The objective of study is to examine the impact of university-industry collaboration on capacity for innovation. This study relied on country level data collected through annual Global Competitiveness Reports published by World Economic Forum. Dissimilar to earlier studies, we use cross-country panel dataset of 112 countries (developed and developing countries) across different region (Africa, Asia, Europe, Oceania, North America, and South America) with time frame from 2006 to 2015. We measure innovation as country¿s capacity for innovation and university-industry relationship as university-industry collaboration in R&D. After using diverse range of control variables (company R&D spending, extent of staff training, education enrollment rate, gross domestic product, FDI and technology transfer, and government procurement of advanced technology), OLS regression estimates suggest that university-industry collaboration in R&D has positive and statistically significant impact on country¿s capacity for innovation. Moreover, countries with strong university-industry relationship have higher impact on capacity to innovate as compare to countries with weak university-industry relationship. Interestingly, we also find that the impact university-industry relationship on capacity for innovation is higher in developing countries as compare to developed countries. All above estimated results are further robust check by using diverse proxies of university-industry collaboration, and find consistent results. ; Artículo revisado por pares
This study analyzes the institutions that shape public private collaboration for the design and implementation of productive development policies in Colombia. Colombia is an interesting case because productive development policies are increasingly designed, in principle, in the context of formal institutions and venues, with public-private collaboration being a pillar of that formal design. We focus on two specific cases: (1) the Private Council for Competitiveness and its role in the National System for Competitiveness; (2) the Colombian government¿s Productive Transformation Program. These case studies suggest that public private collaboration has contributed to the continuity of productive development policies across governments. Collaboration has also been behind particular achievements, such as helping overcome specific government failures, and helping develop private organizational capabilities. A central message of this document is thus that formal institutions to foster public private collaboration, such as the ones adopted in Colombia over the last few decades, have an important potential for advancing adequate productive development policies. However, public private collaboration for productive policies has by no means brought a development ¿miracle¿.
Background: My Health My Community (MHMC) is a collaborative initiative, developed to fill a gap in health and well-being information for Vancouver Coastal Health (VCH) and Fraser Health (FH) regions. MHMC survey sought to capture information within the domains of socio-demographics, health status, lifestyle, access to care, built environment and community resiliency. VCH and FHA engaged their municipal governments and community partners to develop relevant content and recruit participants. Purpose: Understand the burden and determinants of chronic disease at a local level (municipal and neighborhood) that facilitates partnership with local governments and community organizations to create health-promoting environments.
À l'heure où l'enseignement supérieur semble glisser vers un « marché commun de l'éducation et de la formation », le débat sur l'amélioration des politiques éducatives universitaires suscite l'intérêt des chercheurs, hommes politiques et public large. Dans le cadre de cet article, nous abordons les principaux piliers pour la coopération scientifique et le « bien-être académique ». La recherche s'est basée sur un échantillon de chercheurs jeunes ou expérimentés provenant d'une vingtaine de pays de cinq continents. Les principaux défis académiques identifiés sont : la mobilité académique, les diplômes conjoints, l'influence de l'Union européenne, le financement et la bureaucratie administrative, la précarité du métier d'enseignant-chercheur, le réseautage international et « l'emprise anglaise » de la recherche, la vulgarisation scientifique et l'ingénierie éducative. Une série de solutions ont été proposées, parmi lesquelles on peut citer : la création d'un dispositif d'ingénierie éducative, l'affinement du cadre administratif-juridique pour les diplômes conjoints, l'accessibilité à l'enseignement supérieur, une meilleure gestion financière et un fort soutien aux jeunes chercheurs. Ces changements augmenteraient le « bien-être académique », renforceraient le courage, la confiance et la motivation d'agir, rendraient la mobilité plus fructueuse et l'éducation interculturelle plus prégnante. --- At the time where higher education seems to drag a "common market of education and training", the debate on the improvement of university educational policies interests researchers, politicians and wide public. In this article, we analyse the main pillars for scientific cooperation and "academic well-being". The search is based on sample of young and experienced researchers from twenty countries of five continents. The main academic challenges identified are: academic mobility, joint diplomas, influence of the European Union, financing and administrative bureaucracy, precariousness of the profession of professor/researcher, international networking and "English influence" on research and educational engineering. A series of solutions have been proposed, some of which including: the creation of a mechanism of educational engineering, refinement of the legal-administrative framework for joint degrees, accessibility to higher education, better financial management and strong support to young researchers. These changes would increase the "academic well-being", strengthen the courage, confidence and motivation to act, make mobility more fruitful and intercultural education more meaningful.
