Zbog intenziviranja poljoprivredne proizvodnje i napuštanja rubnih pojaseva poljoprivrednih područja diljem Europe bioraznolikost stalno opada. Da bi se smanjio negativan utjecaj intenzivne poljoprivredne proizvodnje, u Zajedničku poljoprivrednu politiku Europske Unije uvrštene su agrookolišne mjere kao dio Programa ruralnog razvoja. Jedna od mjera za povećanje bioraznolikosti jest i uspostava cvjetnih pojaseva koji bi trebali osigurati veću brojnost korisnih kukaca (oprašivača, predatora i parazitoida) i time povećati bioraznolikost. Cilj istraživanja, koje je provedeno tijekom 2014. i 2015. na četiri lokaliteta, jest vizualnim pregledima utvrditi posjećivanje oprašivača i ostale entomofaune na implementirane cvjetne pojaseve i usporediti njihovu brojnost s brojnošću na tipičnom poljoprivrednom krajoliku. Rezultati istraživanja pokazuju da na implementiranim cvjetnim tracima unutar obradivih površina zasijanih poljoprivrednim kulturama ima znatno veći broj oprašivača kao i ostale faune u odnosu na kontrolne površine. Utvrđene su i razlike u brojnosti oprašivača na cvjetnim tracima s obzirom na godinu njihove uspostave. ; Due to the intensification of agricultural production and abandonment of the field margins across Europe biodiversity is steadily decreasing. To minimize the negative impact of intensive agricultural production, within the Common Agricultural Policy of the European Union, agri-environment measures as part of the Rural Development Programme are established. One of the measures to increase biodiversity is the establishment of flower strips, which should provide greater numbers of beneficial insects (pollinators, predators and parasitoids) and thereby increase biodiversity. The aim of this research, which was conducted during 2014 and 2015 at four locations, is by the visual inspections determine the number of visiting pollinators and other beneficial insects on implemented floral strips and compare their number with a typical agricultural landscape. The results show that the implemented flower strips within arable crops have significantly increased the number of pollinators and other fauna in relation to the control plots. Differences between floral strips in numbers of pollinators were determined according to a year of establishment.
On its road to ED membership Serbia faces numerous challenges. Among important ones are how to solve the problems of environmental protection & sustainable management of natural resources. After defining sustainable development & its postulates, the author gives an overview of natural resources, this including land, water, air, as well as biodiversity, discussing their inter-dependence. She points to the relatedness between cultural & natural resources for sustainable development giving the "Derdap" National Park as an example. In the author's opinion, a very effective instrument for coping with these challenges is international co-operation in the field of sustainable use of natural & cultural-historical resources, from global connections & worldwide actions, to regional interconnections & co-operation including cross-border co-operation of neighboring countries in this area. Alohtona fauna parazita slatkovodnih vrsta riba nije detaljno istražena u Republici Hrvatskoj unatoč dugoj povijesti unosa i prijenosa stranih vrsta riba u kopnene vode. Negativne posljedice za proizvodnju u akvakulturi i divlje vrste riba često su povezivane s unosom alohtonih vrsta parazita. Stoga ovaj članak nastoji izložiti povijesni pregled lokacija, vremenskih perioda i načina unosa alohtonih vrsta parazita riba u kopnene vode i time sastaviti listu vrsta. Ukupno, 16 alohtonih vrsta parazita zabilježeni su u kopnenim vodama Republike Hrvatske, a ribnjačarstva i ribogojilišta su utvrđena kao početne točke njihovog unosa. Međutim, postoji malo objavljenih podataka o ukupnoj prevalenciji infekcija, kao i ekonomskom utjecaju na akvakulturnu proizvodnju. Osim toga, ograničene informacije su dostupne o prisutnosti i potencijalnom ekološkom utjecaju egzotičnih parazita na autohtone vrste, posebno na endemsku ihtiofaunu u područjima visoke biološke raznolikosti, poput vodenih tijela Jadranskog slijeva. Stoga, postoji žurna i nužna potreba za multidisciplinarni pristup u suradnji između različitih dionika, uključujući državne institucije i znanstvene institucije u biološkoj, poljoprivrednoj i u veterinarskoj disciplini te sektora proizvodnje, s ciljem opsežnih istraživanja kako bi se utvrdio potencijalni utjecaj na proizvodnju akvakulture te autohtone populacije riba visoke konzervacijske vrijednosti. ; Non-indigenous parasite fauna of freshwater fish has not been studied extensively in Croatia, despite the long history of introductions and translocations of alien fish species into inland waters. Negative implications for aquaculture production and wild native fish species have been frequently associated with the introduction of non-native parasite species. Hence, the present paper attempts to lay out a historical overview of the suspected localities, time frames and pathways of introduction for non-indigenous fish parasites into inland waters of Croatia, therefore producing a list of species. In total, 16 non-native fish parasites have been recorded in inland waters of Croatia, aquaculture establishments being identified as initial points of introduction. However, a paucity of information exists on the overall prevalence of infection as well as the economic impact on aquaculture production. In addition, limited information is available about the presence and potential ecological impact of non-indigenous parasites on endemic fish fauna in areas of high biodiversity, such as the water bodies of the Adriatic Sea Basin. Therefore, there is an urgent need and opportunity for multidisciplinary cooperation between different stakeholders, including government, scientists, in both biological and veterinary disciplines, and the industry, with the aim of extensive surveys to determine the potential impact on aquaculture production and wild fish population of high conservation value.
Klimatske promjene su jedan od najvećih izazova za postizanje ciljeva održivog razvoja. Formiranje odgovarajućih institucionalnih okvira za upravljanje klimatskim promjenama, koji uključuju i koordiniraju brojne interese i aktivnosti različitih aktera, razina i sektora, problem je i za zemlje jugoistočne Europe. Bosna i Hercegovina (BiH), Hrvatska, Slovenija i Srbija imaju značajne prirodne resurse koji su bili ugroženi proteklih godina zbog prirodnih katastrofa, što je utjecalo i na sektor šumarstva. Cilj rada je proučiti institucionalne okvire u šumarstvu i zaštiti prirode, kao i stavove ispitanika o kompetencijama relevantnih institucija i organizacija, identificirati potrebe za poboljšanjem postojećeg okvira i ocijeniti njihove interese i utjecaje u procesu upravljanja klimatskim promjenama. Prikupljanje podataka provedeno je korištenjem intervjua, u razdoblju od studenog 2016. do travnja 2017. godine. Protokol za intervju sastojao se od 22 pitanja podijeljenih u pet skupina. U svrhu ovoga rada analizirani su odgovori na pitanja u vezi s institucionalnim okvirima za upravljanje klimatskim promjenama u šumarstvu i zaštiti prirode. Uzorak je činilo 