Electoral clientelism or vote buying has been regarded as undermining democratic institutions and weakening the accountability of the state towards its citizens, especially the poor. Social identity as a form of political mobilization may contribute to this, enabling support to be won with clientelist transfers. This paper reports data from a novel laboratory experiment designed to examine whether clientelism can be sustained as a political strategy, and whether identity impacts the nature or efficacy of clientelism. Specifically, we design a voting and leadership game in order to examine whether individuals vote for clientelist allocations by a leader even at the expense of more efficient and egalitarian allocations. We find group identity does not significantly impact the prevalence of clientelist plans. Leaders are more likely, however, to choose allocations that provide fewer benefits (lower rents) to themselves when they are part of the majority in-group than when they are in the minority.
Unlike much of the growing literature on political clientelism, this short paper contains mainly the author's general reflections on the broad issues of governance (or mis-governance including corruption), democracy, and state capacity that clientelism has an impact on. It then analyses how its incidence changes with the process of development, and the kind of policy issues that it generates. Finally, the paper suggests some research gaps in this literature.
Abstract: Studies of Irish politics have generally used a clientelist framework: voters in rural areas seem to obtain state benefits through a politician's interventions and, in return, become the politician's "clients". This article reports anthropological research on urban brokerage and clientelism carried out in Dublin from 1978 to 1981 which suggests that a more complex analytic model is required. Clientelism was relevant in the context of party politics, but voters who sought a broker's help did not necessarily become clients. Political brokerage did not guarantee individual voters' electoral support, and was largely used to enhance the politician's reputation in the community. It is thus useful to distinguish brokerage from clientelism; although the two are related, they are not interchangeable. In addition, the "currency" of brokerage was rarely politicians' influence over the actual allocation of state resources, but rather their information about bureaucratic procedures and their access to the bureaucrats themselves. There is no reason to presume that brokerage, based on such a monopoly over information and access, should necessarily decrease as Ireland becomes increasingly urban and industrial.
Armed clientelism is a particular form of patronage in which politicians and non-state armed groups establish a symbiotic relationship where the former provides economic resources, judicial protection, or other benefits, while the latter provides political support and votes. In this paper a theory of armed clientelism is presented, which shows that when politicians establish illegal alliances with armed groups and mafias, they face a political tradeoff: illegal alliances augment the probability of being elected, but generate the risk of being removed from office. The model predicts that in a context in which a mafia controls a district or a town, armed clientelism is more likely when social diversity among the constituency is high, the judicial system is inefficient, party identification of citizens to clientelistic parties is low, and candidates are highly budget-constrained. It also shows that armed clientelism is more likely when the illegal group and the machine are ideologically aligned.
Why are the poor susceptible to clientelism, and what factors shield them from the influence of vote buying? We explore the role of both formal and informal social networks in shaping the likelihood of being targeted with private inducements. We argue that when the poor lack access to formal social networks, they become increasingly reliant on vote buying channelled through informal networks. To test our theory, we build the informal, family-based network linkages between voters and local politicians spanning a city in the Philippines. We then collect survey data on formal network connections, electoral handouts, and voting behaviour of 900 voters randomly drawn from these family networks. We show first that campaigns disproportionately target poorer voters. We then show that familial ties further influence targeting among poor voters. Finally, we show that access to formal networks such as workers' associations mitigate voter fears of punishment for failing to reciprocate.
