After more than a decade of dictatorship, Chilean arts were confronted, in 1990, to a democratic framework: the common enemy was gone; or not? In this sense, my investigation seeks to answer to two interdependent questions. Which path did the Chilean state follow so as to grant an artistic institutional framework after authoritarianism? How did Chilean artists perceive this transformation, and how did they regard (report themselves to) the past in their works? Besides this double intention, this article seeks additionally, as its title indicates, to verify the persistence or not of "artistic authoritarian enclaves". I will verify how this formula introduced by Manuel Antonio Garretón gains a different sense if we think about it from the point of view of the relation between art and politics.
Recently, Chile lived the victory of public policies of prevention and care of the HIV infection as promoted by the WHO's and UNAIDS technical truth (our meaning of the technical truth has been defined in the latest works by Michel Foucault). Yet the recent history of Chile's health policies in our research matters urges us to be cautious. Issues such as social responsibility of health spending have come and gone according to the political upheavals of the recent decades. Some crucial topics for the prevention of vertical transmission of HIV/AIDS, linked to private values and its influence on public policies, as in the case of therapeutic abortion, has long been under the influence of the dosage of secularity allowed by the catholic church to the most conservative political parties. The promotion of the condom as the only way to prevent the sexual transmission of the HIV, a simple technical truth "known" by the northern public policies since the 80's, shared the official prevention campaigns with abstinence and fidelity till 2015. However, if a truth deserves our sympathy, it deserves at the same time the aversion of sectors of the population just as respectable as we are. If we consider with kindness a technical truth that emerges from the debate to impose itself as "the truth", ignoring that what has really been imposed is the prestige of technicality, we probably ignore the sense of political struggle as a scientific object. ; Récemment, le Chili a vu la victoire des politiques publiques de prévention et de soins de l'infection à VIH promues par la vérité technique de l'OMS et de l'ONUSIDA (notre acception de la vérité technique a été définie dans les derniers travaux de Michel Foucault). Certains sujets cruciaux pour la prévention de la transmission verticale du VIH / SIDA, liés à la morale privée et à son influence sur les politiques publiques, comme dans le cas de l'avortement thérapeutique, ont longtemps été influencés par la dose laïcité permise par l'église catholique aux partis politiques chiliens les plus conservateurs. La promotion du préservatif comme seul moyen de prévenir la transmission sexuelle du VIH, simple vérité technique «connue» par les politiques publiques du Nord depuis les années 80, a partagé les campagnes de prévention officielles chiliennes avec abstinence et fidélité jusqu'en 2015. Cependant, si une vérité mérite notre sympathie, elle mérite en même temps l'aversion des secteurs de la population tout aussi respectables que nous. Si nous considérons avec bienveillance une vérité technique qui émerge du débat pour s'imposer comme «la vérité», ignorant que ce qui a vraiment été imposé est le prestige de la technicité, nous ignorons probablement le sens du combat politique comme objet scientifique.

The firts chapter deals with the changing relationship between development and territories. Chapter two situates Latin America in the contemporary globalization. Chapter three is dedicated to Argentina and Chile, discussing the elaboration of the "chilean model" and its replication. Finally chapter four presents the theme of continental integration. ; Ce travail aborde la façon dont la mondialisation a modifié les conditions de développement des territoires en Amérique latine. Le premier chapitre est consacré à la façon dont a évolué la relation entre développement et territoires. Le second chapitre situe l'Amérique latine dans la mondialisation contemporaine. Le troisième chapitre est plus spécifiquement consacré à l'Argentine et au Chili et discute le "modèle chilien" et sa réplication. Enfin le qutrième chapitre aborde la question de l'intégration continentale.

