İklim değişikliği, konuyla ilgili ilk ve tek belge olan 2242 sayılı Birleşmiş Milletler Güvenlik Konseyi kararının 2015 yılında kabul edilmesine kadar Kadın, Barış ve Güvenlik (KBG) gündeminin bir önceliği olarak görülmemiştir. Oysa iklim değişikliği, hem silahlı çatışmalar ve savaşlar yoluyla devlet güvenliği üzerinde doğrudan etkiler doğuran hem de geçim kaynaklarının kaybına, siyasi istikrarsızlığa, zorla yerinden edilmeye ve yoksulluğa neden olan bir insan güvenliği sorunudur. Bu tehditler eşitsiz toplumsal cinsiyet rolleriyle birleştiğinde, pek çok toplumda kadınlar üzerinde halihazırda var olan sosyoekonomik yük ve toplumsal cinsiyete dayalı şiddet daha da artmaktadır. Bu makale, son yıllarda iklim değişikliği ve KBG gündemi arasında uluslararası literatürde kurulmaya başlayan ilişkiyi Türkçe literatüre kazandırmayı amaçlamaktadır. Makale, metodolojik olarak, mevcut araştırmalar ve uluslararası raporların bulgularından yola çıkarak iklim değişikliğini KBG gündeminin "koruma" ve "katılım" sütunları ile ilişkilendirmektedir. Bu amaçla makalede öncelikle uluslararası ilişkiler disiplininde bir güvenlik tehdidi olarak iklim değişikliğinin yeri sorgulanmaktadır. İkinci bölümde, ilk olarak kadınların iklim değişikliği nedeniyle algıladıkları güvensizlik ele alınmakta, daha sonra iklim barışı ile KBG gündeminin ortak noktası olan barış inşasına değinilmektir. Makale, ister geleneksel güvenliğe ister insan güvenliğine bir tehdit olarak ele alınsın, iklim değişikliğinin etkilerinin üstesinden gelmeyi sağlayacak çözümün KBG gündeminin içinde, kadınların dahil edildiği ve toplumsal cinsiyet eşitsizliğinin etkilerinin hafifletildiği bir barış inşasında olduğunu vurgulamaktadır.

How do non-state actors frame climate change in a region labelled as a climate hotspot? To answer this question, this article explores the climate communication strategies of non-state actors with various country origins. Adopting the quantitative content analysis method, it comparatively analyses differing frame utilizations (e.g. ecological/meteorological, policy, economic and energy interests, culture, science and technology, civil society) of non-state actors in their selected climate change/global warming-related reports (n=89) on the Mediterranean. The findings provide clues on the cosmopolitan framing of non-state actors on the regional level.

İklim değişikliği, insanoğlunun karşılaştığı en önemli sorunlardan biri olarak kabul edilmiştir. Bu nedenle iklim değişikliğine yönelik acil çözümler küresel siyaset gündemini meşgul etmiştir. Kyoto Protokolü ve Paris İklim Anlaşması önemli gelişmeler olarak kabul edilmiştir. Bununla birlikte, bölgesel örgütler de iklim değişikliğinin ele alınmasında önemli rol oynamışlardır. Bu bağlamda, 1999'da kurulan Nil Havzası Girişimi (NHG) genellikle bölgedeki adil su paylaşımı, kullanımı ve yönetimi ile ilgilenmiş olsa da, iklim değişikliği ve bunun havzadaki su, gıda ve enerji güvenliği üzerindeki olumsuz etkilerini de gündemine almıştır. Bu nedenle, NHG'nin yeni oluşturulan stratejileri çoğunlukla su güvenliği temelinde iklim değişikliğine uyum ve azaltım konularını içermektedir. Bununla birlikte NHG'nin bu politikalarının yeterince başarılı olmadığı gözlenmiştir. Bu bağlamda çalışma, NHG tarafından yayınlanan politika belgeleri, dokümanlar ve raporlar ile üye devletlerin politikaları üzerinden söz konusu başarısızlığın nedenlerini analiz etmeyi amaçlamaktadır.

This article presents a discussion of the social consequences of coal phase-out policies determined in the context of addressing climate change and the possibility of a just transition in coal-dependent settlements. Energy production methods are changing all over the world to tackle climate change. This situation will inevitably be reflected in Turkey as well. In this regard, the main purpose of the research is to examine and introduce the just transition, which is a prominent and contemporary approach for possible coal phase-out experiences in settlements that are economically and socially dependent on coal. An overview of climate change and carbon-intensive sectors, coal mining's role in energy production, and coal phase-out policy objectives is presented in the first part of the article. Then, presented in the following are general information about the role of coal in energy production in Turkey, as well as settlements that are economically and socially dependent on coal. After providing an overview of the just transition approach and its objectives, suggestions are made for Turkey in the conclusion. Several measures can be taken to minimize the negative effects on groups involved in coal-dependent settlements and vulnerable groups as a result of possible transformation.

The aim of this study is to take lessons for policy makers by examining the theory and practice of the social ecology approach, which is studied as an alternative model to climate change, capitalism and state organization discussions, through field applications. In order to achieve this aim, the basic concepts of social ecology and the approach of ecological society to the city were examined through the examples of southeastern Turkey and 'Rojava'. In the study, an answer has been sought to the research question of "are social ecology-based field practices and theory compatible?" In the theoretical framework, the political, administrative, social and economic discourses of the ecological approach, which puts nature at its center are explained as four criteria of analysis. In the discussions part, the field practices are examined in terms of the reflection of the theory in practice, taking into account the suggestions in political, administrative, social and economic dimensions. Contrary to rhetoric, it has been explained with the kiwi bird metaphor that the practices of PKK/KCK do not adequately reflect Bookchin's social ecology approach.