29 ispitanika (Federacija BiH-8, Hrvatska-6, Slovenija-5, Srbija-10), odnosno predstavnika javnih uprava i javnih službi u šumarstvu i zaštiti prirode, poduzeća i ustanova za gospodarenje državnim šumama i upravljanje zaštićenim područjima, obrazovnih i istraživačkih organizacija te organizacija civilnog sektora. Ispitanici su odabrani probnim uzorkovanjem (uzorak na bazi vrijednosnog suda). Ispitanici su bili predstavnici institucija i organizacija na nacionalnoj razini upravljanja u šumarstvu i zaštiti prirode, koji su izravno ili neizravno povezani s problematikom klimatskih promjena u odabranim oblastima. O postojećim institucionalnim okvirima, 52,4% ispitanika nema pozitivno mišljenje, a 85,7% se zalaže za njihovo unapređenje, u smislu poboljšanja suradnje i koordinacije između različitih sektora, institucija i organizacija. Značajne su razlike u procjeni interesa i utjecaja institucija i organizacija u upravljanju klimatskim promjenama među ispitanicima iz Slovenije i Hrvatske, kao i onima iz Federacije BiH i Srbije. Ispitanici iz područja zaštite prirode procjenjuju da je interes veći u odnosu na predstavnike šumarskog sektora (ispitanici iz područja zaštite prirode smatraju da je interes "veoma visok" – prosječna ocjena 4,6, a iz sektora šumarstva da je "visok" – prosječna ocjena 4,1). Potrebna su daljnja istraživanja o suradnji i koordinaciji svih sudionika na različitim razinama upravljanja, kao i drugih elemenata koji, uz institucionalne okvire, dovode do stvaranja odgovornog sustava upravljanja klimatskim promjenama i rješavanja različitih izazova klimatskih promjena. ; Global environmental and ecological problems such as climate change and other related issues (e.g. biodiversity losses) do not recognize state boundaries. Therefore, intentions to address these problems require a multi-actor, multi-sector and multilevel approach. The concept that enables joint effort against these problems implies an active participation of all stakeholders, establishes the rules for shared responsibilities and strives to make efficient and effective procedures for addressing these issues is known as "governance" (Mutabdžija, 2012).Climate change and occurance of extreme events are presenting a threat to the natural resources, exposing the vulnerabilities of current resource governance regimes, including also forestry and nature conservation. The occurance of extreme events in last several years thretened the natural resources and impacted the forestry sector in all four selected countries of Southeast Europe (Bosnia and Herzegovina, Croatia, Serbia, and Slovenia). This has provided a further arguments for understanding the institutional framework for climate change governance in forestry and nature conservation as important element in dealing with uncertanties posed by the climate change challenges on natural resources.Hence, the aim of the paper is to examine the institutional frameworks of forestry and nature conservation, as well as the attitudes of respondents about the competences of the relevant institutions and organizations, to identify the need to improve the existing framework and to evaluate their interests and impacts in climate change governance.In this research were used individual, structured interviews as a research technique in collecting the primary data. The questionnaire consisted of 22 questions, divided into 5 groups. For the purposes of this paper, responses to questions related to institutional frameworks for climate change governance in forestry and nature conservation are analyzed. The sample consisted of 29 representatives (Federation of Bosnia and Herzegovina – 8, Croatia – 6, Serbia – 10, Slovenia – 5) from public administrations and services in forestry and nature conservation, enterprises and organization for forest and protected area management, educational and research organizations, and non-governmental organizations. The respondents were selected by judgemental sampling. Current institutional framework for climate change governance comprises of various institutions and organizations in all analyzed countries (Table 1). In selected countries, there is a clear division of responsibilities between public administration institutions in forestry and nature conservation (these institutions are directly or indirectly are related to forestry). There is a number of common primary objectives within the given competencies common to the same organizational category (Table 2), in all four countries. Despite current institutional and organizational variaty and competency alignment between different institutions and organizations, there is a need for further improvement of institutional framework for climate change governance through cooperation and coordination, accross different sectors, institutions and organizations, as stated by the respondents attittudes (Table 3 and 4). Respondents attitudes towards the interest and influence of institutions/organizations on climate change governance are mostly showing a visible interest but indicating challenges in providing suitable inflluence (Table 5). Also, visible discrepancy in assessment of the interest and influence of institutions and organizations on climate change governance is between the respondents from Slovenia and Croatia at one side and respondents from Federation of Bosnia and Herzegovina and Serbia at the other side, indicates differences in inclusion of climate change challenges accross different competency levels. Regardless of the category of institutions and organizations, the respondents recognized the importance of the investigated issues and they assessed its interest as "high" and "very high" (Table 6).Further development of suitable institutional frameworks for climate change governance in forestry and nature conservation needs additional attention especially in the field of multilevel coordination between different actors and their activities, as well as the acknowledgment of potentially significant influence forestry sector might have in climate change governance.
RIJEČ UREDNIŠTVAZa tematiku i aktualnost ove rubrike Šumarskoga lista očito nije potrebno brinuti. Naime, svako malo mediji nam prenose vijesti o novim nesporazumima pa i sukobima šumarske struke i amaterskih udruga, koje si umišljaju da sve znaju o šumarstvu. Interesantno, primjerice u kirurgiju se ne petljaju! Tako ovih dana u Glasu Istre čitamo: Nastavlja se fajt oko Motovunske šume – Tartufari uzvraćaju udarac: Hrvatske šume ponašaju se kao feudalac! Šire o tome pisat ćemo na temelju egzaktnih podataka u jednoj od rubrika sljedećeg dvobroja Šumarskoga lista. Ovdje ćemo komentirati Zakon i ulogu Hrvatskih šuma d.o.o.Feudalizam je oblik društvenog odnosa koji je prevladavao u srednjem i dijelu novoga vijeka, ukinut 1848. godine, a feudalac je vlasnik zemljišta za kojega drugi rade. Da li su Hrvatske šume d.o.o. vlasnik zemljišta-šume i da li odgovaraju tome kriteriju? Za odgovor na ovo pitanje pozivamo se ponajprije na zakon, u ovome slučaju Zakon o šumama, koji u članku 2. (1) kaže: Šume i šumska zemljišta dobra su od interesa za Republiku Hrvatsku te imaju njezinu osobnu zaštitu, a u istom članku (3) Vlada Republike Hrvatske upravlja šumama i šumskim zemljištem u interesu Republike