ABSTRACT Objective: To identify and to discuss the progress of actions for the protection, promotion and support of breastfeeding in Brazil from the perspective of the indicators proposed by the Global Breastfeeding Collective. Data source: A narrative review was conducted according to the methodological orientation of the implementation research and through a qualitative approach. Publications from the World Health Organization and the United Nations Children's Fund were selected, as well as publications from the Brazilian Ministry of Health were collected from the Virtual Health Library and from the libraries of the Department of Primary Care's portal and the Brazilian's Institute of Geography and Research. Data synthesis: Brazil has shown promising results regarding the implementation of breastfeeding protection legislation, the participation of municipalities in community breastfeeding support programs, and the continued evaluation of these programs. However, reports of breastfeeding rates have not been produced every five years and the progress of these indicators is very far from the agreed targets for 2030. There is also a need to improve the number of births in child-friendly hospitals and financial donations for breastfeeding programs. Conclusions: It is necessary to strengthen systematic monitoring of breastfeeding and following up current strategies to more effectively impact the breastfeeding rates in the country. Furthermore, it is suggested that the practice of donations is a pathway to be explored to support breastfeeding programs.
This article considers an implementation of a constructive scheme of collective decision-making, which is based on the Bayesian strategy, for the selection of investment projects to solve the socio-economic problem of Kyiv city. The relevance of this study is that in the absence of an objective and transparent system for selecting investment projects and with a limited regional budget, the government should accept only those investment projects that bring the greatest socio-economic benefits. The main ways of state investment in projects aimed at improving socio-economic problems are considered. Among them are the State Fund for Regional Development and the public-private partnership program. It is determined that a significant advantage of public-private partnership over the State Fund for Regional Development is the ability to attract both public funds and private investment. Three projects aimed at solving the problem were selected from the website of the Kyiv Investment Agency, which operates within the framework of a public-private partnership. The financial indicators of their profitability were calculated – NPV (net present value), IRR (internal rate of return) and PI (profitability index). They are based on the concept of incoming and outgoing payments during the period of project execution. It is determined that these indicators do not always give a consistent result, as well as their main drawback – the inability to assess the social component. According to the methodology of collective decision-making by a group of independent experts in terms of the minimum average probability of error, calculations were made to determine the most attractive project. It is noted that all experts make decisions separately and independently of each other. Recommendations were provided for the selection of a specific project. The study identifies the advantages of this method of project acceptance for investment: objectivity, consistency and transparency. In the future, it is planned to incorporate risks into the decision-making model.The main areas that need improvement were considered, and key ones were selected. Social media provides ethno-racial immigrant groups—especially those who cannot vote due to factors such as lack of citizenship and limited English proficiency—the ability to mobilize and connect around collective issues. This form of digital group activism serves as an adaptive political empowerment strategy for the fastest-growing and largest foreign-born population in America. Asian American Connective Action in the Age of Social Media illuminates how associating online can facilitate and amplify traditional forms of political action. James Lai provides diverse case studies on contentious topics ranging from affirmative action debates to textbook controversies to emphasize the complexities, limitations, and challenges of connective action that is relevant to all racial groups. Dam Safety and dam incidents are treated here looked at from the "Human Factors" perspective. An attempt is made to explore these factors as an important drive in impairing dams' safety and increases their risks. Distinction is drawn between the "Normal Human Caused Incidents" and the "Extraordinary Human Caused Incidents" together with the description of their root origins and subsequent consequences. The first type includes unintentional mistakes, errors and flaws committed by the operators of dams inadvertently, in addition to negligence, lack of experience or overconfidence. Such failings can happen in manual operation of dams, or through the use