Abstract: Indonesia is a country that embraced the principles of democracy, and respect, the sovereignty of the people. As a consequence the implementation of these democratic principles, every five years the Democratic Party that is implemented elections. In the study of democracy, there is a postulations that almost always be confirmed in the empirical field, that a country has achieved democracy has consolidated when through three times in a democratic election, after the collapse of the authoritarian New Order regime of Indonesia had to do it. Global Governance encompasses the world's political activities and the management of issues and phenomena that occurred on a nation-state, involving contributions from regional to the international environment. In the global security sector, there are numerous efforts carried out by a country to counter such external threats that can cause destabilization. Non-proliferation and nuclear developments for peace are such issues of the global defense-security concern. The attempts to control and ensure the use of nuclear has been carried out by enacting international law, resolutions, and multilateral agreements. The Joint Comprehensive Plan of Action (JCPOA) is one kind. Influencing the world's security, politics, and economy, JCPOA began to be disrupted since the U.S. withdrawal as one of the parties that initially signed the agreement. This research aims to analyze The Collapse of Global Governance: When the U.S. Leaves the Joint Comprehensive Plan of Action (JCPOA). This research used a qualitative method with analysis based on secondary data, validated by the triangulation technique in this qualitative study. The analytical procedure uses secondary data from journals, media, and literature related to the Iran nuclear agreement and previous analyses discussing the U.S. exit from the JCPOA agreement. The analysis technique performs by arranging the data sequence, organizing the data into a pattern, category, and basic description. This research has found that Global Governance has fundamental weaknesses in its application. Through an analysis of the U.S. exit from the Iran nuclear agreement, it can be said that the reins of control are in the hands of the U.S. The Trump administration's policy on behalf of the U.S. to leave JCPOA to thwart the achievement of Global Governance and significantly affects the multi-national economic, political, and security order. The implementation of Global Governance and the issues also raised based on the interests of the superpowers. ; Global governance meliputi kegiatan politik dunia dan pengelolaan isu dan fenomena yang terjadi pada suatu negara kebangsaan, yang melibatkan kontribusi dari lingkungan regional hingga internasional. Di bidang keamanan global, banyak upaya yang dilakukan oleh suatu negara untuk melawan ancaman eksternal yang dapat menyebabkan destabilisasi. Non-proliferasi dan perkembangan nuklir untuk perdamaian adalah isu-isu yang menjadi perhatian pertahanan-keamanan global. Upaya pengendalian dan penjaminan penggunaan nuklir dilakukan melalui penetapan hukum internasional, resolusi, dan kesepakatan multilateral. The Joint Comprehensive Plan of Action (JCPOA) adalah salah satunya. Mempengaruhi keamanan, politik, dan ekonomi dunia, keberadaan JCPOA mulai terganggu sejak mundurnya Amerika Serikat (AS) sebagai salah satu pihak yang awalnya menandatangani perjanjian. Tujuan penelitian ini adalah untuk menganalisis Runtuhnya Global Governance: Saat Keluarnya AS dari Joint Comprehensive Plan of Action (JCPOA). Penelitian ini menggunakan metode kualitatif dengan analisis berdasarkan data sekunder, divalidasi dengan teknik triangulasi dalam penelitian kualitatif ini. Prosedur analitis menggunakan data sekunder yang diambil dari jurnal, media, dan literatur terkait perjanjian nuklir Iran dan analisis sebelumnya yang membahas keluarnya AS dari perjanjian JCPOA. Teknik analisis dilakukan dengan menyusun urutan data, mengorganisasikan data ke dalam suatu pola, kategori, dan deskripsi dasar. Penelitian ini menemukan bahwa global governance memiliki kelemahan mendasar dalam penerapannya. Melalui analisis keluarnya AS dari perjanjian nuklir Iran, dapat dikatakan bahwa kendali kendali berada di tangan AS. Kebijakan pemerintahan Trump mengatasnamakan AS keluar dari JCPOA untuk menggagalkan pencapaian global governance dan secara signifikan mempengaruhi tatanan ekonomi, politik, dan keamanan multi-nasional. Rice Landrace Conservation Practice through Collective Memory and Toraja Foodways ; Praktik Konservasi Padi Lokal melalui Ingatan Kolektif dan Foodways Toraja
