Die Arbeit analysiert den Einfluss von Arbeitsmarktregimen auf das Sparverhalten privater Haushalte in Deutschland und Großbritannien aus einer vergleichenden Perspektive. Im Zentrum steht dabei die Frage, ob das Sparvermögen abhängig beschäftigter Personen durch ihre Angst vor Arbeitslosigkeit beeinflusst wird. Die Untersuchung widmet sich dem Einfluss von Institutionen auf individuelles Verhalten in unterschiedlichen nationalen Kontexten: geringere Dynamik des deutschen Arbeitsmarktes – operationalisiert über die durchschnittliche Verweildauer in Arbeitslosigkeit – und entsprechend höhere individuelle Angst vor Arbeitslosigkeit tragen demnach zur Erklärung bei, warum die aggregierten Sparquoten privater Haushalte in kontinental-europäischen deutlich höher sind als in angelsächsischen Wohlfahrtsstaaten. Die theoretische Fundierung auf der Mikroebene liefert ein Buffer-Stock Saving-Modell, wonach sich Individuen gegen Einkommensvolatilität durch das Anhäufen von Sparvermögen absichern (Vorsichtssparen). Anhand von Panel-Daten abhängig beschäftigter Personen in Deutschland (SOEP) und Großbritannien (BHPS) ergibt sich unter Kontrolle für Konsumpräferenzen und weitere Einflussfaktoren in Deutschland bei Einverdiener-Haushalten ein Vorsichtsmotiv, das durchschnittlich einem Drittel des liquiden Vermögens entspricht, wohingegen sich kein vergleichbarer Effekt in Großbritannien zweigt. ; The dissertation analyzes the influence of labor market regimes in Germany and the United Kingdom on private household saving from a comparative perspective. The main question is whether the amount of saving of employees is related to the perception of their individual unemployment risk. The analysis focuses on the influence of institutions on the micro level in different national contexts: lower dynamics of the German labor market – indicated by the average unemployment duration – and consequently higher individual fear of job loss seem to be part of the explanation why in continental welfare states the private saving rates are substantially higher than in their Anglo-Saxon counterparts. The theoretical foundation on the micro level is a buffer-stock saving model, which assumes that individuals insure against income volatility by the accumulation of wealth, i.e. precautionary saving. Using panel data on employees in Germany and the UK from the SOEP and the BHPS reveals that, when controlling for consumption preferences and other aspects, the average amount of precautionary saving in Germany is roughly a third of the liquid wealth in households with one earner – while there is no comparable effect in the UK.

W National Park lies in the border triangle of Benin, Burkina Faso and Niger in West Africa. Established under French colonial rule in 1927, it was designated as the first African transborder biosphere reserve in 2002. Although the Benin part of the reserve was given a participatory management approach in 2002, illegal hunting, logging, transborder mobile herding and cash cropping continue to pose important threats to the reserve. The whole area, especially the buffer zone, is a source of conflicts between the different adjacent communities and between communities and park administration. The book analyses how the surveillance teams operate in this context. It describes encounters between park surveillance staff and local stakeholders in three different arenas: the park's core area, adjacent villages and public political forums. It shows how, in a setting dominated largely by cash crop production, the abstract idea "national park" is being translated by park staff and how in the process local meanings of the idea emerge. Drawing on 14 months of ethnographic research between 2008 and 2010, this book contributes to the current state of research on participatory natural resources management. Moreover, it provides insights into the working of state administration in a context of contradictory policies of conservation and rural development.