Hrvatske, prema u daljnjem tekstu navedenim načelima. Članak 3. (1) navodi: Šume i šumska zemljišta specifično su šumsko bogatstvo te s općekorisnim i gospodarskim funkcijama šuma uvjetuju poseban način planiranja, gospodarenja i korištenja na načelu održivog gospodarenja šumama. (2) Održivo gospodarenje šumama znači korištenje šuma i šumskog zemljišta na način, i u mjeri, koja održava njihovu bioraznolikost, produktivnost, kapacitet za regeneraciju, vitalnost i potencijal da trenutačno i ubuduće ispune odgovarajuće ekološke, gospodarske i društvene funkcije na lokalnoj, nacionalnoj i globalnoj razini te koja ne uzrokuje štetu drugim ekosustavima. Po tome načelu potrajnosti, hrvatskim šumama šumarska struka gospodari već više od 250 godina. Uz gospodarske funkcije šuma (proizvodnju drvnih sortimenata, proizvodnju šumskog reprodukcijskog materijala i proizvodnju nedrvnih šumskih proizvoda), treba imati na umu da ona osigurava i njene općekorisne funkcije navedene u članku 4. (1) do (9). Dakle, u gospodarenju s tim najsloženijim ekosustavom nema mjesta amaterizmu i interesnim skupinama! Žalosno je i nelogično, ali istinito, da je politika koja treba strogo zagovarati Zakon, češćesklonija njima nego struci. Imajući u vidu prethodno rečeno o šumi kao specifičnom šumskom bogatstvu, logično je da operativno njima može upravljati i gospodariti specifična pravna osoba koja posjeduje potrebnu infrastrukturu, opremu i posebice visoko stručne kadrove. Kada je riječ o visokostručnim kadrovima opetovano ističemo, kako se još u 19. stoljeću odlučilo da šumama trebaju upravljati i gospodariti fakultetski obrazovani stručnjaci, pa ističemo da je i šumarska fakultetska nastava u Hrvatskoj uspostavljena već 20. listopada 1898. godine. Stoga je logično da upravljanje i gospodarenje šumama Vlada Republike Hrvatske povjerava javnom šumoposjedniku Hrvatske šume d.o.o. čiji je osnivač. Članak 44. (1) propisuje: Javni šumoposjednik i Ustanova (kada se radi o zaštićenim šumama) dužni su osigurati zaštitu šuma i šumskih zemljišta u vlasništvu Republike Hrvatske od protupravnog prisvajanja, korištenja i drugih protupravnih radnji te provoditi šumski red. Iz svega je razvidno da je sve zakonom propisano i da su Hrvatske šume d. o. o. provoditelj Zakona o šumama, a nikako feudalac. No, kada raspravljamo o stanju u našoj Državi, počevši od društvenih odnosa, gospodarstva, pa sve do prevelikog uvoza "svega i svačega", svima su "puna usta" Pravne države, naravno samo kada to njima ide u prilog, a briga ih za opći interes.Uredništvo ; EDITORIALWe should never be concerned about the themes and topicality of this column of Forestry Journal. Every now and then the media reports on the latest misunderstandings and even conflicts between the forestry profession and amateur associations which imagine that they know everything about forestry. Interestingly, they never meddle in surgery, for example. The Voice of Istria recently wrote: The battle of the Motovun Forest continues - Truffle hunting people strike back: The company Croatian Forests Ltd behaves like a feudal lord! This topic will be dealt with more extensively on the basis of exact data in one of the columns of the next double issue of Forestry Journal.Feudalism is a form of social system that prevailed in the Middle and part of the New Age and was abolished in 1848. A feudal lord was a land owner who had other people working for him. Is the company Croatian Forests Ltd the owner of the land - forest and does it match these criteria? To answer these questions we should first consult the law, in this case the Forest Law. Article 2 (1) of the said Law states: Forests and forest land are natural goods of interest to the Republic of Croatia and enjoy its particular protection. In the same article (3) it is stated that the Government of the Republic of Croatia manages forests and forest land in the interest of the Republic of Croatia according to the principles listed further on. Article 3 (1) states: Forests and forest land constitute specific forest wealth and together with non-market and market forest functions dictate a particular manner of planning, management and usage according to the principles of sustainable forest management. (2) Sustainable management of forests means using forests and forest land in the manner and to the extent to which it maintains its biodiversity, productivity, regeneration capacity, vitality and potential to, now and in the future, fulfil the relevant ecological, economic and social functions locally, nationally and globally without inflicting harm to other ecosystems. The Croatian forestry profession has applied the principle of sustainability to Croatian forests for over 250 years. In addition to commercial forest functions (production of wood assortments, production of forest reproductive material and production of non-wood forest products), we should bear in mind that it also ensures its non-market functions listed in article 4 (1) to (9). Therefore, management of this most complex ecosystem excludes amateurism and interest groups! Sadly and illogically, but true, politics which should strictly enforce the Law, is more often inclined to them than to the profession. In view of what was said above about the forest as specific forest wealth, it is logical that it should operatively be managed by a specific legal entity which has the necessary infrastructure, equipment and highly skilled personnel in particular. As for highly skilled personnel, we repeatedly point out that it was decided no later than 19th century that forests should be managed by academically educated experts. Furthermore, the university forestry education in Croatia was established as early as 20th October 1898. It is logical, therefore, that the Government of the Republic of Croatia entrusted the company Croatian Forests Ltd, a public forest owner which it founded, with forest planning and management. Article 44 (1) states: The public forest owner and Institution (in case of protected forests) are obliged by law to ensure the protection of forests and forest land owned by the Republic of Croatia from unlawful appropriation, use and other illegal activities, as well as enforce the forest order. Clearly, everything is regulated by law: hence, the company Croatian Forests Ltd is the law enforcer and by no means a feudal lord. Yet, when we discuss the situation in our State, starting from social relations, economy and excessive import of "anything and everything", we all swear by the legal State, but only when it is in our favour, while public interest is of no concern whatsoever.Editorial Board
