The objective of this study was to identify the perceptions of workers of the Municipal Secretary of Health Palmas, on the quality of life obtained with Chinese Lian Gong practice. The study included 10 employees of the Zoonosis Control Center, which conducted the Lian Gong for a period of three months, totaling 36 meetings. After this period, a qualitative evaluation through focus group was held. For the focus group, the categories were identified: sleep and rest; use of medication, about pain and discomfort and social relations. The content analysis was used to discuss the results, where it was observed that workers had very positive perception of the quality of life in the categories analyzed, with assertions that demonstrated improved in all surveyed categories, such as improved sleep and rest, reduction use of medicines for pain and improves interpersonal relationships.
Pretendeu-se estudar a política de saúde na China sob a hipótese de que as mudanças sofridas pela reforma política e de abertura a partir de 1978 não se configuram por um processo de "americanização" (implantação do projeto neoliberal), mas por um processo de ocidentalização europeia, sob o pilar dos serviços sociais do bem-estar social dos "trinta anos gloriosos", de caráter contributivo, através da introdução dos seguros sociais na constituição de seu sistema de segurança social e, por conseguinte, nos seus regimes de saúde. Comparada com o período maoísta, a reforma política e o processo de abertura iniciado por Deng Xiaoping resultou em um retrocesso ao caráter coletivo e universalista do sistema de saúde chinês, com o enfrentamento de problemas de acesso e financiamento da saúde, nos dias atuais. Isso ocasiona à China o grande desafio de criar estratégias e promover reformas para garantir a cobertura do acesso aos serviços e equipamentos de saúde a sua numerosa população. ; This paper intends to study the health policy in China. It starts from the hypothesis that the changes brought by the political and opening-up reform after 1978 are not configured by an "Americanization" process (implementation of the neoliberal project), but by an European occidentalization process based on the social services of the Welfare State of the "thirty glorious years". This process has a contributory character, through the introduction of social insurance in the constitution of China's social security system and, consequently, in its health systems. This results in a throwback in the health policy's collective and universal character, with problems to face regarding access and the financing of the health systems existing today, if we compare the Maoist period with the period after the political and opening-up reform launched by Deng Xiaoping. This situation brings to China the big challenge of creating strategies and reforms to ensure coverage of access to health services and equipment to its large population.

The present work constructs a comparison between the official nomological discourse of the Chinese Constitution in force and the different approaches about the meaning of the Constitution and of fundamental-human rights developed by the Chinese constitutional scholars. Its main methodological strategy is to configure a sampling from the data collected from the Chinese legal literature related to its constitutional law and fundamental-human rights. Moreover, the analysis is incremented through a reflection regarding the influence of the different Chinese political and cultural traditions in the equally distinct perspectives of its contemporary constitutionalism. As its main results it is verified not only the existence of conflicting perspectives in Chinese constitutional culture, but a majoritarian presence of pragmatical and utilitarian approaches to the discourse of fundamental-human rights as well, and also a primacy of political and economic dynamics in comparison to the constitutional guideposts, which still have a low binding or guiding power. ; O presente artigo constrói uma comparação entre o discurso nomológico oficial da Constituição chinesa vigente e as diferentes abordagens sobre o papel da Constituição e dos direitos humano-fundamentais desenvolvidas pelos constitucionalistas chineses. Parte, como principal estratégia metodológica, da configuração de uma amostragem de obras construídas na literatura jurídica chinesa sobre a Constituição e os direitos humano-fundamentais naquele país. Ademais, incrementa-se a análise a partir da reflexão sobre a influência das diferentes tradições políticas e culturais chinesas nas igualmente diferentes perspectivas do constitucionalismo chinês contemporâneo. Como principais resultados verifica-se não só a existência de posições conflitantes na cultura constitucional chinesa como a presença majoritária de uma abordagem pragmática e utilitarista do discurso dos direitos humano-fundamentais e de uma primazia tanto das dinâmicas políticas, como econômicas, sobre as balizas constitucionais, que ainda possuem na China pouca capacidade vinculativa ou dirigente.

