The debate upon the waning of war encompasses nearly all the major cleavages of contemporary International Relations Theory. The goals of this article are threefold. Firstly, we will offer an extensive and articulated review of the literature, one which parts company with the most common reviews relying on such criteria as the level of analysis or the different approaches to the discipline. Secondly, we aim at enriching the contemporary debate, by taking into consideration some past and somehow more radical contributes, dating back to the European Civil War of the XX century. Finally, our last goal is highlighting some silences and distortions which contribute to hinder the debate upon the decline of war, while reflecting, at the same time, characteristic biases which the IR theory has not overcome yet. This paper traces Finer's intellectual development, including a short period of Marxism, a thorough reading of Pareto, & an intensive dialogue with comparative politics scholars in the US. He criticized the black box model of systems theory as well as the evolutionary bias in comparative development studies. While his early work concerned GB, his role in heading two departments of politics made him rethink a general political science curriculum. He pioneered the study of the lobby in Anonymous Empire (1958) & of the military in politics in The Man on Horseback (1962). In his retirement, he wrote A History of Government from Earliest Times, published posthumously in three volumes (1997), leaving valuable testimonies about methods & concepts. Only a true erudite, fascinated by all aspects of government, could have engaged in such a venture. Finer was a teacher sans pareil of both the professional & the layman interested in the ubiquity of government & politics. 32 References. Adapted from the source document.

During the last decade, political communication (particularly through TV) has become a key issue in Italian politics. It has been argued by politicians & observers that partisan bias in the broadcasts of the two major networks operating in the country has had a strong influence on the outcome of elections. This article presents evidence pertaining to this controversy collected in the course of the 2001 campaign. Analysis of archived data on TV programs shows that public network (Rai) & Mediaset channels differed in terms of the amount of "visibility" granted to the leaders of the two major electoral coalitions. Analysis of survey data from the archive of the Ispo Instit shows the existence of a fairly strong association between voting choices & viewing preferences for the various channels. In conclusion, the authors present alternative models of the linkages between selective exposure to different sources & political preferences. 6 Tables, 5 Figures, 28 References.