A. C. Becquerel discovered electrodeposited chromium plating using aqueous solutions in 1843. The method has been used industrially since 1924 and is one of the most important and widely used surface finishing techniques. Ban of chromium compounds with chromium in the oxidation state VI (eg. CrO4-) in cars and in old electrical devices was implemented by the European Union. In recent years, substantial efforts were undertaken in order to replace corrosion protection systems on the basis of chromium(VI)-containing connections by other procedures. Usually chromium(VI) starting materials are used during the deposition of chromium layers in galvanic processes. Modern electrolytes are available, which allow the deposition of thin and decorative chromium layers in galvanic processes. Nevertheless, the deposition is limited to a maximum layer thickness of 10 µm and a corresponding hardness of 900 HV. This dissertation identifies the factors which influence the outcome of chrome plating with chromium(III) electrolytes. These factors are then explored further with the help of experiments, allowing conclusions to be drawn on the conditions required for successful application of chromium(III) electrolytes in hard chrome plating. Practical issues tackled include membrane technologies, chemical buffer systems, pH regulation and complexing agents. In this lecture we present a procedure, which offers the possibility to deposit hard and thick chromium layers from trivalent chrome electrolytes. It offers an approach of an efficient energy use during the layer production and avoids the contact of construction units and workers with chromium(VI) compounds during the coating process.

Im Dezember 2010 veröffentlichte der Basler Ausschuss für Bankenaufsicht sein drittes Reformpaket, welches die Eigenkapitalausstattung und Liquiditätsvorsorge im Bankensektor verbessern und so künftige Bankenpleiten verhindern soll. Das Basel III-Rahmenwerk stellt damit ein zentrales Element in der globalen Regulierungsarchitektur nach der Finanzkrise dar, dessen spezifische Umsetzung die Wettbewerbsfähigkeit der jeweiligen Bankensektoren maßgeblich beeinflusst. Die EU implementierte die neuen Standards mit dem sogenannten CRD IV-Paket vom 26. Juni 2013, welches aus einer Richtlinie und einer Verordnung besteht. Die vorliegende Arbeit wird dieses Paket in einem ersten Schritt untersuchen und die europäischen Besonderheiten hervorheben. Anschließend werden die Befunde mit der Theorie der komparativen institutionellen Vorteile aus dem Varieties of Capitalism (VoC)-Ansatz erklärt, wobei sich die Analyse auf Deutschland, Frankreich und Großbritannien beschränkt. Die Arbeit zeigt, dass sich die deutschen Forderungen nach Ausnahmen für Sparkassen und Genossenschaften, Vergünstigungen von Mittelstandskrediten und dem Schutz von stillen Einlagen auf die bankbasierte Unternehmensfinanzierung der Volkswirtschaft zurückführen lassen. In Frankreichs state-enhanced capitalism offenbart sich dagegen eine National Champions-Strategie zum Schutze der Großbanken und ihrer Versicherungsbeteiligungen. Der Fall Großbritannien bringt den gewählten Theorieansatz schließlich an seine Grenzen, da er dessen Konzept von relativ konstanten und unzweideutigen nationalen Wirtschaftsinteressen in Frage stellt: Höhere Kapitalanforderungen in Form von Leverage Ratio und Systemrisikopuffer mussten hier gegen die eigene Finanzindustrie durchgesetzt werden. Diese warb zusammen mit der deutschen und französischen Regierung für eine Maximum Harmonisation und definierte das nationale Interesse damit auf eine ganz andere Art. ; In December 2010 the Basel Committee on Banking Supervision published its third reform package which was designed to improve the equity base and liquidity provision in the banking sector, thus preventing future bank failures. The Basel III framework thereby constitutes an essential new element in the global regulatory architecture whose specific implementation crucially affects the competitiveness of the respective banking sectors. The new standards were implemented by the EU in the form of the so-called CRD IV package on 26th June 2013. In a first step this paper examines the package and highlights the European features. Subsequently, the findings will be explained by the Theory of Comparative Institutional Advantage from the Varieties of Capitalism (VoC) approach limiting the analysis to Germany, France and Great Britain. The paper reveals that the German demands for exemptions clauses and benefits regarding its savings and cooperative banks, SME loans and silent participations result from its bank-based corporate finance. By contrast, in the French state-enhanced capitalism a National Champions strategy for the protection of the major banks and its insurance subsidiaries becomes apparent. In the case of Great Britain the VoC approach finally reaches its limits as its concept of relatively constant and unambiguous national economic interest is questioned: Higher capital requirements in form of the Leverage Ratio and the Systemic Risk Buffer had to be asserted against the financial industry which campaigned for a Maximum Harmonisation with Germany and France, thus defining the national interest in a completely different way.

