomu demokratyzacji państw, największy wpływ na stabilność polityczną ma poziom wartości emancypacyjnych oraz waga władzy prezydenckiej. ; В статье рассматриваются институциональные изменения в 22 посткоммунистических странах в течение 1990-2020 годов. Целью исследования было выяснить, почему одни страны достигли демократии, а другие не смогли создать или укрепить демократические институты и какие факторы влияли на политическую стабильность посткоммунистических стран. Во время исследования была собрана и обработана доступная статистическая информация о функционировании основных институтов. Анализ показывает, что наиболее существенные институциональные изменения наблюдались среди недемократических стран и тех, которые попали в категорию гибридных политических режимов. Коррекция исходно выбранной формы правления свидетельствует в пользу теории эндогенных изменений, указывающих на «зависимость от выбранного пути» (path-dependency). Влияние эндогенных факторов определяет качество демократических изменений и уровень политической стабильности в посткоммунистических странах. Демократические изменения в странах Центрально-Восточной Европы были связаны с приверженностью к быстрому проведению реформ на ранних этапах, а евроатлантическая интеграция лишь поддерживала демократическое качество институтов. Институциональная основа стран, которые стали на путь европейской интеграции, была относительно стабильной в течение исследуемого периода и не касалась изменений системы распределения власти. В то же время страны бывшего Советского Союза чаще всего прибегали к изменениям основного закона страны и эти изменения касались перераспределения полномочий между ветвями власти и продления срока пребывания президента у власти. Кроме общего уровня демократизации страны, наибольшее влияние на политическую стабильность имеет уровень эмансипативных ценностей и вес президентской власти.
Artykuł omawia zmiany, jakie zaszły w światowej i europejskiej energetyce jądrowej po katastrofie w elektrowni Fukushima w Japonii w 2011 roku. We wstępie opisany został stan energetyki jądrowej na świecie, gdzie 443 reaktorów atomowych znacznie przewyższa liczbę elektrowni tradycyjnych opalanych węglem lub gazem. Analizie poddano stan regulacji sektora Unii Europejskiej, w którym największe znaczenie przywiązuje się do wolnego rynku i bezpieczeństwa. To państwa decydują o wyborze elektrowni tradycyjnej lub jądrowej, co rodzi rozbieżności i brak wspólnej polityki w Unii Europejskiej wobec całego sektora. Omówiono decyzje Niemiec o stopniowej rezygnacji z energetyki atomowej do 2022 roku. Jej przyczyny w głównej mierze mają charakter polityczny, a także ekonomiczny; jest to też próba zwiększenia produkcji energii ze źródeł odnawialnych. Na przeciwnym biegunie znajduje się Francja, która 75% całości energii elektrycznej produkuje w elektrowniach jądrowych i dla której cały sektor stanowi olbrzymi konglomerat gospodarczy zatrudniający blisko milion ludzi. Analizie poddano też politykę energetyczną innych krajów Unii, w tym także państw Europy Środkowo-Wschodniej, dla których wybór energii jądrowej jest jedyną sensowną alternatywą mogącą sprostać tzw. dekarbonizacji, to jest wzmożonej emisji dwutlenku węgla do atmosfery. Polska obecnie stoi przed ostatecznym i strategicznym wyborem (w 2013 r.) drogi rozwojowej krajowej energetyki. Mimo trudności, niekonsekwencji i ograniczeń rozwój energetyki jądrowej będzie postępować w ramach ogólnego postępu cywilizacyjnego, dla którego nie ma innej alternatywy. ; The paper is devoted to the changes that have ocurred in the World and European nuclear power engineering after the disaster of Fukushima plant in Japan in 2011. In the Introduction, the author describes the state of nuclear power engineering in the world, with its 443 nuclear reactors markedly prevailing over traditional coal or gas fuelled power plants. The analysis involves the status of the sector in the European Union where the greatest attention is paid to the free market, competitivness and safety. The choice between traditional or nuclear plants is left to respective states. This gives rise to large differences and lack of common policy of the European Eunion relating to the whole sector. The paper discusses Germany's decision to gradually resign from nuclear power engineering by 2022. The reasons for that are mostly politica, but also economic and present an attempt at increasing power production from renewable sources. The opposite position is occupied by France where 75% of the total electric power is obtained from nuclear plants and for which the whole sector constitutes a huge economic conglomerate employing over a million people. Subject of analysis in the paper is also the energy policy of other EU states, including the Central and East European countries for which the embracement of nuclear power is the only sensible alternative capable of dealing with the so called decarbonization, that is the increased