of their Supervision, Control and Data Acquisition (SCADA) systems as in industrial control system (ICS). They can occur also due to flaws in software or even in the application of information and communication technology (ICT) in remote control operations. As for the second group; the extraordinary human factors, they are defined here as those committed by man with the full understanding of their possible damage. They are done purposely for destabilizing dams after thoughtful and carefully meditated decision making process and they are manifested in acts of war, sabotage and terrorists actions. In this modern age, these acts are characteristics of hackers' attacks on dam(s) operating systems. This is done through the use of cyberspace by the widespread interconnected digital technology with the accompanying advances in the communication technologies. As such, these technologies have made remote control of such systems possible. Not limited to this, dams remain now, as they were always in the past, the obvious targets in wars and conflicts to inflict losses on the enemy and to use them as weapons, and for terrorism actions for challenging governments. Examples of the aforementioned threats are described with examples given from real cases to elucidate the dangers involved. Tertiary education attendance in Brazil varies remarkably among different population groups. In order to decrease inequalities and increase the proportion of minorities in public universities, many institutions of higher education in Brazil have implemented affirmative action policies since the 2000s. The main objective of this paper was to analyze different counterfactual affirmative action policies at the Federal University of Minas Gerais (UFMG) based on simulations, measuring the proportion of minorities and the level of academic performance at this institution under each scenario. The current quota policy of 50% for students from public secondary schools, divided between four main groups (non-poor/non-minority; poor/non-minority; non-poor/minority; poor/minority), was shown to be well-designed to promote higher proportions of minorities among the student body. However, if academic performance is also taken into account, the best options would be either a quota policy of 50% divided between poor and non-poor students or a bonus policy based on a linear function of course competitiveness with an average bonus of 6%.
The needs of the Milk Producers' Organization are achieved by strengthening the scattered and poorly organized Indian milk producers, who lack access to resources and services. In fact, the Milk Producers' Organization has emerged as an interface between the business environment and individual milk producers through forward and backward linkages, while facilitating the strength of collective action, bargaining power and economies of scale. It has thus responded appropriately to the economic and socio-cultural needs of producer members and surrounding entities. The National Accounts Statistics (2020) of India estimates that the contribution of livestock in total agriculture and allied sectors Gross Value Added (at Constant Prices) has reached to 28.63 per cent (2018-19) which again shows the importance of the Milk Producers' Organization in a populous country such as India. The Organization extends its assistance in the form of financial support, technical inputs, milk productivity, quality produce, managing value chains, access to market actors and handling environmental and business regulation. This review paper outlines the key viewpoints and aims to explore how the Milk Producers' Organization has built capabilities and optimized capacities in the existing scope and challenges of the Indian dairy sector. The livestock sector supports the livelihood of approximately 20.5 million people in India. India's milk production is at 4.8% CAGR as opposed to 1.8% CAGR of global milk production. However, the Organization faces conflicting areas of interest, such as social concern and business demands and this ambivalence necessitates enabling policy and professionalism to steer organizational growth and sustainability. In view of the globalized business environment, the Milk Producers' Organization has taken on the responsibility to compete both on the domestic and global markets. In view of emerging international trade practices, further study is required to establish mechanisms to deal with Sanitary and Phytosanitary measures. A co-operative business model can be further explored with additional utilization of bovine manure and unproductive bovines to re-establish a more cost efficient model to deal with global price levels of milk and dairy products. ; Potreba za osnivanjem Organizacije proizvođača mlijeka temeljena je na nužnosti za ojačanjem raštrkanih i neorganiziranih, siromašnih indijskih proizvođača mlijeka koji nemaju pristup resursima i uslugama. Organizacija proizvođača mlijeka nastala je na sučeljavanju poslovnog okruženja i pojedinačnih proizvođača mlijeka kroz veze unaprijed i unatrag (forward i backward linkages), istovremeno omogućujući osnaživanje kolektivnog djelovanja, pregovaračke moći i ekonomskih razmjera. Time je prikladno odgovoreno na ekonomske i socijalno-kulturalne potrebe članova proizvođača i subjekata koji ih okružuju. Prema procjeni Statistike nacionalnih računa (2020.) Indije, doprinos stočarstva ukupnoj bruto dodanoj vrijednosti (pri stalnim cijenama) poljoprivrede i srodnog sektora dosegnuo je 28,63 % (2018.