This article aims to revisit, problematize the main concep- tions of «civil society» and how this category became central in modernity"ºs political fabric since the time of revolutions. Its ob- jective is to show how the definition and conceptual settlement of the category, in all its variants, decisively influences how the categories are linked to it, juridical-political subjectivity, and the State. To this end, it uses a conceptual framework that distin- guishes perspectives that situate civil society as a concrete reality of a pre-state, anti-state, or post-state nature, placing emphasis, above all, on how the category unfolds in Hegelian thought. ; El presente artículo pretende revisitar, problematizando, las principales concepciones de la sociedad civil, al modo en cómo esta categoría devino central en el entramado político de la modernidad desde la época de las revoluciones. Su objetivo, es mostrar como la definición y asentamiento conceptual de la categoría, en todas sus variantes, influye de manera decisiva en los modos de ajustar las categorías –coligadas a ella- de subjetividad jurídico-política y de Estado. Para ello, se utiliza un armado conceptual que distingue perspectivas que sitúan a la sociedad civil como una realidad concreta de carácter preestatal, antiestatal o post estatal, poniendo énfasis en, sobre todo, el modo en como la categoría se despliega en el pensamiento hegeliano. ; Este artigo visa revisitar, problematizando, as principais con- cepções de «sociedade civil» e a forma como esta categoria se tornou central na estrutura política da modernidade desde a época das revoluções. Seu objetivo é mostrar como a definição e o estabelecimento conceitual da categoria, em todas suas va- riantes, influem de maneira decisiva nas formas de ajustar as ca- tegorias, coligadas a ela, da subjetividade jurídico-política e de Estado. Para isso, utiliza uma estrutura conceitual que distingue perspectivas que situam a sociedade civil como uma realidade concreta de natureza pré-estatal, antiestatal ou pós-estatal, en- fatizando, sobretudo, o modo como a categoria se desdobra no pensamento hegeliano.
Existe una tensión inevitable entre los ideales asociados con el concepto de comunidad y las múltiples fuentes de conflicto en su interior. A fin de resolver esa tensión, el artículo separa analíticamente el ideal de la comunidad del concepto de sociedad civil, definido este último desde una perspectiva colectivista que pone énfasis en la importancia de la organización y las relaciones de poder. En particular, las sociedades civiles fuertes reflejan la capacidad de los grupos desfavorecidos y marginalizados para organizarse, ayudando a mediar pacíficamente en el conflicto social. La sociedad civil actúa como mediadora en el conflicto siguiendo tres modelos de ciudadanía: ciudadanía como cooptación, ciudadanía como intermediación y Ciudadanía como consumo. El último modelo de ciudadanía es cada vez más común en América Latina y amenaza tanto a las comunidades en particular como a la sociedad civil en general a través de su estrecha asociación con la creciente desigualdad e inseguridad económica, los delitos violentos, las limitadas posibilidades de movilidad social y la crisis de representación presente en toda la región. El artículo concluye destacando la importancia de las relaciones estado-sociedad como proceso en el que la sociedad civil desempeña un papel decisivo al momento de determinar el alcance y la naturaleza de la inclusión democrática. Las comunidades también tienen una importancia central en este sentido pero, del mismo modo, es su relación con la sociedad civil lo que determina su rol. La posible contribución de las comunidades al fortalecimiento de la sociedad civil y, por consiguiente, de la gobernanza democrática, dependerá en última instancia de si sus fuerzas genuinas salen fortalecidas positivamente.
