: Relevance. The study is relevant since the system of civil society consists of many actors (individuals, organizations, communities), changing and complementing each other, and the perception, processing and transmission of information presuppose their possible behavior. The formation of behavioral patterns and the development of civil society depend on the information received by an individual or a community and its further consideration. Properly selected information is a specific managerial model applicable to an individual (or social group) under certain conditions and circumstances. It is generally accepted that civil society is the foundation of democracy and freedom of information. The more developed civil society is, the more grounds for democratic forms of state there will be. On the contrary, the less developed civil society is, the more perquisites for authoritarian and totalitarian regimes of state power appear. The degree of individual freedom, human and civil rights and guarantees of their implementation in each specific case largely depends on a particular state regime. Study objective. The article aims at studying the role of the state in the formation and functioning of civil society. If the state does not show its power or impose its will (coercion) in certain spheres of public life, everything will end up in disorder and chaos. This rule mostly applies to civil society as a selfregulatory system that needs constant state control. Therefore, there is an objective connection between the state and civil society (in which the state dominates) in relation to certain cases. Methods. The main research method was the deductive method to study the nature and role of information in forming and developing civil society institutions. To solve the study objective, we determined the role of the state in the formation and functioning of civil society. Results. The article tries to determine the role of information in the complex legal mechanism of forming and developing civil society institutions with due regard to the application of the cybernetic approach. In Russia, the phenomenon of civil society has a dual social and legal nature. On the one hand, it forms "from above" rather than "from below" (at the will of state). The latter can control the development of civil society using the information obtained by its institutions. On the other hand, civil society is a complex and open social system, whose development depends on the development of its constituent elements. The dialectical possibility of such development is provided by the information exchanged by elements of the system which cannot be completely controlled by the state.

Article focuses on the implementation and protection of human rights through the institutions of civil society. Forms of manifestation of the human rights of the institutions of civil society have been defined. It is found that the relevant institutions are the basis of human rights in this society, including through legal activity of individuals.

The article is devoted to the investigation of problems of interaction between civil society institutions and local authorities when exercising public control at the municipal level. The authors point out that the subject of nature of civil society and of local government has been recently approached on repeated occasions in science. Scientists agree with the investigators, who speak about independence of local government as the level of public authority and about independence of civil society as the system of elements that don't depend on state. This statement lets us consider peculiarities of interaction between above-noted institutions in the point of exercising public control. This is the aim of this work. The analysis that has been carried out gave the authors the opportunity to point out the poor study of problems, concerning the public control regulation, on the one hand, and, on the other hand, the opportunity to find out gaps in the legislation in power. It is pointed out that, nowadays, such basic civil society institutions as public associations and mass media are not among the subjects of public control. The regulation of certain forms of public control is controversial enough. Under the investigation scientists offered a number of amendments to the current federal legislation. Authors' conclusions can be used in the scientific study for the investigation of the problems of interaction between local authorities and civil society institutions. An important feature of political modernization and development of the political system is the ability of the state to undergo structural changes in all spheres of public life, while preserving the stability of society, as well as the inclusion of the broad masses in the political process. After all, deep democratization of political and economic institutions is impossible without active participation of citizens.The article is devoted to the study of civil society, which is closely linked with the institutionalization of free and diverse citizens' integration into public associations, which provide an opportunity to optimally ensure the implementation and protection of fundamental human and civil rights and freedoms. The establishment of civil society institutions is an indispensable attribute of a truly democratic state, a clear indicator of the freedom of its citizens. After all, it is the institutional structures that play a decisive role in the linear stage of evolution.In the discourse of this problem, attention should be paid to the legal forms of activity in Ukraine that determine the legal personality of civil society institutions. The urgency of the work, thus, is the need to study the problem of interaction of civil society institutes with state authorities. In Ukraine, this interaction takes place in the following legal forms: participation in drafting and discussing draft legal acts, involving civil society institutions in the provision of social services, civil society institutions exercising public control over the activities of state authorities, conducting state monitoring and monitoring and analysis of public opinion.

The article analyzes the impact of globalization processes on the transformation of the activities of civil society institutions. Considering the growing information and communication needs of people, the author reveals their influence on changing the ways of searching and using information opportunities for organizing interest groups, organizing a dialogue, promoting them in social space and influencing the processes of making the most important political decisions for society.