CO2 emission to the atmosphere. There is also some attention given to Poland which faces the final and strategical choice (in 2013) of the way along which its national power policy will go. Summing up, the author, in agreement with the experts' opinion, notes that despite the difficulties, inconsequences and limitations, the growth of nuclear power engineering will continue within the framework of global civilisational development for which there is no other alternative. ; В статье рассмотрены перемены, которые произошли в мировой и европейской ядерной энергетике после катастрофы на атомной электростанции Фукусима в Японии в 2011 году. Во вступлении автор описывает состояние ядерной энергетики в мире, в котором 443 атомных ректоров значительным образом превышают производительность традиционных электростанций, отапливаемых углём или газом. Проанализировано состояние нормативно-правового регулирования этого сектора в Европейском Союзе, прежде всего, основанного на принципах свободного рынка и безопасности. В связи с тем, что каждое государство самостоятельно принимает решение о выборе традиционной или атомной энергетики, Европейский Союз не имеет общей политики в отношении этого сектора экономики. В статье рассмотрено решение о постепенном отказе Германии от атомной энергетики к 2022 году. Причины этого решения носят как политический, так и экономический характер. Этот шаг направлен также на увеличение доли возобновляемой, регенеративной энергии. Совершенно иной подход к обсуждаемой проблеме имеет Франция, которая 75% всей электроэнергии производит на атомных электростанциях и для которой этот сектор имеет огромное экономическое значение, так как предоставляет работу около миллиону граждан. Автор проанализировал также политику в области энергетики других стран Евросоюза, в том числе государств Центрально-Восточной Европы, для которых выбор атомной энергии зачастую является единственной альтернативой, позволяющей справиться с проблемой скопления углекислого газа в атмосфере. Сегодня Польша стоит перед окончательным и стратегическим выбором (в 2013 г.) дальнейшего развития национальной энергетики. Несмотря на многочисленные препятствия, развитие атомной энергетики будет продолжаться ввиду всеобщего цивилизаторского прогресса, которому нет иной альтернативы.
In his book author explains social and political phenomena that are connected with political change in local conditions in Poland in 1989. As yet there has been no empirical study that would consider first partly free election to the last parliament of People's Republic of Poland in local conditions. In 1989 there were 108 electoral constituencies in Poland to the Sejm elections, and free election to the Senate were conducted in 49 provinces of Poland. Chojnice was a capital city of election constituency no. 14 to the Sejm and a part of election to the Senate conducted in Bydgoszcz Province. As over the time social issues are perceived through stereotypes and tend to be mythologized, it seems important to author to show such events and phenomena on firm basis. It is worth emphasizing that results from 1989 elections in local conditions are generally unknown. Poles do not know results in their local constituencies because nearly thirty years after the elections official results from local constituencies still have not been not published anywhere. Thus, this study is based on primary sources, newspapers from that time, literature of this particular issue. The analysis and synthesis is based on a number of theoretical perspectives: behaviorism to describe interaction between political actors – electoral system – party systems; political process and political change; Joseph Schumpeter's assumption that political competition is of fundamental importance for the democracy; Samuel Huntington's theory of third wave of democratization. All the data is analyzed in quantitative perspective. There is no hypothesis as the study is a descriptive and explanatory one. Its main goal is to highlight earlier unknown phenomena. This study is about local politics in a one-party state during the time of political change, so author refers to the politics on state level from that time. The most important questions refer to: continuity of activity of new social movement members from the time of the carnival of Chojnice "Solidarity" in the years 1980-1981 and their involvement in 1989; political negotiations and emergence of political leaders during that time; political will of citizens to take part in political change and their will to change the political system; attitudes of political actors from PUWP and "Solidarity"; individual nature of facts from that time taken under consideration from the perspective of local reality; attitudes of local regime members towards political change; results of elections in Chojnice constituency on 4th and 18th June 1989; differentiation of political behavior in Chojnice constituency; picture of society