Lemke analyzes the democratic deficit of the European Union from a theoretical perspective & discusses opportunities for a European citizenship & possibilities of direct participation. Citizenship can be understood only from an evolutionary perspective, with development of a culture of rights in Europe. This is of major importance with respect to the European Union's enlargement. The idea of active citizens in the European polity presupposes a European citizenship. No political institutions enjoy less public trust than political parties. Understanding the implications of this phenomenon for representative democracy requires theoretically informed conceptualizations of party trust and distrust and theories about their underlying cognitive processes. In this vein, the present study conceptualizes party trust and distrust as perceived party trustworthiness, it models citizens' subjective standards as rubrics of party trustworthiness, and it derives rubric-based measures of party trust/distrust. The analyses identify rubrics that: (1) prize integrity and competence, (2) stress internal politics and competence, and (3) give priority to responsiveness and integrity. The rubric-based measures of party trust/distrust converge with a classic measure of party trust and, thus, bolster the conceptual validity and theoretical utility of this research. Con el propósito de mejorar la calidad educativa y como parte de las políticas de gobierno para hacer de Colombia, la mejor educada de América Latina en el año 2025, el actual sistema educativo ha incorporado nuevas directrices y lineamientos que orientan los procesos de mejoramiento en términos de calidad en cada una de las instituciones educativas de Colombia; Los resultados de las pruebas SABER son el punto de referencia para determinar las falencias y fortalezas de las instituciones educativas y orientar el diseño de estrategias y acciones concretas para el fortalecimiento de sus procesos pedagógicos; en este sentido, la presente propuesta de investigación acción participativa se centra en el los resultados obtenidos por los estudiantes en la evaluación de las competencias ciudadanas. As part of the analysis of the institutional context, the study of the PEI institutional educational project was carried out; besides the review of the contents and the competences proposed in the area plan as a curricular reference; also, we inquired about the teachers' perception of citizen competencies. The Pedagogical proposal had as its focus the plans for the area of Spanish language and Social Sciences for the ninth grade of the Educational Institution Our Lord of Good Hope College of the Municipality of Piedecuesta; with this pedagogical strategy the construction of an institutional culture was made possible, including respect for oneself, for the other, and for the difference in an inclusive and diverse world.

Desde sus orígenes la escuela tiene entre sus objetivos la socialización, la formación de ciudadanos/as que garantiza la conservación del legado cultural, al tiempo que potencia el progreso y el desarrollo social. Aprender a vivir en sociedad y adquirir las destrezas necesarias para formar parte activa de la misma es, ha sido y será uno de los principios que dan sentido a la escuela como institución pública. A partir de esta premisa, nos adentramos en la competencia social y cívica, en el marco de las denominadas competencias claves para el aprendizaje permanente propuestas por la Unión Europea en 2006. De este modo, realizamos un estudio que nos permita comprender y delimitar las necesidades que el profesorado no universitario tiene para poder desarrollar con sus alumnos/as la llamada, según la legislación educativa española (L.O.E., 2006) competencia social y ciudadana. A través de un cuestionario en red distribuido a todos los centros educativos de la Comunidad Autónoma de Andalucía hemos logrado aproximarnos a la realidad docente y escuchar sus demandas. Los resultados muestran que el profesorado andaluz precisa de recursos, materiales y estrategias que, junto a una formación especializada, le permita trabajar con el alumnado la competencia social y ciudadana. Es por ello que nos planteamos diseñar y poner en marcha un entorno virtual que ofreciera al profesorado recursos, materiales y estrategias didácticas cuya finalidad fuera el desarrollo de la competencia social y ciudadana, al mismo tiempo que brindara la oportunidad de mejorar su formación e intercambiar experiencias con otros docentes de cualquier parte del mundo. En este trabajo presentaremos el citado entorno virtual, describiendo su estructura y detallando sus posibilidades para favorecer la competencia social y ciudadana tan necesaria en la sociedad actual. ; From the beginning school includes among its objectives socialization and training of citizens, which guarantees the preservation of cultural heritage, while enhancing social progress and development. Learn to live in society and acquire the skills needed to be an active part of it is, has been and will be one of the principles that give meaning to the school as a public institution. From this premise, we enter the social and civic competence, in the framework of key competences for lifelong learning, proposed by the European Union in 2006. Thus, we conducted a study that allows us to understand and define the needs of non-university teachers have to develop with their students the call social and civic competence, according to the Spanish educational legislation (LOE, 2006). Through an online questionnaire distributed to all schools in Autonomous Community of Andalusia, we have approach the teachers and we have listen to their demands. The results show that Andalusian teachers need resources, materials and strategies, along with specialized training to work with the students the social and civic competence. So, we decided to design and implement a website to offer teachers resources, materials and teaching strategies for the development of social and civic competence. This website offers the opportunity to improve the teacher training and exchange experiences with other teachers from all over the world. In this paper we present the website, describing its structure and detailing their ability to promote social and civic competence very necessary in current society.

