The author of the article analyses the idea of political change, focusing on the question whether this change in Poland after the year 1989 was carried out by way of revolution or reforms. he considerations characterise mainly the idea of Mirosław Dzielski and his community, as well as relations with their opponents. Several elements of the above-named theory are brought out in the text. Firstly, the necessity of making comprehensive social changes for the success of the planned change. Secondly, reality diagnosis is necessary. Thirdly, planning of the form of political change, and finally, creation of the project for 'the system of freedom'. The article shows the uniqueness of Dzielski's opinions as a liberal. The author puts special emphasis on the fact that according to him, the reforms program should be directed not at communists but communism. What's more, he perceived that in the Polish conditions there was a collision between freedom and democracy, whereas in his opinion the primacy should go the former.
The author attempts at formulating certain hypotheses concerning basic developement trends in a contemporary capitalist society. The United States are selected as an example. Two significant concepts advanced by J. K. Galbraith and D. Bell functioning in the contemporary American thought are reconstructed in the article. Limitations of these concepts are indicated on the grounds of Marxian theory of policy, they neglect a real effect of the increacing role played by a political sphere in social life. Criticized authors focussing on bureaucratic processess do not admit the fact that a study in categories of bureaucracy indicates only at formal features of transformations. It is only the indication at real functions of bureaucratic organization which can facilitate perception evolutionary trends of contemporary capitalist society. This paper is the comparative analysis of two historically interdependent systems or socio-economic regimes: democracy and capitalism. The author argues that capitalism serves democracy only to a certain extent, and only within its own established framework. When capitalism takes the "wicked" form, it leads to the distortion of democracy, and even to its destruction. The above analysis has covered the problems of expansion of the vexing phenomenon of poverty, social inequality, accelerated global warming, protectionism and the privileged position of the highly developed countries, the controversy surrounding the governments' approval of apparently democratic and privileged position of the USA. The author's reflections are based on the reliable statistical data from the public institution sources and the author's own empirical research. ; Przedmiotem artykułu jest analiza porównawcza dwóch historycznie zależnych od siebie systemów lub ustrojów społeczno-gospodarczych: demokracji i kapitalizmu. Autor stawia tezę, że kapitalizm jedynie do pewnego stopnia służy demokracji i tylko w ramach przez nią ustalonych. Kiedy kapitalizm przyjmuje formę "niegodziwą", doprowadza do zniekształcenia demokracji, a nawet do jej zniszczenia. Przeanalizowane zostały problemy dokuczliwego rozszerzania się zjawiska biedy, nierówności społecznych, przyspieszonego ocieplania klimatu, protekcjonalizmu i uprzywilejowanej pozycji państw wysokorozwiniętych, kontrowersji wokół legitymizacji rządów pozornie demokratycznych i uprzywilejowanej pozycji USA. Przedstawione przez autora rozważania oparte są o miarodajne dane statystyczne ze źródeł instytucji publicznych oraz empiryczne badania własne.
Rozważania podjęte w tekście koncentrują się wokół roli instytucji w procesach rozwoju społeczno-gospodarczego państw. Przedmiotem szczególnej uwagi jest jeden z wymiarów funkcjonowania instytucji, przejawiający się w rozumieniu ich jako efektywnych instrumentów redukowania dystansu rozwojowego wobec państw zachodnich. W tekście zauważono, iż w pierwszych latach po roku 1989 instytucje zniknęły z głównego nurtu ważnych debat intelektualnych. Wskazano główne źródła tego procesu: 1) popularne w latach 90. XX wieku przekonanie o globalnej konwergencji kapitalizmu oraz 2) dominującą w ówczesnej socjologii teorię modernizacji. W artykule postawiono tezę, iż instytucje wróciły do centrum debat akademickich i strategii rozwojowych z powodu splotu następujących procesów i wydarzeń: 1) szerokiej debaty poświęconej instytucjonalnym źródłom wzrostu i rozwoju zapoczątkowanej publikacjąpracy Darona Acemoglu i Jamesa Robinsona Why Nations Fail, 2) globalnego kryzysu ekonomicznego z roku 2008 zainicjowanego upadkiem amerykańskiego banku inwestycyjnego Lehman Brothers, 3) zróżnicowanym konsekwencjom kryzysu ekonomicznego, jakie można dostrzec w USA i w Europie, które ilustrują, 4) instytucjonalną różnorodność kapitalizmu. ; The paper describes the latest change in the research on social and economic development of states. This change is characterized mainly by a strong emphasis put on the role of institutions as key instruments of reducing the development gap between countries. It is argued that in the years after 1989 institutions have disappeared from mainstream academia and major intellectual debates because of: (1) the widespread belief in global convergence of capitalism and (2) the modernization theory which prevailed in the social science in the 1990s. The article indicates that institutions were once again brought into focus as a result of (1) a wider debate about the institutional sources of growth and development sparked by Acemoglu and Robinson's Why Nations Fail, (2) the beginning of the global economic crisis of 2008 triggered by the fall of American investment bank Lehman Brothers (3) diversified consequences of the economic crisis seen all over Europe and the USA which illustrate (4) the institutional varieties of capitalism.
