En Colombia no se cuenta, hasta ahora, con un ejercicio de evaluación económica de los costos de implementación de políticas de mitigación del cambio climático, para esto utiliza como herramienta un modelo de equilibrio general aplicado, que usa como input la matriz de contabilidad social y los niveles de emisiones de gases efecto invernadero, que permite medir los impactos en términos de producto interno bruto, niveles de actividad por sector, demanda de factores (trabajo y capital) así como el gasto del gobierno. Para una economía como la colombiana no es recomendable establecer políticas de cambio climático inmediatamente, considerando que una reducción del 5% en las emisiones de GEI implica una reducción 19.8% del PIB, lo que muestra que aunque el país es altamente vulnerable a los efectos del cambio climático y por lo que se necesitan acciones en el corto plazo, se requieren acciones previas como cambio tecnológico que disminuya el nivel de emisiones antes de fijar medidas que establezcan límites a las emisiones. In Colombia is not available, until now, with an analytical exercise for the economic evaluation of the costs of implementing climate change policies, this requires a tool like an applied general equilibrium model, that use as input the social accounting matrix and the green house emission levels, this is useful to gauge in different levels the impacts over the economy such as gross domestic product, activity levels by sector, factor demand (labor and capital) and also government spending. For one economy as Colombian is not possible to establish climate change policies immediately, considering for example a 5% reduction over emission levels implies for the whole economy a -19.8% of the GDP/per year, this shows that although Colombia is highly vulnerable to the climate change effects and is a need to take immediate action, prior actions like technological change that will be useful in the emission reductions instead of implementing those policies over the emission levels. ; Maestría

La estimación fue de tipo panel utilizando datos de frecuencia anual de 83 países (con poblaciones 05res a 2 millones en 1980) a lo largo del período 1982-1999. Cuando se juzgan los crecimientos del gasto público y del producto tanto de Colombia como de otros países de ingreso medio a la luz de las estimaciones del modelo surge una conclusión: el gasto público colombiano se volvió excesivo durante la segunda mitad de los años 90 y, por tanto, contribuyó a la reducción de la tasa de crecimiento de la economía. ; This paper presents a panel estimation of the Barros's (1990) model on economic growth and government expenditure. El problema de las emisiones y su efecto directo, el cambio Climático que sufre el planeta, es de ámbito mundial, global, y en él interviene de manera directa el ser humano, como individuo y como sociedad. Esta Tesis, intenta analizar diferentes posibles caminos hacia el futuro a corto plazo, de esta problemática ambiental, teniendo muy presente tanto los factores físicos como las interrelaciones políticas - sociales (retroalimentaciones) que involucran estas emisiones, que repercuten y repercutirán de manera tan directa en la vida del hombre, y en general, en la vida de nuestro planeta. Por ello y tal como especifica el título de la tesis, el objetivo de ésta es realizar un estudio de las implicaciones políticas, económicas, tecnológicas y medio ambientales en las emisiones de CO2, que nos permita hacer diversas prospecciones de dichas emisiones en un futuro cercano (con una visión a 12 años vista), y que a la vez nos ayuden, realmente, a definir el conjunto de acciones políticas más adecuadas, para acercarnos lo más posible a las metas de los acuerdos del Protocolo de Kyoto, bajo el punto de vista de la sostenibilidad del desarrollo. Para este fin, realizaremos un estudio minucioso de la evolución de las emisiones hasta el presente, así como sus relaciones con las tecnologías, la economía y la política, a fin de poder conocer con el mayor detalle posible, sus interrelaciones, para posteriormente poder parametrizarlas, y realizar un modelo multinivel, jerárquico, que nos permita realizar diferentes prospecciones de futuro según diferentes hipótesis (lo más realistas posibles). El segundo paso pues, será realizar un modelo matemático de segundo nivel o nivel medio, que nos relacione las diferentes variables, tanto económicas, como tecnológicas y políticas, así como medio ambientales, que nos permita predecir las diferentes posibles evoluciones de las emisiones de gases de efecto invernadero en el planeta en el futuro (del dióxido de carbono, exclusivamente), imbricadas por un modelo de primer nivel o nivel superior, nos permitirá tener en cuenta las posibles implicaciones políticas que puedan ocurrir, dependiendo de las diferentes evoluciones de las variables de entrada calculadas con el modelo jerárquico inferior. Estos modelos, seguirán las pautas marcadas por la Cumbre de Kyoto, así como las marcadas por las siguientes Convenciones sobre dicha materia, teniendo en cuenta las absorciones, y el posible mercado de emisiones, y otros mecanismos de flexibilidad previstos por dichos tratados internacionales. Estos modelos se desarrollarán centrándose en las relaciones dinámicas principales que existen entre la economía, la tecnología y las emisiones de gases de efecto invernadero, así como las políticas y su interrelación a través del tiempo. Por otra parte, utilizaremos los datos disponibles públicamente en los diferentes bancos de datos (IEA, ONU, FAO y diversos organismos internacionales), así como resultados de modelos complejos integrados, para parametrizar las variables de los modelos y aplicarlo a todas las regiones del mundo. The problem of the emissions and its direct influence, the Climatic change that undergoes the planet, it is of world-wide scope, global, and in him the human being takes part