Cada vez es más palpable la preocupación de gobiernos, instituciones sociales y centros formativos acerca de cómo enfocar la relación de la oferta educativa y el mercado laboral. En este sentido, la calidad de la enseñanza debe tener en cuenta cómo cubrir las necesidades del mercado laboral, sin olvidar las sociales. El crecimiento económico y el progreso de los ciudadanos depende de la formación, por ello ésta no puede olvidarse de las necesidades laborales. Existe el consenso básico de que la educación del siglo XXI se debe transformar asumiendo nuevos roles y comprometiéndose con el desarrollo económico y social. Para ello se necesita disponer de un modelo social y productivo dinámico basado en el conocimiento que permita forjar la innovación necesaria para mejorar la competitividad y el crecimiento. En este contexto la educación basada en competencias ha adquirido un gran valor desde hace tiempo. Es por ello que son numerosos los estudios que se centran en analizar las competencias que deberían haber adquirido los estudiantes al finalizar sus estudios. Muchos de estos análisis muestran que el tipo y nivel de competencias adquiridas por los graduados tienden a situarse por debajo de los requeridos en el trabajo. En este artículo se exploran las competencias a partir de las prácticas que los estudiantes de último curso de grado han llevado a cabo en las empresas, lo que supone en muchos casos su primer contacto con el mundo laboral. Su objeto es analizar hasta qué punto éstas encajan con los requerimientos laborales. Para ello, la población estudiada ha sido los tutores de empresa que supervisaron a los estudiantes que recibieron una beca Santander para realizar las prácticas empresariales en el curso 2015-2016 en las distintas facultades de la Universitat de Barcelona. A tal efecto se elaboró un cuestionario con 35 preguntas, 10 de las cuales hacían referencia a la valoración explícita de cada una de las 38 competencias analizadas desde dos puntos de vista (requerido y observado), agrupadas en los tres bloques estándar: instrumental, interpersonal y profesional. Se aplica el análisis multivariante de componentes principales para analizar las competencias que favorecen el éxito en la entrada al mercado laboral. El análisis multivariante permite reducir la dimensionalidad de las variables estudiadas, contribuyendo así a identificar los aspectos que resumen y agrupan las 38 competencias estudiadas desde el punto de vista requerido a nivel empresarial en 4 factores: conocimiento, operativo, comprensión del entorno e interactuación. El análisis desde el punto de vista observado, sin embargo, las agrupa en sólo tres factores: conocimiento, interactuación y directivo. Los resultados muestran la necesidad de profesionales que sean capaces de comunicar sus ideas, trabajar tanto autónomamente como en equipo, aplicar el conocimiento a la práctica, buscar y gestionar información, tener capacidad de aprendizaje continuo y analizar y resolver problemas. Todo ello requiere procesos formativos con una orientación práctica en aras a satisfacer las necesidades futuras de la sociedad, centradas en la versatilidad, la flexibilidad y la adaptabilidad. El acercamiento a esas necesidades favorecerá la empleabilidad de los graduados. ; How to approach the relationship between educational supply and labour market is becoming a severe problem faced by governments, social organizations and education institutions. In this sense, the efforts devoted to the quality of training and education must take into account how to meet the labour market needs, as well as the social needs. Economic growth and citizens' progress are at the basis of the future development through education and training, that is the reason why the quality of training and education cannot forget the labour market needs. There is a basic consensus that the 21st century education must be transformed by assuming new roles and committing to economic and social development. To do so, a dynamic social and productive model based on knowledge is needed to forge the innovation necessary to boost competitiveness and economic growth. In this context, competency-based education has experienced a growing interest in the last decades. Since then, numerous studies have focused on the analysis of the skills graduate students should have acquired. Several of them show that the type and level of skills acquired by graduates tend to be lower than the required for the job. This paper explores the idea of competences through the internships last-year undergrad students carry out in firms as their first contact to labour market. It aims at analysing to which extent they fit into the firms' requirements. To do so we use data from a survey