RIJEČ UREDNIŠTVAPriprema se novi Zakon o šumama, prema kojemu, nadamo se, neće biti opetovanog smanjivanja postotka naknade za općekorisne funkcije šuma. U vrijeme kada nam priroda daje kataklizmičke odgovore za našu nebrigu o njoj, a najveći svjetski zagađivači ne pristaju na njenu zaštitu, šumarskoj struci se već po običaju "sječe grana" na kojoj, ne samo šumari, nego svi sjedimo. Sve više čuju se i glasovi koji sugeriraju izdvajanje priobalnog područja iz dosadašnjeg načina upravljanja, no bez jasne kompenzacijske financijske podloge. Ne opamećuje nas niti rekordan broj požara i potreba saniranja šteta upravo na tome području.S motrišta Hrvatskoga šumarskog društva koje objedinjuje hrvatsku šumarsku znanost, obrazovanje i praksu, ponajprije sa žaljenjem zaključujemo da resorni ministar do danas nije našao vremena za razgovor s njegovim predstavnicima. Bilo to nekome drago ili ne, moramo reći da je to, uz ostalo, i pokazatelj kakav status ima šumarstvo unutar resornog ministarstva. Željno smo očekivali pozitivne promjene nakon gotovo petogodišnjeg zastranjivanja u vođenju šumarske struke i zanemarivanja pojedinih načela potrajnog gospodarenja šumskim resursima, o čemu smo argumentirano pisali. Svakako, Vlada RH između ostalog, mora odlučiti očekuje li i dalje od šumarstva klasičnu "dobit" za državni proračun, ili gospodarenje šumama po načelu potrajnog gospodarenja, gdje se dobit ne mjeri novčanicama, nego optimalnim pomlađivanjem, maksimalnim prirastom, poželjnom bioraznolikošću, prirodnošću i stabilnošću, što naposljetku osigurava očuvanje, a istovremeno i sve benefite šumskog ekosustava. Nismo primijetili ni promjene glede netržišnog gospodarenja, dapače neki i dalje zahtijevaju osiguranje dobave drvnim sortimentima zajamčenim ugovorima, a ne tržišnim nadmetanjem.Da li se nešto radi na proklamiranom restrukturiranju i decentralizaciji Hrvatskih šuma d.o.o., nije nam poznato. Svakako, vidimo da nema vidljivog utjecaja na tu temu nikakav poziv na raspravu, kao primjerice tekst bivšeg ministra Tarnaja, objavljen u Šumarskome listu 3-4/2017. Svakako promjene i građenje novog ustroja, trebalo bi krenuti od poprilično zanemarenih revira i revirnika, neposrednih i najodgovornijih čimbenika gospodarenja šumama, a ne od vrha, koji neprestano buja. Sve to zahtijeva širu stručnu i društvenu raspravu na državnoj razini, ponajprije neovisnih znalaca/stručnjaka, a ne predstavnika raznih interesnih skupina i nedovoljno educiranih političara. Te rasprave nema, bez obzira na činjenicu da se radi o gotovo polovici kopnene površine Hrvatske i šumi koja je prema Ustavu resurs od posebnog interesa za Republiku Hrvatsku. Problemi svakodnevno niču od stručnih – saniranja šteta od ledoloma u Gorskome kotaru, sušenja jasena, šteta od hrastove stjenice, potkornjaka, pošumljavanja opožarenih površina, privatnih šuma, šteta uzrokovanih klimatskim promjenama, do zapošljavanja mladih, kadroviranja pa i političkog nepotizma. Sve probleme u stanju smo uspješno riješiti, jer imamo stručnog i infrastrukturnog potencijala kao malo koja struka, ali uz eliminiranje kadrova koji su struku doveli u današnju situaciju, a koji su se očito unaprijed ugovorima dobro zaštitili. No, nažalost šumarstvo je struka gdje se pogreške u gospodarenju vide tek nakon više godina, kada je "kasno plakati", pa se mnogima čini da je trenutno sa šumarstvom sve u redu. Uredništvo ; EDITORIALPreparations are under way to formulate the new Forest Law, which will, hopefully, eliminate the continual decrease in the fee for non-market forest functions. At the time at which Nature responds with cataclysmic consequences to our indifference towards it and major global polluters refuse to protect it, the branch on which not only foresters but all of us are sitting is again being cut off. There are increased requests to exclude the coastal region from the current management policy, but at the same time no clear compensational financial bases are provided. Not even the record number of fires and the need to recover the damage in these very areas have brought us to our senses.From the aspect of the Croatian Forestry Association, which unifies the Croatian forestry science, education and practice, we can only ascertain with regret that the relevant minister has not yet found time to discuss these hot issues with its representatives. Whether we like it nor not, it should be said that this is, among other things, one more indicator of the status of forestry within the relevant ministry. We had eagerly awaited positive changes after an almost five-year period of a misguided attitude to the forestry profession and the negligence towards the principles of sustainable management of forest resources, which we have already discussed in our Journal. Definitely, the Croatian government should decide, among other things, whether it expects classical "profit" for the state budget from forestry or whether it supports forest management according to the principles of sustainable management. In the latter, profit is not measured by banknotes but by optimal regeneration, maximal increment, desirable biodiversity, naturalness and stability, all of which ensures the preservation of the forest ecosystem and of its multiple benefits. We have not seen any changes in the attitude towards non-market economy, either; on the contrary, some continue to demand the acquisition of wood assortments through guaranteed contracts rather than through market competition.We do not know if anything is being done regarding the proclaimed restructuring and decentralisation of the company Croatian Forests Ltd. What we do see is that no invitation to a debate on the subject has had any effect, such as the text of the former minister Tarnaj, published in Forestry Journal 1-4/2017. In order to develop a new system it is necessary to start from the relatively neglected forest districts and district rangers, the most direct and responsible factors in forest management, rather than at the top management, which is constantly expanding in numbers. This requires a broader professional and social debate at the state level with the participation of independent experts/professionals and not representatives of different interest groups and insufficiently educated politicians. However, such a debate is missing, even though this issue concerns almost half of the land area of Croatia and the forest which the Constitution describes as a resource of particular interest for the Republic of Croatia. There are problems on a daily basis, including the recovery of the damage from ice break in Gorski Kotar, ash dieback, damage from the oak lace bug, bark beetles, reforestation of burnt areas, private forests, damage caused by climate change, employment of the young, personnel policy and political nepotism. We are capable of solving all these problems successfully because we have professional and infrastructural potential that very few professions can boast, but we should primarily eliminate the cadres who have reduced the profession to a current unenviable situation and who have protected themselves with contracts well in advance. Unfortunately, forestry is a profession in which mistakes in the management come to light only after several years, when it is too late to "cry over spilt milk". This is the reason that many erroneously believe that forestry is currently in a good shape. Editorial Board