The possibility of Chinese immigration sparked intense discussions during the 1870s, in both the Brazilian Parliament and the press. The Chinese were then being considered as a viable alternative in view of the labor shortage in Brazil. Though previous research projects have analyzed the discourses in favor or against this immigration, there is still much to explore. Thus, the article seeks to answer the following questions: When did intellectuals of the period begin to get involved in these debates? Who were the main figures and what were their strategies? Which discourses managed to change the course of the debates on this issue? ; La posibilidad de una inmigración china suscitó intensas discusiones a lo largo de la década de 1870, tanto en el Parlamento brasileño como en la prensa. Los chinos eran vistos como una alternativa viable para la escasez de mano de obra que azotaba a Brasil. Investigaciones anteriores han desarrollado análisis en torno a los discursos a favor y en contra de esta inmigración, pero aún falta mucho por ser explorado. De esta manera, el presente artículo busca responder a los siguientes interrogantes: ¿Cuándo comenzaron estos debates a involucrar a la intelectualidad de la época? ¿Cuáles fueron los principales personajes, sus estrategias? ¿Cuáles discursos fueron capaces de cambiar el rumbo de los debates en torno a esta cuestión? ; A possibilidade de uma imigração chinesa suscitou intensas discussões ao longo da década de 1870, tanto no Parlamento brasileiro como na imprensa. Os chineses eram vistos como uma alternativa viável para a escassez de mão de obra que assombrava o Brasil. Todavia, apesar de pesquisas anteriores já terem desenvolvido uma análise em torno de discursos contrários e favoráveis a essa imigração, há ainda muito que ser explorado. Desse modo, o presente artigo busca responder aos seguintes questionamentos: quando esses debates começaram a envolver a intelectualidade da época? Quais foram os principais personagens, suas estratégias, e quais discursos foram capazes de mudar o rumo dos debates em torno dessa questão?

Este trabajo analiza las conductas político-económicas emprendidas por China posrreformas (1976-2015) a partir de la teoría y de la historia de los conceptos con base en Koselleck (2006) y Sartori (1970). La metodología fue cualitativa, enfocada en el análisis de contenido y en investigaciones bibliográfica y documental. Tal análisis sigue la evolución de los planos en el tiempo y su consecución vía planificación por medio de actos de habla y formalizados en políticas (policies). A partir de ahí, fue posible concluir que la innovación conceptual fue implementada de forma pragmática por la rpc (vía Partido Comunista Chino). Así, la rpc buscó el establecimiento de una relación amistosa entre Estado y mercado, inaugurando así un nuevo léxico en la economía política internacional contemporánea: la economía socialista de mercado. ; This paper analyzes the political-economic behavior of China in the post-reform era (1976-2015) from the perspective of theory and history of concepts, based on Koselleck (2006) and Sartori (1970). The methodology is qualitative, based on content analysis and bibliographical and documentary research. The analysis follows the evolution of the plans over time and their achievement by means of planning through speech acts and formalized policies. Following this, it is possible to conclude that conceptual innovation was implemented in a pragmatic way by the prc (through the Chinese Communist Party). Hence, the prc preferred a close relationship between state and market, thereby creating a new concept in contemporary international political economy: the socialist market economy. ; Este trabalho analisou as condutas político-econômicas empreendidas pela China pósreformas (1976-2015) a partir da teoria e da história dos conceitos com base em Koselleck (2006) e Sartori (1970). A metodologia foi qualitativa, baseada na análise de conteúdo e em pesquisas bibliográfica e documental. Tal análise atenta para a evolução dos Planos no tempo e sua consecução via planejamento por meio de atos de fala e formalizados em policies. A partir daí foi possível concluir que a inovação conceitual foi implementada de forma pragmática pela rpc (via Partido Comunista Chinês). Assim, a rpc buscou o estabelecimento de uma relação amistosa entre Estado e mercado, inaugurando assim um novo léxico na Economia Política Internacional contemporânea: a economia socialista de mercado.