conducted amongst the firms' supervisors of 192 students granted the Santander fellowship during the 2015-16 academic year. The database covers all University of Barcelona Schools. The survey consisted of 35 questions, 10 of them referring to the explicit assessment of each of the 38 competences analysed from two points of view (required and observed) and grouped into the three standard blocks: instrumental, interpersonal and professional. The principal components multivariate analysis is applied to analyse the competencies favouring success in entering the labour market. The multivariate analysis allows us to reduce the dimensionality of the variables under study, contributing to identify the aspects that summarize and group the 38 competencies studied from the required firms' perspective into 4 factors: knowledge, operational, understanding the environment and interaction. On the contrary, the analysis from the observed perspective groups them into three factors: knowledge, interaction and management. The results shows the need for professionals who are able to communicate their ideas, work both autonomously and as a team, apply knowledge to practice, search and manage information, have continuous learning capacity, and analyse and solve problems. This requires practically oriented training processes in order to meet the society future needs, focused on versatility, flexibility and adaptability. The rapprochement to these needs will certainly favour graduates' employability. ; Cada vegada és més palpable la preocupació de governs, institucions socials i centres formatius sobre com enfocar la relació de l'oferta educativa i el mercat laboral. En aquest sentit, la qualitat de l'ensenyament ha de tenir en compte com cobrir les necessitats del mercat laboral, sense oblidar les socials. El creixement econòmic i el progrés dels ciutadans depèn de la formació, per això aquesta no pot oblidar-se de les necessitats laborals. Hi ha el consens bàsic que l'educació del segle XXI s'ha de transformar assumint nous rols i comprometent-se amb el desenvolupament econòmic i social. Esta investigación rastrea la presencia de la ideología nacionalista, de los valores del republicanismo y del liberalismo político en los manuales escolares publicados en Perú, entre los años 2010 y 2017, cuando se ocupan del período de las Cortes de Cádiz (1808-1815). Desde el enfoque del análisis crítico del discurso (ACD), y tomando en consideración el Diseño Curricular Nacional de Educación Básica Regular, se analizan tanto los relatos como las actividades didácticas de los manuales, se establece un diagnóstico y se ofrecen alternativas para reforzar las competencias ciudadanas –igualdad, libertad, participación, democracia– por medio de la enseñanza de este importante período histórico. Este trabajo es original tanto porque aplica el ACD a los contenidos de los manuales escolares de historia, porque indaga el desarrollo de competencias ciudadanas en sus páginas y porque los historiadores interesados en dichos manuales no han centrado su atención en el período materia de este estudio. ; This investigation research the presence of nationalist ideology and the values of republicanism and political liberalism in school textbooks published in Peru, between 2010 and 2017, when dealing with the period of Las Cortes de Cádiz (1808-1815). From the critical discourse analysis (ACD)approach, and taking into account the National Curricular Design of Regular Basic Education, both the stories and the didactic activities of the manuals are analyzed, a diagnosis is established and some alternatives are offered to reinforce citizens competences to through the teaching of this historical period. This work is original because it applies the ACD to the contents of the history textbooks, because it investigates the development of citizen skills in its pages and because the historians interested in these manuals have not focused their attention on the subject period of this study.

This study analyzes changes in individual evaluations of Congress immediately before and after enactment of national health care reform in 2010. It tests three alternative hypotheses: that enactment increased the likelihood of approval by demonstrating congressional competence; that it decreased the likelihood of approval by calling attention to partisan processes; or that it differentially affected citizens' evaluations depending on their individual policy preferences. The results show enactment polarized citizens' evaluations of Congress, with supporters of the bill increasing their approval of Congress and opponents decreasing. These findings represent the first concrete evidence that enactments can affect evaluations of Congress.