of that time; influence of cultural and ethnical identity as well as people's ties (mainly with Catholic Church) and roots on their political choices. Political behavior is one of the main category of this study. Author highlights not only electoral system but also describes process of political leaders' emergence on local scale. In this perspective election campaign is portrayed as a political fight between candidates of Citizen Committee of "Solidarity" and candidates of Polish United Worker's Party (PUWP) and its political satellites. As a matter of fact, author stresses the importance of category of the legitimization and shows that members of PUWP (in Poland known as PZPR) were not totally delegitimized by citizens in 1989 election in Chojnice constituency. In fact, PUWP was mostly legitimized by Poles in the northern part of Bydgoszcz Province during that election. The study consists of the following parts: introduction, 8 chapters, summary, bibliography, index and appendix. The first chapter describes electoral system and law that was enforced in 1989. The second one analyzes political climate and political situation around elections to the Sejm and the Senate. The third chapter is also mostly analytical one. Author describes local communists apparatchiks' attitude towards political change. The fourth chapter shows the process of political leaders emergence from both sides of the political conflict. The fifth chapter describes personal features of candidates to the Sejm and the Senate. The sixth chapter shows election campaign. The seventh one shows election results. The eighth chapter describes political attitudes and behavior of citizens in Chojnice constituency. In the appendix readers may find results from constituency districts of Chojnice town, and Chojnice country. As a result of this study some unexpected conclusions emerged after empirical study, for example: one of the most prominent one is that citizens of People's Republic of Poland do not reject totally PUWP and its monopoly for power and authority; paradoxically candidates from "Solidarity" movement were not selected as democratically as candidates from PUWP ; deep differences in political attitudes in Chojnice constituency depended on the scale of people's religiousness and the tradition of political opposition in town, as well as on ethnic groups; the highest support for political change was among Kashubians, whereas the lowest in the groups called Krajniacy and Borowiacy.
This book proposes a theoretical-methodological approach to resocialization diagnosis from a positive perspective. The author presents theoretical assumptions of positive diagnosis in resocialization and creates its methodological model. Her starting point is the belief that a well-conducted diagnostic process, inherently linked with the process of resocialization, belongs to the most important factors which determine the effectiveness of the latter. Her standpoint is that both processes should be carried out within the same theoretical-methodological paradigm; she points out that diagnosis serves as the basis for planning resocialization activities, which are directly tied to its results. Moreover, diagnosis is further developed in the course of resocialization, while methods used are subject to modification during the whole process. In the conceptualisation of the area, scope and object of resocialization diagnosis, the author took into consideration assumptions which follow from: a) the concept of personality as a system of interdependencies, where individual development is treated as an unstable process, influenced by many contradictory internal and external forces; b) the idea of a dynamic "system of attitudes towards the world," which implies a psychological perspective on the subject of its interest, that is a human being in the process of self-development; c) the concept of resilience, which refers to the processes and mechanisms conducive to a proper (positive) functioning of an individual — despite life's adversities, risk factors, developmental hazards, and traumatic past experiences; and d) the concept of salutogenesis, which harks back to the transactional theory of stress. This view calls for an interdisciplinary approach to diagnosis in resocialization, which would encompass data from the field of psychology and social pedagogy, developmental psychology and health, special needs education and biosciences. From this perspective the object of resocialization diagnosis are multifarious conditions which determine the process of "shaping" the human being or, more specifically, problems in his or her development throughout the life cycle, including environmental, cultural and personal factors. In the positive approach to resocialization diagnosis proposed by the author, various categories of diagnostic description of an individual are important, such as multidimensionality (various areas of activity), continuity (development throughout the life cycle), orientation of individual development (prosocial, prodevelopmental vs. antisocial, destructive) and, most importantly, necessity to discover individual resources (potential). The proposed approach situates the diagnostic process in the paradigm of positive psychology and positive resocialization, basic to human cognition, which focus on autocreation and creative resocialization, at the same time pointing out the necessity to identify the unique potential of an individual (positive diagnosis). The book comprises two chapters. The first one presents the theoretical assumptions of resocialization diagnosis; the second chapter explains its methodological premises. The models presented by the author (so called complementary approach) assume the priority of positive diagnosis (focused on resources and potential) and a supplementary role of negative diagnosis (focused on deficits and disorders). Chapter One ("Positive and negative diagnosis in resocialization — general theoretical assumptions") comprises: a) a description of the main approaches in resocialization diagnosis — pathogenic and salutogenic — with their specific ways of explaining adaptive disorders; and b) a description of the major factors and problems in diagnosis for resocialization. On the whole, the author adopts the approach typical of salutogenesis to explain adaptive disorders. She also provides evidence that it is possible to implement the concepts of positive psychology in resocialization diagnosis. She presents resocialization models which refer to resilience and salutogenesis, using them as the theoretical foundation of positive diagnosis in resocialization: the risk model, the well being model and models which support development. As a result, she creates a complementary model of supporting development. In Chapter Two ("Positive and negative diagnosis in resocialization — narrowing down on the theoretical and methodological assumptions), the reader is introduced to the theoretical problems of social maladaptation and to the specific objects of positive and negative diagnosis. The author describes adaptive disorders in the context of basic markers, dimensions and mechanisms of human development on the one hand and developmental disorders on the other, focusing mainly on the cognitive mechanisms of development and psychopathology of developmental disorders (cognitive distortions). She analyses the environmental and sociocultural context of development and demonstrates a risk factor model and a protective factor model. It is against this background that she creates a complementary methodological model of resocialization diagnosis, in which positive diagnosis (salutogenic approach) is treated as primary, and negative diagnosis (pathogenic approach) as supplementary. A discussion of the model of resocialization diagnosis closes with remarks on the markers and characteristic features of a resocialization pedagogue's ethics of conduct — the teacher acting both as a diagnostician and a tutor who fosters the process of inner transformation of a socially maladapted individual.

In 1989 there were 108 electoral constituencies in Poland to the Sejm elections, and free election to the Senate were conducted in 49 provinces of Poland. Chojnice was a capital city of election constituency no. 14 to the Sejm and a part of election to the Senate conducted in Bydgoszcz Province. As over the time social issues are perceived through stereotypes and tend to be mythologized, it seems important to author to show such events and phenomena on firm basis. It is worth emphasizing that results from 1989 elections in local conditions are generally unknown. Poles do not know results in their local constituencies because nearly thirty years after the elections official results from local constituencies still have not been not published anywhere. Thus, this study is based on primary sources, newspapers from that time, literature of this particular issue. The analysis and synthesis is based on a number of theoretical perspectives: behaviorism to describe interaction between political actors – electoral system – party systems; political process and political change; Joseph Schumpeter's assumption that political competition is of fundamental importance for the democracy; Samuel Huntington's theory of third wave of democratization. All the data is analyzed in quantitative perspective. There is no hypothesis as the study is a descriptive and explanatory one. Its main goal is to highlight earlier unknown phenomena. This study is about local politics in a one-party state during the time of political change, so author refers to the politics on state level from that time. The most important questions refer to: continuity of activity of new social movement members from the time of the carnival of Chojnice "Solidarity" in the years 1980-1981 and their involvement in 1989; political negotiations and