Can post-truth thinking be rational? Der libertäre Paternalismus (LP) genießt in Politik, Wissenschaft und Öffentlichkeit eine große Popularität, die er insbesondere zwei Merkmalen verdankt: Erstens stützt sich der LP auf verhaltensökonomische Ergebnisse, die zeigen, dass individuelle Entscheidungen oft nicht der neoklassischen Rationalitätskonzeption entsprechen, sodass Individuen durch sogenanntes Nudging zu besseren, ihren wahren Präferenzen entsprechenden Entscheidungen verholfen werden könne. Zweites ist damit der Anspruch verbunden, das Wohlergehen der Individuen, wie sie selbst es verstehen, zu erhöhen. Dieser Beitrag zeigt anhand einer dogmengeschichtlichen Analyse der zentralen, dem LP zugrunde liegenden Begriffe Präferenz, Nutzen, Rationalität und Wohlergehen, dass der LP diesen Anspruch nicht einlösen kann. Eine detaillierte begriffliche Analyse ist deshalb geboten, weil diese Konzepte in der Ökonomik immer wieder für Missverständnisse sorgen. Eine theoriegeschichtlich informierte Untersuchung wiederum ist notwendig, da diese Konfusion insbesondere auf der Tatsache beruht, dass der Gehalt dieser Begriffe sich im Laufe der Zeit gravierend verändert hat und sich die verschiedenen Bedeutungen heute z. T. wechselseitig überlagern. ; The libertarian Paternalism (LP) enjoys great popularity in politics, science and public life, which is mainly due to two characteristics: Firstly, it is based on behavioural economic research insights, which show that individual decisions often do not follow the neoclassical conception of rationality. This means that individuals can be influenced by the so called "nudging" to make decisions which are more in line with their real preferences. Secondly, it is associated with the aspiration to increase what individuals see as their own well-being. This essay shows on the basis of a dogma-historical analysis of the central, underlying concepts of LP (i.e. preference, use, rationality and well-being), that LP cannot achieve this commitment. A detailed conceptual analysis is required as these concepts often cause misunderstandings in economics. An analysis based on historical and theoretical background is necessary because this confusion particularly stems from the fact that the meaning of those concepts has seriously changed over time so that different meanings overlap partially.
Dieses Discussion Paper präsentiert eine Literaturstudie zum Thema Leistungsanreize und Leistungsverhalten, die im Kontext des Forschungsprojektes Leistungspolitik im internationalen Vergleich am WZB entstanden ist. Die Literaturstudie verfolgt zwei Ziele. Zum ersten werden Theorien und Forschungsansätze der Ökonomie, der Psychologie und der Soziologie verglichen. Zum zweiten wird untersucht, welche Rolle die Forschungsdisziplinen kulturellen Faktoren im Hinblick auf das Leistungsverhalten und die Gestaltung von Leistungsanreizen einräumen. Vergleichend diskutiert werden vor allem die Agency-Theorie der Personalökonomie, die Bounded Rationality-Ansätze der Verhaltensökonomie, die Motivationstheorien der Organisationspsychologie sowie die arbeitssoziologischen Theorien der social compromises at the workplace, der betrieblichen Sozialordnungen und betrieblichen Arbeitskulturen. Ein Konsens der Disziplinen ist nicht abzusehen. Interessanterweise gibt es aber ähnliche Anstöße im Hinblick auf zukünftige Forschungsfragen. Sowohl die Verhaltensökonomie als auch die Organisationspsychologie und die Arbeitssoziologie betonen die Bedeutung des Framings von Leistungsanreizen, der Generierung von Vertrauen, der Schaffung von Legitimität sowie von Schlüsselereignissen wie etwa Krisen, Entlassungswellen, Restrukturierungsprozessen etc. Sie können zu virtuous circles oder auch zu Misstrauensspiralen führen. Der kulturelle Kontext beeinflusst die Entwicklung, wird aber durch die betriebsinternen Prozesse verstärkt, modifiziert oder auch gebrochen. Das legt die Entwicklung von prozessorientierten Forschungsansätzen nahe. ; This Discussion Paper presents a literature review about performance incentives and workplace behaviour, which was prepared in the context of the research project Performance Management Policies. An International Comparison. The literature review has two main goals. The first goal is to compare and discuss the different theoretical perspectives from economics, psychology and sociology. The second goal is to compare the three disciplines regarding their understanding of culture and the importance of cultural factors for the analysis of workplace behavior and performance incentives. The comparison includes personnel economics and agency theory, behavioral economics and their bounded rationality concepts, psychological theories of motivation, and sociological theories of social compromises at the workplace, workplace social orders and workplace cultures. The perspectives and theoretical concepts of all three disciplines differ strongly. There are, however, in all three disciplines similar impulses for future research questions. Behavioral economics, organizational psychology and sociology of work emphasize the importance of the framing of performance incentives, of trust and legitimacy at the workplace, and of crucial events like crises, redundancies and restructuring processes. They can initiate virtuous circles or self-reinforcing spirals of distrust. The cultural context of the workplaces influences the developments. Its impact can be reinforced, modified but also broken by company-internal processes. This suggests developing process-oriented research approaches.