Die im Jahr 1843 von A. C. Becquerel entdeckte galvanische Verchromung aus wässrigen Lösungen ist eines der wichtigsten und am weitesten verbreiteten Verfahren der galvanischen Oberflächenveredelung. Chromschichten sind witterungsbeständig und resistent gegen Anlaufen. Des Weiteren sind Chromschichten aufgrund der sich ausbildenden haftfesten Chromoxidschicht an der Oberfläche beständig gegenüber den meisten Chemikalien. Die galvanische Verchromung wird grundsätzlich in die dekorative Glanzverchromung mit Schichtdicken zwischen 0,3 µm bis maximal 2 µm und die technische Verchromung mit mehr als 2 µm Schichtdicke unterschieden. Die dazu eingesetzten Lösungen differenzieren sich in dreiwertige und sechswertige Chromelektrolyte. Technische Chromschichten dienen als Korrosions- und Verschleißschutz. Diese Chromschichten werden heute aus Elektrolyten auf Basis von Chrom(VI)-Salz abgeschieden. Aufgrund der gesundheits- und umweltgefärdenden Wirkung von Chrom(VI) besteht schon seit langem der Wunsch, die galvanische Chromabscheidung technischer Chromschichten aus Chrom(III)-Elektrolyten zu ermöglichen. Eine im Zuge dieser Arbeit durchgeführte Marktstudie zeigt auf, dass aktuell keine handelsüblich erwerbbaren Elektolyte auf Basis von Chrom(III) verfügbar sind. Ziel dieser Arbeit ist es, ein Verfahren zur Abscheidung technischer Chromschichten aus einem Chrom(III)-Elektrolyten zu entwickeln. In einem ersten Schritt werden dazu die erforderlichen Parameter aus der Literatur abgeleitet. In eigenen Versuchen werden dann verschiedene chemische und physikalische Parameter untersucht. Mit diesen Ergebnissen wird eine Versuchsgalvanik aufgebaut und die in den Vorversuchen gewonnenen Erkenntnisse überprüft. Dabei zeigt sich, dass die Abscheidung technischer Chromschichten aus Chrom(III)-Elektolyten durch die Kombination aus angepasster Anlagentechnik, Chemie und geeigneter pyhsikalischer Parameter möglich ist. ; A. Praktycznym aspektem przeprowadzonych badań jest określenie minimalnej szerokości miedzy, przy której występuje jeszcze znacząca liczba gatunków roślin. ; Grass and herbal dominated small line structures possess high significance for the conservation of species and biotopes in the actual cultural landscape of Germany. This paper categorizes and specifies herbal ridges, central stripes of lanes and pasture fences. These biotope-types are then differentiated to herbaceous seams. The floristic and vegetational composition of herbal line structure elements is analysed at four different levels, which are: species inventory, floristic types, phytocoenoses and nano vegetation complexes. Each level is characterized by its species and biotope conservation value. While floristic types are useful for ecohabitat aspects and species conservation, nano vegetation complexes are advised for work on large areas. The ecological significance of a herb-dominated small line biotope depends decisively on the production intensity of the land use above it (uplier), its cultivation state and its breadth. Line structures serve as refugial habitats. Starting from here the recolonization of adjacent grasslands and arable ground takes place. In order to perform this function in the future, preservation of these line structures is needed. An extensivation in agriculture over large areas will secure these efforts. Biotope-binding measures without large area extensivation of agriculture will only delay the destruction of the line biotopes left. Care should be spent on the methods used to maintain line structures, especially whether they are realistic. The effective shelter of herb-dominated small line structures is difficult because information on their composition lacks. Agriculture plays an important role in the management of these structures. Central demandments to an effective conservation of herb-dominated small line structures are: Reduction of nutrient flow into these structures (reduction of production intensity on 6kologische Bedeutung und Naturschutzpotential . 111 adjacent fields, buffer strips), guarantee of line structure management and keeping a minimum breadth of line structures (depending on the nature area between 2.5 and 3 m). The joining of Poland to the European Union causes several problems to agriculture and biodiversity. There will be exist less linear structures after this change. There are two steps to conserve linear biotopes; fIrst to investigate the status quo of biodiversity and second to initiate conservation of linear structures.