RIJEČ UREDNIŠTVA Nova promjena u vezi s plaćanjima naknade za općekorisne funkcije šuma, tretirane kao parafiskalni namet, potiče nas da opetovano progovorimo o tom problemu. Na Poduzetničkom portalu čitamo: Premda se službeno zovu "neporezna davanja" u javnosti se već uvriježio termin "parafiskalni nameti", a popisan je 161 parafiskalni namet, koji kažu naciji oduzima oko 2,5 % BDP-a. Detaljnije pak pojašnjenje prema definiciji Ministarstva financija kaže: "parafiskalni nameti su sva propisana obvezna neporezna davanja koja plaćaju poduzeća središnjim tijelima državne uprave, jedinicama lokalne i područne (regionalne) samouprave ili drugim tijelima s javnim ovlastima, ako pri tome: platitelj ne dobiva za uzvrat neku uslugu, dobro ili pravo .". Ako je tome tako zbog čega se onda naknada za općekorisne funkcije šuma tretira kao parafiskalni namet? Naime, u ovome slučaju nesporno je da platitelj dobiva za uzvrat uslugu, dobro ili pravo. To bi trebalo biti svima jasno ako samo pogledaju Zakon o šumama, gdje su navedene općekorisne funkcije šuma kako slijedi: 1. zaštita tla, prometnica i drugih objekata od erozije, bujica i poplava; 2. utjecaj na vodni režim i kvalitetu voda; 3. utjecaj na plodnost tla i poljodjelsku proizvodnju; 4. utjecaj na klimu i ublažavanje posljedica klimatskih promjena; 5. zaštita i unapređenje čovjekova okoliša; 6. stvaranje kisika, ponor ugljika i pročišćavanje atmosfere; 7. rekreativna, turistička i zdravstvena funkcija; 8. stvaranje povoljnih uvjeta za divljač i ostalu faunu te 9. povećan utjecaj zaštitnih šuma i šuma posebne namjene na bioraznolikost. U pojedinim funkcijama imaju korist samo neki, a u nekima svi. Naknada za općekorisne funkcije šuma prvotno je iznosila 0,07 % od ukupnoga godišnjeg prihoda, 2010. godine pada na 0,0525 %, a potom 2012. godine na 0,0265 % da bi 2018. godine bili oslobođeni plaćanja oni koji ostvaruju ukupni prihod manji od 3 milijuna kn godišnje. Sada se oslobađaju plaćanja oni s ukupnim godišnjim prihodom manjim od 7,5 milijuna kn, a postotak pada na 0,024. Da bi nam bilo jasnije, izračunajmo koliko je to novaca godišnje – na 3 milijuna kn to je bilo 795,00 kn/god., a na 7,5 milijuna kn to je 1.800,00 kn/god. (velik novac !?). Sagledavajući kronologiju smanjenja naknade za općekorisne funkcije šume i histeriju koja vlada oko parafiskalnih nameta, ne bi nas iznenadilo da obnašatelji vlasti nakon parlamentarnih izbora potpuno ukinu ovaj po nama potreban ekološki progresivni porez. Nažalost, ne bi bilo prvi puta da se radi populizma povlače potezi koji nisu dobri ni za državu ni za društvo. Od glavnih gospodarskih djelatnosti: 1. proizvodnje drvnih šumskih proizvoda, 2. proizvodnje šumskog reprodukcijskog materijala i 3. proizvodnje nedrvnih šumskih proizvoda, očekuje se i dobit koja se uplaćuje u državni proračun. Sve to unatoč netržišnom poslovanju u prometu tim proizvodima i nužnim potrebama pravodobnog i sveobuhvatnog rada na uzgojnim i zaštitarskim radovima u šumskom ekosustavu koji se često "preskače", kako bi dobit bila čim veća. Više puta ukazivali smo da u šumarstvu nema dobiti, ako vratimo šumi ono što smo joj uzeli, a da bi ona bila u optimumu, ili slikovito rečeno "vječna". O svakoj od devet navedenih općekorisnih funkcija često smo govorili, potkrijepivši naše riječi istraživačkim rezultatima. Brojke su impresivne i najbolje se pamte. Govoreći, zbog manjka prostora u rubrici, primjerice samo o njenoj hidrološkoj funkciji, rečeno je kako niti jedan vegetacijski oblik ne utječe tako djelotvorno na vodu kao šuma - ona uravnotežuje raspored vode u prostoru, ravnomjerno opskrbljuje vodotoke i ublažava pojavu visokih vodnih valova, utječe na čistoću vode i broj izvorišta. Procjeđivanjem vode kroz živo i rahlo šumsko tlo, ona u podzemne tokove ulazi pitka. Ako uzmemo u obračun prosječnu godišnju količinu oborina u Hrvatskoj od 1200 mm i površinu šuma od samo 2 milijuna ha (ona je veća) računa se da iz šume istječe oko 13 milijardi tona pitke vode. Tko dobiva tu uslugu – svi uključivši i platitelja! Ovako bi mogli i o ostalim općekorisnim funkcijama. E sada, neki kažu pisano je već o svemu tome i rečeno na mnogim šumarskim skupovima, ali mi šumari govorimo sami sebi – a mi pitamo kolegice i kolege: servirani su vam podaci u ovoj rubrici i drugim tekstovima – zašto to ne širite među poznanike, a oni politički angažirani šumarski stručnjaci među kolege političare na lokalnoj, regionalnoj pa i državnoj razini? Uredništvo ; EDITORIAL A new change referring to the payment of non-market forest function fees, regarded as a parafiscal tax, urges us to again discuss this problem. We read on the Entrepreneurial Portal: Although officially called "non-tax benefits", the term "parafiscal levies" has already become commonplace in the public, and 161 parafiscal levies have been listed, which is believed to take away about 2.5 % of the GDP from the nation. A more detailed explanation according to the definition of the Ministry of Finance states: "parafiscal levies are all prescribed mandatory non-tax benefits paid by companies to central state administrative bodies, local and regional self-government units or other bodies with public authority, if the payer does not receive a service, goods or right in return .". If so, then why is the non-market forest function fee treated as a parafiscal levy? In this case it is indisputable that the payer receives a service, goods or right in return. It should be clear to everyone who reads the Forest Act and where the non-market forest functions are listed as follows: 1. protection of soil, roads and other facilities from erosion, torrents and floods; 2. impact on water regime and water quality; 3. impact on soil fertility and agricultural production; 4. impact on climate and mitigation of climate change; 5. protection and improvement of the human environment; 6. oxygen generation, carbon sink and atmospheric purification; 7. recreation, tourist and health function; 8. creation of favourable conditions for wildlife and other fauna, and 9: increased impact of protective forests and special purpose forests on biodiversity. Some of the functions provide benefits only for some individuals, while other functions provide benefits for all. The non-market forest function fee initially amounted to 0.07 % of the total annual income, in 2010 it dropped to 0,0525 %, and then in 2012 to 0.0265 %, whereas in 2018 all those who generated total income less than 3 million kuna annually were exempt from payment. Now all these with a total annual income of less than 7.5 million kuna are exempt from payment, and the percentage has dropped to 0.024. To make it clearer, let us calculate how much money it is per year - at 3 million kuna it was 795.00 kuna/year, and at 7.5 million kuna it was 1,800.00 kuna / year (what an amount!). In view of the chronology of the reduction of the non-market forest function fee and the hysteria surrounding parafiscal levies, it would not at all surprise us if, after the parliamentary elections, the government completely abolishes this, in our view, necessary and environmentally progressive tax. Regrettably, it would not be the first time that populism takes steps that are not good either for the state or for the society. The main economic activities, including 1. production of wood forest products, 2. production of forest reproductive material and 3. production of non-wood forest products, are expected to generate income which is paid into the state budget. All this despite non-market business moves in the trade of these products and the necessary need for timely and comprehensive work on silvicultural and protection operations in the forest ecosystem, which are often "skipped" in order to maximize profit. We have repeatedly pointed out