What we can understand by global civil society and which are its implications for the exercise of the power worldwide? This paper examines this problem. First, it analyzes the antinomies of the concept of global civil society from an analytical perspective. Second, studies its normative content relating to democratization and global power. There are three antinomies when trying to define the concept of global civil society as an analytical category: it cannot be conceived by reference to a State or political global community, since this one is non-existent; it is not raised in an area of civility that excludes the violence; and it is not possible to define it from an objective perspective, because the dispute for his meaning does part of itself. In normative terms there is a paradox because global civil society does not represent citizens or general interests but bodies with particular interest linked to the need of government or global governance. However, it has generated a change in conceptions and conditions of exercise of power on the global stage that potentially contribute to the democratization of world politics. ; ¿Qué podemos entender por sociedad civil global y cuáles son sus implicaciones sobre el ejercicio del poder a nivel mundial? El presente trabajo examina este problema. Primero, analiza las antinomias del concepto de sociedad civil global desde una perspectiva analítica. Segundo, estudia sus contenidos normativos en relación con la democratización y el poder a escala global. Existen tres antinomias cuando se trata de precisar el concepto de sociedad civil global como categoría analítica: no puede concebirse por referencia a un Estado o comunidad política global, pues este es inexistente; no se erige en un ámbito de civilidad que excluya la violencia; y no es posible definirla desde una perspectiva objetiva, porque la disputa por su significado hace parte de sí misma. En términos normativos, existe una paradoja pues la sociedad civil global no representa ciudadanos o intereses generales sino cuerpos con intereses particulares vinculados a la necesidad de gobierno o gobernanza global. Sin embargo, ha generado un cambio en las concepciones y las condiciones de ejercicio del poder en el escenario global, que potencialmente contribuye a la democratización de la política mundial. ; O que podemos entender por sociedade civil global e quais são suas implicações sobre o exercício do poder a nível mundial? O presente trabalho examina este problema. Primeiro, analisa as antinomias do conceito de sociedade civil global a partir de uma perspectiva analítica. Segundo, estuda seus conteúdos normativos em relação à democratização e ao poder à escala global. Existem três antinomias quando se trata de precisar o conceito de sociedade civil global como categoria analítica: não se pode conceber por referência a um Estado ou comunidade política global, pois são inexistentes; não se ergue em um âmbito de civilidade que exclua a violência; e não é possível defini-la a partir de uma perspectiva objetiva, porque a disputa por seu significado faz parte de si mesma. Em termos normativos existe um paradoxo, pois a sociedade civil global não representa cidadãos ou interesses gerais e sim corpos com interesses particulares vinculados à necessidade de governo ou governança global. Nos confrontamos con las interpretaciones que sitúan la hegemonía exclusivamente en el ámbito de la sociedad civil y mostramos la complejidad teórica de concepto gramsciano de Estado, que integra dialécticamente la sociedad civil con la sociedad política. For a year and a half, the Department of Social Work has been doing a research entitled: "Civil Society And Citizenship: Keys For Their Understanding And Fortification". This investigation deals with the problem of the weakness of the Chilean civil society, as a significant point of reference for the construction of a nation's project that has as an aim the social and political democracy (equality of opportunities and ample and systematic participation of the decision-making). A civil society that has undertaken a way for its fortification, is, according to Adela Cortina, a pluralist society where the citizens share minimums to construct a common basis. The issue of the minimums has become, in the last years, a central axis of the ethic/political debates around justice. These minimums would refer to aspirations and values that, configured as normative conditions are likely to universalize. These conditions, although anchors in the autonomous dimension of the subject, lock up