Since one of the most effective ways of strengthening the implementation the green infrastructure principle is through spatial planning, the paper aims at presenting the overview of the contemporary policies in the domain of environment and planning. After a brief overview of European and regional (i.e. Western Balkan) documents in the field, the central part of the paper elucidates the extent to which the concept of green infrastructure is elaborated in Serbian legislative framework.
Ekološke i klimatske promene na planeti postoje koliko i sama planeta, a čovek se od svog postanka prilagođavao ovim promenama. Jedan od načina adaptacije jesu migracije stanovništva u potrazi za hranom, boljim uslovima života i prijatnijim vremenskim uslovima za život. Posebnu pažnju u poslednjoj deceniji izazivaju takozvane ekološke izbeglice. Faktori sredine su oduvek pokretači ljudskih kretanja, a sa porastom svesti o promenama koje se dešavaju u prirodnoj sredini i aktuelnog problema klimatskih promena povećalo se interesovanje za moguće obrasce po kojima će se odvijati kretanja u budućnosti. U ovoj doktorskoj disertaciji ćemo se baviti uzrocima nastanka ekoloških katastrofa, njihovim političkim, ali i drugim posledicama. Takođe ćemo proučiti migracije stanovništva koje nastaju pod uticajem ekoloških katastrofa. Uticaj čoveka na promenu uslova života vrlo je veliki, a stepen uticaja se povišavao zajedno sa razvojem civilizacije, kako u pozitivnom tako i u negativnom smislu. Čovek je uspeo da veliki deo prirode vremenom potčini svojim potrebama, što je dovelo i do kumulativnog efekta u vidu neželjenih posledica za životnu sredinu u formi prirodnih i tehnološki prouzrokovanih katastrofa. Uvodna razmatranja u doktorskoj disertaciji biće posvećena globalnom problemu zagađenja životne sredine, ekološkim katastrofama okvirno i problemu migracija, a u prvom delu će biti razrađen metodološki okvir po kojem će se odvijati istraživanje. Drugi deo teze odnosiće se na teorijski okvir istraživanja, sa akcentom na pojmovnom definisanju ekoloških katastrofa uopšte, njihovim potencijalnim uzrocima i posledicama kroz istoriju čovečanstva, kao i uticaju ekoloških katastrofa na pokretanje migracije stanovništva. Treći deo doktorske teze obuhvataće problem miigracija, teorijsko određenje, komparativnu analizu uslova pod kojima su nastale najveće migracije pokrenute ekološkim katastrofama u svetu, političke, socijalne, kulturalne i ekonomske posledice kakve su nastupile u zemljama koje su naselili ljudi izbegli sa tih područja. Četvrti deo ove teze odnosiće se na pripremljenost Evrope za slučaj iznenadne ekološke katastrofe, sa akcentom na empirijskom istraživanju uticaja trenutne krize sa izbeglicama iz severne Afrike, na Evropu kao krajnje odredište ljudi koji napuštaju svoje domove zbog nemogućih uslova za život, politiku koju sprovodi Evropska unija prema izbeglicama; nastale i očekivane političke, socijalne, ekonomske i kulturološke posledice ove tzv. "migrantske krize". Dobijeni podaci će se analizirati i poslužiti u izvođenju zaključaka iz rezultata empirijskog istraživanja. U petom delu ćemo razmatrati uslove pod kojima može doći do pojave konflikta na teritoriji koju naseljavaju imigranti. Šesti deo će sadržati predlog modela za rešavanje tekuće migrantske krize, a sedmi će sadržati istraživanje o tome koliko je javnost uopšte upoznata sa terminologijom i problemima kojima se bavimo u ovoj doktorskoj disertaciji, kao i odnosu javnosti prema trenutnoj situaciji sa migrantima. U osmom delu biće izneta sistematizovana zaključna razmatranja o onome što smo utvrdili i šta smo postigli izradom ove teze. ; Environmental and climate change on the Earth is as old as the planet itself, but the man from its inception adapted to these changes. One way of adapting to these changes is the migration of people in search of food, better living conditions and pleasant weather circumstances for life. A special attention in the last decade has been devoted to so-called environmental refugees. Environmental factors have always triggered human movement, with increasing awareness of the changes that occur in the natural environment and the current problems of climate change, which has increased interest in possible patterns of movement that will take place in the future. In this doctoral thesis we deal with the causes of ecological disasters, but also their political and other consequences. We will also study the migration of population that occured under the influence of environmental disasters. The impact of man on the changing conditions of life is high and the degree of influence has evolved along with the development of civilization, both in a positive and in a negative way. The man managed to a large part