emergence of political leaders during that time; political will of citizens to take part in political change and their will to change the political system; attitudes of political actors from PUWP and "Solidarity"; individual nature of facts from that time taken under consideration from the perspective of local reality; attitudes of local regime members towards political change; results of elections in Chojnice constituency on 4th and 18th June 1989; differentiation of political behavior in Chojnice constituency; picture of society of that time; influence of cultural and ethnical identity as well as people's ties (mainly with Catholic Church) and roots on their political choices. Political behavior is one of the main category of this study. Author highlights not only electoral system but also describes process of political leaders' emergence on local scale. In this perspective election campaign is portrayed as a political fight between candidates of Citizen Committee of "Solidarity" and candidates of Polish United Worker's Party (PUWP) and its political satellites. As a matter of fact, author stresses the importance of category of the legitimization and shows that members of PUWP (in Poland known as PZPR) were not totally delegitimized by citizens in 1989 election in Chojnice constituency. In fact, PUWP was mostly legitimized by Poles in the northern part of Bydgoszcz Province during that election. The study consists of the following parts: introduction, 8 chapters, summary, bibliography, index and appendix. The first chapter describes electoral system and law that was enforced in 1989. The second one analyzes political climate and political situation around elections to the Sejm and the Senate. The third chapter is also mostly analytical one. Author describes local communists apparatchiks' attitude towards political change. The fourth chapter shows the process of political leaders emergence from both sides of the political conflict. The fifth chapter describes personal features of candidates to the Sejm and the Senate. The sixth chapter shows election campaign. The seventh one shows election results. The eighth chapter describes political attitudes and behavior of citizens in Chojnice constituency. In the appendix readers may find results from constituency districts of Chojnice town, and Chojnice country. As a result of this study some unexpected conclusions emerged after empirical study, for example: one of the most prominent one is that citizens of People's Republic of Poland do not reject totally PUWP and its monopoly for power and authority; paradoxically candidates from "Solidarity" movement were not selected as democratically as candidates from PUWP ; deep differences in political attitudes in Chojnice constituency depended on the scale of people's religiousness and the tradition of political opposition in town, as well as on ethnic groups; the highest support for political change was among Kashubians, whereas the lowest in the groups called Krajniacy and Borowiacy. ; Monografia powstała ona w wyniku analizy procesu wyborczego tzw. przełomu politycznego związanego z wyborami czerwcowymi 1989 r. Jest to studium zdarzeń i zjawisk z tamtego okresu, z okręgu wyborczego nr 14 Chojnice, który to okręg do Sejmu PRL obejmował w wyborach kontaktowych całą północną część województwa bydgoskiego i był jednym ze 108 takich okręgów w Polsce. W książce przedstawiono zarówno genezę decyzji politycznych stojących za wyborem przedterminowych wyborów w 1989 r. przez reżim komunistyczny, jak i między innymi proces wyłaniania liderów na listy wyborcze. Zaprezentowano postawy polityczne, kontekst społeczno-polityczny, stanowisko lokalnych struktur Polskiej Zjednoczonej Partii Robotniczej i jej działaczy wobec perspektywy głębokich przemian politycznych, które zapowiadały wybory czerwcowe, jak i też zaprezentowano reakcje powyborcze chojnickich komunistów. Dokonano także analizy porównawczej, według podstawowej jednostki jaką była gmina, ukazując zróżnicowanie postaw również w odniesieniu do przynależności etnograficznej wyborców w okręgu wyborczym nr 14. Analizie poddano także wybory do Senatu, koncentrując się na przebiegu kampanii, kandydatach oraz wynikach z terenu północnej części województwa bydgoskiego. Całość studium jest wynikiem analizy materiałów źródłowych - tj. dokumentów Państwowej Komisji Wyborczej, Rady Państwa oraz Komitetu Miejskiego PZPR w Chojnicach i Komitetu Gminnego PZPR w Chojnicach oraz relacji i wspomnień.
