Doctoral dissertation contributes theoretically and empirically to the research stream of co-creation by focusing on the ICT-enabled collective actions of citizens, communities, governmental organizations, business entities, NGOs and other stakeholders in the creation of public value. The object of the research is the public value co-creation in Lithuanian and international civic technology platforms. The goal of the research was to propose an ICT-Enabled Co-Creative Ecosystem model aimed at the development of public value. Theoretical aspects of ICT-enabled public value co-creation were examined using meta-analysis, comparative analysis and generalization methods of related scientific research. The empirical investigations were based on phenomenological research strategy and qualitative research triangulation approach. Three complementary empirical studies have been conducted – expert interviews, mapping and qualitative content analysis of Lithuanian civic technology platforms and comparative content analysis of international civic technology platforms. The completed research activities allowed to build an in-depth working knowledge of the public value co-creation domain and its performance, outputs and impacts. In the light of the main observations that have emerged from the design of ICT-Enabled Co-Creative Ecosystem Model, it has become possible to develop recommendations aimed at increasing the co-creative capacities of governmental, private and civic entities.

The interests in co-production and related concepts are examined applying the methods of Google Trends statistical analysis and information visualization. The activity of business, government, society and research sectors during the last five years are compared, the trends of interest change and the balance of inter-sectoral interest in co-production is assessed. The relative evaluation of interest in co-production indicates that the situation in different sectors is not the same – the asymmetry in interest in co-production prevails. The article concludes that cooperation between public sector organizations with private sector organizations and society in providing public service as well as cooperation between scientific research, methods and technologies is developed at a different rate thus hindering breakthrough on a larger scale.

Governments worldwide are increasingly focusing on creating customer value in public services and customer experience management to improve public sector performance and increase citizens' trust in government. Therefore, recently there has been an increase in scientific literature and case studies analysing different aspects of customer value creation and/or customer experience in public services. Still, the interaction between the two is not clearly disclosed and linked. The purpose of this research is to accentuate the insights arising from research in science and practice, to summarise and systematise the knowledge already created and to perform an empirical study. Applying the methods of researching the content of scientific literature and practical reports, the article reveals the interaction between the value of public services to the customer and the customer experience in services. The aim of this study is to reveal the concept of customer value creation by applying customer experience management in public services. After refining the general theoretical insights of service value creation for the customer, the basics of the need and benefits of their application in the provision of public services as well as the application of the method of value creation for the customer in the provision of public services are analysed. The findings of this research positions the customer value in public services as a subjective phenomenon, i. e., the value is created by customers as it is based on their experiences in the process of service provision. In contrast, service providers create a value creation system for customers, which turns them into the co-creators of that value. Value creation for the customer occurs through the co-production and co-design of public services, where the customer is an active participant in different stages of service provision. Every country has an aim to ensure security and well-being for its citizens. Today such traditional tools as economical, foreign policies and army are not so effective any more. Globalization and global warming are some of the causes for governments to look for new effective methods of strategic governing. This is where the term of country's image appears. The aim of this work is to present, discuss and rate the main models of country's image formation and after adapting such theoretical knowledge in practice define a resumptive model of country's image formation. For the reach of this aim I have defined such smaller tasks: a) Understand the essence of country's image and main parts of its formation; b) Define the stages which every country passes through while forming an image; c) Review the main model of country image formation; d) Create a resumptive model for Lithuania's image formation; e) Give recommendations for realization of resumptive model according to results of conducted secondary research. While seeking for the aim and its tasks I have analyzed the material of Lithuanian Government Project of Lithuania's image formation strategy. The models examined included those of Kennedy (1977), Dowling (1986), Abratt (1989), Ind (1997) and Stuart (1998). Practical use of this paper is a deeper understanding about the process of country image formation and ability to adapt research data to theoretical model. In conclusion resumptive model of Lithuania's image formation strategy is described and recommendations for it practical realization are given.

The subject of the contest posed the question of how to contemplate and visualise the dramatically changing ecological, social, cultural, political and economic circumstances under which architecture exists. Throughout the history of the contest, this subject has never attracted such a wide array of student outlooks, with this year's works being both aesthetically and intellectually intense. Because of such strong and multifaceted potential shown in the pieces, the commission had the particularly complicated task of picking out the authors worthy of the main and consolation prizes. The first prize was awarded to the creation that was declared the most conceptually pure, submitted by Gabriele Cerniavskaja, a third-year student at the Faculty of Architecture in VGTU, inspired by a \"shocking\" discovery on the wall of a building at Boksto g. 12A.