Despite the profusion of exhibitions on South American art that took place in France throughout the 20th century, these have rarely presented artistic experiences as anchored in a territory. What we know of mural art in Chile is based on special exhibitions, such as the Paris Biennial in 1973 or the Venice Biennial in 1974: they were examined as marks of a revolutionary socialist art, or as a practice of resistance to a military dictatorship that was committed to destroy all the initiatives undertaken under the Salvador Allende regime (1970-1973). In this research, we show that these new objects had an entirely different trajectory in Chile and involved such important notions as "art for all"and "social art" that were already in development in the 1930s and 1940s. In order to deconstruct the heroic narratives around these new objects, we wanted to show the way in which knowledges, speeches, testimonies, were formulated and the authors who have ensured their legitimization. The mexican experience had an important impact in the way of rethinking the relation between art and public and to construct a characteristic art, despite the military junta only saw left political unrests. Diferents values were linked to the murals and those artistic experiences changed the visual landscape of the city; some neighbourhoods contains murales since decades. Far from being only restricted by a ideology contents, they absorb, in reverse, influences from conventional mural painting or from the grafitti culture of the norh american cities. ; A pesar de la profusión de exposiciones en Francia durante el Siglo XX sobre el arte sudamericano, aquellas manifestaciones estaban incapaces de tratar de experiencias artísticas inscritas en un territorio. This research has the dual purpose of analyzing the work of teachers in vocational agricultural education in Chile (especiallytheir professional problems) and making proposals for their training. For this, it mobilizes an abduction procedure (Peirce, 1965) based on an epistemology of discovery extended by an hermeneutic approach that gets hypotheses to emerge later on.Teachers' work is viewed as a system of professional practices (Marcel , 2004) and studied from the points of view of activity, status and experience (Tardif & Lessard, 1999). This framework structures a methodological set of tools that enhances the production of a consistent and varied empirical corpus.The interpretation of these elements allows to uncover the symbolic nature of teachers' work and support the general assumption of a cultural side to this work. This hypothesis comes in two parts. First teachers have a role as cultural mediators between the agricultural professional world and the school system and, secondly, that professional difficulty is normalized in daily work. One can therefore describe a "cultural mediation area" for teachers in agriculture.To get these contributions to benefit training, an engineering approach to training is deployed, which "translates" elements of the "cultural mediation area" into terms of professional knowledge. This knowledge is integrated into a proposal of training scenarios, not as a prescription, but as an assistance to policy decision-making. ; La presente investigación persigue el doble objetivo de analizar el trabajo de los docentes de especialidades agropecuarias en Chile (especialmente las dificultades profesionales) y de proponer pistas para su formación. Para ello, se moviliza un procedimiento abductivo (Peirce, 1965) basado en una epistemología del descubrimiento y en un ejercicio hermenéutico que permiten la emergencia de hipótesis a posteriori.El trabajo docente es aprehendido como un sistema de practicas profesionales (Marcel, 2004) y estudiado a partir de las dimensiones de la actividad, el estatus y la experiencia (Tardif & Lessard, 1999). Este marco teórico estructura un dispositivo metodológico que favorece la producción de un corpus empírico amplio y diverso.La interpretación de estos elementos permite la puesta en evidencia de la naturaleza simbólica del trabajo de los profesores y la defensa de la hipótesis general del horizonte cultural de este trabajo. Esta hipótesis es declinada en dos aspectos, por una parte el rol de los docentes como mediadores culturales entre el espacio profesional agrícola y el espacio escolar y, por otra parte, la normalización de la dificultad en el trabajo cotidiano. Sobre esta base, se describe una "zona de mediación cultural" de los profesores del sector agropecuario.Con el objetivo de poner estos aportes al servicio de la formación, se despliega un proceso de ingeniería en formación que "traduce" ciertos elementos de la "zona de mediación cultural" en términos de saberes profesionales. Sur cette base, peut être décrite une « zone de médiation culturelle » des enseignants du secteur agricole.Afin de mettre ces apports au service de la formation, est déployée une démarche d'ingénierie de formation qui « traduit » certains éléments de la « zone de médiation culturelle » en termes de savoirs professionnels. Ces savoirs sont intégrés dans une proposition des scénarios de formation, dans une perspective non pas prescriptive mais d'aide à la décision politique.