The Spanish Constitution of 1978 grants the Cortes Generales broad jurisdiction to determine which aspects of education must be common to all Spaniards. From that common minimum, to be defined by the State Parliament, the Autonomous Communities can establish some peculiarities and, above all, improvements in the provision. However, for this constitutional design to work properly in a right such as education, with a clearly provision aspect, there must be coherence between educational competences and their financing, so that citizens can distinguish between different responsibilities. Throughout this article, we analyze the system of competence distribution in educational provision, and then assess its consistency with its financing. First, a historical overview of the distribution of competences in educational matters is made. Next, an analysis is made of the distribution of educational competences in the 1978 Constitution, to specify, next, the competences assumed by the state legislator and the autonomies in this matter. In order to analyze the congruence between this distribution of competences and their financing, financial responsibility in the main educational items is analyzed, as well as the improvements included in the regional budgets and state programs in the framework of intergovernmental relations. It is concluded that, although the autonomic diversity in an area such as education takes on its full meaning in improvements such as the financing of school supplies or early childhood education, the way to include the items in their budgets and their different accounting prevents an accurate assessment of them. On the other hand, it is also considered that matters financed today by the autonomous budgets should be financed by the General State Budgets, in accordance with the high degree of regulatory centralization. In the interests of greater clarity in the assumption of responsibilities, a centralized management of aid financed entirely by the State is advocated. A broad interpretation of the ability of the Autonomous Communities to create their own scholarship policy is also proposed. Summary: 1. Introduction. 2. Historical background. 3. A partir de ese mínimo común, que ha de definir el Parlamento estatal, las Comunidades Autónomas pueden establecer algunas peculiaridades y, sobre todo, mejoras en la prestación. No obstante, para que este diseño constitucional funcione adecuadamente en un derecho como el de la educación, con una faceta claramente prestacional, debe existir una coherencia entre las competencias educativas y su financiación, de manera que los ciudadanos podamos distinguir las distintas responsabilidades. A lo largo de este artículo se analiza el sistema de distribución competencial en la prestación educativa para, a continuación, valorar su congruencia con la financiación de la misma. En primer lugar, se hace un recorrido histórico de la distribución de competencias en materia educativa. A continuación, se hace un análisis de la distribución de competencias educativas en la Constitución de 1978, para concretar, seguidamente, las competencias asumidas por el legislador estatal y las autonomías en esta materia. Con el objetivo de analizar la congruencia entre esta distribución de competencias y su financiación, se analiza la responsabilidad financiera en las principales partidas educativas, así como las mejoras prestacionales incluidas en los presupuestos autonómicos y los programas estatales en el marco de las relaciones intergubernamentales. Se concluye que, mientras no parecen muy justificadas las diferencias curriculares entre autonomías, la diversidad autonómica en un ámbito como el educativo cobra todo su sentido en mejoras prestacionales como la financiación de material escolar o de la educación infantil de primer ciclo. No obstante, la forma de incluir las partidas en sus presupuestos y su diferente contabilización impide una valoración precisa de las mismas. Por otra parte, también se considera que materias financiadas hoy por los presupuestos autonómicos debieran de financiarse por los Presupuestos Generales del Estado, de acuerdo con el alto grado de centralización normativa. En aras a una mayor claridad en la asunción de responsabilidades se aboga por una gestión centralizada de ayudas financiadas completamente por el Estado. También se propone una interpretación amplia en torno a la capacidad de las Comunidades Autónomas para crear su propia política de becas.

Contrary to initial predictions Internet-mediated forms of communication have not become mediums of mass communication. Traditional media still reach far more people than even the most popular websites. Still, there is evidence that blogs in particular help mobilize opinions, and set the agenda for political elites such as journalists and politicians, while providing interested citizens with a new technology of knowledge as well as a surprisingly effective way to participate in politics. The article deals with the competences thatare considered to be the key ones in respect to the frame-work of the general informatization of the society and the constant growth of the importance of information counteraction. The author indicates certain complexity when identifying the formation of competences in the system of higher military professional education and the necessity to develop a universal categorical apparatus for outlining the level of competence formation. In the conditions of information impact on the citizens of our state from the outside, it is necessary to be able to timely navigate the information flow, analyze the information received and transform it for further broadcast. Servicemen, performing a number of specific tasks to protect the interests of the state and society, are also subject to this influence. As the key competencies under consideration, the author singles out information and ICT competence. The article provides basic concepts in the field of information technology. Disclosing the notion of information competence indicates the presence in a number of studies of the erroneous interpretation of terms competence and competence. In the analysis of information competence two distinct positions are expressed clearly in the understanding of the content of the information competence itself, based on the analytical side of information and its technical way of obtaining and processing. The relationship between information competence and ICT competence is established, it is pointed out that in essence, ICT competence is an integral part of the broader in the sense of information competence and reflects the technical side of the search, processing and transmission of information. The author gives a schematic relationship between these competencies and human competence. On the basis of the theoretical analysis carried out by the author, more precise definitions of information and ICT competence are given. ; В статье рассматриваются компетенции, которые важны для военнослужащих и являются ключевыми в условиях общей информатизации общества и постоянного роста значимости информационного противодействия. Обозначено наличие определенной сложности в выявлении сформированности компетенций в системе высшего военного профессионального образования и отмечена необходимость разработки универсального категориального аппарата для диагностики уровня сформированности компетенций. По мнению авторов, в условиях информационного воздействия на граждан нашего государства извне необходимо уметь своевременно ориентироваться в информационном потоке, анализировать получаемую информацию и преобразовывать ее для дальнейшей трансляции. Военнослужащие, выполняющие ряд специфических задач по защите интересов государства и общества, также подвержены этому воздействию. В качестве рассматриваемых ключевых компетенций авторы выделяют информационную и ИКТ-компетенцию; приводят базовые понятия в области информационных технологий; раскрывая понятия информационной компетенции, указывают на наличие в ряде исследований ошибочной трактовки терминов «компетенция» и «компетентность». Приводятся две ярко выраженные позиции в понимании содержания информационной компетенции, основанные на аналитической стороне информации, ее техническом способе получения и обработке. Установлена связь между информационной компетенцией и ИКТ-компетенцией, отмечено, что, по существу, ИКТ-компетенция является составной частью информационной компетенции, отражающей техническую сторону поиска, обработки и передачи информации. Авторы рассматривают взаимосвязь указанных компетенций и компетентности человека; приводят уточненные определения информационной и ИКТ-компетенции, основанные на результатах проведенного теоретического анализа.