Both the United States and the Brazilian Catholic Church played decisive roles during the military dictatorship that ruled Brazil between 1964 and 1985. Therefore, an understanding of the relationship between these influential political actors is imperative. This article explores American views of and interests in the Brazilian Catholic Church through a critical examination, categorization, discourse analysis and periodization of cables produced by the U.S. diplomatic mission in Brazil from 1964 to 1972. It maintains that, in the ideological context of National Security doctrine, the U.S. regarded the progressive Catholic movement, and at some level the Church as a whole, as a threat. Nonetheless, starting in 1969, after an intensification of political repression and the growing institutional commitment of the Church to human rights defense, the American approach changed from suspicion to collaboration for development. This article sheds light on the changing political context during the Brazilian military regime. ; Tanto los Estados Unidos como la Iglesia católica brasileña fueron agentes decisivos durante la dictadura militar que gobernó a Brasil entre 1964 y 1985. Por tanto, una comprensión de la relación entre estos dos influyentes actores políticos parece imperativa. Este artículo explora las visiones estadounidenses de la Iglesia católica brasileña, así como sus intereses en ella, mediante el análisis crítico, la tematización, el análisis del discurso y la periodización de los telegramas de la misión diplomática norteamericana en Brasil entre 1964 y 1972. Se sostiene que, en el contexto ideológico de la doctrina de Seguridad Nacional, los Estados Unidos consideraban al movimiento progresista católico y, en cierta medida, a la Iglesia en su conjunto como una amenaza. Sin embargo, a partir de 1969, después del endurecimiento de la represión política y del creciente compromiso institucional de la Iglesia con la defensa de los derechos humanos, el enfoque estadounidense pasó de la sospecha a la colaboración desarrollista. Este artículo arroja luz sobre el cambiante escenario político durante el régimen militar brasileño.
A knowledge-mediated collaboration characterization is carried out between the academics of the Autonomous University of Baja California (UABC) and the actors that make up the Third Sector. The study had a descriptive scope, non-experimental design, and consisted of the application of an online questionnaire to 75 professor-researchers of the UABC. The results show that collaboration with the third sector is incipient, compared to that sustained with companies or governmental entities, and is hampered by factors related to bureaucracy, the absence of highly specialized personnel and the work overload of university academics.
The United States government has implemented a strategy to boycott international Cuban medical collaboration, in which Latin American governments, right-wing senators, the press, medical unions, non-governmental organizations and international organizations participate. In the case of the latter, the Organization of American States (OAS) stands out, which, from the guidance of Luis Almagro, has become the main institution of this type that attacks the Cuban health agreements. ; El gobierno de Estados Unidos ha implementado una estrategia de boicot a la colaboración médica cubana internacional, en la que participan gobiernos latinoamericanos, senadores de derecha, medios de prensa, organizaciones gremiales médicas, organizaciones no gubernamentales y organismos internacionales. The intention is to evaluate the autonomy of the Counsel and its institutional design and elaborate a critical analyzes taking into account two frame works: the purpose of its constitutional origin and the orientation given by the modern governance theory. According to the descriptive-analytic character of the investigation, document analysis was determined as the methodological instrument, as much as it facilitated the access to the information and it provided an intellectual model for its analysis and recovery. ; El objetivo de este artículo es analizar el Consejo Nacional de Planeación (CNP), principal instancia en Colombia de concertación entre el gobierno y actores no estatales, civiles y económicos, en los procesos de planificación del país. Se busca evaluar, entonces, la autonomía del Consejo y su diseño institucional y realizar un análisis crítico a partir de dos marcos de referencia: la aspiración constitucional que estableció su creación y la orientación teórica de la gobernanza moderna. Resumen: Este estudio tiene como objeto analizar, desde una perspectiva crítico-reflexiva, la labor del tutor/a en las relaciones familia-escuela en centros educativos de Educación Infantil y Primaria