ideals of collective justice that would appeal to an independent will to let themselves be oriented as to what "all could want". As research questions arose, then the following ones, which are in Chile these minimums? on what rights and values they are based? who defines them and how they defend them? what is required for their application with the perspective to construct civil ethics? Do we have the basic condition to be a pluralistic society that makes possible and legitimizes the existence and expression of different maximums, in order to construct, on those principles, ethics of minimums that is not a product of the imposition of a hegemonic perspective? how can social work contribute to these processes? As a final goal and objectives of the investigation we set out to contribute to the explanation of the foundations that diverse social actors- between which we chose representatives of the different social sectors (state, market, civil society)- establish as justification of their actions in relation to situations of public interest with presence in the public agenda and mass media. These situations of public interest would allow us to identify the way in which the actors locate and sustain their positions, formulate their objectives, defend their interests and elaborate action strategies to reach them. At the same time, we would observe the citizens' answer before them, their beliefs, strengths, and weaknesses in a concrete situation. Thus, offering us a space for the manifestation of positions and expressions of rights and values. In this article, we have presented the controversy and discussion about the axis of the investigation, hoping to unveil the main findings and conclusions of the study in a further publication. ; El Departamento de Trabajo Social se encuentra realizando hace un año y medio una investigación titulada: "Sociedad y ciudadanía: claves para su comprensión y fortalecimiento". Esta investigación se planteó como problema la debilidad de la sociedad civil chilena, como actor significativo para la construcción de un proyecto país que tenga como norte la democracia social y política (igualdad de oportunidades y participación amplia y sistemática en la toma de decisiones). Una sociedad civil que ha emprendido un camino en pro de su fortalecimiento, es, según Adela Cortina, una sociedad pluralista donde los ciudadanos comparten unas mínimas para construir una base común. El tema de los mínimos se ha constituido en los últimos años, en un eje central de los debates ético/políticos acerca de la justicia. Estos mínimos se referirían a las aspiraciones y valores que, configurados como condiciones normativas, es posible universalizar. Ello, en tanto, si bien se anclan en la dimensión autónoma del sujeto, encierra ideales de justicia colectiva que apelarían a una voluntad autónoma de dejarse orientar por lo que "todos podrían querer". Como preguntas de investigación surgieron entonces las siguientes, ¿cuáles son en Chile estos mínimos?, ¿en torno a qué derechos y valores se articulan?, ¿quiénes los definen y cómo los defienden?, ¿qué se requiere para su articulación en la perspectiva de construir una ética cívica?, ¿reunimos la condición básica de ser una sociedad pluralista que posibilite y legitime la existencia y expresión de diferentes máximas, a fin de construir, a partir de ello, una ética de mínimos que no sea producto de la imposición de una mirada hegemónica?, ¿de qué manera el trabajo social puede contribuir a estos procesos? Como finalidad y objetivos de la investigación nos propusimos aportar al esclarecimiento de los fundamentos que diversos actores sociales –entre los cuales escogimos representantes de los distintos sectores (Estado, mercado, sociedad civil)- establecen como justificación de sus acciones en relación a situaciones de interés público con presencia en la agenda pública y en los medios de comunicación. Estas situaciones de interés público, permitirían identificar la manera en que los actores se sitúan y sustentan sus posiciones, formulan sus objetivos, defienden sus intereses y elaboran estrategias de acción para alcanzarlas. Al mismo tiempo, observaríamos la respuesta ciudadana ante ellos, sus creencias, fortalezas y debilidades en una situación concreta: brindándonos un espacio de manifestación de posiciones y expresión de derechos y valores. En el presente artículo presentamos la problematización y discusión en torno a los temas eje de la investigación, esperando divulgar los principales hallazgos y conclusiones del estudio en una próxima publicación.