In spatial models of political competition in democracies, citizens vote for the party or candidate that is the closest to their own ideological position, while in valence models, voters decide on the basis of non-policy factors, such as competence. What remains unclear, however, is whether citizens in authoritarian regimes use spatial or valence considerations to guide their decisions to participate in politics. This study uses data from the 2015 Chinese Urban Governance Survey to measure the ideology of Chinese citizens, and estimates an empirical stochastic model to explore how Chinese citizens use ideological distance and valence to determine how they want to participate in politics. The results show that valence issues, such as perceived government competence, play a larger role in political participation than ideology.

Maģistra darba autors savā darbā "Eiropas Savienības un Latvijas pilsoņu ģimenes locekļu ieceļošana Eiropas Kopienu Tiesas spriedumu kontekstā" analizē ģimeņu apvienošanos gan no sabiedrības, gan indivīda skatu punktiem, tādā veidā atklājot un analizējot šī jautājuma pretrunas. Darbā tiek vēsturiski izsekots Eiropas Savienības ģimeņu apvienošanās regulējuma dažādiem posmiem, kurus iezīmē Eiropas Kopienu Tiesas spriedumi. Kopā darbā tiek analizēti četri Eiropas Kopienu Tiesas spriedumi, kuri būtiski ietekmēja Eiropas Savienības un tās dalībvalstu kompetences sadalījumu ģimeņu apvienošanās jomā. Visbeidzot darbā tiek analizēts, vai Latvija ir pārņēmusi Eiropas Parlamenta un Padomes 2004. gada 29. aprīļa direktīvu 2004/38/EK Par Savienības pilsoņu un viņu ģimenes locekļu tiesībām brīvi pārvietoties un uzturēties dalībvalstu teritorijā atbilstoši Eiropas Kopienu Tiesas spriedumos paustajām atziņām. Nobeigumā maģistra darba autors secina, ka Latvijas nacionālās tiesību normas direktīvas 2004/38/EK garantijas attiecina tikai uz citu Eiropas Savienības pilsoņu ģimenes locekļu ieceļošanu un uzturēšanos Latvijā, bet neattiecas uz ģimenes locekļu ieceļošanu gadījumos, kad Latvijas pilsonis ir izmantojis brīvas pārvietošanās tiesības. Šāda situācija neatbilst Eiropas Kopienu Tiesas dotajai interpretācijai šajā jautājumā, tādēļ būtu nepieciešams veikt izmaiņas Latvijas normatīvajos aktos imigrācijas jomā. ; The author in his Master`s thesis "Immigration of family members of the European Union and Latvia`s citizens in the context of judgements of the Court of Justice of the European Communities" analyzes family reunion from the perspective of society as well as individual, thereby revealing existing contradictions in this issue. In the thesis it's been viewed historically what are the stages in the family reunion legal regulation which have been mentioned in the judgements of the Court of Justice of the European Communities. There are four judgements that significantly influenced the division of competences between Community legislation and national legislation in the area of family reunion. Moreover, the author has examined whether Latvia has transposed Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States according to conclusion of judgements of the Court of Justice of the European Communities. In conclusion, the author of the Master`s thesis has stated that legislation in Latvia fails to transpose the provisions of the Directive 2004/38/EC correctly. As a result of that, national legislation provides the right to move and reside freely to Latvia for family members of the Union citizen except Latvia's citizen who have exercised a right of free movement. Currently national legislation is incompatible with Directive 2004/38/EC and with conclusion of judgements of The Court of Justice of the European Communities; therefore, it would be necessary to adopt amendments in the national immigration legislation.