of direct way, like individual and society. This Thesis, it tries to raise different possible ways towards the future in the short term, of this problematic environmental one, remembering very as much the physical factors as the political interrelations - social (feedbacks) that involves these emissions, that they repel and they will repel of so direct way in the life of the man, and in general, in the life of our planet. For that reason and as it specifies the title of the thesis, the objective subject of this one is to make a study of the political implications, economic, technological and average environmental in the CO2 emissions, that it allows us to make diverse prospections of these emissions in a near future (with a vision to 12 Vista years), and that simultaneously defines the set to us of more suitable political actions, that they approach us most possible the agreements of the Protocol of Kyoto, under the point of view of the sustainability of the development. For this aim, we will make a meticulous study of the evolution of the emissions until the present, as well as its relations with the technologies, the economy and the policy, in order to be able to know with the greater possible detail, its interrelations, later to be able to parametrizar them, and to make a model multilevel, hierarchic, that it allows us to make different prospections from future according to different hypotheses (most realistic possible). The second step, it is to make a mathematical model of second level or mean level, that it relates the different variables to us, economic as as much technological, as well as average environmental, that it allows to predict different the possible evolutions us from the gas discharges effect conservatory in the planet in the future, overlapped by a model of first level or superior level, in where we will consider the possible political implications that they can happen, depending on the different evolutions from these variables (inputs). This model, it will follow the standards set by the Summit of Kyoto, as well as the marked ones by the following Conventions on this matter, considering the absorptions, and the possible market of emissions, and other mechanisms of flexibility anticipated by these international treaties. This model will be developed being centered in main the dynamic relations that exist between the economy, the technology and the gas discharges of effect conservatory, as well as the policies and their interrelation through the time (transitory nonlinear system); we will publicly use the data available in the different data banks (IEA, The UN, The FAO and diverse international organisms), as well as results of integrated complex models, in order to parametrizar the variables of the models and to apply it to all the regions of the world. In the last decade the region known as Eje Cafetero, specifically the Quindiodepartment has been before the challenge that implies the change of its production model imposed by the coffee crop production crisis, the reduction of human development index, the liberalization on economic politics and in general, by the new models of economic integration that demand to design and apply new regional development strategies. This new dynamic has been promoting some sectors that can become the key for growth and development. That is the case of the wooden furniture production sector. The problem to solve is if this sector has the competitive conditions required by the new global market trends and if this sector is prepared to assume its role in that process. The following tries to make a diagnosis of the competitive conditions for the mentioned sector, pointed design a model for its competitiveness on the basic of: a) a survey on the national and regional production of wooden furniture, and b) the specific analysis on a pilot firm among more than 30 relevant enterprises in the Quindio region which allows to design the model to get the competitive conditions not only for that single firm but for the rest of thenin the sector. This study is based on the primary information gathered by theauthor on the basis of a reliable field work in the pilot firm, which analysis andresults produce the model as seen in the following pages. ; En los últimos años la región del Eje Cafetero, específicamente el departamentodel Quindío, se ha venido enfrentando el reto de la reconversión del modeloproductivo, impuesto por factores tales como la crisis del renglón cafetero, la disminución de los índices de desarrollo humano, las políticas de liberalización económica y, en general, por los nuevos modelos de integración económica que exigen el diseño e implementación de nuevas estrategias de desarrollo regional. Dentro de esa nueva dinámica se han venido impulsando algunos renglones que pueden llegar a ser promotores del crecimiento y del desarrollo. Ese es el caso del renglón de la producción de muebles de madera. La pregunta a resolver es si este renglón posee las condiciones de competitividad que las nuevas tendencias del mercado mundial exigen y si está preparado para asumir el papel que le corresponde en ese proceso de crecimiento y desarrollo económico. Este estudio trata, en lo sucesivo, de plantear un diagnóstico de competitividad para el mencionado renglón productor de muebles de madera, con el objeto de diseñar un modelo de competitividad, a partir de: a) un sondeo a nivel nacional y regional sobre tal actividad económica, y b) el análisis puntual de una empresa piloto, una de las más representativas entre las más de 30que existen en la región, y que posibilita precisamente el diseño del modelo decompetitividad. Para tales efectos se hizo la investigación basada en información primaria obtenida por los autores, a partir del trabajo de campo en la empresa piloto, de cuyos análisis y resultados surge la propuesta del modelo, tal como aparece en las páginas que siguen.