The book is about distributive politics. The received theories usually predict that parties and governmentswill spend scarce resources on responsive voters. And these responsive voters will be fence-sitters, people who might otherwise not turn out or vote for the party responsible for the distribution but who could be swayed by a favor or a program. Yet over and over again, the evidence seemed to tell us that not fence-sitters but firm party loyalists were the primary beneficiaries of the distributive game. Because we believed in the received theories, we discarded them only reluctantly. Like good Kuhnians, a few anomalies did not shift our paradigm. But eventually the weight of the anomalies was too much. Constructing an alternative theory was only one of the tasks we faced. Our new theory suggested new questions and new observational implications. Many parties can be decomposed into leaders and low-level operatives or brokers. If brokers play the distributive game by different rules than do their leaders, allocations of resources should come out differently when brokers are in control and when leaders are in control. (They do.) If brokers are imperfect agents of party leaders, antimachine reform movements, when they break out, may be driven as much by party leaders as by non-partisan reformers. (In several countries, they have been.) And if brokers are imperfect agents, it should be the case that they impose agency losses on parties and parties should devise elaborate techniques to monitor the brokers and minimize these losses. En este capítulo discutimos algunos de los temas más importantes relacionados con la literatura en clientelismo político. Luego de definir algunos de los conceptos básicos asociados con este tema, defendemos la afirmación de que la literatura se ha centrado excesivamente en el problema de la compra de votos, ignorando algunos temas (quizás) más importantes del proceso, como el patronazgo y el prebendalismo. Posteriormente, resaltamos la importancia de los intermediarios (brokers) y de las redes clientelistas, para poder entender la estructura de las relaciones entre patrones y clientes. Finalmente, revisamos algunas de las soluciones de corto y mediano plazo que han sido exploradas, principalmente a través de métodos experimentales, que incluyen mecanismos relacionados con instituciones, deliberación e información. ; In this chapter, we discuss some of the main issues pertaining to the literature on political clientelism. After defining some of the basic concepts associated with this topic, we support the claim that much of the literature has excessively focused on the problem of vote buying, while ignoring other (perhaps) more important aspects of the process, such as patronage and prebendalism. Afterwards, we underscore the importance that brokers and clientelistic networks have in order to understand the structure of patron-client relationships. Finally, we review some of the short- and medium-term solutions to the problem that have been explored mainly through experimental methods, which include mechanisms related to institutions, deliberation, and information.
It is widely believed that clientelism-the giving of material goods in return for electoral support-is associated with poorer development outcomes. However, systematic cross-country evidence on the deleterious effects of clientelism on development outcomes is lacking. In this paper we examine the relationship between political clientelism, public goods provision, and governance quality using cross-country panel data for 161 countries for the period 1900-2017. We distinguish between two manifestations of political clientelism-whether vote buying exists, and whether political parties offer material goods to their constituents in exchange for political support (non-programmatic party linkages). We find negative effects of political clientelism on development outcomes, with increases in clientelism leading to lower coverage of welfare programmes, increased political corruption, and weaker rule of law. We also find that the deleterious effects of political clientelism are mainly through non-programmatic party linkages rather than the practice of vote buying.
In many developing countries the rural poor often depend on patrons to act as brokers in order to get public provision from the government. The broker facilitates provision in return for securing peasants' votes for politicians. Yet, low bargaining power of peasants allows patrons to appropriate public resources for themselves. I propose increasing peasants' bargaining power by connecting them to markets outside their village. Making use of a natural experiment found in the construction of a motorway in Pakistan, I find public provision to be significantly higher in connected villages when compared to those which are isolated. Moreover, I find that the beneficial impact of connectivity is felt most strongly by the lower classes, who are most vulnerable to exploitation when isolated
This paper deals with the problem of political clientelism in Serbia broadly defined as the selective distribution of benefits (money, jobs, information, a variety of privileges) to individuals or clearly defined groups in exchange for political support. The main objective is to explain why political clientelism is widespread in Serbia and which key factors determine its shape and intensity. The explanation is based on the analysis of historical factors of development of clientelism in Serbia, as well as on analysis of data from a recent research on informal relations between political and economic elites in Serbia and Kosovo. The paper concludes that clientelism and informality have represented one of the structuring principles of socioeconomic and political development of Serbian society under the conditions of weak formal institutions and socio-historical heritage of late modernization. On the other hand, since 2000 economic and political sphere in Serbia became more open and competitive which influenced change in the character of clientelism in Serbia - the increased rivalry among different clientelistic (sub) networks heightened the chance of opportunistic defection even at the top level, which made political power of patrons more tradable and the relation inside the power network less asymmetric.