of nature eventually submit to its needs, which led to a cumulative effect in the form of adverse consequences for the environment in the form of natural and technological disasters. Preliminary thoughts in this doctoral dissertation will be devoted to the global problem of environmental pollution, ecological disasters framework, and the problem of migration, and in part one the methodological framework will be worked out according to which the research will take place. The second part of the thesis refers to the theoretical framework of research with emphasis on the conceptual definition of ecological disasters in general, their potential causes, and consequences throughout the history of mankind, as well as the impact of environmental disasters on the launch of the migration of the population. The third part of the doctoral thesis will include migration problem, theoretical determination, a comparative analysis of the conditions under which they incurred the largest migration initiated environmental disasters in the world, political, social, cultural and economic consequences that followed in countries that are settled people fled from those areas. The fourth part of this thesis will relate to the preparation of Europe in case of sudden environmental disasters, with an emphasis on empirical study of the impact of the current crisis with refugees from the Northern Africa to Europe as the final destination of people who leave their homes because of the impossible conditions of life, the policy implemented by the European Union for refugees; incurred and expected political, social, economic and cultural consequences of this so-called "Migrant crisis". The data will be analyzed and used in the performance of drawing conclusions from the results of empirical research. In the fifth section, we discuss the conditions under which a conflict may occur on the territory inhabited by immigrants. The sixth part will contain a model for resolving the current crisis, migrant, a seventh part will include research abou how much the general public is familiar with the terminology and the problems we deal with in this dissertation, as well as public attitudes towards the current situation with migrants. In the eighth part there will be presented systematized concluding observations about what we have established and what we have achieved by doing this thesis.
The paper points to the relations between multilateral environmental agreements (MEAs) with global characteristics and contemporary security problems. Starting from the existing architecture of MEAs, the importance of several key global security challenges (climate change, water resource management, biodiversity protection, waste management and hazardous chemicals) has been ephasised. Status of the members of the UN Security Council, Republic of Serbia (RS) and RS' neighboroughing countries (EU members) in MEAs is overviewed. The basis of the analysis is 15 MEAs open for universal membership, whose depository is the UN Secretary General. It is noted that there is no uniform membership of the states UN Security Council' members in the MEAs. Some of the UN Security Council's members are not contracting party in several MEAs. At the same time, EU member states (those who are permanent members of the UN Security Council, as well as RS neighboring EU countries) are members of majority of the MEAs. RS, in terms of the number of MEAs where is a contracting party, lags behind the neighboring states EU members.
The paper emphasizes the most important global problems in the field of the environmental protection in the context of the debate about the importance of the participation of the local self-governments in addressing those. The paper points out to the fact that the Republic of Serbia harmonized the national environmental legislation with the EU legislation as a part of the European Integration process of the Republic of Serbia. This process included the transfer of a significant part of the work in the environmental field (including activities related to global environmental issues) to be carried out by the local self-government. These are the following issues: climate change, protection of the biodiversity, forest resources management, sustainable use and management of water resources, waste management. This paper identifies how the RS regulations transferred jurisdiction on environmental responsibilities to the local self-government. The paper also refers to the national regulations in the field of the environment in which the local self-government has been made competent for the activities related to the global environmental problems and the question of the capacity of the local self-government to implement these regulations.