Publikacja recenzowana / Peer-reviewed publication ; Celem niniejszego artykułu jest próba odpowiedzi na pytanie, dlaczego w krajach Europy należących do zachodniego kręgu cywilizacyjnego w ostatnich latach wybuchł kryzys zaufania do demokracji liberalnej oraz w jaki sposób można go pokonać. Zdaniem autora, głównym powodem tego kryzysu jest bardzo instrumentalny stosunek dużej części obywateli tych państw do tej formy rządów. Darzą ją oni akceptacją i zaufaniem tylko do momentu, do którego zapewnia im dobrobyt i poczucie bezpieczeństwa, co obecnie – w ich przekonaniu – nie ma miejsca. Dlatego też, chcąc zmienić ten negatywny stan rzeczy, należy sprawić, by ponownie – w ramach demokracji liberalnej – ich potrzeby i aspiracje zaspokajane były na akceptowalnym przez nich poziomie. W tym celu konieczne jest spełnienie szeregu warunków, do których należy m.in.: przywrócenie zaufania obywateli do organów władzy oraz procedur wyborczych, podjęcie energicznych działań przeciwko rosnącym nierównościom społecznym, wzmożenie przez państwa działań na rzecz skutecznego zwalczania międzynarodowego terroryzmu – aczkolwiek z poszanowaniem liberalnych i demokratycznych wartości oraz wolności i praw człowieka – oraz rzeczywistej integracji przybyszy z innych kręgów cywilizacyjnych, przede wszystkim ze świata islamu. Jednocześnie politycy oraz przedstawiciele świata mediów powinni powrócić do dyskursu opartego na wartościach, na których zbudowane zostały ustroje państw europejskich należących do zachodniego kręgu cywilizacyjnego. ; This article is an attempt to answer the question, why there has been a recent crisis of trust to the liberal democracy in European states belonging to the Western circle of civilisation and how it could be overcome. According to the opinion of the author, the main reason for that crisis is an instrumental approach of a large part of citizens of those countries towards this form of government. They accept and trust it only as long as it provides them with prosperity and a sense of security, which is currently – up to them – not working properly. That is why, in order to change that situation, fulfilling their needs and aspiration on acceptable level must be again possible within the framework of this form of government. In order to achieve this goal a number of conditions must be met, including, restoring trust of citizens in the government and faith in the electoral process, taking vigorous actions to counteract rising social inequalities, increasing measures to successfully combat and suppress international terrorism by various countries – although with respect to liberal and democratic values as well as human rights and freedoms – and a real integration of immigrants from other civilisation circles, first of all, Muslims. At the same time, politicians and the media are supposed to return to the discourse based on the values upon which political systems of European states belonging to the Western circle of civilisation were founded.