Ilustraciones ; Este trabajo de grado de maestría tiene como objetivo estimar el efecto de la ideología política en el poder sobre el nivel de ingreso, sus variaciones en el corto plazo, la distribución en la renta factorial y la desigualdad para 20 países de América Latina en el periodo de 1975-2017. La metodología econométrica usada es datos paneles dinámicos y se desarrollan tres modelos con múltiples variaciones que en términos generales son: El modelo sobre el nivel de ingreso del PIB per cápita real deflactado a precios del año 2010 usando como denominador la población en edad de trabajar, un modelo de la participación del trabajo en la renta factorial y, otro modelo para la desigualdad medida por el índice de Gini de los ingresos; cada modelo tiene tres grupos de variables como son de teoría económica, políticas y exógenas. Las fuentes de los datos utilizadas en el trabajo de grado son: Banco Mundial, Banco Interamericano de Desarrollo (BID), Reserva Federal de los Estados Unidos y Transparencia Internacional. Los resultados principales del trabajo son que: los gobiernos de izquierda latinoamericanos reducen la desigualdad, aumenta el crecimiento de PIB per cápita e incrementan la participación de la renta laboral en la distribución factorial en mayor medida que los gobiernos de derecha de américa latina. (Texto tomado de la fuente). ; This master's degree work aims to estimate the effect of political ideology in power on the level of income, its variations in the short term, the distribution in factor income and inequality for 20 Latin American countries in the period from 1975-2017. The econometric methodology used is dynamic panel data and three models with multiple variations are developed, which in general terms are: The model on the income level of real GDP per capita deflated at 2010 prices using the working-age population as the denominator, a model of labor participation in factor income and another model for inequality measured by the Gini index of income; Each model has three groups of variables such as economic theory, political and exogenous. The work analyses the effect of initial inequality on the personal distribution of income on economic growth and seeks to identify one of the mechanisms by which this relationship is created. This is done by estimating the relationship between the level of initial inequality, measured through the Gini coefficient, and the growth rate of the PBG per capita for the Argentinian provinces in the period 1984-1999, using different panel data methods for the estimation. The results found indicate that there would be, at least in the short or medium term, a positive relationship between the level of initial inequality in the personal distribution of income and the growth rate. The results are robust to the change in the definitions of the explanatory variables and to different model specifications. While the analysis of the channels linking the two variables is not exhaustive, credit constraints and political instability may be among the mechanisms that could be generating the relationship between inequality and growth. The existence of indivisibility in investment combined with imperfections in the capital market could lead to the positive relationship between initial inequality and growth. On the other hand, greater inequality seems to increase the likelihood of changes in provincial governments, and this, contrary to what is expected a priori, increases the growth rate. There is also evidence that some mechanisms, such as the political economy, may be working in the opposite direction, making inequality detrimental to growth. Los estudios sobre la influencia que tiene la educación en el crecimiento económico sobre el marco de una teoría endógena para América Latina en los últimos años, no ha presentado suficientes avances, por lo tanto, este proyecto tiene como finalidad entender la incidencia que el gasto público en educación ha ocasionado sobre el crecimiento económico de los países de América Latina durante el periodo de 1990- 2017, el análisis de las variables de crecimiento económico, gasto público en educación, han sido estudiadas en su relación con variables sociales entre las que se encuentran índice de desarrollo humano y número de matriculados en los diferentes niveles de educación y económicas como los componentes de la demanda agregada, lo anterior será fundamental para la explicación de los factores y magnitudes en que incide el gasto público que realiza los países de la región con el crecimiento productivo de sus economías, para su análisis se estableció una línea teórica definiendo la posible existencia de una relación marginal positiva y decreciente entre el gasto en capital humano en que realizan los gobiernos y el crecimiento económico evidente en América Latina entre 1990 y 2017, esta relación se encuentra sustentada en cuatro variables principales que explicaran el crecimiento económico, una variable endógena la cual es expresada como Yt-1, el stock de capital a partir de la metodología de Método de Inventarios Permanentes , la fuerza laboral a través de la población económicamente activa y el gasto público en educación como variables explicativas. La sustentación de la incidencia antes mencionada se hará bajo la teoría de Robert Barro 1990, explicando un crecimiento económico endógeno, analizando las variables antes descritas en un modelo econométrico de tipo