Food security is a major issue and constant challenge in the developingworld. Morocco has reached the target of the first MDG and, since 1990-1992, hasmaintained the prevalence of undernourishment level of 5%, but it remainsvulnerable to climate change in case of recurrence of drought and external shocks.Researches on food security in Morocco and its relationship with sustainabledevelopment are not been sufficiently developed in the direction ofproposing models of sustainable food security strategies. Then, this study aims toclarify the relationship between food security and sustainable food chain and topropose a roadmap for food security in Morocco, learnt from the visit study toSingapore as a leading country in food security. According to GFSI (Global FoodSecurity Index) of the Economist Intelligence unit, Singapore is ranked second inthe world after United States in 2015. Results outline the issues and challenges offood security at both global and national levels and highlight the strengths andweaknesses of food security in Morocco via the analysis of the Moroccan's foodsecurity balance through the GFSI (Global Food Security Index) of the EconomistIntelligence Unit. Finally, this study proposes a roadmap to ensure sustainable foodsecurity in Morocco focused on two strategic pillars: governance andorganizational pillar and technical and financial support pillar. The first pillarconcerns the establishment of a national authority in charge of coordination andimplementation of food security strategies. The second pillar includes a set ofrecommendations related to technical and financial support aspects as optimizingstorage foods, increasing agricultural productivity via agro-ecologicalintensification and sensitizing farmers in adoption of sustainable agricultureprinciples.
After the end of the Cold War, civil defense was transformed into civil protection. This part of the state structure moved from the armed forces to the civilian sector. There are two reasons. First, direct threat of nuclear war was eliminated and the other reason were climate changes caused by natural disasters on a large scale. Today's civilan protection is organized in order to protect life and property in the event of a disaster caused by nature or man. End of the Cold War influenced the transformation of the social system in Poland. This was also reflected in the field of civil protection in this country. In Poland many sectors of civil society are now directly or indirectly involved in the system of civil protection. This was largely contributed by the decentralization of the state system, which allowed greater involvement of different actors in the system of civil protection. Decentralization has enabled a more efficient division of responsibility in case of emergencies. Regardless of the differences in size of territory and population, Poland has gone through similar challenges in transformation of the state and civil protection system like other new states of the European Union. This is especially important if we look other states of the former Warsaw Pact. Beside aforementioned transformation, Poland needed to eliminate communist legacy in many areas of society. This was precondition for stabilization and modernization of the state system. After that, Poland could put more effort in the reform of other areas of political, economic and social organization, which included area of civil protection.
One of the major challenges at the global level is the security of energy supply in conditions of reducing the stock of non-renewable energy sources, given the political instability in the countries which produce energy and uncertain natural disasters. What is relevant is a challenge that relates to the protection of the environment, reducing pollution and managing climate change. There is need for energy transition, which is only possible in the long term. Orientation towards renewable energy sources, reducing dependence on a single energy source, increasing the number of suppliers is a way to meet these challenges and ensure a higher level of not only energy, but also the economic, environmental, technological, political security. Energy security is a multidimensional concept that includes not only the elements of the concept of sustainable development, but also security of supply, the technical characteristics of the energy system, the political and security aspects. It is necessary to distinguish the energy security from energy dependence, because energy security problem is not related only to the imported energy dependence. Thus, energy security is an integral concept that combines different aspects in order to ensure long-term sustainability of energy supply. Any form of threat to the balance of the energy system can jeopardize GDP, political stability, and prosperity of the citizens. In order to monitor progress towards a sustainable way of using energy sources and achieving security of supply, energy indicators which can monitor and measure the change are needed. There are a number of indicators that show the level of energy security. They can be simple, but very complicated or complex. Complex indicators take into account the entire energy system from production to final consumption. In order to ensure objectivity in evaluating the level of energy security, the issue of this dissertation is the calculation of the composite index. On the basis of calculated general indicators of the level of energy security, in the form of a composite index of energy security, it is perceived position of Serbia in relation to the countries of the Western Balkans and the European Union and placed the basis for future research and prerequisites for the further development of the concept of energy security.