a través de los discursos de 45 maestros en formación de la Universidad de Cantabria. Metodológicamente, el trabajo se enmarca en la tradición de la investigación cualitativa. Se caracteriza por la pluralidad de estrategias y técnicas de obtención de datos llevadas a cabo. A las tradicionales de la investigación cualitativa, como la observación participante y los grupos de discusión, se incorporan metodologías participativas como: el diamante 9, las frases inconclusas y la construcción de narraciones escritas. Entre los resultados obtenidos destacan: la alta valoración de la participación de las familias en los procesos educativos y el reconocimiento del papel del tutor como mediador, que contrasta con su ausencia en el diseño y desarrollo curricular, así como con la promoción de espacios puntuales y acotados, predefinidos por los docentes; el intercambio unidireccional de información; la presencia de una participación familiar en la gestión y organización del centro a través de órganos de representación. The paper´s aim is delimit open government concept, such a way to enhance the collaboration between government and society. In the framework Open Government Partnership´s (OGP) international initiative, it´s relevant to rethinking transparency, accountability, public information access and civic participation, like articulate elements each other, which represent a straight collaboration with a society often more open. This open government´s elements, leads to a minimal definition that development an analysis to describe countries action plan´s, on basis of four dimensions: Institutional, Organizational, Relational and Technological. ; Este artículo se propone delimitar el concepto gobierno abierto, argumentando que es la vía para mejorar la colaboración entre gobierno y sociedad. En el marco de la iniciativa internacional Alianza por el Gobierno Abierto (OGP), es central repensar la transparencia, la rendición de cuentas, el acceso a la información pública y la participación ciudadana, como elementos articulados entre sí, que representan el cimiento de una firme colaboración con una sociedad cada vez más abierta. Estos componentes de gobierno abierto, perfilan una definición mínima con la cual se desarrolla un marco de análisis para describir los planes de acción de los países adherentes al OGP, con base en cuatro dimensiones: Normativa, Organizativa, Relacional y Tecnológica.
In order to connect reflections on visual arts, political activism and educational practices as liberation, I introduce here two collaborative art projects carried out by the British collective PLATFORM. The first project, entitled Delta (1993), focused on the reactivation of water power in the Thames delta region (London/UK). With the collaboration of engineers, students and teachers from a local primary school, the collective built in a river near the school a hydraulic micro-turbine to generate renewable, community-based and low-impact electric power for the school. The second, Remember Saro-Wiwa (2005-2013), produced a series of collaborative arts activities in honor of Nigerian writer and environmental activist Ken Saro-Wiwa. The project opened a public debate about neocolonial processes of exploitation of natural and energy resources in the Global South. Although different in their forms and methodologies of work, from my point of view, both projects presented themselves as relevant experiences in the expanded field of arts and education and in the process of engaging their participants in issues of social and environmental justice. ; Este artigo tem por objetivo apresentar dois projetos de arte colaborativa realizados pelo coletivo de arte britânico PLATFORM, no intuito de fomentar reflexões sobre o campo da arte colaborativa, ativismos políticos e práticas educacionais libertadoras. O primeiro projeto, intitulado Delta (1993), centrou-se no processo de reativação do poder das águas na região do delta do rio Tamisa, em Londres. Com a colaboração de engenheiros, estudantes e professores de uma escola primária local, o coletivo construiu num rio próximo à escola uma microturbina hidráulica para geração de energia elétrica renovável, comunitária e de baixo impacto para a escola. O segundo projeto, Remember Saro-Wiwa (2005–2013), produziu uma série de atividades artísticas colaborativas de homenagem ao escritor e ativista ambiental nigeriano Ken Saro-Wiwa e de debate público sobre processos neocoloniais de exploração de recursos naturais e energéticos no Sul Global. Embora diferentes em suas formas e metodologias de trabalho, ambos projetos se apresentaram, ao meu ver, como experiências relevantes no campo ampliado das artes e da educação, no processo de engajamento de seus participantes em questões de justiça social e ambiental.