Die Umstellung auf Erneuerbare Energien birgt eine Vielzahl an Herausforderungen. Diese Arbeit widmet sich ausgewählten Fragestellungen mit den zwei Themenschwerpunkten: • Unternehmerisches Investitionsverhalten bei Biogasanlagen und • Verträge für die Rohstoffversorgung von Biogasanlagen Unternehmerisches Investitionsverhalten bei Biogasanlagen: In Deutschland ist geplant, den Anteil erneuerbarer Energien zu erhöhen. In diesem Zusammenhang ist es von großer Bedeutung, das Entscheidungsverhalten von Landwirten in Bezug auf Investitionen in Bioenergieanlagen und die Wirkung von Investitionsförderungsmaßnahmen zu verstehen. Deswegen haben wir im Rahmen einer Befragung landwirtschaftliche Betriebsleiter mit einer hypothetischen Investition in eine Biogasanlage konfrontiert. Die Untersuchung bestätigt, dass Landwirte höchst unterschiedliche Investitionsschwellen aufweisen. Die Investitionsentscheidung wird maßgeblich von den Kapitalkosten und der individuellen Risikoeinschätzung des Entscheiders beeinflusst. Hier untersuchte Nachhaltigkeitsaspekte und nicht-monetäre Unternehmerziele spielen dagegen nur eine untergeordnete Rolle. Allerdings kommt der begrenzten Rationalität eine bedeutende Rolle zu. So schlägt sich beispielsweise eine Investitionszulage nur zu rund der Hälfte des Betrages in einer gestiegenen Investitions¬bereitschaft nieder, wie gemäß normativen Prognosemodellen zu erwarten wäre. Darüber hinaus zeigen die Landwirte, die zuvor in Biogasanlagen investiert haben geringere Investitionsschwellen und stärkere Reaktionen auf die Investitionszulage. Diese Befunde sind bedeutsam für die Politikfolgenabschätzung hinsichtlich des weiteren Ausbaus der Erneuerbaren Energien. Verträge für die Rohstoffversorgung von Biogasanlagen: Für einen nachhaltigen Ausbau von Energie aus Biogasanlagen ist die Versorgung mit Substraten notwendig, die vielfach über entsprechende Lieferverträge geregelt wird. Nach Wissen der Autoren liegen bislang keine quantitativen Untersuchungen zur Analyse des Auswahlverhaltens von Landwirten in Bezug auf Lieferverträge für diese Anlagen vor. Daher sind Aussagen bezüglich einer zielführenden Ausgestaltung dieser Verträge nur eingeschränkt möglich. Wir haben deshalb im Rahmen einer Befragung von 178 deutschen Landwirten verschiedene Faktoren untersucht, die für den Abschluss von Substratlieferverträgen relevant sein könnten. Dazu wurde ein Choice Experiment durchgeführt. Durch die systematische Variation von Vertragsmerkmalen wird der jeweilige Einfluss auf die Wahrscheinlichkeit eines Vertragsabschlusses bestimmt. Es wird deutlich, dass die befragten Landwirte Verträge mit anderen Landwirten oder einem Bioenergiedorf gegenüber außerlandwirtschaftlichen Investoren bevorzugen. Weiterhin sinkt die Wahrscheinlichkeit eines Vertragsabschlusses mit zunehmender Laufzeit. Demgegenüber wird ein Vertrag durch einen höheren Verkaufspreis für die Betriebsleiter attraktiver. Die Untersuchung der Befragtenmerkmale zeigt, dass die Höhe der Prämie für ein zusätzliches Jahr Vertragslaufzeit von der individuellen Wertschätzung der unternehmerischen Freiheit des jeweiligen Betriebsleiters abhängig ist. Es ist nicht festzustellen, dass risikoaverse Landwirte tendenziell Verträge mit festen Preisen gegenüber Verträgen mit Preisgleitklauseln bevorzugen. Zudem zeigen sich keine großen Unterschiede im Auswahlverhalten von Landwirten, die einen Substratliefervertrag abgeschlossen haben, und Landwirten ohne diese Erfahrung. In Bezug auf den Ausbau der erneuerbaren Energien, sind diese Ergebnisse für eine zielführende Ausgestaltung von Lieferverträgen bedeutsam. ; The conversion to renewable energy sources contains a number of challenges. This work focuses on selected questions from the two subject areas: • Entrepreneurial investment behavior concerning biogas plants and • Contracts for the supply of raw materials for biogas plants Entrepreneurial investment behavior concerning biogas plants: The German government is planning to increase the share of renewable energy sources. In this context, it is important to understand the decision-making behaviour of farmers regarding investments in renewable energy systems that generate energy from biomass and farmers' reactions to investment-support measures. To study this behaviour, we conduct a survey and confront farmers with a hypothetical opportunity to invest in a biogas plant. Our findings reveal that farmers have heterogeneous investment thresholds. Their investment decisions are mainly driven by capital costs and the subjective perception of the risk resulting from the investment. Other decision parameters