Europe's rapacious hunger for other people's lands is one of the key shaping forces of our contemporary world. Everything is touched by our colonial past, from the way we see the world to the food we eat. Our contemporary preoccupations and ills - from globalization to humanitarian intervention to international terrorism - have colonialism somewhere in their genetic make-up. The character and policies of contemporary international organizations - from the United Nations to the European Union - have also been deeply affected by the colonial inheritance of their members, whether as perpetrators or "victims". Weaving together the complex strands of history and politics into one compact narrative, this book addresses the key theories of colonialism, examining them against contemporary realities. It goes on to looks at how the different policies of colonisers have had profoundly contradictory effects on the way different empires ended in the 20th century. These endings in turn affected the entire nature of modern day international relations. It also exposes the moral ambiguities of colonialism and the hypocrisies, which underlay colonial policies in the 19th and 20th centuries.

Kant is widely regarded as a fierce critic of colonialism. In Toward Perpetual Peace and the Metaphysics of Morals, for example, he forcefully condemns European conduct in the colonies as a flagrant violation of the principles of right. His earlier views on colonialism have not yet received much detailed scrutiny, however. In this essay I argue that Kant actually endorsed and justified European colonialism until the early 1790s. I show that Kant's initial endorsement and his subsequent criticism of colonialism are closely related to his changing views on race, because his endorsement of a racial hierarchy plays a crucial role in his justification of European colonialism. He gave up both in the mid 1790s while he was developing his legal and political philosophy, and he adopted a more egalitarian version of the cosmopolitan relationship among peoples.

In the context of debates about liberalism and colonialism, the arguments of Adam Smith have been taken as illustrative of an important line of anti-colonial liberal thought. The reading of Smith presented here challenges this interpretation. It argues that Smith's opposition to colonial rule derived largely from its impact on the metropole, rather than on its impact on the conquered and colonised; that Smith recognised colonialism had brought 'improvement' in conquered territories and that Smith struggled to balance recognition of moral diversity with a universal moral framework and a commitment to a particular interpretation of progress through history. These arguments have a wider significance as they point towards some of the issues at stake in liberal anti-colonial arguments more generally.