that there is no profit in forestry if we return to the forest what we have taken from it so as to leave it in the optimal state, or figuratively speaking, so as to make it "eternal". We have often discussed every one of the nine non-market functions listed above, corroborating our words with research results. The numbers are impressive and are easy to remember. Due to limited space in the column, let us only take the hydrological function; no vegetation form affects water as effectively as a forest - it balances the distribution of water in space, evenly supplies watercourses and mitigates high water waves, and affects water purity and the number of water springs. Water filtered through live and friable forest soil reaches ground courses as potable water. If we take into account the average annual rainfall in Croatia of 1200 mm and the forest area of only 2 million ha (it is larger), it is calculated that about 13 billion tons of drinking water flows from the forest. Who receives this service? Everyone, including the payer! We could continue in the same way with other non-market forest functions. Some would say, these issues have been treated at a number of forestry conferences, but we foresters speak for ourselves - and we ask our colleagues: you have been served information in this column and in other articles - why do not you spread it among your acquaintances, and why those politically active forestry experts do not raise these issues among their fellow politicians at the local, regional and even state level? RIJEČ UREDNIŠTVANegativna medijska kampanja usmjerena protiv šumara, a posebice na predstavnike trgovačkog društva Hrvatske šume d.o.o., traje neprestano već nekoliko godina, a intenzivnije unatrag dvije godine. Sve je eskaliralo nedavno aferom s vjetroelektranom Krš-Pađene. Mediji su se brže-bolje natjecali tko će više oblatiti pojedinačne i kolektivne vinovnike događaja. Temeljem paušalnih analiza zamjeralo se Hrvatskim šumama svašta, od privremenog neplaćanja šumskog doprinosa gradovima i općinama (u vrijeme kompletnog zastoja države uvjetovanog epidemijom koronavirusa ta namjenska sredstva ionako nitko nije mogao trošiti na izgradnju i održavanje šumskih cesta) do pripreme podizanja kredita za likvidnost tvrtke, koja je u sklopu pomoći pristala na produljenje roka plaćanja drvne industrije za isporučenu sirovinu sa 60 na 100 dana od dana izdavanja računa za sve isporuke od početka 2020. godine. Primjedbe na korištenje valjda najpoznatijega parafiskalnog nameta u Hrvata za usluge općekorisnih funkcija šuma ne treba ni spominjati, jer nema bitnijeg poduzetnika ili bilo kojeg političara koji u cilju pomoći gospodarstvu ne spomene smanjenje ili ukidanje toga. Laicima nije ni poznato da su Hrvatske šume svojim kriznim planom u potpunosti izbacile ovaj način financiranja gospodarenja šumama za 2020. godinu. U vrijeme korona krize to su vjerojatno bili najispravniji poslovni potezi u cilju sačuvanja vlastite zaposlenosti, zaposlenosti kupaca i dobavljača, kao i likvidnosti tvrtke. Koga to zanima kad čitatelje zanimaju negativne vijesti i afere. Većini njih također nije poznato da se šumarstvo uvijek u kriznim vremenima pobrinulo samo za sebe, ali i za druge koje je nosilo na svojim plećima. U svim krizama šumarstvo je pomagalo drvnoj industriji, pa i otpisivalo dugove u raznim državama i uređenjima koji su vladali na našem prostoru, ali i snosilo posljedice objektivnih i subjektivnih poslovnih rizika aktera u drvnom sektoru.Moć objavljenih tekstova na mrežnim stranicama i društvenim mrežama je velika. U kratkom vremenu dopire do velikog broja čitatelja. Većina tekstova objavljuju se kao bombastični naslovi i podnaslovi. Čitanjem sadržaja tek upućenijem čitatelju je jasno što ne odgovara istini. Obično se prema kraju članka sadržaj ublažava, ali to pročitaju najuporniji čitatelji, dok im u percepciji ostaju negativne informacije iz naslova i s početka teksta. Na društvenim mrežama javljaju se mnogi od pojedinaca do udruga, a dosta njih i anonimno te pisanjem svojih komentara stvaraju negativno ozračje o šumarskoj struci. Čitajući brojne napise stječe se dojam da su šumari jedan od većih problema Lijepe naše.Bolji poznavatelji prilika priznat će da je šumarstvo uz poljoprivredu nositelj opstanka preostalih ruralnih krajeva. Šumarstvo koje je najzastupljenije u ruralnim i manje razvijenim područjima osigurava egzistenciju zaposlenicima Hrvatskih šuma, zaposlenicima brojnih izvoditelja radova u šumarstvu te tvrtki i obrta u drvnom sektoru, posredno svima koji prodaju svoje proizvode drvnim tvrtkama, a čuvar je najvećeg dijela ekološke mreže Republike Hrvatske. Kroz zaštitu šuma i šumskih zemljišta od požara na krškom području važna je karika sačuvanja bioraznolikosti države, ali i kulise koja pomaže hrvatskoj grani gospodarstva od posebnog interesa – turizmu. U vrijeme Domovinskog rata šumarstvo je umjesto države gradilo i ceste kako bi povezalo dijelove Republike Hrvatske, gdje su nekada stanovnici putovali preko susjednih do matične države.U dragoj nam Hrvatskoj domovini danas postoji osam nacionalnih parkova i 11 parkova prirode u kojima je većina temeljnih fenomena šuma. Zaštita prirode u biti je sačuvana područja preuzela na upravljanje od šumara. Da se na tim područjima nije gospodarilo uz šumarske postulate i s ekološkim obzirom, ne bi se danas dičili s parkovima kao što su Plitvička jezera, Risnjak, Sjeverni Velebit ili Mljet. U krškom dijelu Hrvatske, gdje se nalazi većina zaštićenih parkova, nikad nije nestalo šume upravo zbog dva i pol stoljetnog gospodarenja s njom. Današnje generacije se ne sjećaju izgleda šuma u prijašnjim razdobljima. Većina najvrjednijih šuma hrasta lužnjaka posječena je kompletno između 1820-ih i 1920-ih godina. Danas stasaju nove generacije tih uzgojenih šuma koje su u biti proizvod hrvatskih šumara. Nakon Drugoga svjetskog rata sjeklo se količinski skoro kao i danas, jer nije bilo drugih resursa pa se država obnavljala i dolazila do potrebnih financijskih sredstava. Uz sve to zahvaljujući mudrosti i radu više generacija šumara, današnja je pokrivenost države pod šumama 44 posto, a sa šumskim zemljištima i 49 posto. Nažalost, većina javnosti ne može shvatiti pojam vječnih šuma koje nisu stalno u istoj dobi, jer jednako kao i druga bića imaju svoje razvojne stadije. Njihova vječnost se proteže kroz slijed generacija šume. Sječa starih zrelih šumskih sastojina preduvjet je nove generacija šume kojoj se svi iskreni šumari najviše vesele, jer je uspješno napravljena smjena generacija i sačuvana opstojnost šume na istoj površini. Taj prijelaz je u nizinskim šumama vidljiviji, no postoje i gorske šume na kojima se tako očiti prijelaz ne vidi, pa to i promatračima manje upada u oko.Neupućeni ili zlonamjerni ne znaju ili zaboravljaju na desetljetne pritiske ponajprije na državno šumarstvo radi pogodovanja pojedincima i tvrtkama u cilju podizanja nekad više maslinika i vinograda, a danas više gradnji vjetroelektrana i pašarenja na obraslim i neobraslim šumskim zemljištima. Hrvatski šumari baštine pojam potrajnog gospodarenja, pojma danas poznatijeg kao održivo gospodarenja, kojim su se borili da se površine pod šumom ne smanjuju. Tako, ako se u funkciji razvoja kojemu se nitko pametan neće protiviti ako je