"The growth of institutional capacity in the developing world has become a central theme in twenty-first-century social science. Many studies have shown that public institutions are an important (some would argue the most important) determinant of long-run rates of economic growth. This book argues that to understand the difficulties and pitfalls of state building in the contemporary world, it is necessary to analyze previous efforts to create institutional capacity in conflictive contexts. It provides a comprehensive analysis of the process of state and nation building in Latin America and Spain from independence to the 1930s. No one likes paying taxes, much less the process of filing tax returns. For years, would-be reformers have advocated replacing the return-based mass income tax with a flat tax, federal sales tax, or some combination thereof. Congress itself has commissioned studies on the feasibility of a system of exact withholding. But might the much-maligned return-based taxation method serve an important yet overlooked civic purpose? In Learning to Love Form 1040, Lawrence Zelenak argues that filing taxes can strengthen fiscal citizenship by prompting taxpayers to reflect on the contract they have with their government and the value-or perceived lack of value-they receive in exchange for their money. Zelenak traces the mass income tax to its origins as a means for raising revenue during World War II. Even then, debates raged over the merits of consumption-based versus income taxation, as well as whether taxes should be withheld from payroll or paid at the time of filing. The result is the income tax system we have today-a system whose maddening complexity, intended to accommodate citizens in widely different circumstances, threatens to outweigh any civic benefits. If sitcoms and political cartoons are any indication, public understanding of the income tax is badly in need of a corrective. Zelenak clears up some of the most common misconceptions and closes with suggestions for how the current system could be substantially simplified to better serve its civic purpose.

"Chantal Mouffe's writings have been innovatory with respect to democratic theory, Marxism and feminism. Her work derives from, and has always been engaged with, contemporary political events and intellectual debates. This sense of conflict informs both the methodological and substantive propositions she offers. Determinisms, scientific or otherwise, and ideologies, Marxist or feminist, have failed to survive her excoriating critiques. In a sense she is the original post-Marxist, rejecting economisms and class-centric analyses, and the original post-feminist, more concerned with the varieties of 'identity politics' than with any singularities of 'women's issues'. While Mouffe's concerns with power and discourse derive from her studies of Gramsci's theorisations of hegemony and the post-structuralisms of Derrida and Foucault, her reversal of the very terms through which political theory proceeds is very much her own. She centres conflict, not consensus, and disagreement, not finality. Whether philosophically perfectionist, or liberally reasonable, political theorists have been challenged by Mouffe to think again, and to engage with a new concept of 'the political' and a revived and refreshed notion of 'radical democracy'. The DREAM Act, bipartisan legislation first introduced in Congress in 2001, would provide conditional residency for undocumented youth brought to the United States as children. It recognizes that undocumented youth have done nothing wrong and that they should be allowed to work, to go to school, and to travel. The bill makes college more affordable through in-state tuition and gives the undocumented a path to citizenship if they graduate from college or serve in the military. Congress has failed to pass the DREAM Act, and fourteen states have filled the gap by implementing their own laws and policies that provide educational benefits to undocumented students. This book makes a compelling argument for the DREAM Act and comprehensive immigration reform. The author explores the key issues surrounding this legislation: What are the issues that divide? In the 1890s, Mississippi society still drew a sharp line between its African American and white communities by creating a repressive racial system that ensured white supremacy by legally segregating black residents and removing their basic citizenship and voting rights. Over the ensuing decades, white residents suppressed African Americans who dared defy that system with an array of violence, terror, and murder. In 1960, students supporting civil rights moved into Mississippi and challenged this repressive racial order by encouraging African Americans to reassert the rights guaranteed under the Fourteenth and Fifteenth Amendments to the United States Constitution. The ensuing social upheaval changed the state forever. In Student Activism and Civil Rights in Mississippi, James P. Marshall, a former civil rights activist, tells the complete story of the quest for civil rights in Mississippi. Using a voluminous array of sources as well as his own memories, Marshall weaves together an astonishing account of student protestors and local activists who risked their lives for equality, standing between southern resistance and federal inaction. Their efforts, and the horrific violence inflicted on them, helped push many non-southerners and the federal government into action, culminating in the passage of the 1964 Civil Rights Act and the 1965 Voting Rights Act -- measures that destroyed legalized segregation and disfranchisement.