Der Verlust der biologischen Vielfalt stellt eines der größten Umweltprobleme dar. In der 1992 gegründeten Konvention zur Biologischen Vielfalt (CBD) koordinieren sich nun die bislang 196 Mitgliedsstaaten in ihrem Bestreben, die Biodiversität zu erhalten. Jedoch wurden die globalen Biodiversitätssziele für 2010 weit verfehlt. Die Analysen des vierten Global Biodiversity Outlook (GBO-4) sowie aktuelle wissenschaftliche, globale Studien zeigen auf, dass bei derzeitigen Entwicklungen auch die in Aichi (Japan) beschlossenen Biodiversitätssziele des Strategischen Planes für die Periode bis 2021 nicht erreicht werden (Tittensor et al. 2014). Sich dieser Entwicklung entgegenzustellen ist eine besonders schwierige Aufgabe für biodiversitätsreiche Länder des globalen Südens, die Umweltschutzziele mit ökonomischen Interessen koordinieren müssen. Peru ist eines der 20 megadiversen Länder der Erde, Mitglied der CBD und verfolgt eine ambitionierte Strategie zum Schutz und zur nachhaltigen Nutzung von Biodiversität. Zum anderen ist Perus ökonomische Entwicklung auf Expansion und Extraktion von natürlichen Ressourcen ausgerichtet. Politische Maßnahmen zum Schutz der biologischen Vielfalt sind somit stets einem starken Interessenkonflikt ausgesetzt. Ziel dieser Arbeit ist es, am Beispiel Perus Ansatzpunkte zu identifizieren, mit deren Hilfe die Politik zum Schutz der biologischen Vielfalt effektiver gestaltet werden kann. Nach einer Einleitung in die Debatte der Effektivität der Biodiversitätspolitik und einer Vorstellung der Fallstudie Peru werden die folgenden wissenschaftlichen Fragestellungen untersucht (die Nummerierung entspricht der jeweiligen Publikation): 1. Welcher Narrative bedienen sich peruanische Biodiversitätsexperten, um das Problem des Biodiversitätsverlustes und ihre Perspektive auf eine nachhaltige Entwicklung zu beschreiben? 2. Wie sind Biodiversitätsnarrative im Verhältnis zur geschichtlichen Entwicklung Perus entstanden und welchen Einfluss hatten diese Bewegungen auf den nationalen Diskurs? 3. Wie bewerten lokale Experten die Auslöser und Effekte des Biodiversitätsverlustes und welche Schlussfolgerungen können daraus für die nationale Politik gezogen werden? 4. Inwieweit ist der Schutz der Biodiversität in die Strategien der nationalen, politischen Sektoren integriert? 5. Welche Bedingungen bei der Landnutzungsplanung in Migrantengemeinden in der Pufferzone des Nationalparks Cordillera Azul ermöglichten die Integration von lokalem und technischem Wissen zur Bildung von adaptiver Kapazität? Für die Betrachtung des Problems "Biodiversitätsverlust" und der Herausforderung, Naturschutzpolitik effektiver zu gestalten, war eine Verwendung von verschiedenen methodologischen Blickwinkeln notwendig. So wurden 72 semi-strukturierte, qualitative Einzelinterviews mit Experten, die im Bereich der Biodiversitätsschutzes tätig sind, durchgeführt. Durch die Anwendung des theoretischen Samplings wurde sichergestellt, dass möglichst verschiedene Perspektiven und Akteursgruppen repräsentiert werden. Alle interviewten Experten wurden danach befragt, wie sie das Biodiversitätsproblem bewerten, auf welche Auslöser oder Ursachen es zurückzuführen ist und wie mögliche Lösungsansätze aussehen könnten. Unter Anwendung der Grounded Theory konnten dann die fünf Narrativgruppen "Biodiversity Protectionists", "Biodiversity Capitalists", "Biodiversity Traditionalists", "Biodiversity Localists" and "Biodiversity Pragmatists" identifiziert werden. Publikation 1 analysiert die Narrativgruppen und diskutiert ihre Gemeinsamkeiten und Unterschiede in den fünf biodiversitätsrelevanten Kategorien "Konzept von Biodiversität", "Rolle von Akteuren", "Werte- und Wissenssysteme und Nachhaltigkeit" sowie "politische Lösungsstrategien". Publikation 2 setzt die Narrativgruppen in den historischen Kontext, auf den sie sich aufgrund ihrer Argumentationslinien beziehen. Für Publikation 3 wurden im Rahmen des partizipativen Prozesses zur Entwicklung einer neuen Biodiversitätsstrategie im Jahre 2012 Fokusgruppendiskussionen mit verschiedenen, von Regionalregierungen entsandten Experten aus Politik, Forschung, Wirtschaft und Naturschutzverbänden durchgeführt. In diesen Fokusgruppen - Diskussionen sollten die Experten die wichtigsten Auslöser und Effekte des Biodiversitätsverlustes in ihrer Region bestimmen. Durch die Anwendung einer qualitativen Inhaltsanalyse