like sustainability and non-monetary objectives that are also examined in this study, play only minor roles. However, bounded rationality is an important factor. Moreover, the influence of an investment subsidy was analysed. Only about half of the amount of the subsidy as expected according to normative forecast models is reflected in an increased willingness to invest. Furthermore, farmers who have previously invested in bioenergy plants show lower investment thresholds and have stronger reactions to the subsidy. Regarding the expansion of renewable energies these findings are meaningful for policy impact analysis. Contracts for the supply of raw materials for biogas plants: For a sustainable development of energy production in biogas plants, the continuous supply with substrates is essential, which is often arranged by corresponding supply contracts. To the authors' knowledge, there have not been carried out any quantitative investigations of farmers' choices with regard to supply contracts for biogas plants. Thus, it has been only possible to a limited extent to make predictions for a targeted design of supply contracts. We therefore investigated different factors, which might be relevant for the conclusion of substrate supply contracts, by conducting a survey with 178 German farmers. The survey included a choice experiment, in which participants were confronted with different contract attributes (features). These attributes were varied systematically and thus revealed the influence of each individual feature on the probability of contract conclusion. It becomes clear that the farmers interviewed prefer to conclude contracts with other farmers or with a bioenergy village to non-agricultural investors. The probability of contract conclusion decreases with an increasing lifetime of the contract. However, a contract with a higher sales price is more attractive for the farmers. The investigation of the characteristics of respondents shows that the amount of the premium for one additional year of contractual lifetime depends on the individual valuation of the entrepreneurial freedom of the respective farm manager. It cannot be established that risk-averse farmers tend to prefer contracts with fixed prices over contracts with price adjustment clauses. In addition, there are no great differences in the choice behaviour of farmers who have signed a substrate supply contract and farmers without this experience. Regarding the expansion of renewable energies, these findings are meaningful for a target-aimed design of supply contracts.
Im fachdidaktischen Diskurs gilt Mündigkeit als ein ebenso konsensfähiges wie interpretationsbedürftiges Leitziel sozialwissenschaftlicher Bildung. Verstanden wird darunter vor allem die Fähigkeit zu eigenständig begründetem politischen Urteilen und Handeln, was die Fähigkeit der sozialen Perspektivübernahme wie der Reflexion handlungsleitender Emotionen mit einschließt. Vor diesem Hintergrund fragt der Beitrag nach den Potenzialen performativer Vollzüge von Perspektivwechseln beim Einsatz handlungsorientierter Methoden im Politikunterricht. Fokussiert wird dabei auf die Bedeutung von Ambiguitätserfahrungen und leibgebundenen Emotionen, die im Sinne des umrissenen Mündigkeitsverständnisses einer Reflexion bedürfen. Unter Rückgriff auf das theaterpädagogische Konzept der Differenzerfahrung des "Dazwischenstehens" wird anhand eines Fallbeispiels exemplarisch herausgearbeitet, wie im performativen Nachvollzug einer sozialen Perspektivenübernahme emotionale Aspekte und Grenzen von Rationalität im Kontext politischer Urteile zugänglich gemacht werden können. As basic idea this concept includes competencies of autonomous and responsible judgment and participation as well as the ability to change perspectives and to thoroughly reflect on emotions in relation to politics. With this in mind, the article discusses the potentials of performing changes in perspective in the context of action-oriented instruction methods in civics courses. The focus is on experiencing ambiguity and emotions, which call for reflections in order to foster the competency of responsible political judgment. An exemplary case study borrows the concept of "being-in-between" from theatre education to demonstrate how emotions and bounded rationality in politics become evident in performing changes of perspective. Psychologische Studien belegen vielfältige Abweichungen menschlicher Denk- und Verhaltensweisen von den üblichen Rationalitätsannahmen ökonomischer Modelle. Die traditionelle Ökonomie begegnet diesen Hinweisen begrenzter Rationalität mit Zurückhaltung, auch