The article explains changing patterns of investment presented by non-financial Chinese foreign direct investment (FDI) flows related to the Belt and Road Initiative (BRI). First, a reduction in investments in bri is verified through analysis of the Statistical Bulletin of China's Outward fdi between the years of 2013 and 2016. These years compose the first quadrennium since the official announcement of the development of the Belt and Road Initiative. Afterwards, seeking to explain the reduction of non-financial Chinese fdi flows to bri, this article analyses two hypotheses. First, the article portrays the current public spending control measures by the Chinese administration, facing the growing public debt of the country and overcapacity while also discussing the similarities between China's economy to the Japanese crisis of the early 1990s. Then, the article analyzes the ongoing preparations by Chinese authorities as countermeasures to an impending financial instability in global markets. The confluence of these factors helps to explain the reduction of non-financial outward fdi flows to the bri, which contrasts with contemporary upward tendencies related to Chinese investment all over the world in the same period. ; O artigo estabelece explicações para a mudança no padrão de investimentos não-financeiros apresentada no fluxo de Investimento Externo Direto (ied) chinês relativo à Nova Rota da Seda (nrs). Primeiramente, a redução de investimentos na nrs é verificada através da análise do Statistical Bulletin of China's Outward Foreign Direct Investment entre os anos de 2013 e 2016. Tais anos compõem o primeiro quadriênio desde o anúncio oficial da nrs. Na sequência, buscando explicar a redução do fluxo de ied-NF para a nrs, analisaram-se duas hipóteses. Primeiro, buscou-se retratar as atuais medidas de controle de gasto público pela administração chinesa, que enfrenta o crescimento da dívida pública do país, capacidade excedente, e ao mesmo tempo discutir as similaridades entre a economia chinesa e a crise japonesa do início dos anos 1990. Na segunda hipótese, contemplamos a possibilidade dos preparativos feitos pelas autoridades chinesas serem contramedidas para a instabilidade de mercados globais. A confluência destes fatores ajuda a explicar a redução do fluxo de IED-NF para a nrs, que contrasta com a tendência contemporânea mundial relativa ao investimento chinês no mesmo período. ; Este artículo busca establecer explicaciones para el cambio en el patrón de inversiones presentado en el flujo de inversión directa no financiera (IED) de China en la Nueva Ruta de la Seda (NRS). En primer lugar, la reducción de las inversiones en nrs se verifica a través del análisis del Statistical Bulletin of China's Outward Foreign Direct Investment entre los años 2013 y 2016. Después, al tratar de explicar la reducción del flujo de ied no financiera de China a nrs, este artículo analiza dos hipótesis. Primero, retrata las medidas actuales de control del gasto público de China, que abordan el crecimiento del exceso de capacidad del país, mientras discute las similitudes entre la economía china y la crisis japonesa de principios de la década de 1990. Posteriormente, contempla la posibilidad de que los preparativos realizados por las autoridades chinas se contrarresten por la inestabilidad anticipada de los mercados mundiales. La confluencia de estos factores ayuda a explicar la reducción del flujo no financiero de ied a nrs, que contrasta con la tendencia contemporánea hacia la inversión china en el mundo durante el mismo período.