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. Po upadku komunizmu i zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na prawie każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie nuklearne, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem przesłonięte były rywalizacją Wschód – Zachód. Chodzi głównie o konfl ikty etniczno- -religijne, kulturowe i cywilizacyjne, w tym rozlewające się konfl ikty wewnętrzne w państwach słabych i upadłych, proliferację broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich. Ogromny wpływ na ład międzynarodowy i bezpieczeństwo miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa. Terroryzm uznany został za największe zagrożenie dla bezpieczeństwa, a ogłoszona przez prezydenta Busha walka z terroryzmem doprowadziła Stany Zjednoczone i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i w Afganistanie. O ile interwencję w Afganistanie i obalenie reżimu Talibów można uznać za swoiste prawo do samoobrony Stanów Zjednoczonych (a właściwie po uruchomieniu art. 5 traktatu waszyngtońskiego za sprawę całego NATO), bo Al-Kaida, która była organizatorem zamachów 11 września, za przyzwoleniem tego reżimu była na stałe zainstalowana w tym kraju, to już interwencja w Iraku miała wątpliwe podstawy prawne, a właściwie była ona jednostronną decyzją USA, podjętą mimo protestów połowy sojuszników NATO. To co nastąpiło potem, w ramach wojny z terroryzmem, przekształciło się w totalny chaos, przypominający wojnę domową, w Iraku obecnie wygasającą, w Afganistanie zaś, już w warunkach obecności tam Międzynarodowych Sił Wsparcia Bezpieczeństwa (ISAF), coraz bardziej nasilającą się. W ostatnich dwóch latach warunki bezpieczeństwa w Afganistanie, za które w praktyce, w ramach ISAF, odpowiedzialne jest NATO, gwałtownie się pogorszyły. Gwałtownie wzrosła liczba zamachów terrorystycznych, a talibowie odzyskują pozycje, kontrolując już prawie 40% obszaru Afganistanu. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju budzi ogromne zaniepokojenie przywódców państw natowskich oraz kierownictwa sojuszu. Staje się to również jednym z centralnych problemów nowej administracji waszyngtońskiej. Trwające już siedem lat i rosnące zaangażowanie NATO i sił koalicyjnych w Afganistanie, pionierskie w ramach misji out of area, mimo zaangażowania ok. 64 tysięcy żołnierzy, sprzętu i idących w miliardy dolarów kosztów operacji nie przynosi jak dotąd, oczekiwanych rezultatów. Dlatego też przygotowana i realizowana jest nowa strategia obecności USA i NATO w Afganistanie. Zaangażowanie NATO w Afganistanie często interpretowane jest jako swoisty test dla Sojuszu, jako wyraz rosnącej odpowiedzialności za bezpieczeństwo globalne, w tym za zwalczanie nowych zagrożeń, takich jak terroryzm, których eskalacja jest także ubocznym skutkiem globalizacji. Autor nie w pełni podziela te opinie, choć niewątpliwie obecność NATO w Afganistanie jest ważną i trudną próbą dla Sojuszu, w tym także dla Polski ze względu na rosnące zaangażowanie sił zbrojnych naszego kraju w tę operację. Sprawa udziału NATO jednak rzutuje na stan bezpieczeństwa międzynarodowego, eskaluje napięcia i budzi negatywne emocje cywilizacyjno-kulturowe, utrudnia walkę z terroryzmem, kładzie się cieniem na i tak niejasny obraz sytuacji na Bliskim i Środkowym Wschodzie. Na wiele spraw z zakresu bezpieczeństwa globalnego i regionalnego, w tym narodowego poszczególnych krajów (choćby USA), patrzy się przez pryzmat Afganistanu. ; When the cold war ended, after the collapse of communism and when fi nally the Soviet Union disintegrated, there was a widespread feeling through the world that at long last universal peace had descended on earth. The fear of war in which weapons of mass destruction would be used had vanished. Today's world is a vastly different place. It is a world of globalization, which has both good and bad sides. This inexorable process has extended the opportunities of worldwide interchange. But this same globalization process and associated technology have also brought major new threats and intensifi ed existing ones. The threats we face are seamless, running across the boundaries of defence, foreign affairs, domestic and social life. It has left nations and peoples ever more vulnerable to phenomena ranging from international crime and terrorism through to cyber-attacks, health pandemics, energy politics, resource shortages and fi nancial crisis. We are facing the problem of failed states, WMD proliferations, rough countries challenges. We all have to agree that it was a great impact of 9/11 terrorist hijackers and attacks on security. The perception of international security threats has changed. Terrorism has been recognized as the biggest threat for security. The war on terrorism, declared by George W. Bush, has engaged United States and almost the whole West in two wars: in Iraq and in Afghanistan. As far as Afghanistan case is concerned, one has to recognize the legitimacy of American intervention (as did the UN Security Council), as U.S. had the right to self-defence after Al-Qaeda attacks, operating from Afghan territory. In the case of intervention in Iraq there are far going doubts about its legitimacy. The result was not only the overthrow of both regimes, of Saddam Hussein in Iraq and Taliban in Afghanistan, but a real mess – if not a civil war – in Iraq. Today, after seven years, the security situation in Iraq has