Przedmiotem artykułu są pokomunistyczne przemiany ustrojowe rozpatrywane w perspektywie politologii i ekonomii politycznej konstytucjonalizmu. Pierwsza część dotyczy występujących w literaturze założeń teoretycznych oraz hipotez empirycznych. Nacisk położono na wybór typu rządów, rodzaju ordynacji wyborczej i organizacji pionowej państwa. Część druga proponuje model teoretyczny służący wyjaśnieniu dróg przemian ustrojowych i ich skutków. Zawiera on czynniki wewnętrzne i zewnętrzne. Wśród pierwszych główną rolę odgrywa stopień zdominowania społeczeństwa przez komunistyczne monopaństwo: im jest większy, tym wyższe prawdopodobieństwo ustroju autorytarnego. Czynnik zewnętrzny to położenie kraju w stosunku do Zachodu (Bruksela) lub Wschodu (Moskwa): bliskość Moskwy podnosi prawdopodobieństwo opcji autorytarnej. Analiza strategii przemian ustrojowych skupia się na wyborze typu rządów oraz ordynacji wyborczej. Efekty transformacji mierzone są za pomocą zagregowanego indeksu ustroju politycznego. Uzyskane rezultaty odbiegają od przewidywanych na podstawie teorii przedstawionej w pierwszej części artykułu.JEL: A10; A12; B25; P10; P20; P21; P30 ; While there is a wealth of studies on selected aspects of economic and political transitions from communism, there are few, if any, analyses of the emergence of new political orders in terms of constitutional engineering, i.e. the adoption of the meta-rules governing the rules defining both the political structure and determining underpinnings of the ordinary law-making process. The paper begins with the review of menu of institutional choices related to type of government, electoral system and vertical organisation of the state and their impact on performance as reported in political science and constitutional political economy literature. It is posited that the binary outcome: democracy vs. autocracy is a function of two variables assuming two values: society (weak vs. autonomous sovereign citizen) and communist establishment (strong vs. weak). A strong communist state at the initial state of transition produces autocratic outcomes although proximity to Brussels may change political trajectory whereas a strong autonomous society generates trajectory leading to democracy. Surprisingly, the choice of the rules of political game bore little resemblance to what literature might suggest: ordinary political struggle has determinedthe choice of institutions with constitutions as a legal act being the result rather than a product of conscientious intellectual design.JEL: A10; A12; B25; P10; P20; P21; P30
The author analyses the factors that weaken the influence of the principles of meritocracy on the institutions and public policy. He indicates that a meritocratic approach to governance in the programming of public actions has become a resource for obtaining legitimacy of power in Poland to a limited extent. The advantages of meritocracy (the "efficiency" and "justice") have not been exploited on a significant scale. As a result, there is a significant illegitimacy of the democratic system, as well as the weakening of the society identification with the state. This phenomenon is characterized by low prestige of politicians and a poor voter turnout. The author draws attention to the fact that meritocratic management mechanisms of public institutions in Poland are significantly reduced due to numerous factors – the appropriation of the state by political parties, institutional nomadism of the elite, the rules of political capitalism, a soft state and theinstitutionalization of non-responsibility or activities of various interest groups andbackstage actors of politics. ; Autor analizuje czynniki, które osłabiają oddziaływanie zasad merytokracji na instytucje i politykę państwa. Wskazuje, że merytokratyczne podejście do rządzenia, w tym programowania działań publicznych, jedynie w ograniczonym zakresie stało się zasobem służącym do uzyskiwania prawomocności władzy w Polsce. Atuty merytokracji (jak "wydajność" i "sprawiedliwość") nie zostały w tym celu uruchomione w znaczącej skali. W konsekwencji doszło do znaczącego delegitymizowania prawomocności ustroju demokratycznego, a także osłabienia identyfikacji społeczeństwa z państwem. Miarą tego zjawiska jest m.in. niski prestiż polityków i duża absencja wyborcza. Autor zwraca uwagę na to, że mechanizmy zarządzania merytokratycznego w instytucjach publicznych w Polscesą znacząco zredukowane z uwagi na oddziaływanie wielu czynników – zawłaszczaniepaństwa przez partie polityczne, instytucjonalny nomadyzm elit, reguły kapitalizmupolitycznego, miękkie państwo i instytucjonalizację nieodpowiedzialności lub działańrozmaitych grup interesu i zakulisowych podmiotów polityki.