The growing importance of China in the international arena is inducing profound changes, not only for the West, but mainly at the Rest of the World. For most of the developing countries, the outcome of the commercial relationship with the Chinese partner allowed them to finally implement self-oriented policies, without attending external pressures. On the back of this new reality, it was considered to be relevant the analysis of the Chinese impact over Latin-America, through the study of Brazilian foreign policy during the presidential mandates of Fernando Henrique Cardoso, Lula da Silva and Dilma Rousseff. In October, 2005, the Chinese communist authorities had announced the publication of a document on the "Construction of the Political Democracy in China," which insists on the defense of the prevailing regime as the most adjusted for present day China. This document therefore does not purport to display programs for reform, but rather tries to explain the systemic option of the Chinese Government. It is actually addressed to those that, in abroad seek to formulate inspire directions to pressure or condition its future evolution. Even from a cursory reading it is easily inferred that democratization is not a priority for today's China. It is possible that, with the economic development, the fierce control that the Party exerts over society may loose some consistency. The present article analyses the Brazilian approach to the Asian countries, specially, to China, in a historical perspective. At the end of the 19th century & beginning of the 20th, the relationship with that continent was sparse & restricted basically to the coming of Japanese workers & to the non-official migration of Chinese. During the Cold War, under the Brazilian attempt to diversify its partnerships, there was a political approach to China on the multilateral sphere, nevertheless the economic ties stayed with Japan. Despite the traditional discourse of the Brazilian diplomacy about the universalization of the country's international relations, just at the 1990's there was in fact a strengthening of the economic approach to China -- and not only political. The main reasons were the Chinese high economic growth & the trade battle that was raised by the proposal for the creation of a Free Trade Area of the Americas (FTAA), which is understood as an obstacle to the insertion of external actors. In 1974 Roland Barthes, François Wahl, Philippe Sollers, Julia Kristeva and Marcelin Pleynet spend a month in Mao Zedong's China. The "Tel Quel group", as they were seen, visits the country under the tutelage of Luxingshe Agency, which also provides two guides and translators in order to accompany visitors. Taking as a guideline Barthes's Travels in China ([1974] 2009) and the article "Alors, la Chine?" (without translation in English), I will try to identify, describe and interpret the presence of the Chinese Foreigner by the eyes of the French writer, through these spacial and linguistic formulations, as well as the descriptions of the Chinese people. From this reading, in a more abstract degree, situations of exercise of authority and the search for otherness will be the object of reflection, marking the timelessness of the Barthesian gestures of repulsion to the first and the search for the second. Barthes's views will be opposed to those of his fellow travellers, who also reported their impressions once back to France. How is China grasped by the textual plot of travel narratives and the discourse of group members? Which aspects converge and which diverge in these multiple views on the same object, the Foreigner, particularly Chinese, in a moment of political and ideological authoritarianism? ; Em 1974 Roland Barthes, François Wahl, Philippe Sollers, Julia Kristeva e Marcelin Pleynet passam um mês na China de Mao Tsé-Tung. O "grupo de Tel Quel", como era visto, visita o país sob a tutela da Agência Luxingshe, que também providencia dois guias e tradutores para acompanhar os visitantes. Tendo por fio condutor os Cadernos da viagem à China([1974] 2009) e o artigo "E então, China?" (1974) de Barthes, procurarei identificar, descrever e interpretar a presença do estrangeiro chinês aos olhos do escritor francês, por meio de suas formulações espacial e linguística, bem como das descrições dos chineses. Dessa leitura, num grau mais abstrato, serão objeto de reflexão situações de exercício de autoridade e de busca pela alteridade, marcando a atualidade dos gestos barthesianos de repulsa à primeira e de busca pela segunda. Os pontos de vista de Barthes serão contrapostos aos de seus colegas de viagem, que também reportaram suas impressões uma vez de volta à França. Como a China é apreendida pela trama textual das narrativas de viagem e pelo discurso dos membros do grupo? Quais aspectos convergem e quais divergem nesses múltiplos olhares sobre o mesmo objeto, o Estrangeiro, particularmente, chinês, num momento de autoritarismo político e ideológico?

This article highlights significant aspects of the contemporary reality in Chinese society,characterized by fast economic and cultural changes. It discusses how has the formation of apublic opinion independent from institutional power occurred, increasingly more fragmented,heterogenous, and sometimes critical to the choices made by the regime. The diversity ofopinions is favored by the internet. But this mean is also considered by the Chinese State, ininitiatives such as the Social Credit System, a tool to strengthen trust and social cohesion,reducing destabilization risks for the leadership of the Communist Party. ; O artigo destaca alguns aspectos significativos da realidade contemporânea na sociedade chinesa, marcada por uma rápida transformação econômica e cultural. Discute como tem se dado a formação de uma opinião pública independente do poder institucional, cada vez mais fragmentada, heterogênea e, em alguns casos, crítica às escolhas do regime. A diversidade opinativa é favorecida pela internet. Mas esse meio é também pensado pelo Estado chinês, a partir de iniciativas como o chamado Sistema de Crédito Social, como instrumento para fortalecer a confiança e a coesão social, reduzindo os riscos de desestabilização à liderança do Partido Comunista.