In many countries, clientelist parties (or political machines) distribute selective benefits, especially to the poor, in direct exchange for electoral support. Many scholars view clientelism as a political strategy, but fail to distinguish between substantively different patterns of machine politics. Conflating distinct strategies of clientelism poses a serious threat to descriptive and causal inference. This study seeks to increase analytical differentiation of clientelism, building on fieldwork in Brazil, formal modeling, and econometric analyses of survey data.A fundamental, yet frequently overlooked, distinction lies between strategies of electoral and relational clientelism. Whereas electoral clientelism involves elite payoffs to citizens during campaigns, relational clientelism involves ongoing relationships beyond campaigns. Electoral clientelism — the primary focus of this study — delivers all benefits to citizens before voting, and involves the threat of opportunistic defection by citizens. By contrast, relational clientelism delivers at least some benefits to citizens after voting, and involves the threat of opportunistic defection by both citizens and elites. Scholars often conflate vote buying with other strategies of electoral clientelism. Much of what scholars interpret as vote buying (exchanging rewards for vote choices) may actually be turnout buying (exchanging rewards for turnout). This study advances research on clientelism by specifying and testing a mechanism by which parties can distribute benefits to mobilize supporters. Formal modeling suggests that turnout buying is incentive-compatible, and also provides several testable predictions: (1) machines focus rewards on strong supporters, (2) they target the poor, and (3) they offer rewards where they can most effectively monitor turnout. Although both strategies coexist, empirical tests suggest that Argentine survey data are more consistent with turnout buying than vote buying. Two other strategies of electoral clientelism are also frequently conflated with vote buying: double persuasion (exchanging rewards for vote choices and turnout) and negative turnout buying (exchanging rewards for abstention).Formal analysis in Chapter 4 — coauthored with Jordan Gans-Morse and Sebastian Mazzuca — suggests that political machines are most effective when combining multiple strategies of electoral clientelism. Machines adapt the size of clientelist benefits to citizens' political preferences and inclination to vote, and are willing to pay relatively more for vote buying because unlike other strategies it both adds votes for the machine and subtracts votes from the opposition. The model also suggests that machines tailor their mix of electoral clientelism to five characteristics of political environments: (1) compulsory voting, (2) machine support, (3) political polarization, (4) salience of political preferences, and (5) strength of ballot secrecy. The model's predictions are consistent with qualitative evidence from Argentina, Brazil and Russia.
The challenge of public administration reform is well-known: politicians often have little interest in the efficient implementation of government policy. Using new data from 439 World Bank public sector reform loans in 109 countries, we demonstrate that such reforms are significantly less likely to succeed in the presence of non-programmatic political parties. Earlier research uses evidence from a small group of countries to conclude that clientelistic politicians resist reforms that restrict their patronage powers. We support this conclusion with new evidence from many countries, allowing us to rule out alternative explanations, including the effect of electoral and political institutions. We also examine reforms that have not been the subject of prior research: those that make public sector financial management more transparent. Here, we identify a second mechanism through which non-programmatic parties undermine public sector reform: clientelistic politicians have weaker incentives to exercise oversight of policy implementation by the executive branch.
This article marshals empirical evidence from a cross-section of up to 87 countries to consider the impact of clientelism on fiscal redistribution in the form of direct taxes and public transfers. Clientelism may directly undermine fiscal redistribution towards poorer individuals because their political support is cheaper to buy, political patrons will limit redistribution to keep clients dependent and, moreover, will eschew fiscal policies that target broad categories of citizens based on explicit criteria, and favor instead private benefits that they can disburse to individual clients with a relatively high degree of discretion. The empirical analysis controls for a range of potentially confounding covariates, explores various transmission channels and accounts for the real possibility that more extensive redistributive programs may undermine the strength of clientelism. Clientelism is a renewal of the concept of patronage, a patron of clients commonly referred to in several scientific studies. This research uses a qualitative method through an in-depth interview approach to informants and literature studies. The results show that clientelism among voters occurred in the election of Bandar Lampung Mayor Election in 2015. There is a symbiosis of mutualism between incumbent candidates for the Mayor and voters. Voters are influenced by their choices through imaging, giving, programs, and profitable policies. Voters benefit from education policies, free health, infrastructure and social assistance. Another pattern is shown in Lampung Governor Election 2014 when Sugar Group Company (SGC), with their significant power position and influence in sugar trade, fully supports the nomination of M. Ridho Ficardo. The pattern used is by holding entertainment shows and puppets with various attractive prizes offered such as motorbikes, refrigerators, and farm animals. Many voters are interested in giving their votes and get the prizes in return.
The private security sector began to develop in Serbia during the 1990s. Along with the formation of the neo-patrimonial regime in the 1990s, followed by gradual stabilization of political clientelism after the year 2000, the private security sector developed through privatization processes, the establishment of domestic private security companies (sometimes in conjunction with organized crime or with the state security apparatus), but also through the development of the market by the inflow of international corporations. In this paper, we will try to examine how the system of political clientelism shaped the private security sector in Serbia. The main thesis is that privatization processes and the normative framework of public procurements, whose manifest goal was to prevent corruption, were the key factors that shaped the development of the private security sector in Serbia on a clientelist basis, causing serious market distortions. Furthermore, we will try to explore whether new forms of clientelist relations are being formed within this sector. The paper will be based on the analysis of the relevant normative framework and contextual factors crucial for the development of the private security sector in Serbia, supplemented by the secondary analysis of interview data, gathered from the actors belonging to this sector, and conducted and published by researchers of Belgrade Center for Security Policy.