wenn derartige Ansätze inzwischen auf einzelnen Gebieten, wie etwa der Finanzmarktanalyse im Rahmen der Behavioural Finance Akzeptanz gewinnen. Um so mehr erstaunt es, dass psychologische Einsichten noch kaum Eingang in die Analyse der Wirtschaftspolitik gefunden haben, wo ja nicht einmal das Korrektiv der Märkte zur Rationalität zwingt. Der Wähler hat kaum Anreize zu einer rationalen Beurteilung wirtschaftspolitischer Programme, da seine individuelle Wahlentscheidung praktisch keinen Einfluss auf die Qualität der Wirtschaftspolitik hat. In der politökonomischen Analyse hat dies Kalkül unter dem Terminus der ?rationalen Ignoranz? einen festen Platz. Mit der gleichen Begründung, mit der ein geringer Informationsstand des Wählers für rational erklärt wird, kann nun aber auch die ?rationale Irrationalität? begründet werden: Kein Wähler wird individuell dafür bestraft, wenn er die Beurteilung wirtschaftspolitischer Optionen auf Basis angeborener Instinkte und nicht auf der Grundlage eines Rationalitätskalküls vornimmt. Wenn derartige Irrationalitäten schon eine hilfreiche Rolle zur Erklärung von Verhaltensweisen unter Marktbedingungen etwa im Rahmen der Behavioural Finance spielen, dann ist auch ein Erkenntnisbeitrag bei der Analyse wirtschaftspolitischer Verhaltensweisen zu erwarten. ; Mainstream economists are reluctant to integrate features of bounded rationality into their behavioural assumptions. However, particularly in the field of economic policy the scope for irrational behaviour is given, since voters lack incentives for rational reasoning concerning their voting decision. The explanatory power of irrational behaviour is demonstrated for the example of reform resistance. Status quo preferences, endowment effects and loss aversion are typical deviations from full rationality and explain resistance against beneficial reforms even if there is full information. From this psychological perspective, a major precondition for the implementation of reforms is the loss of the status quo as an available option. This loss might result from changing external constraints caused by political integration (European Union) or market integration (globalisation). Test runs of policy options might also be helpful for overcoming psychological reform resistance.
Rational choice-Erklärungen zählen konsistente Präferenzen und eindeutige Informationen zu den Standard-Voraussetzungen erfolgreichen Handelns. Ihnen entspricht eine hinreichend kalkulierbare Handlungsumwelt, die aber nur ausnahmsweise gegeben ist. Reale Handlungswelten sind oft unsicher, veränderlich und nur ungenügend verstehbar. In ihnen neigen sowohl Individuen als auch Organisationen dazu, strategische Ambitionen zugunsten der größeren Sicherheit des regelkonformen bzw. adaptiven Handelns aufzugeben. Die Prämissen beschränkt rationalen Entscheidens zwingen die Akteure aber nur insoweit zu einer drastischen Anspruchsreduktion, wie sie am unitarischen Akteurkonzept festhalten. Eine empirische Alternative hierzu ist, daß Akteure durch die simultane Bezugnahme auf mehrere, nicht-integrierte Orientierungssysteme ihre Umweltsensibilität und strategische Kompetenz verbessern. Solche Multiple Selves machen von den Vorteilen der parallelen Informationsverarbeitung Gebrauch und vermögen, sofern sie über ausreichend Slack und Ambiguitätstoleranz verfügen, ein deutlich höheres Strategieniveau zu realisieren als wohlintegrierte Mono-Referenten. ; Both rational choice explanations and normative political theory assume that intended outcomes were the fruits of an integrated conception of the world as well as of a consistent preference ordering among the actors involved. If, however, parameters and causal relationships of the world are uncertain, changing and not fully comprehensible, requisite preconditions of well informed strategic action are not fulfilled. Under these circumstances, individual as well as organizational actors are restricted to myopic adaptions to local environments or to ways of behaviour that are guided by rules and traditions. Drawing on insights from research on bounded rationality, the paper demonstrates that strategic performance may nevertheless be improved if actors allow for less integrated conceptions of the world, i.e. conceptions that usually are regarded as a kind of pathology. Examples are given of organizations with multiple self structures that make use of the advantage of parallel information processing. With additional requirements, such as slack and tolerance for ambiguity, higher levels of attention to environmental change and, thus, of strategic competence may be reached.