Many studies on rice landrace (Oryza sativa sbsp. indica) have been conducted by biodiversity, ethnobotany, and agroecology disciplines. The importance of rice landraces as genetic resources and the basics of human civilizations. Conservation landraces in Tumbang Datu and Pongbembe nowadays are affected by the following socio-cultural constraints: a) decline numbers of local varieties after the regional government-imposed funding to local communities to substitute new-high yield varieties, b) rice rites and landrace conservation are on the brink of extinction. This research explores daily behaviors that contribute to rice landrace conservations through the sociological approach of collective memory and symbolic interaction. Today's generations use new meanings and symbols of rice derived from collective memories and virtues. Various interviewees practice mnemonic devices (what, why, who, where, when, and how) that reflect foodways. According to Blumer, social structures are networks of interdependence among actors that place conditions on their actions. In these networks, people act and produce symbols and meanings of rice to interpret their situations and to have their own set in a localized process of social interpretation. Moreover, the Toraja language is used as a bridge in communicating the past, present, and future to strengthening collective identity. This research uses a qualitative method to explore rice landrace conservation using open-ended questions, in-depth interviews, and Focus Group Discussions. A free-listing method was followed to gather interviewees' collective memories of rice landraces. Findings show that a combination of methods, tradition-based conservation, and current scientific-technology-based conservation become a practice for promoting, educating, and stimulating the public and researchers to engage in landraces conservation. These findings suggest that the socio-cultural ecosystem and Blumer's social network support new networks to deliver science in agricultural innovation policy. The results showed that collective memories and foodways create ways that would benefit rice landrace conservation the most. ; Penelitian-penelitian mengenai padi lokal (Oryza sativa sbsp. indica) telah dilakukan oleh disiplin keragaman hayati, etnobotani, dan agroekologi. Padi lokal penting sebagai sumber daya genetika dan dasar berbagai peradaban manusia. Pada masa kini, konservasi varietas-varietas padi lokal di Tumbang Datu dan Pongmbembe menghadapi beberapa tantangan sosial budaya, antara lain a) penurunan jumlah varietas lokal setelah pemerintah kabupaten menyediakan varietas-varietas baru kepada masyarakat, dan b) konservasi dan ritus-ritus, yang menggunakan padi lokal, terancam punah. Penelitian ini mengeksplorasi perilaku sehari-hari yang dapat berkontribusi pada konservasi padi lokal, melalui pendekatan sosiologis terhadap memori kolektif dan interaksi simbolik. Generasi masa kini menggunakan makna dan simbol baru padi berdasarkan ingatan kolektif. Para informan mempraktikkan perangkat mnemonik yang mencerminkan foodways. Konsep struktur sosial menurut Blumer adalah jaringan saling ketergantungan antar-aktor, yang menempatkan kondisi pada tindakan aktor tersebut. Orang-orang bertindak dan menghasilkan simbol dan makna padi di dalam jaringan ini, untuk menafsirkan situasi mereka sendiri, dan memiliki device (perangkat) sendiri dalam proses interpretasi sosial. Bahasa Toraja juga berfungsi menjembatani dan mengkomunikasikan masa lalu, masa kini, dan masa depan, sekaligus memperkuat identitas kolektif. Bahasa Toraja digunakan sebagai jembatan untuk mengkomunikasikan masa lalu, masa kini, dan masa depan, demi memperkuat identitas kolektif. Penelitian ini menggunakan metode kualitatif untuk mengeksplorasi konservasi padi lokal, dengan menggunakan pertanyaan terbuka, wawancara mendalam, dan Diskusi Kelompok Terfokus. Metode free-listing digunakan untuk mengumpulkan ingatan kolektif para informan pada padi lokal. Hasil penelitian ini menunjukkan bahwa metode kombinasi, yaitu konservasi berbasis tradisi dan konservasi berbasis teknologi ilmiah saat ini, menjadi praktik untuk mempromosikan, mendidik, dan melibatkan publik dan peneliti di dalam konservasi padi lokal. Selain itu, ekosistem sosio-budaya dan konsep jejaring sosial Blumer mendukung jejaring baru untuk mempromosikan ilmu pengetahuan di dalam kebijakan inovasi pertanian. Kesimpulan, ingatan kolektif dan foodways menciptakan cara yang paling bermanfaat bagi keberhasilan konservasi padi lokal.