wurden diese Auslöser und Effekte charakterisiert und gruppiert. Es wird so ein Kontext des Biodiversitätsverlustes aufgezeigt, anhand dessen sich eine Reihe wichtiger Implikationen für die nationale Biodiversitätspolitik herauskristallisieren. Die Berücksichtigung dieser Implikationen in den Strategien der nationalen, politischen Sektoren wird in Publikation 4 untersucht. Dem Ansatz der "Environmental Policy Integration" (EPI) folgend wird hier untersucht, inwieweit nationale, politische, biodiversitätsrelevante Sektoren in Peru das Ziel des Biodiversitätsschutzes in ihre politischen Strategien integrieren. Für die Untersuchung wurden neben den Strategieplänen der einzelnen Sektoren Experteninterviews geführt und weitere Dokumente analysiert, die sich im Zuge der Untersuchung als für die Fragestellung besonders relevant erwiesen. Für Publikation 5 wurden die Faktoren analysiert, die während der partizipativen Landnutzungsplanung in Migrantengemeinden in der Pufferzone des Nationalparks Cordillera Azul zur Entwicklung von adaptiven Kapazitäten geführt haben. Eine kartographische Analyse von Satellitenbildern half bei der Erhebung der Entwaldungsrate in der Region. Basierend auf qualitativen Interviews mit Gemeindemitgliedern und -vertretern, NGO-Angestellten und den Prozessmoderatoren wurden Faktoren identifiziert, die die erfolgreiche Integration technischen und lokalen Wissens in das Ressourcenmanagement der Gemeinden ermöglichten. In einer abschließenden Synthese ergeben sich vier Faktoren, die sich, basierend auf den Ergebnissen der induktive Forschungsansätze der Publikationen, als wesentlich für die Effektivität der peruanischen Biodiversitätspolitik ergaben. Diese sind: die Definition von Biodiversitätszielen unter Einbindung verschiedener Wissens- und Wertesysteme, das Operationalisieren von Biodiversitätszielen, die Kapazitätenentwicklung für integrierte Biodiversitätsplanung sowie die Bildung von Sozialkapital für Zusammenarbeit. Abschließend wurde untersucht, inwieweit diese Faktoren in den Aktivitäten des Biodiversitätssektors aufgegriffen werden. Als empirisches Material dienten dazu die Peruanische Biodiversitätsstrategie, qualitative Experteninterviews und Beobachtungen aus der Teilnahme am partizipativen Prozess zur Erstellung der Biodiversitätsstrategie. ; Biodiversity loss is one of the most pressing global environmental problems of our generation. Member states to the Convention on Biological Diversity are developing national biodiversity strategies to conserve biodiversity in their countries. In the current global negotiations, different financial mechanisms are developed to particularly support poor, biologically diverse countries in the global South in their conservation efforts. In order to assure effectiveness of those efforts, research is needed to shed light on the policy processes in those countries. My research aims at developing a model to evaluate the effectiveness of biodiversity policies on various levels. As a first step towards this ambitious target, factors that are found to be crucial for the performance of biodiversity policies are evaluated in separate sub-projects and published as articles. Those aspects will later add to a comprehensive model for the assessment of biodiversity policies. Article 1 (Conservation Narratives in Peru - Envisioning Biodiversity in Sustainable Development) use grounded theory to distinguish the five groups of conservation narratives Biodiversity Protectionists, Biodiversity Traditionalists, Biodiversity Localists, Biodiversity Pragmatists and Biodiversity Capitalists. These groups are each presented along comparable aspects, such as the location of biodiversity in relation to the human life, valuation and knowledge systems, participation and leadership, substitutability of natural capital and its predominant political strategy. The presented results present an analytical scaffold to organise the conservation debates in Peru. These findings serve an example of how to break down the complex concepts of biodiversity conservation and sustainability and relate them to their political context and local implementation. Article 2 (Incorporating Biodiversity Conservation in Peruvian Development - A history with different episodes) connects the narrative groups identified in article 1 to historical conservation movements in Peru. This article analyses how these