The evolution of discourse about doubts on the conditions of the death of Allende in this regard will be particularly significant. In the last four decades, Chile's education system has experienced a deep transformation, a neoliberal revolution. Since the dictatorship (1973-1990), an education market developed in the different levels of education. After the restoration of democracy in 1990 and during the following two decades government, led by a centre-left coalition, the education market was consolidated with an active engagement of the State. This period introduced multiple adjustments to the model, which ultimately developed an education system of hybrid morphology. Education stood out progressively as a major public issue and, in 2011, a social crisis became unavoidable. The questioning of the educational architecture reveals the fissures of the Chilean society concerning the predominance of neoliberal regulations. This event motivated a phase of revision, discussion, and proposition around another form of thinking education. This thesis traces the course of the educational policies implemented since the dictatorial irruption until 2010 when 20 years of democratic recovery under the direction of the same conglomerate, the Concertación, ends. The objective of this study is to understand the evolution of this issue, in the interface between the institutional administration, political parties, and civil society. This overview will allow us to grasp the maze of policy making and to understand how the educational disagreements arise. This analytical perspective consists in a socio-historical reconstruction of the educational policy, which triangulates the analysis of historical texts, legislative texts, and interviews with both political and administrative actors. This analytical lens will enable us to understand how education is the cornerstone of the modernization process in Chile. This is characterized by significant and undeniable advances in development, especially those concerning the educational expansion at all levels. En esta investigación, tratamos de mostrar como esos nuevos objetos conocieron una trayectoria totalmente diferente en Chile, poniendo en juego nociones tales importantes como "el arte para todos" o "el arte social" que estaban en formulación desde los anos 1930 y 1940. Tratando de deconstruir los relatos heroicos sobre esos nuevos objetos, queremos subrayar la maniera donde de han constituidos los saberes, discursos, escritos, testimonios, y los autores quien estaban a cargo de legitimar esa nueva forma de expresión artística. La experiencia mejicana a jugado un papel muy importante cuanto a la maniera de repensar el lienzo entre el publico y el arte y en la maniera de elaborar un arte propio, aun que la Junta militar consideraba los murales solamente como una forma de protesta popular, demasiado relacionado con los partidos políticos de izquierda. A pesar de las diferentes valores que están asociados a los murales callejeros, esas experiencias artísticas han marcado durablemente el paisaje visual de la capital chilena y algunas poblaciones están todavía llenas de pinturas que fue pintadas hace muchos años. Los murales, lejos de estar composiciones únicamente ligadas a un repertorio ideológico, demuestran al contrario diversas influencias como la pintura al fresco convencional o la cultura del grafiti en plena expansión el las ciudades norteamericanas. ; Les expositions sur l'art sud-américain se sont multipliées tout au long du XXème siècle mais elles n'ont que rarement été capables d'évoquer des expériences artistiques inscrites dans un territoire. La Biennale de Paris de 1973 et la Biennale de Venise de 1974 ont été les premières manifestations qui ont fait connaître les peintures murales populaires au Chili à l'échelle internationale : on y a vu à tour de rôle les traces d'un art révolutionnaire socialiste, ou bien une pratique de résistance vis-à-vis d'une dictature militaire qui s'est attelée à détruire toutes formes de libre expression ainsi que les initiatives engagées sous le régime de Salvador Allende (1970-1973). Or, ces nouveaux objets plastiques ont connu une trajectoire tout autre au Chili et mettaient en jeu des notions aussi importantes que « l'art pour tous » ou « l'art social » qui étaient déjà en gestation depuis les années 1930 et 1940. En cherchant à déconstruire les récits héroïques, nous avons voulu montrer la manière dont se sont constitués les savoirs, les discours, les témoignages, et les auteurs qui ont participé à la légitimation de cette nouvelle forme d'expression artistique. Si l'expérience mexicaine a joué un rôle considérable dans la manière de repenser la relation du public à l'art et dans la manière d'élaborer un art qui soit propre, la Junte militaire n'y voyait qu'une forme d'agitation populaire trop liée aux partis politiques de gauche. Au-delà des différentes valeurs gravitant autour des murales, ces expériences artistiques ont durablement marqué le paysage visuel de la capitale au point que certains quartiers sont aujourd'hui encore habillés de fresques datant de plusieurs décennies. Les peintures murales, loin d'être des compositions confinées à un répertoire idéologique, témoignent au contraire de diverses influences allant de la peinture murale conventionnelle à la culture graffiti alors en pleine expansion dans les villes nord-américaines.
