The methods for change detection and management published in the scientific literature are often of empirical nature and are not suitable for the analysis of the particular situations, whereas local governments are a specific object of analysis. Furthermore, many scholars interpret the content of a strategic change quite differently. This shows that the methodology of strategic change analysis is not fully developed. Therefore, further issues of strategic change management, which would consider the specifics of an organization, are very important. The aim of the article is to discuss the specifics of the strategic changes in local governments (local government institutions), describe their types, and evaluate the operational changes. The paper presents the concept of strategic change and distinguishes the levels of strategic changes according to their importance for the local governments. It describes strategic changes in the local governments and their need on the political, organizational potential development, and action levels. The article evaluates the strategic changes in the local governments at the level of their activities. The local governments can implement the strategic changes on the political and action levels. At the end of 2011 Seimas has adopted changes in land taxation system. Since 2013, after a new enactment came into force, the land was taxed according to the average land's value in the market. The value was determined in a way of mass or individual appraisal. Generally, the tax on the land remained the same, just the value has changed, which resulted in different calculation of the taxes. The enactment provided the municipalities with the right to appraise and control the tariffs of the taxes on the land from 0.01 to 4 percent (instead of the former 1.5 percent tariff). Moreover, very similar enactments which enable the municipalities to implement an independent taxing policy have been provided in the real-estate and leasehold of government's land areas, where the taxes used to be calculated according to the market value and the municipalities used to have the competence to decide on the certain tariffs within the limits for years. After having performed the analysis of the changes, it is noticeable that the new enactment has not been fully prepared as it is not clear according to what canon the municipalities appraise the tariffs or how they will identify the unexploited land. Finally, this enactment has caused the increase on the land taxes for some of the landlords in several or even more times, because of the wide interval of land tariff and only one coefficient which reduces the land's taxation value left. This graduate work contains: preface, 5 chapters, 18 subsections, 4 paragraphs, a conclusion and list of literature. Scope of work – 55 pages, that contains 11 pictures and 7 tables. Bibliographical schedule is contained of 35 sources.

The article deals with the trends of consumption of Lithuanian poultry meat and the factors that determine them. The poultry sector has an important place among other agricultural sectors. Poultry meat makes up even 28% of the total meat produced in Lithuania. In the structure of meat consumption poultry meat makes up 23%; lately, the consumed amounts have noticeably increased. In Lithuania the demand for poultry meat exceeds the supply. Lately, the self-sufficiency level of poultry meat fluctuated about 80%. As the poultry sector in Lithuania was in short supply, producers and traders could sell products at higher prices than their value. However, the price uptrend reached such a level that meat products became too expensive for consumers and they bought poultry meat only for the reason that it was the cheapest kind of meat. In 2009 the retail prices of poultry meat reached such a level that the consumption of Lithuanian poultry meat on the domestic market started to decline. People more and more often went to Poland for poultry meat where in 2009 it was by 44% cheaper than in Lithuania. Producers, retailers and the government could contribute to the reduction of retail price of Lithuanian poultry meat.

It was established that the introduction of the pollution tax in Lithuania influenced the choice of the majority of drivers to replace the old polluting car with a less polluting and more environmentally friendly one. The transport sector accounts for almost 30%. of the European Union's total CO2 emissions, and 72% of this is CO2 emissions from roads. The most important indicator for reviewing environmental requirements for vehicles is carbon dioxide emissions, which must not 130 exceed 130 grams per kilometer. Comparing diesel-powered cars with gasoline-powered ones, their number has risen to 2.6 times before the introduction of the pollution tax on the first day of July 2020.
