Research at some stage involves recourse to the literature. Literature records are usually organized according to disciplines or subjects. Research interests that cut across subject lines, as do area studies, require an independent control of the literature. Thus the Arctic and Subarctic, though unique by nature, present by reason of their extent and diversity unusual problems in the organization and control of literature. An attempt to solve these problems is being made by the Arctic Institute of North America in its "Arctic Bibliography." The history and purpose of this project, its financing, staffing, procedures with their inherent difficulties, and results are outlined below, together with some byproducts of the main effort. Research and planning in their arctic phases during World War II were constantly hampered by dearth of information, lack of ready access to it, and at times by uncertainty as to whether data required were obscurely recorded or non-existent. Most of the founders of the Arctic Institute had been in such predicament during their war service and one of the first efforts of the Institute was to provide a key to the existing literature covering its area of interest. Groundwork and financing of the project took a year's time. Its directors were drawn from the scientific community, armed services, and library world, as well as the Institute itself. Project personnel began compilation in the summer 1947; "Arctic Bibliography" began publication with three volumes in 1953, and continues to the present, volume 11 being in press and 12 in compilation. The series is designed as a permanent reference work, especially for use in research remote from the great libraries and special information centres. The early volumes are retrospective; the later ones are current and appear at about yearly intervals for use when the high-frequency listings in card or throw-away form from a variety of sources have served the immediate need and are falling into desuetude. The volumes have low maintenance cost, mere shelf room; they are easy to use, very handy for the individual scientist; and the nominal price per volume from the U.S. Government Printing Office puts them within the reach of all. .

. This Project was set up in June 1947, as a three-year program to produce a comprehensive bibliography of Arctic research publications. It has a Directing Committee of leading scientists and librarians of United States and Canada, in touch with current research programs of private and governmental agencies, several themselves with field experience in the North. The Committee determines policies in the preparation of the Bibliography and its members act in an advisory capacity to the Project staff in the various scientific fields represented in the literature. The staff comprises a Director, three research analysts, all experienced librarians, and three assistants at the Project headquarters, also several contributing analysts. This staff includes specialists in the principal foreign languages, Scandinavian, Russian, German and French, experienced in the principal sciences, zoology, botany, geology, meteorology, oceanography, etc., and familiar with the collections of the principal libraries of the United States, Canada and Europe. The Project headquarters is in Washington, in space generously made available by the Library of Congress. The Project is financed by the U.S. Office of Naval Research, the U.S. Department of the Army and by the Canadian Government. It is sponsored by, and its funds are administered by, the Arctic Institute of North America. The scope of the bibliography is broad geographically, covering Alaska, northern Canada (and Labrador), Greenland, Svalbard, northern Scandinavia and U.S.S.R. and Kamchatka, the Arctic Seas and Straits and the North Polar Basin. In subject matter the range is also wide, including geography, geology, geophysics, meteorology, oceanography, botany, zoology, anthropology, medicine, administration and government. The Project in fact, includes the various disciplines which are our avenues of approach to an understanding of the arctic world, its physical features, indigenous life, and its resources in terms of our civilization, and not least the discipline by which we may utilize these resources and adapt ourselves to the conditions of the Arctic. . For a project so broad in scope the literature is obviously immense; in so limited a time some selection is necessary. The Directing Committee and Project Staff in consultation, decided to place primary emphasis on publications giving the explorers' and scientists' own record of their work in the area of interest, results of expeditions and investigations as produced by their members; then emphasis on government reports, then on discussions in publications of learned societies and scientific institutions devoted to arctic work, and so on. The Bibliography is designed to contain as much of the original records of arctic research and exploration as may be analysed and indexed in three years' time. .

To compile a bibliography, it is a prerequisite that one be a lover of books. It is hoped that this paper will be of assistance to those in need and secondarily, that it might possibly open the world of the bibliophile to many others and give Brooklyn a little competition. Atomic energy is a fascinating field for the bibliographer; the surface has yet to be scratched. The work presented is divided into seven sections: I. Atomic Energy Legislation, 1946-1958. II. Sources.The goal of this compilation has been to assemble as much introductory and guidance material on the topic of atomic energy and the law as was feasible considering the limitation of space. Choice and selectivity has been quite arbitrary. The enormity of material in the field is overpowering. Emphasis has been given to legislation, regulations, radiation and the medical aspects of the problem as it arises.