panel utilizando datos de frecuencia transversal para revelar la relación y nivel de correlación entre las variables, y de corte longitudinal explicando el periodo entre 1990-2017 por medio del método Generalizado de Momentos GMM en el modelo de Arellano-Bond dynamic panel-data estimation o Arellano-Bover/Blundell-Bond. Su principal conclusión explica el crecimiento económico debido al gasto público en que cada nación invierte en educación, no sin antes realizar una explicación detallada de cada una de las variables que además lo explican como la fuerza laboral, su variable endógena, y el stock de capital, en donde realiza un aporte relevante a la literatura sobre su incidencia de manera endógena en América Latina entre el periodo comprendido. ; Studies on the influence that education has on economic growth within the framework of an endogenous theory for Latin America in recent years have not presented sufficient progress, therefore, this project aims to understand the impact that public spending on Education has caused on the economic growth of Latin American countries during the period 1990-2017, the analysis of the variables of economic growth, public spending on education, and their relationship with social variables, including the human development index. and the number of enrolled in the different levels of education and economics as the components of aggregate demand, will be fundamental for the explanation of the factors and magnitudes in which the public spending made by the countries of the region affects the productive growth of their economies. , for this a theoretical line was established defining the possible existence of a marginal po positive and decreasing between the expenditure on human capital by governments and the economic growth evident in Latin America between 1990 and 2017, this relationship is supported by four main variables that explain economic growth, an endogenous variable which is expressed as Yt-1, the capital stock from the Permanent Inventory Method methodology, the labor force through the economically active population and public spending on education as explanatory variables. The support of the aforementioned incidence will be done under the theory of Robert Barro 1990, explaining endogenous economic growth, analyzing the variables described above in a panel type econometric model using cross-sectional frequency data to reveal the relationship and level of correlation between the variables, and longitudinal section explaining the period between 1990-2017 by means of the method Generalized of GMM Moments in the Arellano-Bond dynamic panel-data estimation or Arellano-Bover / Blundell-Bond model. The objective of the research is to determine the relationship between adaptation strategies from the design of urban permits and the reduction of risks related to climate change, with a view to improving the physical, social, and institutional conditions that directly affect the improvement of the quality of life of the population. The research has been carried out based on the Hypothetical-Deductive research methodology, where data is collected for testing hypotheses based on the numerical measurement (quantities) and statistical analysis (statistical methods), in order to establish guidelines for behavior and prove theories, with a correlational research design, where the sample is the urbanizations that make up the urban authorizations. The sample corresponds to the Campiña conformed by 9 urban authorizations, and the population of said urban habilitations, that ascends to 3,864 inhabitants. The technique of surveys and observation of data was used, using as instruments the questionnaire and the observation form. The analysis of the community, environmental and institutional aspects was carried out, where training, adaptation in green areas, as well as programs and projects play a fundamental role in the definition of mitigation and adaptation strategies in risk reduction due to climate change. It concludes with the approach of strategies for the zones of greater risk, the integration of the mitigation and adaptation in the instrument of territorial ordering like one of the alternatives to reduce the impact of the climatic change. Also increase the adaptive capacity and resilience of ecosystems, design projects that contemplate green infrastructure in public spaces are approaches of the present investigation. The social component also affects the reduction or risk due to climate change, with a population trained in prevention measures, in the response to hazards caused by climate change, such as heavy rains, it will be possible to reduce vulnerability in their exposure and fragility and therefore the risk is reduced. Another component is the institutional, in charge of local governments and institutions of civil society that lead and propose Safe Development Model, organize the population to face the impacts of climate change, promote projects that are financed with Green bonds; these are some solution alternatives. ; La investigación consiste en determinar la relación existente entre las estrategias de adaptación desde el diseño de habilitaciones urbanas y la reducción de los riesgos relacionados al cambio climático, con miras a mejorar las condiciones físicas, sociales e institucionales que incidan directamente en la mejora de la calidad de vida de la población. La investigación ha sido realizada en base