Der Beitrag widmet sich auf breiter Basis den Fragen der Beziehung von Öffentlichkeit, Markt und (Erwachsenen-)Bildung und versucht eine kritische und konstruktive Haltung einzunehmen. Die Thematik wird anhand dreier Schwerpunkte diskutiert: der Konzepte der Kapitalisierung und der Durchsetzung der eingeschränkten Rationalität des Homo oeconomicus, der Betrachtung der Politik als Markt und des spezifischen deutschen Bildungsdiskurses mit seiner Überhöhung der individualistischen "humanistischen" Elitebildung gegenüber den kollektiven Anforderungen der Demokratie. Was, wenn eine voreilige diskursive Kapitalisierung die realen Vorgänge überdeckt und etwas auf der Diskursebene der Kapitallogik unterwirft, was ihr real gar nicht unterliegt? Was, wenn der Homo oeconomicus aus einem abstrakten analytischen Modell in eine universelle soziale und politische Norm für ein reales Menschenbild verwandelt wird? Anregen will der Autor zudem eine Auseinandersetzung mit der deliberativen Demokratie. Sein Fazit: Eine fortschrittliche Bildungspolitik erfordert erstens eine vertiefte Auseinandersetzung mit der deliberativen Demokratie und einen Kampf um ihre Umsetzung und zweitens eine neue "Great Transformation", die die Durchsetzung der Marktgesellschaft umkehrt und den Markt in seine sozial nützlichen Schranken weist, die nicht über die hegemoniale individualistische Rationalität des Homo oeconomicus erreicht werden kann, sondern die Rationalität eines Homo socialis erfordert. Das schließt die Auseinandersetzung um grundlegende Werte des Gemeinwohls ein und macht diese auch explizit zum Teil der Auseinandersetzungen um die Bildungspolitik. (DIPF/Orig.) ; This article addresses the issues surrounding the relationship between the public sphere, the market and (adult) education on a large scale and attempts to take a critical and constructive stance. The topics are discussed in terms of three main areas of emphasis: the capitalization and spread of the bounded rationality of homo oeconomicus, the consideration of politics as the market and the specific German educational discourse with its idealization of individualistic "classical" elite education versus the collective requirements of democracy. What if a premature discursive capitalization covers up the real processes and something subjugates it on the level of discourse of the logic of capital, which it actually isn't based on at all? What if homo oeconomicus is transformed from an abstract analytical model into a universal social and political norm that is a real image of a human being? The author also wants to encourage an examination of deliberative democracy. His conclusion: a progressive educational policy requires firstly a more profound examination of deliberative democracy and a struggle to implement it and secondly a new "great transformation" that reverses the spread of market society and keeps the market within socially useful bounds, a transformation that cannot be achieved with the hegemonic individualistic rationality of homo oeconomicus but instead requires the rationality of a homo socialis. Eine härtere Bestrafung von Wiederholungstätern im Vergleich zu Ersttätern ist in den meisten Rechtssystemen verankert und entspricht weitgehend der richterlichen Praxis. Die ökonomische Theorie jedoch hat bislang keine einheitliche Erklärung für aufsteigende Strafen gefunden. Die jüngste Literatur innerhalb der ökonomischen Analyse des Rechts (law and economics) verfolgt zu diesem Zweck vermehrt einen verhaltensökonomischen Ansatz, bei dem unterstellt wird, dass rechtswidrige Handlungen teilweise ohne Intention begangen werden. Dieser Ansatz wird in der vorliegenden Arbeit aufgegriffen und weiterentwickelt. Im Mittelpunkt steht dabei die analytische Betrachtung eines Zweiperiodenmodells, bei dem die Individuen Entscheidungen unter Unsicherheit treffen. Überdies findet das spieltheoretische Konzept der Teilspielperfektheit Anwendung, was in dieser Form eine Erweiterung der existierenden Literatur darstellt. Der Staat verfolgt das Ziel, rechtswidrige Handlungen zu verhindern. Zur Abschreckung bestimmt er die Höhe der Strafen für Erst- und Wiederholungstäter. Mit der Anzahl der aufgedeckten Taten können die Strafen ansteigen, konstant bleiben oder absteigen. Zusätzlich legt der Staat die Aufdeckungswahrscheinlichkeit illegaler Handlungen fest, welche von der Höhe der öffentlichen Ausgaben für Überwachung