Rogendorf, whose family came from Styria and settled in Lower Austria in the middle of the XVth Century. Serving the Hapsburgs from chilhood, he was page to Phillip the Fair in the Low Countries and filled various offices under Emperors Maximilian I, and Charles V, to whom he was linked by a special relationship, and Ferdinand L Military and diplomatic missions took the Austrian nobleman all over Europe, defending the interests of the Hapsburgs against the Venetians, the French, the Valencian Moriscos and the Turks. Unpublished sources show that he stayed in Spain between 1522 and 1528, which enabled him to get to know the country very well. For this, he travelled to where the Emperor was. His stay at the fortress of Calatrava la Nueva to obtain the habit of the Order, granted by Charles V together with the Commandery of Otos, made him part of the institutions most representative of the mentality of the Crown of Castile. On his return to Central Europe, Wilhelm von Rogendorf formed —under Ferdinand I— the core of a native nobility which found, in the habits of the Spanish Military Orders, the outward expression of an ideological identity in the secular struggle against the Moslems taking place at that time on the Peninsula and against the Turks on the other extreme the Hapsburg empire, as well as in the struggle against the Protestants during the transition from the Mediaeval to the Modern world.

; This article gives an overview of Juan Fernández Galindo's political and military career from its beginnings at the household of the High Constable of Castile, sir Alvaro de Luna, until he reached a prominent position at the Court of Enrique IV of Castile. Alcoy has a population of 60.000 inhabitants and is located in Valencia, on the north of the province of Alicante. Alcoy has been provided with an urban public bus transport service since 50 years ago. As a result of the current economic downturn, the Municipality of the city applied to the Polytechnic University of Valencia for a study to restructuring the public transport service to allow less municipal subsidies, ensuring quality from two points of view - coverage and frequency. The aim of this study was to provide the government team of detailed information about public transport service of Alcoy from several points of view; functional, economic, social, spatial coverage and other aspects, making easier the decision-making of the municipal government team, to achieve a public transport service more functional and socially appropriate and economically viable. The study consists of several phases. In the first phase, "Diagnosis of the current situation," the methodology used consisted, first of all, in assembling available information from recent years, on this basis, the UPV planning team made a study of the characteristics of the existing offer and demand, making more than 3.800 gauging and 700 surveys. The second phase consisted in meetings with neighborhood associations and the municipality to define objectives and make proposals to the government team. The third phase consisted in making a deep analysis of the proposals, according to the criteria considered and allowing an operation of the service approachable from a financial point of view. The paper presented details the work carried out as well as the proposed solutions and its impact on demand and municipal subsidies. As evidenced by the restructuring proposed that it is possible to achieve savings greater than the 30 % in the municipal contribution with a demand damage lower than 10% ; San Nicolás-Comendador, D.; Colomer Font, O.; Fiore ., MF.; Colomer Ferrandiz, JV. The European Universities initiative, launched by the European Commission in 2018, has its origin in the concept of Civic Universities (CivUs) and consists of transnational higher education alliances throughout the European Union that share long-term strategies. They are expected to become universities of the future, to promote European ideals and character, and to revolutionize the competitiveness and excellence of European higher education. European universities add 41 alliances, involving 31 different countries. This article presents an early quantitative evaluation of this initiative. This paper addresses the coverage of the 41 alliances and selects five of the most advanced for a deeper evaluation of their best practices and their contribution to the realization of CivUs. This paper also outlines the criteria for evaluating the extent to which good practices implemented by these alliances are aligned and can contribute to the attributes of CivUs, based upon state-of-the-art educational standards. A quantitative framework, based on application of the analytical hierarchy process (AHP), is also provided to rank the good practices developed by these alliances against the previous evaluation criteria. Furthermore, by applying a sensitivity analysis, this paper also addresses the robustness of this approach.

Like all EU countries, Spain should design and promote a fair and homogeneous generalized road pricing scheme. Tolls should vary according to infrastructure damage, degree of congestion, risk of accident, and environmental nuisances. An initial study (Spanish road pricing model project: META) of interurban transport pricing has been carried out at national level, considering the valuation of the internal and external costs to define efficient road pricing schemes of different type of roads and appropriate price levels in different interurban road contexts, shifting from a toll for financing infrastructure construction to a toll for recovering social costs. The META project has developed an easy-to-apply pricing methodology, based on a bottom-up approach. The main variable is the AADT -daily flow- applied to accurately estimate generalized road transport costs for each kind of vehicles and each type of road. Based on the current Spanish road network, the META model estimates all social costs: internal costs (fuel, vehicle maintenance, labor, insurance and tax) and external costs (infrastructure, congestion, accident and environmental nuisances). Computed for the 13,156 Km of interurban highways network, the model calculates the costs for each vehicle type (Car, HGV, LGV and bus) and for each road network section following the interurban road characteristics (AADT, capacity and traffic composition for each section of highway network). The two main results of META model for costs in terms of policy implications suggest to moderate the construction of new interurban road infrastructures in Spain and to analyze congestion before to built new metropolitan roads. If we decide for a road pricing scheme based on the environmental, accident and infrastructure costs, because of the reduced number of the congestion situation, we can use the average external costs that are very similar to the marginal external costs.

; Peer reviewed