La tesis que defiende este texto es que es posible enfrentarse a la desafección y recuperar la fuerza de la democracia si pensamos en una democracia de doble vía. Se define en primer lugar en qué consiste la desafección y cómo se ha producido. Posteriormente se introduce el concepto de sociedad civil a partir de la idea de una democracia de doble vía, donde la democracia se entiende desde la complementación entre el estado y la sociedad civil. Por último, se esbozará una propuesta de estructuración institucional de la sociedad civil, capaz de recuperar la fuerza inherente al mundo de la vida y dar cuenta de nuestras capacidades para actuar. ; The argument put forward by this text is that it is possible to face disaffection and regain the strength of democracy if we think of a democracy of double track. It first defines what disaffection means and how it was produced. Then the author introduces the concept of civil society, set out by the idea of a two-way democracy, where democracy is understood from the complementation between the state and civil society. This article argues that the fairly obscure archives and records of Freemasonry and similar secret ritualistic organizations can teach us a great deal about the ways in which voluntary movements have contributed to the process of democratization. Some of the research questions proposed in this article are the following: Are voluntary organizations an essential ingredient of democratization, and if so, does that include the vast number of voluntary organizations which appear to be authoritarian in their internal affairs? Do groups whose goals and internal structure have little relationship to the nurturing of democracy nevertheless contribute to democratic culture? This work aims to contribute to the now growing volume of literature about civil society, volunteerism and democracy. Two other themes discussed here are the interplay and scholarly use of political and popular culture scholarship and the influence on state and society of secret ritualistic organizations, particularly the Freemasons. ; En este artículo se propone que los archivos un tanto oscuros de la francmasonería y de organizaciones ritualistas similares pueden ilustrarnos notablemente sobre las formas en que los movimientos voluntarios han contribuido al proceso de democratización. Algunas de las preguntas de investigación que aquí se plantean son las siguientes: ¿Son las organizaciones voluntarias un ingrediente esencial para la democratización? Y si lo son, ¿se incluyen en este grupo el gran número de organizaciones voluntarias que parecen ser autoritarias en sus asuntos internos? ¿Contribuyen a la cultura democrática los grupos cuyas metas y cuya estructura interna están poco relacionadas con el crecimiento de la democracia? Dentro de los análisis de política internacional, el concepto de sociedad civil fue revitalizado durante la década de 1980 como una manera de conceptualizar la opresión de Estado y especialmente para el caso de los países africanos bajo los planes de ajuste estructural de FMI y Banco Mundial, fue presentado como el símbolo de la fe en la importancia clave del sector privado para la salud económica y política del país. El concepto sociedad civil fue calificado prodemocrático y encasillado a las ONG y a las OSC, condicionando su interpretación. Situación similar fue el vínculo conceptual con los grupos políticos disidentes del gobierno mexicano en las décadas de 1950 a 1970, consecuencia del contexto autoritario-corporativo y las restricciones político-partidistas, provocando el uso de máscaras civiles para realizar sus agendas. Ambas posturas nulificaron otras posibilidades de análisis, radicando en ello la importancia de nuestra investigación, pues se conformó un concepto a partir de debates ideológicos, identificando en la asociación masónica de la ciudad de Zacatecas una propuesta de sociedad civil a desarrollar. ; The concept of civil society was classified as pro-democratic and pigeonholed for NGO's and OSC's, conditioning its interpretation. A similar situation was the conceptual link with the dissident political groups of the Mexican government from 1950 to 1970, as a consequence of the authoritarian-corporate context and the political-partisan restrictions, causing the use of civilian masks to carry out their agendas. Both positions nullified other possibilities of analysis, which is the reason for the importance of our research, thus a concept stemmed from ideological debates, identifying in the Masonic association of the city of Zacatecas a proposal to develop civil society.
A pesar de que la disputa por las políticas de comunicación en Latinoamérica parece restringirse al enfrentamiento entre los gobiernos y las corporaciones mediáticas, las organizaciones de la sociedad civil tuvieron un inédito protagonismo en su debate y formulación. Reconstruimos las condiciones que hicieron posible que la sociedad civil impulsara reformas en las políticas de comunicación de la región y caracterizamos a estas organizaciones y sus propuestas. Abordamos sus logros de incidencia en las regulaciones del área, así como los desafíos que esta nueva situación implica para ellas. Asimismo, planteamos los problemas teóricos que se derivan de este análisis: la sociedad civil y sus vínculos con el Estado y el mercado, su incidencia en los procesos de definición de políticas públicas, la relación entre medios y política, y la democracia comunicacional. ; Despite the fact that disputes over communications policies in Latin America seem to be restricted to confrontations between governments and media corporations, civil society organizations have to an unprecedented degree been protagonists in policy debate and formulation. We re-construct the conditions that made it possible for civil society to push reforms in communication policies in the region and we characterize these organizations and their proposals. We cover their achievements in terms of influence in regulations in this area, as well as challenges that this new situation implies for them. Also, we propose theoretic problems that are derived from this analysis – civil society and its links to the state and the market, its influence in processes of defining public policies, the relation between media and politics, and communication democracy.