a la metodología de investigación Hipotético-Deductiva, en donde se recolecta datos para la comprobación hipótesis con base en la medición numérica (cantidades) y el análisis estadístico (métodos estadísticos), con el fin de establecer pautas de comportamiento y probar teorías, con un diseño de investigación correlacional, donde la muestra son las urbanizaciones que conforman las habilitaciones urbanas. La muestra corresponde a la Campiña conformada por 9 habilitaciones urbanas, y la población de dichas habilitaciones urbanas, que asciende a 3 864 habitantes. Se empleó la técnica de encuestas y observación de datos, utilizando como instrumentos el cuestionario y la ficha de observación. Se hizo el análisis de los aspectos comunitario, ambiental e institucional, en donde la capacitación, adaptación en áreas verdes, así como los programas y proyectos juegan un rol fundamental para la definición de estrategias de mitigación y adaptación en la reducción del riesgo por cambio climático. Se concluye con el planteamiento de estrategias para las zonas de mayor riesgo, integración de la mitigación y adaptación en los instrumentos de ordenamiento territorial en los instrumentos de ordenamiento territorial como una de las alternativas para reducir el impacto del cambio climático. Así mismo aumentar la capacidad adaptativa y de resiliencia de los ecosistemas, diseñar proyectos que contemplen infraestructura verde en los espacios públicos son planteamientos de la presente investigación. El componente social también incide en la reducción del riesgo por cambio climático, contando con una población capacitada en medidas de prevención, en la respuesta a peligros originados por el cambio climático, como las lluvias intensas, se conseguirá reducir la vulnerabilidad en su exposición y fragilidad y por ende se reduce el riesgo. Otro de los componentes es el institucional, a cargo de gobiernos locales institucionales de la sociedad civil que conducen y proponen Modelo de Desarrollo Seguro, organizar a la población para hacerle frente a los impactos del cambio climático, promover proyectos que se financien con los bonos verdes son algunas alternativas de la solución.
En esta Tesis Doctoral, se lleva a cabo una construcción teórica para determinar conceptos clave, principalmente la denominada Teoría de la Ecoeficiencia. El fundamento de sus planteamientos se basa en que las empresas pueden conseguir optimizar sus beneficios económicos y aumentar la revalorización de sus acciones y su imagen corporativa, minimizando a su vez el impacto negativo sobre el medio ambiente. En nuestro trabajo, se emplea una muestra de 87 empresas de distintos sectores, pertenecientes al Dow Jones Sustainability World Index, para los años 2011-2015 que divulgan información sobre sus emisiones y consumos al amparo del Carbon Disclosure Project. El tratamiento estadístico se realiza con técnicas de panel de datos. Los resultados obtenidos evidencian cómo las entidades con mejores actuaciones ecoeficientes, medidas a través de sus emisiones, son también las que mayores beneficios económicos alcanzan, demostrándose así la doble conveniencia de realizar inversiones que mejoren el desempeño medioambiental. La recomendación final sería el incremento de actuaciones en las grandes empresas, que actuarán como líderes de un proceso que debe extenderse a todo el universo empresarial, encaminadas a reducir sus emisiones, sabiendo que generarán valor a corto-medio plazo. De igual modo, los gobiernos e instituciones supranacionales deberán incentivar este tipo de comportamientos en empresas cotizadas y no cotizadas; en especial, en los casos en los que por contar con menos recursos o falta de visión estratégica la inversión quede comprometida. Todo lo anterior repercutirá sobre un medio ambiente más saludable, un mundo más limpio y sostenible. ; In this Doctoral Thesis, we have built a theoretical framework in order to determine key concepts, mainly the denominated Eco-efficiency Theory. The fundamental principle of the Eco-efficiency is that companies can optimise their economic benefits and increase the revaluation of their actions and corporate image, while minimising the negative impact on the environment. In our work, we use a sample of 87 companies from different sectors belonging to the Dow Jones Sustainability World Index, for the years 2011 to 2015 that disclose information about their emissions and consumption under the Carbon Disclosure Project. Statistical treatments are performed using data panel methods. Results show how the entities with the best performance in terms of eco-efficiency, measured through their emissions, are also the ones with the greatest economic benefits, therefore, demonstrating the double convenience of making investments that improve environmental performance. Our final recommendation would be to increase actions in large companies, which will act as leaders of a process that must be extended to the entire business universe, aimed at reducing their emissions, knowing that they will generate value in the short and medium terms. Similarly, governments and supranational institutions should encourage this kind of behaviour in companies that are not listed. In particular, in companies with fewer resources or a lack of strategic vision, the investment is compromised. All of the above would lead to a healthier environment, and a cleaner and more sustainable world.
