Empirische Untersuchungen, darüber, ob eher Arbeitslose neue Unternehmen gründen, als solche, die erwerbstätig sind, zeigen widersprüchliche Ergebnisse. Das liegt zum Teil daran, dass manche Studien die "industrielle Organisation von Regionen vernachlässigen und versäumen, angemessene Variable zur Darstellung von Marktchancen einzuschließen. Der Autor benutzt Daten amerikanischer Unternehmen des Einzelhandels und der Dienstleistungsindustrie mit mäßigen Einstiegsanforderungen, finden jedoch wenig oder keine Beweise für die Hypothese, dass Erwerbslosigkeit einen Anstoß zur Unternehmensgründung darstellt. Regionen der USA mit verhältnismäßig hohen Erwerbslosigkeitsraten zeigen bei breiter Palette von Industrien später durchweg keine unverhältnismäßig starke Zunahme der Anzahl von Betriebsneugründungen auf. Gebrauchtwarenläden und Werkstätten für Kraftfahrzeugreparaturen stellen mögliche Ausnahmen dar." (IAB2)

The author takes a critical look at the new constitution of Fiji, promulgated in July 1990, and the system of government. She points out that this constitution is directed against Fiji Indians, promotes Fijian 'tradition' and, especially, the authority of a chiefly establisment long dominated by chiefs from Fiji's eastern regions. She believes that much of the uncertainty surrounding Fijian politics centres on the military, especially on Major General Rabuka's carreer plan. (DÜI-Sen)

THE ARTICLE EXPLORES THE CONCEPT OF "JUCHE" OR SELF-RELIANCE THAT WAS INITIATED BY NORTH KOREAN COMMUNIST LEADER KIM IL-SUNG. IT IMPLIES, AMONG OTHER THINGS, A REJECTION OF SERVILE IMITATION OF FOREIGN EXAMPLES, UTILIZING INSTEAD A GENUINE KOREAN MODEL OF COMMUNISM. THE ARTICLE EXAMINES SOME OF KIM IL SUNG'S POLICIES IN THE EARLIER PART OF HIS CARREER IN WHICH MANY ACTIONS WHICH APPEAR TO BE INDEPENDENT AND ANTI-SOVIET ARE, IN REALITY, NOT SO WHEN VIEWED IN THE CONTEXT OF DEVELOPMENTS WITHIN THE COMMUNIST BLOC AS A WHOLE. THE ARTICLE CONCENTRATES ON THE ECONOMIC ASPECT OF JUCHE AND ARGUES THAT JUCHE IN ITS ECONOMIC SENSE IS A PARADOXICAL CONCEPT WHICH, IF PURSUED TOO SINGLE-MINDEDLY, PRODUCES RELATIONS OF DEPENDENCE.