Perkembangan Keterwakilan Politik Perempuan di DPRD Provinsi Sumatera Barat (Studi Komparatif Kebijakan Affirmative Action Periode Pemilu Legislatif 2004-2014)
Abstrak: Rendahnya angka keterpilihan perempuan di lembaga Legislatif di Indonesia masih menjadi kajian menarik oleh beberapa kelompok sampai sekarang, sebut saja diantaranya yaitu kelompok pegiat gender. Salah satu lembaga legislatif di Indonesia yang memiliki masalah dengan angka rendahnya keterpilihan perempuan adalah Dewan Perwakilan Rakyat Daerah Provinsi Sumatera Barat. Sejak hadirnya kebijakan pemerintah yang tertuang dalam pasal 65 UU nomor 12 tahun 2003 yaitu tentang penetapan kuota 30% keterwakilan politik perempuan di legislatif sebagai affirmative action dalam pemilu 2004 sampai sekarang, faktanya kebijakan tersebut masih belum mampu meningkatkan jumlah keterpilihan perempuan di lembaga legislatif. Selama 3 periode pemilu, jumlah laki-laki masih diatas jumlah perempuan. Bahkan angka kritis 30% untuk perempuan di lembaga legislatif pun tidak tercapai. Sejauh ini, angka maksimal keterpilihan perempuan yang ada di Dewan Perwakilan Rakyat Daerah Provinsi Sumatera Barat hanya berjumlah 7 orang dari total keseluruhan sebanyak 65 orang. Tentunya, affirmative action perlu mengalami perbaikan lagi, sampai akhirnya kebijakan itu dapat menjadi solusi terhadap krisis perempuan dalam politik. Dari berbagai faktor penyebab tidak tercapainya tujuan peningkatan perempuan di lembaga legislatif, sepertinya butuh pembedahan kasus yang lebih mendalam lagi. Gunanya agar kebijakan yang dihasilkan lebih tepat sasaran, efektif dan efisien. Sedangkan manfaat akhirnya adalah dapat menjadi masukan untuk pemerintah dalam proses pembuatan kebijakan affirmative action yang sukses meningkatkan angka perempuan di lembaga legislatif di Indonesia pada umumnya dan Dewan Perwakilan Rakyat Daerah Provinsi Sumatera Barat khususnya. Ta alleviate poverty problem especially in urban areas should not be focused on physical infrastructure development alone. it should be considering the dimension of social development to make urban development to be more harmony. Poverty alleviation is almost considered as the ultimate goals of the city planning, and this problem caused by the process of urbanization.Contemporary social problems in urban areas such as financial assistant for the poor, adolescent problem, drug abuse, criminality, prosti tution, social dysfunction, social cinflict, etc. Efforts to prevent these problems are needed; and improvement the quality of life of migrant workers should be the priority for the government of the municipalities. Indonesia's Policy on Climate Change Mitigation: Constraints and Solutions
Recently the impact of climate change has been an increasingly important policy issue to the Indonesian government. It makes serious programs to support the global climate change mitigation action. This article is aimed at analyzing the application of Indonesia's climate change policy. The focus is on crucial problems that constrain its effectiveness both at international and domestic levels. The discussions indicate that Indonesia's multilateral diplomacy to protect the environment is affected by the rise of global power politics as the consequence of the contestation between China and the United States. Meanwhile, internal actions are hindered by the complex social, economic, and cultural barriers. The efficacy of the policy is considerably weakened. To conclude, however, this author tries to offer some potential solutions for strategic planning and policy improvement.

RIAU GOVERNMENT'S POLICIES TO REALIZE THE AATHP'S GOALS (2015-2016)
The ASEAN Agreement on Transboundary Haze Pollution (AATHP) is a collective effort agreed by all of the ASEAN member countries to purposely tackle haze pollution and Indonesia finally ratified it in late 2014. Indonesian government has had responsibilities to carry out its part to tackle forest and land fires resulting in transboundary haze within its territory since then, coordinating and cooperating with all of its lower-level administrations. However, there has been little attention to the study emphasizing any local government's roles to support the regime's goals. This research paper aims to describe Riau government's policies to realize the goals of the AATHP from 2015 to 2016. This paper applies behavioralist approach, which is effective to analyze the actor's policies or decisions inasmuch as it allows the analysis on an individual or group that represents a state or governance. This paper applies David Easton's system theory of decision making which belongs to the approach. The finding of the research is that Riau government took the policies of creating the plan of action on forest and land fires prevention and raising the local emergency statuses to contribute to the goals realization. It means that the local government was, too, an important actor to determine the success or failure of the regime during the years.