The purpose of this study is to determine the impact of the tariff surcharge imposed by the government through Resolution 11-2015, on imports and full employment in Ecuador. For its development, data were obtained on the level of imports and the percentage of full employment from 2007 to 2018, with an annual frequency. To determine the effect on full employment, an econometric model was proposed which included independent variables such as imports, trend and dummies variables that allow to estimate the effect of the analyzed regulation. The results show that each percentage reduction in imports negatively affects the percentage variation of full employment at 0.38%, so that the effect of the reduction in imports was an approximate loss of 304,742 full employment positions. ; Este estudio tiene por objeto determinar el impacto que tuvo la sobretasa arancelaria impuesta por el gobierno a través de la Resolución 11-2015, sobre las importaciones y el pleno empleo en el Ecuador. Para su desarrollo se obtuvieron datos del nivel de importaciones y el porcentaje de pleno empleo desde el 2007 hasta el 2018, con frecuencia anual. Para determinar el efecto en el pleno empleo se planteó un modelo econométrico que incluyó como variables explicativas a las importaciones, la tendencia y variables ficticias que permiten estimar el efecto de la regulación analizada. Los resultados indican que cada reducción porcentual de las importaciones afecta negativamente a la variación porcentual de pleno empleo en 0.38%, por lo que el efecto de la reducción de importaciones fue una pérdida aproximada de 304,742 puestos de empleo pleno.
El acuerdo del protocolo de Kyoto, fijó un exceso de emisiones para España del 15% sobre las emisiones de 1990 frente a la reducción del 8% en la unión europea. Actualmente, España se encuentra en un 52% sobre el año base siendo el sector del transporte una de las principales fuentes (15%). Así mismo el transporte por carretera supone el 80% de las emisiones repartiéndose equitativamente entre urbano e interurbano. Los Planes de Movilidad Urbana Sostenible surgen como medida de choque, con el objetivo de aumentar la eficiencia energética, calidad ambiental y reducción de las externalidades en el sector transporte. El presente trabajo describe el diseño y desarrollo de un sistema para la diagnosis en planes de movilidad urbana sostenible. El sistema está basado en herramientas de libre difusión, que emplea como soporte en los trabajos de campos y diagnosis librerías de sistemas de información geográfica (OpenLayer), integradas en un entorno de programación JAVA y conectadas a un gestor base de datos MYSQL en un entorno web. Así mismo, se integra un sistema de ayuda a la toma de decisiones en base a indicadores socio-económicos, movilidad, energéticos y medioambientales que sirven de referencia en la evaluación de los municipios. ; The Kyoto Protocol agreement, set, to Spain a 15% emissions increment from 1990 emissions, on the other hand, the fixed the reduction of 8% in the European Union. The Sustainable Urban Mobility Plans arise as a shock measure, with the aim of increasing energy efficiency, environmental quality and externalities reduction from the road transport. This paper describes the design and development a system that management sustainable mobility plans. The system is based on free tools, as geographic information system libraries (OpenLayer), Java programming environment and MySQL database manager in an open distributed system, which are used to support data collection and mobility analysis. Also, a decision support system based on socio-economic indicators, mobility, energy and environmental indicators has been integrated to aid in the evaluation and strategies selections
This article makes a review of causes and effects of the present world crisis in Spain pointing out the struggle between the socialist government and the conservative opposition who focuses its strategy on a change of government. It adds uncertainty and lack of confidence to investors in the European volatile markets as well as in the fellow citizens already affected by unemployment, mainly young people. Worker's Unions traditional ally of PSOE announces a general strike against the governmental measures affecting social benefits. Structural weakness as development economic model and educational system, is balanced by a banking clean system, world established engineering enterprises, technological advanced green energy industry and profitable multinationals in permanent expansion. Reduction of public deficit, continued austerity programs, more and better European institutions, broader internationalization, less political radicalism and a new economic model based in science, technology and innovation seem to be the way to be followed. ; Este artículo reseña antecedentes y efectos de la crisis actual en España con énfasis en el análisis