abhängig ist.Es wird gezeigt, dass sich das zu wählende Sanktionsschema nach der individuellen Vermögensausstattung richtet. Darüber hinaus variiert die gesellschaftlich optimale Strafabfolge, wenn der Staat die Einnahmen aus Strafzahlungen in seiner Zielfunktion berücksichtigt. Es werden teilspielperfekte Nash-Gleichgewichte für aufsteigende, konstante und absteigende Strafen identifiziert. ; Punishing repeat offenders stricter than first-timers is an accepted and wide spread principle in most penal codes. Economic theory has not yet developed a uniform explanation for escalating penalties. The most recent law and economics literature adopts a behavioral approach. This work captures the idea of bounded rationality in the context of a standard law enforcement model with choice under uncertainty. In a two-period setting a fraction of individuals breaks the law accidentally. Additionally, it is assumed that individuals act according to subgame perfection. The application of this game theoretic solution concept extends the existing literature. The government tries to deter the illicit act. Deterrence is achieved by the optimal balance of penalties for first and repeat offenders. There are escalating, constant and decreasing sanctions at choice. Furthermore, the government determines the detection rate by choosing the optimal level of law enforcement expenditures. It will be shown that the sanction pattern depends on the individual wealth endowment. Moreover, the optimal sanction scheme changes when fines enter the government's objective function. Subgame perfect Nash-equilibria will be identified for increasing, constant and decreasing sanctions.
Der Globale Wandel ist im Begriff, den Tourismus zu verändern. Die Wechselwirkung von Tourismus und Klimawandel sind beidseitiger Art. Die vorliegende Arbeit zeigt Möglichkeiten der Adaption und einen wandelbaren Fremdenverkehr. Eine Übersicht der gängigen Tourismusmodelle stellt den Stand der Forschung dar. Der Fremdenverkehr ist durch drei Faktoren massiv geprägt: Die Nachfrage und Motivation, die Reisemittler und Veranstalter sowie das Destinationsangebot. Bei der Motivation wirken Motiv und Anreiz Motivationspsychologisch betrachtet auf die Reiseentscheidung deren Grundlage verarbeitete Informationen sind. Reisemittler und Veranstalter haben einen großen Einfluss auf Entscheidungsprozesse. Neue IuK Technologien haben deren Arbeit grundlegend verändert. Das Tourismusangebot wird stark durch die naturräumlichen Gegebenheiten sowie das politische System bestimmt. Überlebenswichtig für die Destination ist die evolutionstheoretisch etrachtete Fitnessmaximierung also Adaption und Wandel, um sich an geänderte Rahmenbedingungen anpassen zu können. Gerade im Bereich des Klimawandels müssen Maßnahmen ergriffen werden. Aber auch die Marktsättigung gerade in Verbindung mit der aktuellen Finanzkrise wirkt besonders schwer auf die Destination. Eine hohes Innovationsvermögen, Trendscanning und der Zusammenschluss in flexiblen Netzwerkclustern können einen Kundenmehrwert erzeugen. Die Fitnessmaximierung ist somit Überlebensziel der Destination und führt zur Kundenzufriedenheit die im Sättigungsmarkt alleinig Wachstum generieren kann. ; Environmental changes are about to change the face of tourism. Likewise, tourism accounts for changes due to emissions etc. The thesis at hand discusses possibilities of adaption and investigates chances for tourism as a changeable organism. The touristic system is strongly affected by the following factors: demand and motivation, travel agents and operators, as well as destination offers. Against the background of motivation psychology, bounded rationality may lead to irrational decisions which are not consistent with the optimum. Travel agents and operators have a strong influence on decision-making processes. The offers are shaped by the destinations' areas of unspoiled nature and the political systems of the respective countries. It is essential for the destination to initiate adaption and change using a model following the evolutionary theory in order to maximize touristic fitness. Especially in the face of climate change measures have to be taken. Furthermore, the market saturation linked in particular to the current financial crisis has a harmful effect on destinations. Innovation, trendscanning and the fusion of flexible network clusters can help to add value for customers.