- 2019.) što ukazuje na važnost Organizacije proizvođača mlijeka u mnogoljudnoj zemlji poput Indije. Organizacija proizvođača mlijeka pruža svoju pomoć s aranžmanima financijskog kredita, tehničkim ulaznim informacijama, produktivnošću mlijeka, kvalitetnim proizvodima, upravljanjem vrijednosnim lancima, pristupom dionicima na tržištu i bavljenjem ekološkim i poslovnim regulativama. U ovom preglednom članku opisana su ključna gledišta i pokušalo se istražiti kako je Organizacija proizvođača mlijeka izgradila sposobnost i optimizirala kapacitet u postojećem opsegu i izazovima indijskog mljekarskog sektora. Stočarski sektor pomaže izdržavati oko 20,5 milijuna stanovnika Indije. Složena godišnja stopa rasta (CAGR) proizvodnje mlijeka u Indiji iznosi 4,8 % u odnosu na 1,8 % CAGR globalne proizvodnje mlijeka. Međutim, Organizacija proizvođača mlijeka suočava se sa sukobljenim područjima interesa: poput socijalnih pitanja, kao i poslovnih zahtjeva i ta ambivalentnost iziskuje poticajne politike i profesionalizam za upravljanje rastom i održivošću Organizacije. S obzirom na globalizirano poslovno okruženje, Organizacija proizvođača mlijeka preuzela je odgovornost natjecanja na domaćem i globalnom tržištu. S obzirom na nove prakse međunarodnog trgovanja, potrebna je dodatna studija za uspostavljanje mehanizma koji će se baviti sanitarnim i fitosanitarnim (SPS) mjerama. Suradnički se poslovni model može dalje istražiti dodatnom uporabom gnojiva goveda i neproduktivnih goveda za ponovnu uspostavu ekonomičnijeg modela kako bi se moglo nositi s globalnim razinama cijene mlijeka i mliječnih proizvoda.
The incorporation of nanostructures in optoelectronic devices for enhancing their optical performance is widely studied. However, several problems related to the processing complexity and the low performance of the nanostructures have hindered such actions in real-life devices. Herein, a novel way of introducing gold nanoparticles in a solar cell structure is proposed in which the nanostructures are encapsulated with a dielectric layer, shielding them from high temperatures and harsh growth processing conditions of the remaining device. Through optical simulations, an enhancement of the effective optical path length of approximately four times the nominal thickness of the absorber layer is verified with the new architecture. Furthermore, the proposed concept in a Cu(In,Ga)Se2 solar cell device is demonstrated, where the short-circuit current density is increased by 17.4%. The main aim of the paper is to characterize the proposed model of risk management system. Threats identification and risk assessment of the systemic character result in taking action directed on risk elimination, minimization or financing. Concept of the risk management system includes the following anti-risk activities concerning: knowledge, operating, experience and improvement. Those risk actions guarantee effective manner of risk management, which is of particular meaning due to the difficult situation of the European Union's steel industry facing geopolitical, economic and environmental challenges. The model in question can be treated as a guidelines for proceeding in case of prevention and response to the potential, both strategic and operational, metallurgical risk.
In public relations research, the concept of engagement is often theorized but seldom observed in practice. This research focuses on what public leaders learn when they undertake actions centered on learning by listening to society to implement governmental citizen engagement programs. Taking an inductive grounded approach to data analysis which draws on tools and methods of grounded theory as well as including a review of key concepts from public relations literature, a reflexive analysis of an action learning intervention involving the members of a provincial government was conducted. Results show that, when reflecting on interaction with stakeholders of the program, government members: increase their knowledge about both sides of the public organization-society relationship; become more sensitive to what listening is and implies, and, hence, more supportive of two-way communication; are challenged about the authenticity of the motivations behind their listening; become more aware of ways in which they work to build social capital; and, subsequently, increase their willingness to act together with society. This paper shows that reflection on the real implementation of engagement programs gives policy makers a better understanding of normative assumptions, and hence it instantiates public relations theories and concepts about engagement. By identifying acting-by-listening as integral to citizen engagement, it presents implications for the study and practice of public relations in public sector organizations.