The concept of corporate environmental responsibility is under-implemented in developing countries, especially in those where there is insufficient application of environmental legislation regulating the way in which the business activities of the participants are carried out. In the face of insufficient government support, many multinational corporations, in collaboration with the World Business Council for Sustainable Development, have initiated collective action to adopt best environmental practices in their industries to better protect the environment. It is about adopting green programs, and this is characteristic of corporations in the cement industry, which face many challenges such as: lack of raw materials, depletion of fossil fuel reserves, increased demand for cement and concrete, strong environmental concerns related to climate change. Several different forms of voluntary initiatives can be identified by which multinational corporations seek to achieve more favourable position on the global market, such as: unilateral initiatives initiated by enterprises in the absence of government support, adoption of environmental standards on a voluntary basis have been prescribed by the state, and partnership agreements resulting from the cooperation of public and private actors. This paper reviews individual multinational corporations from the African state of Morocco and how they adopt best environmental practices from other corporations in the cement industry. Adopted environmental practices can increase the capacity of these corporations in the field of environmental protection, and provide them with communication skills that will enhance collaboration and exchange of ideas with other corporations. ; Koncept korporativne ekološke odgovornosti se nedovolјno primenjuje u zemlјama u razvoju, posebno u onim u kojima ne postoji dovolјna primena zakonskih propisa u oblasti zaštite životne sredine koja reguliše način obavlјanja poslovnih aktivnosti učesnika. U uslovima nedovolјne podrške države, mnoge multinacionalne korporacije u saradnji sa Svetskim poslovnim savetom za održivi razvoj su pokrenule kolektivne akcije kako bi usvojile najbolјe ekološke prakse u svojim industrijama u cilјu bolјe zaštite okruženja u kojem se nalaze. Reč je o usvajanju zelenih programa , i to je karakteristično za korporacije u industriji cementa koja se suočava sa brojnim izazovima kao što su: nedostatak sirovina, iscrplјivanje rezervi fosilnih goriva, povećana potražnja za cementom i betonom, izražena ekološka briga povezana sa klimatskim promenama. Moguće je identifikovati nekoliko različitih oblika dobrovolјnih inicijativa putem kojih multinacionalne korporacije nastoje da postignu što povolјniji položaj na globalnom tržištu, i to su: (1) jednostrane inicijative pokrenute od strane preduzeća u odsustvu državne podrške, (2) usvajanje ekoloških standarda na dobrovolјnoj bazi koji su propisani od strane države, i (3) sporazumi u vidu partnerstava nastali kao rezultat saradnje javnih i privatnih učesnika. U radu je dat osvrt na pojedine multinacionalne korporacije iz afričke države Maroko i na način na koji one usvajaju najbolјe ekološke prakse od drugih korporacija u industriji cementa. Usvojene ekološke prakse mogu povećati kapacitete ovih korporacija u domenu zaštite životne sredine, i obezbediti im komunikacione veštine koje će unaprediti saradnju i razmenu ideja sa drugim korporacijama.
After the economic crisis of 2008, the degree of economic and environmental impact has increased. Challenges encountered by enterprises ranges from fulfilling the legal obligations of integral prevention and pollution control to the adaptation of the environmental management system in order to successfully apply the ISO 14001 standard. Companies face problems arising from soil pollution, climate change and legislation. Companies must take into account the successful management of sustainable development and social responsibility. To date, the basic responsibility of the company is to create profits for the owners of the company. However, including "social aspects", it emphasizes the participation of other stakeholders. The subject of research in this paper focuses on realizing the situation in terms of company's readiness to fulfill legal obligations for integrated pollution prevention and the application of appropriate environmental management standards. The main objective of this paper is to indicate the opportunities that companies have in favor of effective environmental management through cost reduction and cost savings achieved through efficient waste and energy recycling initiatives. Considering the fact that waste management is inappropriate, it can cause numerous consequences for the population and the environment, work for the welfare of the public, management and employees in enterprises, academic researchers and the general public is expected. The contribution of this paper is to expand the literature in this field and to the need to implement an appropriate management concept for integrated environmental management and prevention in order to successfully manage sustainable development. ; Posle ekonomske krize 2008. godine, stepen