El artículo busca discutir las relaciones civiles-militares en Colombia en los escenarios de negociación y los desafíos que implica el Acuerdo de paz con las Fuerzas Armadas Revolucionarias de Colombia - FARC. Se lleva a cabo una caracterización histórica para entender el comportamiento de la institución militar en la vida política del país y presentar los momentos de tensión con los gobiernos, en particular con relación a los procesos de paz. La coyuntura actual colombiana muestra una mayor visibilidad de las tensiones para las Fuerzas Militares que se encuentran en medio del debate de la política y la paz. ; The article seeks to discuss the military civil relations in Colombia in the negotiation scenarios and the challenges implied by the Peace Agreement with the Revolutionary Armed Forces of Colombia-FARC. A historical characterization is presented to understand the behavior of the military institution in the political life of the country and present the moments of tension with the governments, in particular in relation to the peace processes. The Colombian situation shows a greater visibility of tensions for the Military Forces that are in the middle of the debate on politics and peace.

The purpose of the research was to redefine the concept of social relations from the point of view of its theoretical, administrative and civil aspects of legal regulation, considering, for this purpose, various scientific contributions. The main content is based on the meaning of the concepts of "public relations" and "social relations" as political and legal entities with different paradigmatic essence. The methodological basis of the research was constituted by the comparative-legal and systemic analysis, the formal-legal method, the method of interpretation, hermeneutics and the methods of analysis and synthesis. By way of conclusion the authors have established that the term "public relations" characterizes relations between people, which provide for the unconditional priority of the economy over other spheres of society (political, ideological, cultural), material and symbolic spaces where there is no place for a person with his values, rights and freedoms. At least, the latter do not acquire due regulatory support.

From the 1st World War to the Afghan conflict, the civil-military relationship has evolved dramatically, developing from mere coexistence to the cooperation required in stabilization operations. A huge effort has been necessary to define areas of responsibility and to elaborate coordination procedures. This process, still ongoing, has given birth to the Comprehensive Approach concept, intended to allow was much coordination as possible, compatible with the actors' independence and peculiarities. ; Desde la 1ª Guerra Mundial hasta el conflicto afgano, la relación entre militares y civiles ha evolucionado radicalmente, pasando de la mera coexistencia al trabajo conjunto, propio de las operaciones de estabilización. Esta evolución ha obligado a realizar un gran esfuerzo por delimitar las respectivas esferas de actuación y diseñar procedimientos de coordinación. Este proceso de ajuste, que no puede darse por finalizado, ha acabado por cristalizar en el concepto de Enfoque Integral, que pretende permitir el mayor grado de coordinación posible, compatible con la independencia e idiosincrasia de cada uno de los actores implicados en el conflicto.

Este artículo ofrece una reconstrucción historiográfica del período 1943-46 en la provincia de Córdoba, desde una perspectiva de análisis que contempla cuatro dimensiones: la centralización geográfica de la autoridad en el Poder Ejecutivo Nacional, su concentración funcional en el Ejecutivo provincial, las prácticas de control social y los vínculos del Estado con los diversos actores de la sociedad cordobesa. En relación a estos aspectos se exploran tres hipótesis. La primera, remite a un doble proceso de concentración funcional de la autoridad: en el poder ejecutivo nacional en detrimento de las atribuciones provinciales y en los poderes ejecutivos provinciales en perjuicio de los gobiernos municipales. La segunda, alude al universo ideológico en que se inscribía este proceso de concentración del poder político, marcado por la preeminencia de valores antiliberales y autoritarios. La tercera, pone de manifiesto el carácter sistemático de la represión, funcional tanto al clericalismo como al naciente peronismo en su disputa por el control del movimiento obrero. ; This article offers a historiographic reconstruction of the period 1943-46 in the province of Córdoba, from an analytical perspective that contemplates four dimensions: the geographic centralization of authority in the National Executive Branch, its functional concentration in the Provincial Executive Branch, the practices of social control and the links of the State with the diverse actors of Cordoba society. Three hypotheses are explored in relation to these aspects. The first, refers to a double process of functional concentration of authority: in the national executive power to the detriment of provincial powers and in the provincial executive powers to the detriment of municipal governments. The second alludes to the ideological universe in which this process of concentration of political power was inscribed, marked by the pre-eminence of anti-liberal and authoritarian values. The third shows the systematic character of the repression, functional both to clericalism and to the nascent Peronism in their dispute for the control of the workers' movement.

This work examines the Armed Forces role in peace negotiations within a historical perspective, in order to understand current situation. Armed conflict persistence has prevented a rupture with the civil-military relations scheme established by the National Front, which ensures military subordination to the civil power, in exchange for a relative autonomy to manage those issues of its field. Civil military tension produced by such scheme increases during negotiation with the insurgence, because of production of political opportunities to keep or expand autonomy. Although Juan Manuel Santos Administration has involved the Armed Forces in the peace process, he has not managed to transform such scheme. ; Este trabajo examina el rol de las Fuerzas Armadas en las negociaciones de paz en una perspectiva histórica, para comprender la situación actual. La persistencia del conflicto armado ha imposibilitado la ruptura con el esquema de relaciones cívico-militares que estableció el Frente Nacional y que asegura la subordinación de los militares al poder civil a cambio de una autonomía relativa para el manejo de los asuntos de su campo. Las tensiones entre civiles y militares que este esquema produce se recrudecen en coyunturas de negociación con la insurgencia porque se producen oportunidades políticas para intentar mantener o ampliar la autonomía. Aunque el gobierno Santos ha articulado las Fuerzas Armadas al proceso de paz no ha conseguido transformar dicho esquema.