different groups emerged and started to develop a discourse on biodiversity conservation. After conducting qualitative interviews with stakeholders, discourse groups were identified and described with regard to their historical appearance. While those different discourse groups do not automatically contradict or exclude each other, this article sheds light on the different historical situations and motivations underlying these discourses. Article 3 (Learning from local knowledge in Peru—Ideas for more effective biodiversity conservation) explores the causes and effects that experts from Peruvian political regions connect to biodiversity loss. In four macro-regional workshops, experts from 22 Peruvian political regions were asked to state causes and effects of biodiversity loss in focus groups. Analysing this data, I show that even though biodiversity appears as a broad, complex concept of human-nature interactions, it can be clustered into different categories of tangible aspects. Furthermore I propose analysis of the problem of biodiversity loss in three dimensions of ecological impacts, human activities and developments, and political output. I argue that doing so can help enhancing transparency and effectiveness of biodiversity policies. Article 4 (Biodiversity Policy Integration as Conceptual Approach to Mainstreaming - Experiences from Peru) evaluates the inclusion of biodiversity conservation into sectoral policies along the dimensions inclusion, operationalization, coherence, capacity and weighting. Sectoral action plans, the design and institutional arrangement of policy instruments and qualitative expert interviews serve as the main sources for this study. As part of the participatory process leading to the development of the updated Peruvian Biodiversity Strategy and Action Plan (NBSAP), the integration of biodiversity targets into the national development plan, and the organisation of the different political actors in a national commission on biodiversity further help integrating the target of biodiversity. However, while the issues of environmental degradation and biodiversity loss are taken up by the strategy plans, they lack operationalization and institutional capacity for its implementation. Economic processes with a high potential of threats to biodiversity, such as overfishing, ecosystem degradation through extractive processes and infrastructural expansion are only marginally targeted. Possible institutional mechanisms for the coordination of political interests, such as an integrated land-use planning on the regional and local level still lack a necessary legal framework and appear to lack the necessary political commitment. Artikle 5 (Building adaptive capacity in changing SES: Integrating knowledge in communal land-use planning in the Peruvian Amazon) analyses adaptive capacity in social-ecological systems (SES) in the buffer zone of Cordillera Azul national Park (Peru). Communal participative land use planning (Zonificación Participativa Comunal– ZPC) is a tool designed for communities to organize their land use integrating conservation measures, while building knowledge on the SES. In this article, we assess to what extent the ZPC process has led to the development of adaptive capacities within SES around local communities along the dimmensions social capital, learning capacities, adaptive management and governance. Analysing these dimensions helps understanding the needs for resilient SES to cope with environmental, political, economic or social changes. It was particularly the long-term process building social capital between the instrument and local stakeholders, as well as continuously integrating, testing and reflecting technical and local knowledge that enabled communities to develop internal mechanisms supporting their adaptive capacities. Furthermore, taking leadership throughout the process, communities could adjust the ZPC to be integrated in existing formal and informal institutions governing resource use. The factors specification of contextual biodiversity targets, operationalization, social capital and the use of integrative planning instruments were identified as conditioning effective biodiversity governance. In a test of the Peruvian National Biodiversity Strategy and Action Plan (NBSAP) strengths and weaknesses are assessed and options for effective implementation are identified.