Insolvenzen besitzen in der westdeutschen Landwirtschaft nur eine vernachlässigbare Bedeutung. In den neuen Ländern hingegen war in den vergangenen Jahren ein beträchtlicher Teil der landwirtschaftlichen Großbetriebe gezwungen zu schließen. Da die Datenbasis nicht ausreicht, um quantitative empirische Untersuchungen zu den Bestimmungsfaktoren des Scheiterns solcher Unternehmen durchzuführen, müssen hierfür andere Methoden herangezogen werden. In der vorliegenden Arbeit werden derartige Faktoren anhand von Unternehmensmodellen und einfacheren dynamischen Systemen grundsätzlich untersucht.In den ersten Kapiteln werden stochastisch dynamische Systeme in allgemeiner Form behandelt. Die Analyse bedient sich zunächst algebraischer Methoden. Es zeigt sich, daß dieser Lösungsweg rasch an seine Grenzen stößt, da Überlebenswahrscheinlichkeiten eines stochastischen Prozesses sehr viel schwieriger zu berechnen sind als z.B. seine Erwartungswerte. Daher werden für analytisch nicht lösbare Probleme Monte-Carlo-Simulationsergebnisse vorgestellt.Das verwendete stochastische Betriebsentwicklungsmodell im abschließenden Teil der Arbeit basiert auf der linearen Programmierung. Es ist rekursiv dynamisch formuliert und optimiert simultan den Produktions-, Investions- und Finanzbereich des Unternehmens. Der Einfluß "vorsichtiger" Wachstumsstrategien und verschiedener Faktorausstattungen wird untersucht. Entgegen der herrschenden Theorie zeigen die Simulationen, daß bereits einfache Diversifikationen oder Risikoabschläge die Insolvenzhäufigkeit in bestimmten Situationen deutlich senken. Ein weiteres Ergebnis ist, daß auch bei konstanten terms of trade und expansiver Investitionspolitik große Unternehmen sich als weniger gefährdet als kleine erweisen. ; This paper deals with the probability of enterprises to survive in a stochastic environment. It is often said that profit maximising is the best strategy for continuing the existence of an enterprise. In my work I compared the strategy of unbounded profit maximising with two others characterised by some kind of bounded rationality. The firm still maximises profits in this alternatives, but subject to additional conditions. In alternative A, the manager calculates with prises that are lower than his rational expectations. In alternative B, she restricted herself to a certain level of diversification so that this strategy does not allow total specialisation. Combinations of these strategies are also tested.The enterprise is modelled as a stylized agricultural farm, which can produce two goods (plant production and animal production). The prices of these two goods are stochastic. The analysis is done in a dynamic framework. In each period, the decisions of the farmer are moelled by linear programming. The stochastic analysis is done with a Monte-Carlo-simulation.It is found that the probability of failure can be reduced by both strategies. Different price reductions and combinations of price reductions are analysed with respect to their effect of failure probability. Best results are obtained from the case of small price reductions for both products.
This thesis studies the economics and the market design of the European Union Emissions Trading System (EU ETS). It entails four essays. Chapter 2 analyses the empirical literature on carbon leakage in the EU ETS and thereby assesses the effectiveness of EU ETS regulation in reducing global CO2 emissions. The results show that ETS regulation and market developments, particularly low carbon prices, caused low carbon leakage in the past. Due to a change in carbon leakage regulation and higher expected prices, this might change in the future. The remaining three chapters use a partial equilibrium model of the EU ETS that accurately depicts current EU ETS regulation. The model set up in chapter 2 assumes perfectly rational actors and is used to evaluate the cost-effectiveness of the latest EU ETS amendments. These comprise of the introduction of a Market Stability Reserve, a Cancellation Mechanism, and the tightening of the allowance cap through the increase of the Linear Reduction Factor. The results indicate that the Market Stability Reserve shifts allowances to the future but preserves them over time, decreasing the cost-effectiveness of the market. While the Cancellation Mechanism reduces the overall allowance supply by roughly 2 billion allowances, the increase of the Linear Reduction Factor has the largest impact on market results and is hence considered the key driver of the reforms. Chapter 3 amends the model built in the previous chapter as it deviates from the assumption of perfectly rational market participants. Firms are assumed to be myopic and risk averse. Given these two forms of bounded rationality, the historic market outcomes in Phase III of the EU ETS can be replicated. The steep price increase and the large private bank seen in the market can, thus, be explained by the reform fundamentals. Chapter 4 evaluates the EU ETS in light of the Corona pandemic, which serves as an unforeseen economic shock to the European economy. The model results show that due to the endogenous supply adjustment of the Market Stability Reserve and the Cancellation Mechanism, COVID-19 decreases emissions in the EU ETS in the long run. This holds, even if the crisis is followed by an economic expansion in the same or even large magnitude. Further, the Market Stability increases the market's resilience towards shocks as it increases the relative price stability of the EU ETS.