Abstract The presence of urban green spaces (UGS) increases the human's contact with nature and provides numerous benefits to the society and the local environment. In this way, analyzing, planning and stimulating the implementation of UGS in cities is a fundamental action to improve the life quality of urban society. In this context, the aim was to analyze the situation and distribution of the green spaces of the universities cities of Lavras, Minas Gerais State (Brazil) and Newark, Delaware (USA). For data collection, researches performed field visits and used aerial photography to survey and analysis before calculating indicators including green area index (GAI) and green space ratio (GSR). The city of Lavras has a GAI of 0.54 m2 inh-1. The GSR value was 0.29%, not meeting the minimum of 5% required by local municipal law. Furthermore, there is a bad distribution of UGSs in the urban framework. However, in Newark, the distribution of UGSs is homogeneous and covers all regions of the city. The calculated GAI was 50.2 m² inh-1 and the GSR has met the 7% minimum required by its Newark Municipal Law. When comparing the two cities, in different countries and conditions it is concluded that Newark (DE) presents UGS indicators, GAI (m² inh-1) and GSR (%), higher than the values obtained in Lavras (MG), indicating the need for Government actions to increase these values.
Over the past few decades, management models have become important in the organizational field. Well implemented models provide benefits in all areas of organization and strengthening the company in the market. The present paper performs an analysis of the ACADEMIA DE BELLEZA YVONNE, therefore a management model is proposed according to the need of the organization to be a certifier of biosafety. The characteristics of the creation of the model for the company correspond to the case study and the use of descriptive research. The research is organized systemic with the aim of understanding the variables on the general, legal and stakeholder environment. In addition, headquarters managers are interviewed to learn about the organization's current problems. The findings allow the ACADEMIA to have the basis for solving some of the problems. These problems are related to the goal of becoming a certifier of biosafety, among which the need to implement and evaluate a series of proposed indicators stands out. These indicators belong to a management model that relates knowledge management and the balanced scorecard. In addition to the above, the proposed model has the necessary elements so that other types of organizations in the sector can replicate it ; Desde hace unas décadas los modelos de gestión han tomado importancia en el campo organizacional. Además, se entrevista a los administradores de la sede para conocer los problemas coyunturales de la organización. Los hallazgos permiten que la ACADEMIA tenga las bases para la solución de algunos de los problemas. Estos problemas se encuentran relacionados con el objetivo de convertirse en una certificadora de bioseguridad, entre los que destacan la necesidad de implementar y evaluar una serie de indicadores propuestos. Estos indicadores pertenecen a un modelo de gestión que relaciona la gestión del conocimiento y el cuadro de mando integral. Aunado a lo anterior, el modelo propuesto cuenta con los elementos necesarios para que otros tipos de organizaciones del sector puedan replicarlo. ; Maestría
ABSTRACT Objective: to discuss the role of Brazilian nursing to face political, economic and sanitary challenges that compose the crisis situation related to Covid-19 pandemics. Methods: Critical-thinking study with analytics characteristics, based on latin-american critical epidemiology and on the concept of social determination of health. Results: the central issues related to the Brazilian political-economic and health scenario are problematized, with emphasis on the impacts in terms of social inequality deepening. Nursing role is discussed considering the impacts in these worker's health, and the relevance of nurses' actions in the several professional practice scenarios to defend social protection. Conclusions: the role of Brazilian nursing as a social practice for the defense of life and universal access to health is reaffirmed as a way of achieving social justice.