održiv i racionalan, negdje i krče šume radi prenamjene odobrene prostornim planom, smanjena površina pod šumama se nadoknađuje podizanjem nove šume na drugom mjestu. Koliko god se državno šumarstvo najčešće smatralo kočničarem razvoja, ono je zapravo bilo branitelj zakonskog djelovanja, dok su često pa i danas neki investitori, ali i državne institucije, vršili pritisak ubrzavajući proceduru u svoju korist bez pravne podloge. Hrvatske šume d.o.o. sa svim svojim prednostima i manama samo su dio slike koju danas imamo u Republici Hrvatskoj. Način kadroviranja i upravljanja jednak je kao i u ostalim javnim poduzećima i trgovačkim društvima u većinskom državnom vlasništvu. Kao u svakoj struci postoje previdi i pogreške, ali postulati hrvatskoga šumarstva su isprobani i dokazani kroz više od 250 godina. Današnje manje kvalitetne izvedbe u pojedinim šumama posljedica su raznih faktora i ne razlikuju se od pogrešaka koje se u svim djelatnostima događaju (zar se djelomično pogrešno ne obavi operacija, sagradi zgrada ili sastavi stroj?). Čak i u recentnom slučaju s vjetroelektranom Krš-Pađene Hrvatske šume d.o.o. pozitivno su odradile svoju zadaću naplatom duga investitoru za služnost ') INSERT INTO slTekst VALUES('202002290',2,'HR','u iznosu prema pravilniku važećem u vremenu pokretanja investicije. Hrvatske šume većinom su u svom djelovanju između čekića i nakovnja, s jedne strane pritisak korisnika drvne sirovine za što većom sječom i proizvedenom i plasiranom količinom ili korisnika prostora preko služnosti ili zakupa, a s druge strane sve veći pritisak za zaštitom staništa i jedinki što usložnjava i poskupljuje proizvodnju.Resorno ministarstvo, koje osim što je krajem 2011. godine prvi put nakon 1919. godine ispustilo u svom imenu naziv šumarstva, uz taj simbolički čin postalo je maćeha vlastitom čedu, budući resorni ministar/ministrica kao jednočlana skupština trgovačkog društva Hrvatske šume d.o.o. svojim nalozima prema upravi toga Društva djeluju u korist svih aspiranata na sve vrste proizvoda i usluga iz šume i šumskoga zemljišta. Tako se najvrjedniji trupci prodaju po dogovornim cijenama, koje već dugi niz godina nisu usklađene s tržišnim, čak ni s manje razvijenim susjednim zemljama, ogrjevno drvo i drvni ostaci se prodaju po dugogodišnjim ugovorima, bez obzira na promjene tržišnih uvjeta, a neobraslo šumsko zemljište, čak i tartufi, moraju se prepustiti svakome tko zaželi, čak i ako se ne pridržava zakonske regulative.Hrvatsko šumarsko društvo učestalo ističe politizaciju cijeloga sustava kao jedan od najvećih problema našega društva. Politike mijenjaju kompletne Uprave društva, garnirane s većom ili manjom kvotom uhljeba, svake četiri godine, a ponekad i u kraćim terminima. Tako postavljena vodstva dužna su provoditi naloge te iste politike, pa bile one i protuzakonite. Na taj se način tvrtke, kao u našem slučaju Hrvatske šume d.o.o., povlače po medijima kao kriminalne organizacije, ili se čak protiv njih organiziraju javni prosvjedi. Kako se pritom osjećaju zaposlenici, naše kolege koji s ljubavlju i odgovorno obavljaju svoj posao, možemo naslutiti?Prateći sva zbivanja postoji bojazan da se ne priprema teren kako bi se državne šume dale u koncesiju nakon što se trgovačko društvo Hrvatske šume proglase nesposobnim za upravljanje. Na brojnim primjerima poznato je kako koncesije uglavnom donose samo eksploataciju bez ulaganja u šume. Većina europskih država bogatih šumama imaju jake svoje državne tvrtke za gospodarenje državnim šumama i čuvari su tih šuma, ali i prostora kao i života na njima.Svrha ovoga teksta nije obrana bilo koga unaprijed, jer o nečijoj nevinosti i krivnji odlučivat će institucije kojima je to posao. U državi gdje se vode mnoge besplodne rasprave, koje se većinom tiču prošlosti, treba početi racionalnije sagledavati sadašnjost i ne povoditi se za huškačkom histerijom. Potrebno je popuštati okove politike i prepuštati struci da radi ono što najbolje zna, a to je u šumarstvu gospodarenje šumama i šumskim zemljištima. Uredništvo ; EDITORIALThe negative media campaign directed against foresters, and particularly against the representatives of the company Croatian Forests Ltd, has been going on for several years and has gained in intensity in the past two years. It all escalated recently with the scandal concerning the wind power plant Krš-Pađene. The media rushed to smear individual and collective entities involved in the event. Based on impromptu analyses the company Croatian Forests was criticised for all kinds of things, including temporary non-payment of forest contributions to cities and municipalities (at the time when the state was at a complete standstill due to the coronavirus epidemics these earmarked funds could not be spent on the construction and maintenance of forest roads anyway), as well as raising a loan to boost the company's liquidity. Namely, the company agreed to extend the payment period of the wood industry for the delivered raw material from 60 to 100 days from the date of issuing the invoice for all deliveries from the beginning of the year 2020. Let us not even mention all those remarks on the use of probably the most well-known parafiscal levy in Croatia related to non-market forest functions. There is not one entrepreneur or politician who has not requested the reduction or abolition of this levy as a way of helping the economy. Lay people are not even aware of the fact that the crisis plan of Croatian Forests envisages complete elimination of this form of financing forest management for 2020. At the time of the coronavirus crisis these are probably the best business moves aimed at preserving employment in the company, employment of the customers and suppliers, as well as the company's liquidity. But who wants to read about this when negative news and scandals are much more interesting? Most people do not know either that at times of crises forestry has always taken care not only of itself but also of others dependent on it. In all crises forestry has helped the wood industry, written off debts of various states and political systems reigning in these areas, but also borne the consequences of objective and subjective business risks of those working in the wood sector.The power of the texts published on websites and social networks is enormous. They reach large numbers of readers in a very short time. The majority of the published texts feature bombastic headlines and sub headlines. Only when the whole text is read does it transpire what is the truth and what is not. Usually the content of an article is softened towards the end, but the whole article is read only by the most persevering reader, while the majority retain only the negative information from the headlines and the beginning of the text. Social networks are full of individuals and associations whose comments, often anonymous, create a negative image of the forestry profession. All these comments give an impression that foresters are one of the biggest problems of Our Beautiful Homeland.Those better acquainted with the situation realize that forestry and agriculture are the pillars of survival in the remaining rural areas. Forestry, which is most represented in rural and less developed areas, provides a livelihood for employees