del comportamiento político, que continúa presentando signos de radicalización en busca de un cambio de gobierno. Desempleo, déficit y aumento de la deuda pública y privada, al igual que la imposición por la Unión Europea-UE de medidas contrarias al dogma de la social democracia desdibujan ideológicamente al Partido Socialista Obrero Español-PSOE, partido de gobierno, y producen el rechazo de las centrales obreras que anuncian una huelga general. El Partido Popular-PP, principal partido de oposición, empecinado en su estrategia de reconquista del poder, descalifica todo tipo de medidas y genera un clima de crispación y de mayor desconfianza e incertidumbre en inversores y opinión pública. Junto a debilidades estructurales, modelo de crecimiento y sistema educativo, España también presenta fortalezas: banca sólida, empresas de ingeniería mundialmente reconocidas, tecnología de punta en energías alternativas, multinacionales diversificadas y rentables; reducción del déficit público, austeridad continuada, mejores instituciones europeas y avances en el proceso integracionista de la UE; mayor internacionalización, menor radicalidad política y un nuevo modelo productivo basado en ciencia, tecnología e innovación se muestran como el camino a seguir.
[EN]One of the main concerns affecting societies worldwide revolves around the theme of energy and sustainability. Like any biological organism, nations require to pay attention to this component to live, develop and grow. In response to this need, an increasing technological development has taken place in the last decades to change the use and production of conventional energy for clean and sustainable energy. The processes to transform the conventional clean and sustainable energy have brought changes that have affected the political, social, economic and educational sectors. Such is the case of Mexico. Some experts have considered that the energy reform (both in the hydrocarbons sector as well as in the electricity sector) has been one of the most critical changes in the country for the last 70 years, due to its implications in the economic, political, social, and educational sectors. One the actions taken was the strategic training program of human resources around energy themes was the creation of 135 thousand direct jobs and 365 thousand indirect jobs within the energy sector. In this sense, Mexico is under a profound reform towards the use of new technologies and specialized trainning. Additionally, this reform requires citizens to understand the energy reform and its implications to serve with more efficient administrative processes derived from this reform, as well as to develop business opportunities. At the same time, it is important that society in general meet the need and the implications of the energy reform so that the change process flow in the best possible harmony. In this sense, and given the urgent need to massively education in terms of the energy reform, as well as on issues of energy and sustainability, the project "bi-national laboratory for intelligent management of energy sustainability" as well as its" Technological training program" was launched in 2016 with the purpose to set a world class competitive sector. The project involved the Mexican Secretary of Energy, the National Council of Science and Technology, and the Tecnologico de Monterrey as an educational entity. The project consists of thirteen sub-projects, one of them corresponds to the open, interdisciplinary, and collaborative innovation to teach about sustainable energy through massive, open and courses (MOOCs). This sub-project have definetly impacted the academic, business and social communities of Mexico, raising awareness of the need for an energy reform, as well as the sustainable energy options. To meet this goal, there were twelve MOOC courses, but only one of them: conventional energies, clean and its technology was used for the purposes of the present research. Within the MOOC design goals was to include innovative teaching strategies such as the gamification in order to promote the motivation and learning of the participants. So, focused on the strategy of Gamification challenges and its relation with the variable partner-based demographic and academic, with the purpose of creating a model that can be transferable in the design, development and implementation of this, or other strategies teaching in open innovation, as the MOOC environments. To meet the objectives of the research, it was decided to develop a theoretical framework formed by the constructs: open, interdisciplinary, and collaborative innovation the MOOC as environments of open innovation and the role of the Gamification in education. Likewise, we opted for a mixed method approach, with a predominance of quantitative methods (QUAN-Qual). During the course Conventional energies, clean and its technology, 4819 students