In den nächsten 10 bis 15 Jahren sind in Deutschland und Europa sowie weltweit knapp die Hälfte der installierten Kraftwerksleistung zu ersetzen bzw. neu zu errichten. Die hierfür erforderlichen Kraftwerksinvestitionen finden heute unter den veränderten Rahmenbedingungen der Liberalisierung und des Wettbewerbs statt. In diesem Zusammenhang werden Ursachen von Zyklen bei Kraftwerksinvestitionen analysiert und deren Einflussfaktoren aufgezeigt. Zyklen werden als wiederkehrende Schwankungen der Kraftwerkskapazitäten und Strompreise definiert. Zusätzlich werden Maßnahmen vorgeschlagen, die eine Zyklenbildung bei Kraftwerksinvestitionen abschwächen können. Zunächst erfolgt eine Untersuchung unter welchen Bedingungen Kraftwerksinvestitionen in der Vergangenheit stattgefunden und wie sich diese durch Wettbewerb und Liberalisierung gewandelt haben, danach werden verschiedene theoretische Ansätze und Modelle zur Erklärung von Investitionszyklen analysiert. Den Hauptteil der Arbeit bildet ein für den deutschen Stromerzeugungsmarkt entwickeltes Simulationsmodell, welches mit der Software "System Dynamics" aufgestellt wurde. Mit dem Modell können die Entwicklungen von Kraftwerkskapazitäten in Deutschland vom Jahr 2004 bis zum Jahr 2034 analysiert werden. Darüber hinaus kann das Modell zur Entscheidungsunterstützung bei Kraftwerksinvestitionen oder zur Analyse wirtschaftspolitischer Maßnahmen verwendet werden. Entscheidende Charakteristika des Modells sind die Berücksichtigung von Verzögerungen bei der Angebotsbereitstellung an Kraftwerkskapazitäten, die Modellierung von Rückkopplungsschleifen sowie die Annahme einer begrenzten Rationalität der Investoren. Diese treffen ihre Investitionsentscheidungen auf Basis unvollständiger Informationen. Insgesamt können durch diese Charakteristika Ungleichgewichte an Kraftwerken in Form von Unter- und Überkapazitäten auftreten können. Als ein wesentliches Modellergebnis zeigt sich, dass für den deutschen Stromerzeugungsmarkt zukünftig ebenso wie in anderen kapitalintensiven Branchen Investitionszyklen mit starken Preisschwankungen zu erwarten sind. Die gegenwärtige Gestaltung des deutschen Großhandelsmarktes für Strom verhindert nicht das Auftreten von Investitionszyklen bei Kraftwerken. Investitionszyklen kann entgegengewirkt werden, wenn der Zeithorizont des liquiden Terminmarktes durch eine verstärkte Aktivität der Handelsunternehmen deutlich ausgeweitet wird. ; Almost half of the existing power plant capacities in Germany, in Europe and worldwide will have to be replaced or re-edified within the next 10 to 15 years. Due to liberalisation and competition, the respective investments in power plants will be subject to changed conditions. The causes of power plant investment cycles and factors by which they are affected are analysed in this context. Cycles are defined as periodic fluctuations of power plant capacity and power prices. Measures are suggested to level off cyclic patterns of investments in power plants. The conditions that accompanied past investments in power plants are studied taking into account the changes they have undergone due to competition and liberalisation. Theoretical approaches and models for explanation of investment cycles are analysed. The main part of this work focuses on a simulation model created especially for the German electricity generation market using the "System Dynamics" software. The model allows analysing power plant capacities in Germany from 2004 to 2034. Furthermore, the model can be used as an aid in decision making concerning investments in power plants or to test measures of economic policy. Important features of the model are that it considers delays in the availability of power plant capacity and allows modelling feedback loops and bounded rationality of the investors. They come to their investment decision only on incomplete information. It may all sum up to an imbalance of power plant capacity, i.e. lack of capacity or excess capacity. As an important result of the modelling it can be summed up that just like other capital-intensive sectors the German electricity generation market can be expected to be affected by strong fluctuation of prices in the future. The way the German electricity wholesale market has been designed up to now, it will not be capable of preventing cycles of investment in power plants. More activity of the trading companies is necessary to stretch the liquid forward market which may counter cycles of investment in power plants.