much improved, but in Afghanistan there is ongoing process of violence escalation. In the last years the conditions of security in Afghanistan, for keeping which responsible is ISAF (and practically NATO, being a core of ISAF), has dramatically deteriorated. The number of terrorist attacks has enormously increased and Taliban have regained the control over 40% of Afghan territory. The security situation in Afghanistan and NATO's responsibility for that is the reason of deep concern for both the leaders of NATO member states and Alliance itself. The new American administration has made the confl ict a policy priority. President Obama announced a new strategy for Afghanistan, including the decision to commit an additional 30 000 U.S. military forces to address the confl ict. NATO's engagement in Afghanistan is treated as a kind of test for Alliance and a confi rmation of NATO's rising responsibility for global security, opening new out of area alliance missions. It is also important for Poland, taking in consideration the rising number of Polish troops in Afghanistan. Many questions of global and regional [Middle East] security are treated in the framework of Afghanistan case. ; Многие считали, что после падения коммунизма и окончания холодной войны, мир входит в период стабилизации, мира и сотрудничества. Однако вскоре ока- залось, что в эпоху глобализации мир имеет разные обличия, в том числе нега- тивные, что отражается почти на каждой сфере жизни, в том числе и на безопас- ности. Хотя и уменьшилась ядерная угроза, но появились новые угрозы, а также усилились те, которые ранее, в связи с соперничеством Востока и Запада, на- ходились на втором плане. Главным образом здесь необходимо иметь ввиду эт- ническо-религиозные, культурные и цивилизационные конфликты, в том числе, внутренние конфликты в слабых и распавшихся государствах, распространение оружия массового уничтожения, опасные шаги диктаторских государств. Огромное влияние на международный порядок и безопасность оказали террористические акты 11 сентября 2001 года. Они полностью изменили вос- приятие угроз безопасности. Терроризм был признан самой большой угрозой безопасности, а провозглашенная президентом Бушем война с терроризмом вовлекла Соединённые Штаты и почти весь Запад в ведение двух войн: в Ира- ке и в Афганистане. Если интервенцию в Афганистане и свержение режима та- либов еще можно признать своеобразным правом на самозащиту Соединённых Штатов (а имея ввиду 5 статью Вашингтонского договора делом всего НАТО), поскольку Аль-Каида, ответственная за организацию терактов 11 сентября, с согласия режима талибов имела постоянные базы в этой стране, то интер- венция в Ираке имела очень слабые юридические основания и в действитель- ности она была односторонним решением США, принятым вопреки протестам половины союзников НАТО. То, что произошло в рамках войны с терроризмом, позже превратилось в тотальный хаос, приведший к ослабевающей гражданс- кой войне в Ираке, и усиливающейся войне в Афганистане, происходящей в ус- ловиях присутствия там Международных сил содействия безопасности (ISAF). В последние два года безопасность в Афганистане, за которую в действитель- ности в рамках ISAF, несет ответственность НАТО, сильно ухудшилась. Возрос- ло количество террористических актов, а талибы контролируют уже почти 40% территории Афганистана. Ситуация в Афганистане и ответственность НАТО за безопасность этой стра- ны, вызывает огромное беспокойство глав государств членов НАТО, руководс- тва союза, а также становиться одной из главных проблем новой вашингтон- ской администрации. Продолжающееся уже семь лет и растущее присутствие НАТО и коалиционных сил в Афганистане, не взирая на контингент численностью около 64 тысяч солдат, современную технику и исчисляющуюся в миллиар- дах долларов стоимость операции, пока не принесло ожидаемых результатов. В связи с чем, подготавливается и реализуется новая стратегия присутствия США и НАТО в Афганистане. Действия НАТО в Афганистане часто интерпретированы как своеобразный тест для союза, как проявление растущей ответственности за глобальную бе- зопасность, в том числе за борьбу с новыми угрозами, такими как терроризм, эскалация которого в какой-то степени является побочным следствием глоба- лизации. Автор не полностью разделяет такое мнение, хотя, несомненно, при- сутствие НАТО в Афганистане – это важное и тяжелое испытание для союза, в том числе также для Польши, ввиду возрастающего присутствия вооружён- ных сил Польши в этой операции. Вопрос участия в операции НАТО, хотим мы этого или нет, отражается на состоянии международной безопасности, вызыва- ет напряжения и отрицательные цивилизационно-культурные эмоции, затруд- няет борьбу с терроризмом, оказывает влияние на и так непростую ситуацию на Ближнем и Среднем Востоке. На многие вопросы в сфере глобальной и ре- гиональной безопасности, в том числе и национальной, отдельных стран (даже США), нужно смотреть сквозь призму Афганистана.