of Croatian Forests, employees of numerous contractors in forestry and companies and crafts in the wood sector, and indirectly of all those who sell their products to wood companies. Forestry also guards and cares about the largest part of the ecological network in the Republic of Croatia. By protecting forests and forestland from fires in karst areas it forms an important link in the conservation of biodiversity in the state, but also creates a setting which helps the Croatian economic branch of particular interest - tourism. During the Homeland War it was forestry professionals who constructed roads needed to connect parts of the Republic of Croatia at the time when residents had to travel through neighbouring countries in order to reach their home country.In our beloved homeland there are eight national parks and eleven nature parks in which forests constitute the basic phenomena. Basically, nature conservation has taken over the preserved areas for management from foresters. If these areas had not been managed according to forestry postulates and ecological considerations, we would not be able to boast of parks such as Plitvice Lakes, Risnjak, North Velebit and Mljet. In the karst part of Croatia, where the majority of protected parks are located, forests have never disappeared thanks to two and a half century long forest management. Present day generations do not know what forests looked like in earlier periods. The majority of the most valuable forests of pedunculate oak were completely cut down between the 1820s and 1920s. Today we witness the growth of new generations of managed forests, which are essentially the product of Croatian foresters. After World War Two the quantities of forests that were cut down almost equalled present day quantities because there were no other resources and the state needed the necessary financial means for rebuilding and renovation. Moreover, thanks to the wisdom and hard work of several generations of foresters, the present forest cover in Croatia amounts to 44 percent and forestland to 49 percent. Regrettably, most people do not comprehend the concept of eternal forests, which are not always of the same age, because just like other beings they have their development stages. Their eternity extends through generations of forests. Cutting down old, mature forest stands opens the door to a new generation of a forest, and all foresters rejoice in it because it testifies to a successful change of generations and the survival of the forest in the same area. This transition is visible in lowland forests, but there are also mountain forests in which such an obvious transition is not striking, so it is less noticeable to observers.Those less well informed or malicious do not know about or close their eyes to decades of pressures on the state forestry. These pressures are aimed at enabling individuals and companies to receive different benefits: in the past it was olive groves and vineyards, today it is the construction of wind power stations and grazing in vegetation-covered or bare forest areas. Croatian foresters staunchly adhere to the concept of sustainable management, under which they fight against reducing forested areas. Thus, if forests are sometimes cut down for conversion purposes as regulated by spatial plans, reduced forested areas are immediately replaced with new forests in another place. Although state forestry has often been thought as a hindrance to development, it has in fact defended lawful activities in circumstances in which some investors, as well as state institutions, have exerted pressure by speeding up the procedure in their favour without any legal basis. Personnel recruitment and management is the same as in other public companies and state-owned companies. Just like in any other profession, there are omissions and mistakes, but one things is always the same: the postulates of Croatian forestry have been tested and verified for over 250 years. Present-day activities of lesser quality in some forests are the consequence of various factors and they do not differ from mistakes taking place in all other professional spheres (is not it true that sometimes a surgical operation may go wrong, or a building can be poorly constructed or a piece of machinery badly assembled?). Even in the most recent case of the Krš-Pađene wind power station, Croatian Forests Ltd have done their homework well by collecting the debt to the investor for easement in the amount according to the regulations valid at the time of starting the investment. In most of its activities Croatian Forests Ltd are between the hammer and the anvil: on the one hand, there is constant pressure by users of wood resources for more felling and more produced and sold quantities, and on the other, there is growing pressure to protect habitats and species, which all makes production more complex and more expensive. The relevant ministry, in addition to dropping the word forestry from its name at the end of 2011 for the first time after 1919, has also become an evil stepmother to its own child, since the line minister, as a one-member assembly of the company Croatian Forests Ltd, by his/her orders to the Company management acts to benefit all aspirants to receive all kinds of products and services from forests and forestland. Thus, the most valuable logs are sold at negotiated prices which have for years been out of touch with market conditions, fuel wood and wood residues are sold under long-term contracts regardless of changed market conditions, and bare forest land, and even truffles, must be given over to anyone who wants them, even if legal regulations are not complied with. The Croatian Forestry Association frequently points out that politicization of the entire system is one of the biggest problems of our society. Entire company managements are changed by politics every four or fewer years and nepotism is an inherent part of the system. Managements installed by politics in this way are forced to carry out the orders of the same policies, even if they are illegal. This is how companies, in our case Croatian Forests Ltd, are dragged through the media as criminal organisations; even public protests are organized against them. Can we even guess how the employees, our colleagues who do their jobs responsibly and lovingly, feel?All these events raise fears of the terrain being prepared for giving state forests for concession after the company Croatian Forests is declared incapable of forest management. There are many examples of concessions generating exploitation of forests without any investments in them. The majority of European countries with abundant forest areas have strong state companies which manage and guard state forests, their areas and the life in them.This text does not aim to defend anybody in advance: someone's innocence or guilt will be decided on by relevant institutions. In the state in which fruitless debates about the past are held, it is time to turn to the present in a more rational manner and not succumb to harangues and hysteria. Politics should loosen its grip and leave it to the profession to do what it knows best: in the case of forestry, it is the management of forests and forestland.Editorial Board
