WOS: 000461078400001 ; Citizenship education was influenced by fundamental changes that happened following the end of the Cold War in 1989. Traditional citizenship education aiming to build a monolithic national identity, disseminate an image of homogeneous society and transmit the knowledge of political system has evolved towards modern citizenship education characterised by an emphasis on human rights, democracy, the rule of law, respect for diversity and a concern to develop students' political participation skills. The transition to modern citizenship education in Turkey started with the pushing of international educational projects and is still underway. Drawing on critical discourse analysis, this study explores what kind of citizenship education the 2018 Social Studies Courses Programme of Study envisages. The study found that the new programme intensely reflects the characteristics of traditional citizenship education. Taking into account this study's findings might lead to more effective implementation of the programme and increase the success of future curriculum reforms.

; All Constitutions written in Turkey have had some serious sociological, p olitical and j udicial p roblems including the last one drawn up in 1982. Constitutions in Turkey have generally been established f ollowing military coups and theref ore have some f eatures that can be p ositioned against democratic values. As known, the p olitical p ower which f ounded the Turkish Rep ublic was strongly against the idea of commoners being p assive subj ects of the Ottoman rulers. Furthermore, they firmly believed that this situation had to be transcended. To this end, instead of a subj ect the concep t of citizenship was endorsed. However, up on analysis, it is observed that trying to substitute an active citizen profile instead of a passive one could not quite be accomp lished. In contrast to the Ottomans, in the history of the Turkish Republic, it is difficult to affirm the notion that sovereignty was based on democracy. The relationship between rulers and subj ects evolved to f orm the basis of the constitution and citizenship in the Rep ublic of Turkey. The citizen, who was defined by constitutions, has not been able to go beyond representing a certain group. In recent years, however, with the influence of the global conj uncture, both at the state level and in the p ublic sp here, there is a consensus to construct a social deal, i.e. a new constitution embracing human rights. This article, aims to assess the constitution and citizenship taking into consideration some develop ments regarding democracy and human rights in Turkey.

The history of ethical and political thought and that of pedagogical ideas share some common aspects and themes. It is known, for example, that in classical Greece citizenship was closely connected with the sharing of a cosmos of values, attitudes and social practices centred around the idea of "virtue"; this connection, which im-plied the transmission of that cosmos of values and attitudes from one generation to the next, constitutes a central element in the history of Western culture and education. After an analysis of some of the main ancient and modern positions in this regard, this paper focuses on the principal pedagogical theories of the twentieth century; in fact, a wide-ranging debate regarding democracy and the "educational" needs that its stability and prosperity implies took place during the last century. It is possible to grasp harmonies and dissonances through diverging ideological options, which the "global" perspective as-sumed today by the main trends in contemporary political and educational theories tries to overcome.

; European citizenship poses a definitory problem: the status of European citizen depends on being citizens of one of EU member states. This dependence, which determines a relationship of superposition, tends to mask the difference of the two forms of citizenship. The sense of national membership prevails, from a subjective point of view, with respect to the common membership of the EU. Through relational sociological analysis of historical and cultural mold, will locate the specific characteristics of European citizenship. The positive affirmation of European citizenship identifies a collective identity inseparably linked to the individual national identity, inspired by a «reflective model» capable of embracing the extraneous. Relational analysis will then be supplemented by the study of social representations that make up the Italian journalistic narrative. It will be analyzed articles published in the last four decades by some of the major national newspapers («Corriere della Sera», «La Repubblica», «La Stampa»), reaching a conceptual synthesis of the predominant argument patterns that draw the contours of European citizenship in the Italian context. The study of journalistic communication it is not reduced to a quantitative description of the recurrence wherewith European issues are proposed in the national press but, through a detailed study of the information contained in the body of articles, tries to determine which representation of the European citizen is conveyed by the media. The aim of the present study is to understand the meta-conceptual substrate which allows citizens to relate to European institutions, giving shape to that «sense of membership» nodal for the realization of a truly democratic governmental structure.
