Corruption is linked to the issue of clientelism. This fact establishes a wide understanding of its phenomenon. This wide context and understanding of corruption is simplified by the recognition of the patron-client system that accompanies corruption or is even identified with it. Clientelism may be of a personal or mass character, and it consists of a mutual provision of services, without the need of laying out funds to achieve a common goal. The socio-economic transformation, being a profound and thorough reform of the system and institutions, promotes corruption practices (the process of transfer of resources from public to private sector progressed swiftly). Corruption provides means for maintaining and developing the client networks. Patron-client relations are of secondary nature in some societies; in other societies they substantially influence the shape of the political and economic system, as well as the social structure. The author has made an attempt to theoretically – by referring to empirical evidence – formulate the necessary conditions that allow participatory processes to happen. In this perspective, participation is not only an ethical requirement but primarily a mechanism that supports taking up the challenges posed by the increasing complexity of the social world. The examples presented in the article show that participation has a very strong 'competitor': clientelism. In the spaces where the latter forms the base of the relations between the government and society, it is difficult to find a well-rooted and sustainable presence of participatory processes. The author thus presents a hypothesis that the logic of clientelism, together with the lack of the ability to recognise the importance of resource interdependence, has the ability to weaken participation, or in other words, wash it out in a specific way. Clientelism strives to maximise the control over resources. This can, in some cases, support the realisation of development goals or be effective in particular governmental arrangements (e.g. the transformation in Poland in the 90 s of the 20th century), however, it also deepens the passivity and in the long run can lead to a decrease in the value of some resources or even their loss. In this context, participation is thus understood mainly as an expression of caring for the owned and acquired resources and as the recognition of their interdependence. ; Autor podjął próbę sformułowania – na poziomie teoretycznym, odwołując się do przykładów empirycznych – wybranych warunków, umożliwiających zaistnienie procesów partycypacyjnych. Partycypacja w tym ujęciu nie jest tylko postulatem etycznym, ale przede wszystkim mechanizmem sprzyjającym podejmowaniu wyzwań, wiążących się z rosnącą złożonością społecznego świata. Przywołane w artykule przykłady pokazują, że partycypacja ma bardzo silnego "konkurenta" w postaci klientelizmu. Tam, gdzie relacje między władzą a społeczeństwem są na nim oparte, trudno o zakorzenienie się i trwałą obecność mechanizmów partycypacyjnych. Autor stawia hipotezę mówiącą o tym, że w przestrzeni lokalnej partycypację osłabia – czy wypłukuje ją w specyficzny sposób – logika klientelizmu w powiązaniu z niedostrzeganiem znaczenia współzależności zasobów. Klientelizm bowiem oznacza dążenie do maksymalizacji kontroli nad zasobami. Może to sprzyjać realizacji celów rozwojowych, być skuteczne w określonych warunkach systemowych (np. transformacja w Polsce w latach 90. XXw.), jednak pogłębia również pasywność, a w dłuższym okresie oznaczać może zmniejszanie się wartości określonych zasobów czy wręcz ich utratę. Partycypacja w tym kontekście rozumiana jest przede wszystkim jako wyraz dbałości o posiadane i pozyskiwane zasoby oraz dostrzeganie ich współzależności.

The purpose of the article is to analyse the role of the public prosecutor's office as an institution that is specifically embedded in between certain elements of the political system, particularly between the executive and judiciary powers. For this reason, the public prosecutor's office can be regarded, together with courts, as an institution that aims to be actively involved in administering justice and an instrument of the executive power to guarantee internal security and to execute internal functions of the state. The public prosecutor's office, given its specific operation area, is expected to prosecute crimes effectively as well as safeguard the rule of law, which may be threatened by the infringing actions of not only individuals and criminal groups but also of officials and state institutions. Hence, with respect to the accountability of the public prosecutor's office, it should be more independent of the executive power which is subject to political rules. It appears, however, that separating it officially from the executive power does not have to lead automatically to the public prosecutor's office independence of political influence when other direct (the Prime Minister's and the Minister of Justice's authority over the Attorney General) and indirect mechanisms of prosecutors' political dependency (clientelism, politicisation and political bonds of prosecutors with politicians) exist.

Most of the previous revolutions in the post-Soviet sphere were concentrated around two dimensions: reluctance to challenge abuses of power and the will to redirect the external trajectory. The Armenian Velvet Revolution marked the change of the axiology of revolution. Civil disobedience was only focused on the corrupt political system based on clientelism and patronage. It was not addressing any issues related to the international situation. In statements, activists avoided references to foreign policy and change of geopolitical direction. The purpose of the paper is to identify convergent and separate features characterizing the Velvet Revolution in comparison with breakthroughs classified as revolutions in the post-Soviet space after 1989. The research question is how the Armenian Velvet Revolution's features stand out from previous revolutionary changes of power in the post-Soviet space, and to what extent they are convergent. The theoretical framework is based on multi-dimensional academic reflection on the factors characterizing particular revolutionary waves in post-Soviet space. Using comparatively the rich achievements of study on the Autumn of Nations, Color Revolutions, and Ukrainian Revolution of Dignity, this essay aims to inscribe the unique and modular factors characterizing the Armenian Velvet Revolution into a broader spectrum of theoretical and practical considerations on political breakthroughs in post-Soviet space.

W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals.