ekonomskih i ekoloških uticaja je povećan. Izazovi sa kojima se susreću poduzeća kreću se od ispunjavanja zakonskih obaveza integralnog sprečavanja i kontrole zagađenja do prilagođavanja sistema upravlјanja zaštitom životne sredine kako bi se uspješno primijenio standard ISO 14001. Preduzeća se suočavaju sa problemima koji proizlaze iz zagađenja zemlјišta, klimatskih promena i zakonodavstva. Preduzeća moraju voditi računa o uspešnom upravlјanju sa održivim razvojem i društvenom odgovornošću. Do danas je osnovna odgovornost preduzeća stvaranje profita za vlasnike preduzeća. Međutim, uklјučujući i "socijalne aspekte" naglašava učešće drugih zainteresovanih strana (Hopkins, M. 2004). Predmet istraživanja u ovom radu fokusira se na sagledavanje stvarne situacije u smislu spremnosti preduzeća da ispune zakonske obaveze za integriranu prevenciju zagađenja i primenu odgovarajućih standarda za upravlјanje životnom sredinom. Glavni cilј ovog rada je ukazati na mogućnosti koje preduzeća imaju u korist efektivnog upravlјanja životnom sredinom kroz mogućnosti smanjenja troškova i uštede troškova postignutih kroz efikasne inicijative za reciklažu otpada i energije. S obzirom na činjenicu da je upravlјanje otpadomne prikladno, može izazvati brojne posledice na stanovništvo i životnu sredinu, očekuje se rad za dobrobit javnosti, menadžmenta i zaposlenih u preduzećima, akademskih istraživača i šire javnosti. Doprinos ovog rada sastoji se u proširenju literature u ovoj oblasti i na neophodnost primene odgovarajućeg koncepta upravlјanja za integrisano upravlјanje i sprečavanje zagađenja životne sredine kako bi se uspešno upravlјalo održivim razvojem.
У овом раду дискутује се o позиционирању кључних друштвено-политичких актера у савременој Србији у контексту прихватања скупа симбола јавног наратива дефинисаног као "европске вредности". На примеру одржавања тзв. "Параде поноса", разматра се однос медија и елита према једном догађају који се перципира као суштински услов за "европске интеграције", али према коме истовремено постоји амбивалентан однос, проистекао из етаблираног традиционалистичког политичког дискурса, који подразумева отпор према прихватању сексуалних различитости. Циљ овог рада је да укаже на комплексну природу идентификовања основних симболичких вредности друштва у савременој Србији, која се испољава, пре свега, у виду хегемонијских борби које се воде на линији промоције конзервативних вредности, насупрот ономе што се доживљава као "опасни" уплив либералних "европских" идеја, попут промоције права сексуалних мањина. У раду се анализирају медијски наративи везани за одржавање "Параде поноса" 2010. и 2014. године, са циљем утврђивања промене наратива у склопу декларисаног "европског пута" Србије, и то, пре свега, кроз деловање и позиционирање кључних актера, од политичких елита до припадника екстремно десних организација и навијачких група. ; This paper discusses the position of the key social and political actors in contemporary Serbia, referring to the broadly accepted concept defined as "European values". The article focuses on the so-called "Belgrade Pride Parade", a highly contested event in the Serbian public, which is at the same time considered as the essential part of the EU accession process. Through the analysis of the media discourses related to the "Pride" events in 2010 and 2014, the paper shows the complex relation between the officially proclaimed politics of "European integration" and still very strong nationalist discourses, inherited from the 1990s. The aim of the article is to analyse the present hegemonic struggles between the political forces defending "traditional", conservative values and the political agents that promote "dangerous", liberal "European" ideas, such as protecting the rights of sexual minorities. The comparative analysis of the media representation of two events in 2010 and 2014 shows the changes in the public narrative. I argue that the violent clashes that occurred in 2010 Belgrade Pride Parade between the police and the members of right wing organisations were mostly the result of the lack of the political will among the Serbian elites, followed by ambivalent media representations, promoting at the same time the necessity of accepting "European values" and justification of violence. On the other hand, the absence of violent events in 2014 shows the will of the state apparatus to secure the "Pride". However, the media reports on the event, as well as the public statements made by Serbian officials, still remain ambivalent towards the very nature of the "Pride", justifying it only by the pressure made by the EU and the protection of constitutional rights. Moreover, the presence of new narratives in the media, discussing the high price of organizing such event, shows the shift in the public discourse from common nationalist arguments to the new, neoliberal rhetoric. This change doesn't indicate the radical shift of the social climate in Serbia from conservative to liberal, but, more likely, establishes Serbia as just one of the many states on the European periphery, operating within wider framework of neoliberal agendas. ; Тема броја – Конфликт и помирење на Балкану (ур.