were enrolled and it was carried out with a sample of 1209, which corresponded to the participants who at least made an activity during the course. The instruments and strategies for data collection consisted of questionnaires, interviews, meaningful analysis of the alternative responses to the challenge gamificated by students and the analyses of the course. As a result of the research, proposes a model for the design, development, implementation and evaluation of innovative teaching strategies, such as the gamification, in environments of open innovation (MOOCs). Which aims to give a contribution to scientific knowledge, in such a way that a point of reference for the development of architecture teaching in this type of educational environments
Este trabajo tiene como objetivo describir brevemente la incidencia del Acuerdo de París y las iniciativas impulsadas por la Unión Europea en la formulación y desarrollo de las políticas públicas catalanas respecto al cambio climático. Se pretende conocer cómo Catalunya ha ido incrementando su grado de implicación en esta materia durante los últimos años, hasta llegar a disponer de diferentes instrumentos y normas para afrontar los retos existentes en materia de mitigación y adaptación al cambio climático, de entre las que destacamos la Ley 16/2017, de 1 de agosto, del cambio climático. Asimismo, se pretende describir y analizar la citada norma con rango de ley que se ha convertido en el eje vertebrador de las políticas públicas de Catalunya en este ámbito. Con esta finalidad, se identifican, en primer lugar, los objetivos de mitigación y de adaptación que determina la Ley; en segundo lugar, los objetivos de reducción de emisiones de gases de efecto invernadero que se definen como propios; y finalmente, los mecanismos de adaptación al cambio climático, con especial referencia a los instrumentos de planificación y programación. ; The objective of this paper is describe the impact of the Paris Agreement and the initiatives promoted by the European Union in the formulation and development of Catalan public policies regarding climate change. It is intended to know how Catalonia has been increasing its level of involvement in this area during the last years, until it has had different instruments and norms to face the existing challenges in terms of mitigation and adaptation to climate change, among which we highlight the Law 16/2017, of August 1, on climate change. Likewise, it is intended to describe and analyze the aforementioned standard with the status of a law that has become the backbone of the public policies of Catalonia in this area. To this end, the mitigation and adaptation objectives determined by the Law are identified in the first place; secondly, the objectives of reducing emissions of greenhouse gases that are defined as their own; and finally, the mechanisms of adaptation to climate change, with special reference to planning and programming instruments.
En el año 2000 México y la Unión Europea firmaron un tratado de libre comercio en el que se incluyó un capítulo que buscaba favorecer la cooperación para el desarrollo sustentable. En este trabajo se aborda la relación comercial de México con 27 países miembros de la Unión Europea (UE-27, de aquí en adelante) en términos del valor agregado contenido en los flujos de comercio, así como en términos del volumen de emisiones de CO2 asociados a la producción total de los bienes comercializados. Con información de la base de datos World Input-Output Database (WIOD) y el análisis insumo-producto encontramos que, entre 1995 y 2011, el superávit comercial que los UE-27 tienen con México, tiende a ser menor en valor agregado. Esta reducción viene acompañada de una caída mayor en la huella de emisiones en los países de la UE, por lo que el balance de emisiones de dióxido de carbono (CO2) a la atmósfera presenta un patrón en forma de U invertida, lo que se explica principalmente por un proceso de relocalización de la producción europea. ; In the year 2000, Mexico and the European Union agreed upon a free trade agreement, which included a specific chapter that sought to foster cooperation towards sustainable development. This paper examines the trade between Mexico and 27 European Union member countries, both in terms of the added value that is embedded in commercial flows and the CO2 emissions that are linked to total production of traded goods. With data from the World Input-Output Database (WIOD) and carrying out input-output analysis, we find that: between 1995 and 2011, trade surplus of the 27 European Union countries with Mexico tends to be lower in terms of value added. This reduction comes with an even higher downfall in the emissions footprint within the European Union countries, thereby generating a CO2 emissions balance with a U-inverted shape basically explained by a reallocation of European production processes.
